CALL TO ORDER Chairman Eddie Larsen called the meeting to order at 7 : 35 P . M . on Thursday . February 25 , 1993 at the Village Hall , 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : R. Lundine , M. Cea and E . Larsen QUORUM . F . Weissman arrived at 7 : 45 P. M . Commissioners Absent : R. Gordon , A. Viehman and S . Trilling Bldg . Dept . Liaison: Edward Schar , Deputy Building Commissioner III . APPROVAL OF MINUTES Postponed until after Business . IV . BUSINESS A . Fahey Medical Center - 55 East Dundee Road Ground Sign Lighting and Building Lighting Mr . Tom Schiro , Adlite Electric Co . , 1365 Golf Road , Des Plaines , IL 60016 (296-2333 ) submitted photometric details and described the proposed lights : 1 . Two 175 watt metal halide ground lights will be installed to illuminate the new ground sign that was approved in January . One light will be installed on. each side of the sign. They will be a distance of six feet (6 ' ) from the sign. The average footcandies will be 51 . 1 . The fixtures will have visors that will completely shield the light from shining into Dundee Road traffic . 2 . Three 250 watt metal halide ground lights will be installed to light up the front of the building . They will be approxi- mately sixteen feet ( 16 ' ) apart and about twelve feet ( 12 ' ) from the building . The average footcandies would be 19 . 0 and the lights will not be directed toward Dundee Road . Ch. Larsen said the lights would be accepted subject to the approval of the Village Engineer regarding traffic . Com . Lundine made a motion to recommend approval of the lighting as submitted for the Fahey Medical Center Ground Sign and Building with the stipulation that the (sign) fixtures are to be shielded to ensure that light is not projected into the traffic . Com. Cea seconded the motion. Roll Call Vote : AYE - Lundine , Cea and Larsen NAY - None Motion Passed - 3 to 0 . Com . Weissman arrived at 7 : 45 P . M . B. Don' s Dock - 205 West Dundee Road at Dunell Center Addition to existing ground sign (White Hen Pantry) Presentation was made by Mr . Andrew Johnson. President of Don ' s Dock (459-1817 ) . He said that the managers of Duneil Center have approved his request for a 5 ' x 5 ' illuminated sign face to be installed in the existing panel under the White Hen Pantry ground sign located at the east end of the parking lot . The lease includes the use of the sign and it is necessary because many customers drive by looking for Don ' s Dock but cannot find the location . Mr . Johnson said the panel was originally used for the Child Care Center that was located to the rear of the property . When Brian Properties took over management . they used the panel but it has been covered with white plastic for several months . Ch . Larsen said the sign would be considered a tenant panel and because it is existing , no variance would be necessary . Mr . Schar agreed with this interpretation . Com . Cea made a motion to recommend approval of the tenant panel as submitted for Don ' s Dock at 205 W . Dundee Road to be installed under the existing White Hen Pantry ground sign. Com . Lundine seconded the motion. Roll Call Vote : AYE - Weissman , Lundine , Cea and Larsen NAY - None Motion Passed - 4 to 0 . C . Condeil Medical Building - 150 Half Day Road Building Lighting , New Ground Sign and Directional Signs Recommendation to ZBA for variance forgro-und sign . Mr . Victor Laska , North Shore Sign, 1925 Industrial Drive , Libertyville , IL 60048 (816-7020) made the presentation . Ms . Sue Skjordahl . Director of Outreach for Condeli Medical Center and Ms . Pamela Austin , V. P . of Outreach were also present . (215-0000) Mr . Laska requested a larger ground sign in front of the build- ing to replace the existing ground sign ; a total of four (4 ' ) directional signs and lights for the front of the building . People have had problems finding the entrance into the site and the situation is dangerous , considering the 24 hour emergency service that is offered . The Village has supported their need for a larger sign located closer to Half Day Road and lighting on the building . It is also important to have good directional signs , including some off-premise signs . APPEARANCE COMMISSION February 25 , 1993 - Page Two I . New Ground S iri - #2 on Half Day Road The sign would be 10 ' wide x 19 ' 6" in height and would be located 10 ' forward of the existing sign . it would be 53 feet from the back of the curb and about 10 feet from the property line . It was undetermined whether there are any utility lines in the proposed area . The colors would be PMS 6A red , white and PMS 74A blue for better visibility . The sign will be internally illuminated . The frontage of the property is approximately 350 feet and would qualify for an 80 square foot sign. The proposed sign is almost 120 square feet requiring variances for size and setback in comparison to the height . The copy was discussed . Ch. Larsen suggested reducing the total square footage of the copy by moving the directional portion up , using a single line and adding another reveal . The lower portion would then be considered a pedestal and would not count in the measurement . The directional portion was discussed . The sign will be double- faced and the directions should be worded appropriately . The Commissioners agreed the proposed two lines reading ENTER - TURN LEFT 400 FT. should be simplified . The interior road at the rear of the Fire Station will be opened so , coming from the west , going east , the sign could read - TURN LEFT ON EASTON AVENUE or NEXT LEFT with an arrow <- , and coming from the east , going west , the sign could read - NEXT RIGHT with an Arrow -> . Another suggestion was an arrow with the distance to the turn . Com . Lundine made a motion to recommend to the Zoning Board of Appeals and the Village Board of Trustees that Condell Medical Center be granted a variance regarding setback requirements to permit the proposed ground sign , with modification of the copy as discussed ; and variance to permit the size of the sign to exceed 80 square feet , as measured above the lowest reveal . Com . Cea seconded the motion. Roll Call Vote : AYE - Weissman, Cea , Lundine and Larsen NAY - None Motion Passed - 4 to 0 . Zoning Board of Appeals Public Hearing will be March 16 , 1993 . The Village Board of Trustees meeting will be April 5 . 1993 . 2 . Directional Signs Four (4) directional signs were requested . They are 4 feet in width and 5 feet in height . Sign #1 would be located on Zaie property at the intersection of Willow Parkway and would replace the existing directional sign . Zale would not be opposed to permitting the sign, but subsequent property owners could be . Cea made a motion to recommend approval of directional signs #1 and 3c as submitted by Condell Medical Center . Com . Weissman seconded the motion . Roll Call Vote : AYE - Weissman . Cea , Lundine and Larsen NAY - None Motion Passed - 4 to 0 . Signs 3a and 3b would be located on the east side of Easton Ave . and appear to be in the right-of-way . Mr . Schar said the Village is willing to work with Condell and permit smaller signs to be located in the right-of-way . Mr . Laska said Condell would agree to reduce the size from 4 ' x 5 ' to approximately 30"x 30' . Sign 3a is necessary to direct people , who missed the driveway into the site from Willow Parkway , to turn on Easton. Avenue (past the Fire Station) , go north to the rear and Sign 3b directs them to turn west . The need for Sign 3a to be double-faced was discussed . There are trees and shrubs close to the corner so it is doubtful if the sign would be seen by traffic coming from the east , but Sign #1 would direct them to turn on Willow Parkway . The corner is very dark and Mr . Laska said they would like to light the signs if there is any way to get electricity to them . They are also going to attempt to illuminate sign # 1 . The property east of Easton Avenue is unincorporated and its owners are unknown , but Condell could try to contact them and seek approval for the signs . The corner could possibly be cleared of the some of the shrubs . Mr . Schar said the Village Engineer ' s opinion was that if the signs were placed away from the right-of-way , they could be blocked by the trees and would be useless . Off-premise signs are regulated by Sign Code , Section 14 . 20 . 080 which states that they must be reviewed by the AC every six months for renewal . Everyone agreed good directional information is very important to people who are under stress and trying to locate the treatment center . The Appearance Commission is not opposed to the aesthetics or placement of the signs , but liability must to be considered if the Village permits a sign that is not IDOT approved . The Village can legally put up directional signs on steel posts for Condell if the size is decreased . Ch. Larsen strongly advised Mr . Laska and the Condell repre- sentatives to pursue contacting of the adjoining landowner to secure permission to clear and use the property for the signs . APPEARANCE COMMISSION February 25 . 1993 - Page Four 3 . Bu1idin Lights Mr . Laska described the proposed lighting . The fixtures will have 250 watt metal halide lamps . They will be set back about 20 feet and aimed low to accent the building . A cut sheet was submitted and the spacing is shown on the site plan . Com . Weissman made a motion to recommend approval of the ground lights as submitted by Condeli Medical Center . Com . Lundine seconded the motion. Roll Call Vote : AYE - Lundine . Commissioners will be informed when construction begins on the Village Hall and AC meetings are moved to The Alcott Center . 4 . Patrick ' s Carpets , 400 W .
