CALL TO ORDER Chairman Eddie Larsen called the meeting to order at 7 : 42 P. M. on Thursday, April 22 , 1993 in Room 24 at the Alcott Community Center , 530 Bernard Drive . II . ROLL CALL Commissioners Present : M. Cea , S . Trilling , R. Lundine and E. Larsen. Com . Gordon arrived at 8 : 00 P.M. Commissioners Absent : A. Viehman and F. Weissman Bldg. Dept . Liaison: Edward Schar , Deputy Building Commissioner Village Board Liaison: William Reid , Trustee III . APPROVAL OF MINUTES April 8 , 1993 - Clarification on Page 1 , last paragraph: The size of the Chipper ' s new ground sign is 41 sf . (8 ' x 5 ' 1-1/4" ) and it will be 13-1/2 feet in height . Motion to approve the April 8 , 1993 minutes with the above clarifi- cation was made by Com . Cea and seconded by Com. Lundine . Roll Call Vote : AYE - Trilling , Lundine and Cea NAY - None ABSTAIN - Larsen Motion Passed - 3 to 0 , 1 abstention. April 8 , 1993 minutes were approved and will be placed on file . IV . BUSINESS A. Concord Place - Temporary signs on Arlington Heights Road . Presentation was made by Mr . Jack Metzger , Diamond Outdoor Advertising , 1200 East Golf Road , P. 0. Box 121 , Des Plaines , IL 60016 (708) 827-1771 . Mr . Metzger described the location of the Concord Place Townhomes on Arlington Heights Road between Heritage Way and Fremont Way. Sign #1 has been eliminated . Signs #2 and #3 were requested pursuant to the diagrams and site plans submitted . The signs will meet the required 25 foot setback from all streets because it is a Residential District . Double faced sign #2 will be located at the northwest corner of Arlington Heights Road and Heritage Way. It will be 6 ' x 18 ' and will be constructed on wood posts . Double faced sign #3 will be located at the southwest corner of Arlington Heights Road and Fremont Way . It will be 12-1/2 ' x �-/ 9-1/2 ' with a 1 ' x 9 ' directional panel and will be constructed on wood posts . Colors will be PMS #348 Green and White . A color rendering of a similar sign was presented . The signs will be remain in place during construction and they will be removed in approximately 3 to 4 years . They will not be illuminated because there is no power at the site . Com. Gordon arrived and the presentation was summarized . Com . Trilling made a motion to recommend approval of the two temporary construction signs for Concord Place as presented . Com. Cea seconded the motion. Boston Chicken - Town Center Full Review: Architecture/Materials/Landscaping/Sgns Presentation was made by Branson Edwards , Real Estate Manager , and Jim Riley, Construction Manager , Boston Chicken , 1804 Centre Point Drive , Naperville , IL 60563 ( 708) 955-6100 . The site is located on an existing grass pad on the east side of the Town Center property near the entrance on Mc Henry Road . Mr . Edwards distributed brochures and a new packet of colored diagrams with a materials list . The project was approved by the Village Board on Monday, April 19 , 1993 . Based on the Town Center regulations , the colors of the bricks have been changed from the typical grey and white combination to the Town Center colors which are #5 Auburn with the Special Creme accent color . The darker accent color of the Town Center will not be used . 1 . ARCHITECTURE/MATERIALS The basic prototype building will be constructed with a combina- tion of split face block and drivit . The base of the building and top two courses of brick will be the creme color . The red colored brick soldier course will be carried all the way around the building . The lighted awning will be black and white striped with 3" red trim . Light does not project out from the top of the awning . The storefront and window mullions will be black with clear glass that has a slight grey tint . The back door will be painted to match the field brick . APPEARANCE COMMISSION April 22 , 1993 - Page Two Roof top units will be concealed behind the parapet . The metal cap will be painted to match the creme colored brick . `./ The electric meters are typically located within the brick trash enclosure . The enclosures have treated wood gates and the dump- ters are rolled out for pick-up . Com Ed may not permit the enclosure to be locked and the NEC requires that certain clearance must be maintained so the meter is accessible . There will be no drive-up window now or in the future . Com . Gordon made a motion to recommend approval of the elevations and materials , including the awnings , as submitted for Boston Chicken to be located at Town Center . Com. Cea seconded the motion. Roll Call Vote : AYE - Lundine , Trilling . Cea , Gordon, Larsen NAY - None Motion Passed - 5 to 0 . 2 . SIGNS The sign area has been reduced to permit signs on three sides of the building . East elevation ( front ) : Boston Chicken - Red channel letters with black trim caps - 60 sq . ft . South elevation (facing Lake/Cook) : Boston Chicken - 58 sq . ft . . North elevation: Internally illuminated can sign which would be seen by southbound traffic on Rt . 83 . For this climate , Ch. Larsen recommended using 60 milliamp transformers and 60 milliamp electrodes with clear red neon tubes because white tubes do not illuminate in cold weather . Ch. Larsen informed Mr . Edwards that the Sign Code only permits the sign on the east ( front) elevation because the north and south sides of the building do not front on a right-of-way. The Appearance Commission can recommend variances for these signs . Mr . Edwards was advised to contact Mr . Schar for directions on how to proceed with filing for a variance of the Sign Code . Com . Gordon made a motion to recommend approval of the 60 sq . ft . Boston Chicken sign on the east ( front ) elevation, centered between the two creme colored courses , as presented . Com. Cea made a motion to recommend to the Village Board of Trustees and the Zoning Board of Appeals that a variance be granted that would permit the 58 sf . Boston Chicken sign on the south elevation, centered between the two creme courses , as submitted . Com. Gordon seconded the motion. Roll Call Vote : AYE - Gordon, Cea . Trilling , Lundine , Larsen NAY - None Motion Passed - 5 to 0 . Com. Gordon made a motion to recommend to the Village Board of Trustees and the Zoning Board of Appeals that a variance be granted that would permit the Boston Chicken 5 ' 8" x 9 ' 1 " logo can sign on the north elevation, as submitted . Com. Cea seconded the motion. Roll Call Vote : AYE - Gordon, Cea , Trilling , Lundine , Larsen NAY - None Motion Passed - 5 to 0 . 3 . LANDSCAPING: Mr . Edwards distributed a revised Landscape Plan. The proposed Red Maples on the west side have been changed to Halka Honey- locusts . Mr . Raymond Rigsby ' s Landscape Plan Review dated April 16 , 1993 . states : "The landscape should be consistent with the concept plan for the Town Center . " It also recommends "foundation plantings to enhance the architectural highlights of the building . " The revised Landscape Plan has complied with Mr . Rigsby ' s recommendation to add foundation plantings on each side of the front vestibule area . The area will be slightly bermed . Ch. Larsen suggested mitering the corners of the front planting areas to accommodate the handicapped ramp . He also suggested moving the Locust trees in toward the center of the islands to make it easier for delivery trucks to enter the area . Com. Cea made a motion to recommend approval of the Landscape Plan as submitted for Boston Chicken at the Town Center , as submitted , subject to Mr . Ray Rigsby ' s recommendations and approval : with the following changes : i . e . the corners of the foundation area plantings are to be truncated and the Honeylocust trees are to be moved inward at the rear parking area . Com. Lundine seconded the motion. Roll Call Vote : AYE - Gordon , Cea . Trilling . Lundine , Larsen NAY - None Motion Passed - 5 to 0 . APPEARANCE COMMISSION April 22 . 1993 - Page Four V . ANNOUNCEMENTS A. Mr . Schar distributed a site plan and drawings of a 30" x 30" double-faced non-illuminated directional sign that has been submitted by Condell Acute Care Center . The sign will be 5 ' 6" in height . Colors will be red , white and blue . The drawing indicates that only the arrow and letters will be reflective . The site plan indicates that the sign will be located on the northwest corner of Half Day Road and Easton Avenue on the Fire Station property owned by Buffalo Grove . Ch. Larsen recalled that two signs were previously discussed and they would have been located on the northeast corner of the unincorporated property. The access road at the rear of the Fire Station has been opened . Does Condell want the other sign? Mr . Schar replied that the second sign has not been mentioned during his discussions this past month. Condell may want it but they have not submitted any paper work requesting two signs . The copy was discussed . Acute Care Center will be crowded on such a small sign. It was understood that certain words , such as Emergency Room , Trauma Center or Hospital are reserved for fully equipped facilities , but the sign could say Condell . This sign would serve traffic on Half Day Road but people coming from the residential area to the north could pass up the access road and proceed to Half Day Road . Easton Avenue intersects with Main Street in Prairie View . Ch. Larsen questioned whether Appearance Commission review is necessary because the proposed sign does not require a permit . Mr . Schar said that the Village directed that the sign be sub- mitted to the Appearance Commission for a recommendation to be included in the package of signs submitted by Condell . Com. Lundine made a motion to incorporate the proposed Acute Care Center 30" x 30" directional sign into the previously recommended package of signs that was submitted by Condell . Com.
