I . CALL TO ORDER
In the absence of Chairman Eddie Larsen, the Appearance Commission
meeting was called to order and chaired by Commissioner Richard
Gordon at 7 : 34 P.M. on Thursday, April 8 , 1993 at the Alcott
Community Center , 530 Bernard Drive .

III . APPROVAL OF MINUTES
March 25 , 1993 - Com. Viehman noted corrections to be made on
Page Three : Paragraph 1 , Sentence 4 - words
this and discuss are reversed.
Sentence should read: " . . . he will discuss this . . . "
Motion: as presented is stated two times , the first
time should be deleted .

Com. Cea made a motion to approve the minutes of March 25 , 1993 as
amended . Com. Lundine seconded the motion.

IV. BUSINESS
A. Chipper ' s Restaurant , 48 Raupp Boulevard - New Ground Sign
Lake Cook Road and Raupp Boulevard
Mrs . Valerie Kaleta , Manager of Chipper ' s Restaurant at
48 Raupp Boulevard , and Mr . George Woock , White Way Sign.
1317 Clybourn Avenue , Chicago , IL 60610 - (312) 642-6580 ,
were present . Mr . Woock presented a color rendering and
described the proposed sign.
The existing low ground sign will be replaced with a 41 sq. ft .
x 13 ' 1-1/2" double faced sign mounted on a light grey column.
The copy will be burgundy on a light grey background with a
black on white directional arrow. The existing column will be
cut off and capped and a new column will be installed at a
distance of 13 ' 1-1/2" from each property line . The sign will be
internally illuminated .
There were no comments or questions .
Com. Lundine made a motion to recommend approval of the new
Chipper ' s ground sign as submitted .
Com . Viehman seconded the motion.

B. Computer Discount Warehouse - Lake Cook Road and Hastings

Full Review : Elevations/Materials/Lighting/Landscaping
Mr . Tom Maher of Hamilton Partners , Mr . David Olsen, V . P. of

60143-3146 (250-9100) and Mr . Rick Mallory , Theodore Brickman
Co . , Long Grove Road , Long Grove , IL 60047 (438-8211 were
present .
Mr . Maher explained that Computer Discount Warehouse will rent
the property from Hamilton Partners . The total square footage .
including the telemarketing office space on the 2nd floor will
be about 100 ,000 sf . The customer service department is on the
first floor with a small retail area near the entrance .
The front entrance and exterior truck docks are on the north
side of the building with over 300 parking spaces . There is
a large pond at the southeast corner of Lake Cook Road and
Hastings Lane .
1 . ELEVATIONS AND MATERIALS :
Mr . Dave Olsen described the construction of the building and
presented samples of the materials .
1 . The office portion, at the northwest corner of the warehouse
space , will be an aluminum/glass window system.
2 . The truck dock portion or the north elevation and the east
elevation will be flat pre-cast panels with a fractured rib
finish that will be stained .
3 . The east and north elevation will be double-T precast panels
with a raw finish.
Colors : a. Glass panels will have light grey and medium grey
tints and the windows will be lined up with the metal
panels of similar colors .
b . Upper level will have butt glazed black reflective
glass panels .

c . Reveals between the grey wall panels will be red
with red mullion gaps at the head and sill of the
window system.
d . Mullion system will be black
e . Curtain wall will be light and dark grey glass .
The building will be about 28 feet in height and the panels
facing Lake Cook Road will be light and dark grey. The build-
ing will not be viewed straight on and there will be wall signs
to break up the south and east elevations as seen from the
overpass . Landscaping will break up the wall area.
The roof top units will be primarily located over the office
area . They will be set back 30 feet from the front edge of the
roof and set back about 280 feet from the south elevation.
There will also be flues to vent the space heaters , but the
warehouse area will not be heated or cooled .
Mr . Kelly informed Mr . Olsen that screening may have to be
provided for the roof top units .
Mr . Olsen said they would prefer to paint them out to minimize
them . He has discussed roof top screening with Mr . Hruby . He
agreed to add compatible metal panels , consistent with the
building , to screen the units at a later date if required to do
so by the Building Department . It would not be practical to
screen them entirely from Lake Cook Road , because the panels
would have to be about twelve feet ( 12 ' ) tall .
Ch. Gordon expressed his opinion that screening roof top units
with metal calls more attention to them than painting them out .
They are relatively small and if they are painted out match the
gravel , they will disappear into the sea of the roof .
Com. Cea agreed with Ch. Gordon and added that penetration of
the roof could cause a problem with leakage .
Mr . Kelly said Mr . Hruby will have comments about this issue and
the Village Board has been concerned about roof top screens . A
Certificate of Occupancy will not be issued until the matter is
resolved. The roof top units will have to be reviewed and a
determination made by the Building Department .
Trustee Reid recalled that the roof top units at Zierk ' s were
added after the building was constructed .
Com. Viehman commented that there is no residential area across
from this project like there is near Zierk ' s Furniture store .
Only people traveling on Lake Cook Road will see them and they
may not be able to be hidden. He concurred with the suggestion
to wait and see what they look like before requiring screening .

Ch. Gordon asked about the use of the T-panels instead of the
pre-cast panels on the east elevation.
Mr . Olsen responded that this is a matter of economics . The
Northern IL gas facility is located to the east and not much of
this wall will be visible . The double-T' s are preferred by some
people because they create shadows that break up the wail .
Com. Cea made a motion to recommend approval of the elevations
and materials as presented for Computer Discount Warehouse with
the provision that the petitioner will paint out the roof top
units harmonious with the building and the stipulation that
screening will be provided if deemed necessary by the Village .
Com. Cea seconded the motion.

2 . LIGHTING:
Mr . Olsen explained that lighting of the parking area is a
concern because the telephone sale office is open until 9 P.M.
Double poles with shoe box fixtures are located along the center
aisleway. They are 24 feet in height mounted on 36 inch con-
crete foundations . Poles are located on the north and south
sides of the building and within the customer lot . The truck
docks have matching shoebox wall mounted fixtures . The entrance
area is recessed and will be illuminated with can lights .
The light source was discussed . Metal halide is proposed , but
they want to be consistent with the existing lighting . If the
surrounding buildings have high pressure sodium , so will CDW.
Com. Cea made a motion to recommend approval of the Lighting
as submitted by Computer Discount Warehouse , with the
stipulation that Mr . Ed Schar will verify the light source.
Photometrics are to be submitted to the Village Engineer for
approval .
Com. Viehman seconded the motion.

3 . LANDSCAPING:
Mr . Mallory described the Landscape Plan. There is existing
landscaping surrounding the pond and along Lake Cook Road .
Shade trees and flowering trees are randomly grouped . There is
a landscaped development identification sign at the corner .

When the entrance road is laid out some of the Crab Apple trees
may have to be transplanted to the south. Six of the trees
along the embankment will be moved aside to give a view of the
CDW wall signs on the southwest corner of the building .
The same random theme has been carried out throughout the site .
A variety of shade trees and flowering trees will be used . A
row of 5 ' to 8 ' Pine trees will be used to buffer the parking
lot . The parking islands will be planted with shade trees to
provide a canopy. The island will be covered with black trap
rock gravel , similar to a blue stone chip , that will match the
asphalt and will be easily maintained .
The entrance of the building will be enhanced with a variety of
shrubs . The gently sloped embankment in front of the office
area allows the plants to be nicely displayed . Evergreen
materials will be mixed to give green color in the winter .
Around the edge of the building Buffalo grass will be used . It
is a textured grass , similar to Blue Grass mixture and is very
drought tolerant , requiring very little water . It only grows to
a height of 4" to 5" so it does not require much maintenance .
The east side abuts the gas company' s pipe farm and there are
existing plantings of evergreen trees , shade trees and shrubs
that will have some effect on the east elevation, so nothing has
been provided for the CDW property. There is an access ease-
ment provided through the parking lot to the NI Gas property.
Three parking stalls that are shown on the site plan next to NI
Gas will be striped out .
The wall of south elevation is broken up with landscaping and
the ground slopes up to give the plantings more height .
A temporary sign has been approved for the site but placement
has not been determined at this time .
Mr . Ray Rigsby' s Landscape Plan Review, dated April 7 , 1993 ,
states : "All plant materials proposed is acceptable . Overall
an excellent plan. "
There is an undeveloped rectangular parcel to the north for
which an 80 ,000 square foot building is projected . There will
probably be a common drive with double loaded car parking with
truck docks facing the Motorola building . It will be a tenant
type building but it is possible that CDW may expand in the
future and use the site for offices .
Construction is scheduled to begin in May or June of 1993 with a
completion date projected to be January 1994 .
