1992-12-10 - Appearance Commission - Minutes APPEARANCE COMMISSION VILLAGE OF BUFFALO GROVE , ILLINOIS THURSDAY , DECEMBER 10 , 1992 I . CALL TO ORDER Chairman Eddie Larsen called the meeting to order at 7 : 35 P . M. on Thursday , December 10 , 1992 at the Village Hall , 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : F . APPROVAL OF MINUTES November 12 , 1992 - Motion to approve as submitted was made by Com . Viehman and seconded by Com . Weissman . Roll Call Vote : AYE - Weissman, Viehman, Cea , Trilling , Lundine and Larsen NAY - None Motion Passed - 6 to U . Minutes of November 12 , 1992 were approved and will be placed on file IV. BUSINESS A. Children ' s World Ground Sign on Busch Road and Wall Sign The presentation was made by Mr . Larry Basil, Basil Associates . Inc . Northfield , IL 60093 (708-441-9600) and Mr . Dean Kelley , Abbott Contractors , Inc . , 1890 Techny Court , Northbrook , IL 60062 Ground Sign: Mr . Basil distributed copies of a new design for the ground sign to replace the original "hot dog" sign on a post . The sign will be 8 ' x 3 ' and it will have a 3 ' masonry base which will match the masonry on the building . The sign will be internally illum- inated and the base of the sign will be landscaped . A color photograph of an existing sign was presented . The back- ground will be yellow with intense blue lettering and telephone number . The logo will have bright blue graphics on a white background . Ch . Larsen informed the petitioners that the Sign Code only permits the name and nature of a business on signs , not telephone numbers . Some Village signs do have telephone numbers and the final decision will be made by the Building Department . Wall Sign : A photograph of the proposed internally illuminated wall sign was presented . It will be identical to the logo on the ground sign : Bright blue graphics on a white background , located on the gable at the end of the building . It was shown as 4 feet ( 4 ' ) in diameter on the original drawing but the size has been. reduced to three feet (3 ' ) because the scale is more appropri- ate . A new drawing was submitted . Com . Weissman made a motion to recommend approval of the Children ' s World ground sign and wall sign as submitted with the stipulation that the telephone number on the ground sign be reviewed for approval by the Building Department . Com . Viehman seconded the motion. Roll Call Vote : AYE - Lundine . Trilling , Cea , Weissman , Viehman and Larsen NAY - None Motion Passed - 6 to 0 . Mr . Basil asked for direction concerning a second ground sign on Busch Road to identify the professional building . The devel- opers do not think a sign on Route 83 would be a satisfactory way to direct people to the building and would prefer to have a sign on the opposite side of the driveway . It would be the same height (6 ' ) and the same style as Children' s World , but with different colors . The developer understands that a sign in this location would require a variance and it will be submitted to the Appearance Commission for recommendation , but he asked for an AC opinion. Ch. Larsen informed Mr . Basil that the sign would be considered after it has been submitted . He commented that a sign at the corner would be more visible because of the amount of traffic on Route 83 and there could be a small 4 sq . ft . directional sign at the entrance . He suggested that a 3-sided low ground sign would be effective . A variance may not be necessary . B. Pump Station No . 1 on Arlington Heights Road Modifications , Landscaping , Lighting and Signs Mr . Gregory Boysen , Director of Public Works . introduced Mr . Bruce Jacobs and Mr . Eric Urtes of Strand Associates . Inc . , 910 West Wingra Drive , Madison , WI 53715 (608-251-4843 ) . Mr . Ray Rigsby . Supt . of Public Works Operations was present . APPEARANCE COMMISSION December 10 , 1992 - Page Two Mr . Urtes described the proposed renovation of Pump Station No . 1 on Arlington Heights Road . An addition will be constructed and plantings will be added to the site at the north and east corners of the lot , along the front of the building and around the new sign. A new sidewalk will be put in around the perimeter of the building . The parking area will be repaved with asphalt and there will be a new concrete driveway and apron off of Arling- ton Heights Road . 1 . ELEVATIONS/MATERIALS : Mr . Urtes described the replacement of the wooden doors with metal doors , reshingling of the roof and new siding . The new windows on the south side will have louvers for air-intake and the new windows on the front will have aluminum frames . The wood enclosure around the well will be replaced by a brick and block enclosure with a skylight over the top . The double doors on the north side will be eliminated and replaced with one window and a single door to reduce the possibility of vandalism. The soffit lighting will also be replaced . Mr . Boysen said Wells #1 , #2 and #6 are active . They are used primarily for emergency stand-by purposes and back-up . The soffit mounted lighting will be operated by a photocell on the south side of the building , but some of the lights will have independent switches . Material samples were presented : a . Brick for the addition - Glen Gery : Old Sunset b . Soffit , trim , windows , doors , louvers , etc . - Dark bronze aluminum c . Siding - Colonial red aluminum with reveals d . Roofing - Woodlands Premier , Rustic Brown , 40 year Com . Cea made a motion to recommend approval of the Elevations and Materials for the remodeling of Pump Station #1 as submitted Com . Trolling seconded the motion . Roll Call Vote : AYE - Viehman , Weissman , Cea , Trilling , Lundine and Larsen NAY - None Motion Passed - 6 to 0 . 2 . LANDSCAPING: Mr . Rigsby said he had reviewed the proposed Landscaping . He recommended additional plantings at the north triangle and the southeast triangle of the site . The new plans reflect the addition of River Birch , Globe Ewes , Junipers and 7 ' Austrian Pines . The revised plans are acceptable . APPEARANCE COMMISSION December 10 . 1992 - Page Three Com . Weissman made a ;notion to recommend approval of the Landscaping for Pump Station No . 1 as submitted , subject to the approval of Mr . Raymond Rigsby , Village Forester . Com . LIGHTING: A photometric plan was submitted and the lights were described . Soffit Light #MDL 7 with High Pressure Sodium bulbs will be used because they give the least amount of spillage Com. Viehman made a motion to recommend approval of the Lighting as submitted for Pump Station No . 1 on Arlington Heights Road . Com. Welshman seconded the motion. Roll Call Vote : AYE - Lundine . Trilling , Cea , Weissman , Viehman and Larsen NAY - None Motion Passed - 6 to 0 . 4 . SIGNS : The new ground signs will be similar to the signs at Stations #2 and #7 . They are 4 ' x 7 ' wooden signs with routed lettering and the Buffalo Grove logo . Mr . Boysen said they have decided to change the location of the ground sign , as shown , and would prefer to have the it where it would help deter people from driving over the reservoir . There will be a non-illuminated identification sign on the west elevation including the Buffalo Grove logo . Com. Viehman made a motion to recommend approval of the signs as submitted for Pump Station No . 1 on Arlington Heights Road . Com . Weissman seconded the motion. Pump Station No . 6 on Horatio Boulevard Modifications , Landscaping . Lighting and Signs Mr . Jacobs described the site plan. They are adding two booster pumps and another generator as well as the new one million gallon reservoir , which will be an underground earth covered structure next to the existing reservoir . The area will be fenced for safety . The parking area will be repaved after the construction is finished . Landscaping will include additional plantings along the west side of the building to screen the transformer , at the south end to screen the parking area from the properties to the south. There will also be plantings around the new reservoir to match the appearance of the existing reservoir . The roof plan for the addition will have skylights and a metal roof sloping to the north. A barrier wall will be constructed to buffer noise from the generators and exhaust motors . The interior of this space will be lined with a sound absorbent material to block the sound from the property line which is 45 feet away. A splash pad will be located along the north end of the building to catch water run-off from the roof and channel it away from the reservoir . The courtyard will contain soft chip material to help absorb sound . The existing transformer will be replaced with a new air compressor condensing unit . The masonry wall will be extended to conceal the generator and further reduce noise , as recommended by the Plan Commission. Horatio Boulevard is to the east and Pritchett School to the north. 1 . ELEVATIONS/MATERIALS: Material samples were presented : a . Brick - Cimmeron Blend by Cloud Ceramics . It will closely match the existing brick . b . Metal roof - Standing seam , Dark Bronze , with skylights over the booster pumps . c . Parapet wall around the south edge will match the elevation of the existing building and will conceal the sloping roof that was as recommended by Staff . The east elevation is existing , but the lights and sign will be replaced . The west elevation is viewed by the property owners and the barrier wall is screened with plantings . The south elevation will have the garage doors and existing barrier wall . The cream metal work will be repainted Dark Bronze to match the doors and the metal roof . LANDSCAPING: The Landscape Plan has been revised to include Mr . Rigsby ' s recommendations . Plantings have been added to the west to screen the transformers . Evergreens and Honey Locust will be used to compliment the existing plantings . Ch. 'Larsen asked if the reservoir area will be accessible? Mr . Boysen said there is no formal agreement with the Park District to use this site . Stations #2 and #7 are used by the Park District for recreation. There is some evidence that the vacant field has been used and this does not seem to have been a problem with the neighbors . The area is not hazardous . Mr . Rigsby said the school district has a grove of trees in the area to the north that will be enhanced with additional trees . The plantings on Horatio Boulevard around the existing reservoir will be duplicated around the new reservoir . Com . Weissman made a motion to recommend approval of the Landscaping Plans subject to the review and recommendations of Mr . Raymond Rigsby , Village Forester . Com. Cea seconded the motion. LIGHTING: E8 Series Deep shielded wall mounted lights with High Pressure Sodium bulbs will be used . The a existing lights will be replaced and the courtyard will also be lighted . Some of the lights will be on photocells and others will have separate switches . Com . Cea made a motion to recommend approval of the Light Fixtures for Pump Station No . 6 as submitted . Com . APPEARANCE COMMISSION December 10 , 1992 - Page Six 4 . SIGNS : The ground sign and wall sign on the east elevation will be identical to the signs approved for Pump Station No . 1 . Com . Trilling made a motion to recommend approval of the Signs for Pump Station No . 6 as submitted . Com . Lundine seconded the motion. Roll Call Vote : AYE - Viehman, Weissman, Cea , Trilling , Lundine and Larsen NAY - None Motion Passed - 6 to 0 . V. ANNOUNCEMENTS Mr . Schar informed the Commissioners that remodeling of the Village Hall is projected to begin in April and continue through November . During this time the Appearance Commission will meet at the Alcott Center at 530 Bernard Drive . Ch. Larsen asked Mr . Schar to remind Mr . Hruby about the orientation session for the new Appearance Commissioners . Ch. Larsen noted the 1993 schedule has been distributed . Commis- sioners were asked to mark their calendars and they were reminded that 75% attendance is requested . ADJOURNMENT Com . Cea made a motion to adjourn . Com . Weissman seconded the motion . Ch.
