I . CALL TO ORDER
Chairman Eddie Larsen called the meeting to order at 7 : 30 P.M. on
Thursday, November 12 , 1992 at the Village Hall , 50 Raupp Boulevard.

OLD BUSINESS
A. Fire Station #26 , Busch Road at Highland Grove Drive
Landscaping and Lighting
Fire Chief Thomas Allenspach and Mr . Mark Bruzen, KLLM Architects ,
2157 N. Damen Avenue , Chicago , IL 60647 (312) 235-8700 , were present .
On October 22 , 1992 , the Appearance Commission reviewed and recom-
mended approval of the elevations and materials as submitted for the
addition to Fire Station #26 on Busch Road , with the stipulation that
the final site design, Option A, B or C , will be submitted to the
Appearance Commission for review and recommendation.
Chief Allenspach informed the Commissioners that the Village Board
approved Concept B. Landscaping and lighting are being presented
with the screening of the trash enclosure . Signage will be deferred .
1 . LANDSCAPING:
Bruzen described the details of the landscape plan. The recom-
mendations listed in Mr . Rigsby ' s Review , dated October 20 , 1992
have been incorporated into the plan. Two to three foot (2 ' -3 ' )
berms have been added to screen the parking lot . They will be
planted with a large amount of evergreen trees , smaller orna-
mental trees and ground cover .
Similar berms were added to the west side of the existing park-
ing lot . The existing parkway trees and landscape base will be
maintained but the site will be enhanced with new plant species .
2 . LIGHTING
The existing parking lot has no lighting but a total of five (5)
standard Village fixtures mounted on 30 ' poles will be erected
on the site with the light directed away from residential areas .
Photometrics meet the Village standard of 1/2 footcandle cutoff
at the property line . Illumination will be less than the
street lighting .
The building has a soffit system that wraps around three sides .
Recessed can lights ( 12 ' on center) will be used to accent the
building.
3 . TRASH ENCLOSURE:
The existing trash area will be enclosed with a six foot (6 ' )
board-on-board wood fence that will tie in with the existing
storage shed . It will be accessed from the existing parking
lot .
The Commissioners had no objections or comments .
Com. Cea made a motion to recommend approval of the Landscaping,
Lighting and Trash Enclosure as submitted for Fire Station #26 ,
subject to the Village Forester ' s recommendations and the Village
Engineer ' s approval of the lighting detail .
Com. Trilling seconded the motion.

V. NEW BUSINESS
A. Jewel /Osco , 79 Mc Henry Road
Relocation of DRUG/FOOD to new entrance
Mr . Terry Doyle , Doyle Signs , 232 Interstate Road , Addison, IL
60101 (708) 543-9490 , made the presentation. Mr . Doyle said
the store has been remodeled and the south entrance has been
moved 25 ' south of the original location. Jewel ' s standard sign
package has the words DRUG/FOOD on each side of the Jewel /Osco
logo . When he applied for a new permit , he was told the sign
needed a variance . It goes to the Zoning Board on November 17 ,
1992 .

Mr . Schar said the original variance was granted for number of
wall signs . The Village Attorney has advised that when a sign
is removed , a new variation is required .
Ch. Larsen commented that nothing is being changed except the
location and said a variance would be recommended .
The Commissioners had no objections or comments .
Com. Viehman made motion to recommend to the Zoning Board of
Appeals and the Village Board that a variance be granted that
would permit the DRUG/FOOD sign at Jewel /Osco , 79 Mc Henry Road ,
to be relocated over the new entrance to the south.
Com. Gordon seconded the motion.

B. Barclay Station - Temporary Signs
Deerfield Road and Milwaukee Avenue
Mr . Ken Poulson, V. P. of Construction Development , Trammell
Crow Residential , 9450 W. Bryn Mawr , Rosemont , IL 660018
(708) 671-2466 , described the proposed signs and the site plan.
1 . One of the three signs identifying Barclay Station will be
located at the entry on Deerfield Road , one at the entry on
Barclay Blvd . and one near the intersection of Deerfield Road
and Milwaukee Avenue . The 4 ' x 8 ' signs will have medium blue
and white vinyl letters on 1/2" MDO plywood mounted on 4 ' posts .
The posts will be painted white .
2 . The matching construction sign will be 4 ' x 8 ' mounted on 3 '
posts . It identifies the regional participants .
Ch. Larsen said the proposed location, across the street from
the sign on Barclay Boulevard , would not be permitted without a
variance because there would not be 250 feet between them.
Mr . Poulson asked if the signs could be erected as proposed for
the ground breaking , which is scheduled for next week . He would
move one of them later .
Mr . Schar said only one sign could be allowed so Mr . Poulson
chose the "JOBS" construction sign for the ground breaking .
Ch. Larsen informed him that permits could be issued for all
four signs with the stipulation that they be at least 250 feet
apart . Specific locations would have to be identified on a
site plan.

Com. Gordon made a motion to recommend approval of the three
leasing signs and one construction information sign as submitted
for Barclay Station, with the stipulations that only one sign is
permitted at any one location at the same time and a new permit
would be required should they choose to exchange one sign for
another at a later date .

C. Academy Office Center - Directory Sign

Mr . George Woock , White Way Sign & Maintenance Company ,
1317 N. Clybourn Avenue , Chicago , IL 60610 (312) 642-6580 ,
presented photographs of the site and described the sign.
A non-illuminated post and panel directory sign for the
Academy Office Center will be erected within the existing
planted area in front of the building.
The address panel of the aluminum sign will have a beige
background with blue copy.
The aluminum tenant panels will have a beige background with
brown copy . They will be attached to 4" x 4" square tube
support posts with two security screws .
Maintenance of the sign will not be necessary. All the panels
will be painted at the same time and the colors will be
uniform . White Way will change the panels when requested .
Com. Viehman made a motion to recommend approval of the
Academy Office Center non-illuminated directory sign as
submitted .

D. Buffalo Grove Nissan - Lighting Modification
915 W. Dundee Road
Mr . Ron Coppolino , Coppolino Associates , Limited , P. O. Box 5122 ,
Naperville , IL 60567 (708) 369-6456 , represented the Bob
Rohrman Automotive Group , recent purchasers of Buffalo Grove
Nissan dealership . The site looks closed at night because it
does not have proper lighting to merchandise the automobiles
correctly. More light is also required for safety. The Village
Trustees have granted approval for the extension of the asphalt
parking lot . This expansion requires additional site lighting .
They plan to relocate the five existing poles that run along
Dundee Road to the east property line , shown as "AA" fixtures .
The flood lights on the east side of the property will be
relocated to the west property line . These lights now shine
on the parking lot , spill light on the park to the east and
beyond this to the residential area. There have been comments
from these residents that the light is too bright . These
lights are shown as "C" fixtures on the photometric plan.
ALL the new lighting will be directed into the site .
The new light fixtures match the existing lights . They are
bronze anodized aluminum mounted on square aluminum poles .
Ch. Larsen had no objection to the proposed modifications if
the Village Engineer reviews and approves the photometrics .
Com . Weissman made a motion to approve the revised lighting
plan for Buffalo Grove Nissan as submitted subject to the
Village Engineer ' s Review of the photometrics.

E. Jewish Council for Youth Services - Elevations/Lighting
Route 83/West of Arlington Heights Road
The presentation was made by Mr . Jeffrey Brown, President of
Jeffrey R. Brown Associates , Architects , 3405 N. Kennicott
Avenue , Arlington Heights , IL 60004 (708) 506-0123 .
Also present : Mr . Gregg M. Steinberg , Jewish Council /Board of
Directors , GMSL , 1541 Anderson Lane , Buffalo Grove , IL
(634-3403) and Mr . Jerry R. Krusinski , Vice President of
Podcor Construction Company , One Westbrook Corporate Center ,
Westchester , IL 60154 (531-8222) .

Mr . Brown described the site . The property is west of the La
Salle Bank on Route 83 , west of Arlington Heights Road . The
proposed 10 , 000 square foot day care center would serve the
surrounding community. There are two points of ingress/egress .
The one on Route 83 is right in/right out . The second is
through the Christ Church Long Grove property out to Arlington
Heights Road . The main entrance to the building is in the rear .
The site is enclosed with brick piers and simulated wrought iron
fencing for safety. An exterior brick trash enclosure is tied
to the fencing . The plan incorporates the proposed changes
to Route 83 which IDOT is funding , beginning in February 1993 .
Mr . Brown presented a colored rendering and a model of the
building with samples of the materials . Landscaping and
signage will be submitted at a later date .
1 . ELEVATIONS/MATERIALS :
a . Building - Reddish brown face brick
b . Base course - Buff colored split face block
c . Accent band - Buff colored split face block
d . Clear story along corridors - Buff colored drivit
e . Standing seam roof - Forest green metal
f . Aluminum coping - Forest green metal
g . Soldier courses surround the top of the building
h. Windows - Dark brown frames with clear glass for
as much natural light as possible for the classrooms
i . Clear circular windows at the ends of the spines
j . Doors will be painted rust color to match the brick
k . Fasica boards will also match the brick color
2 . LIGHTING:
a . 17 ' 9" light poles match the dark brown window frames .
b . Soffit lighting
The lighting is minimal and is used mainly for the last pickup
of the day . The building is rarely used at night and lighting
is for security. Bollard lighting may be added later .
Com . Gordon asked if they had considered green window frames?
Mr . Brown replied that is was a cost item and green would have
been much more expensive .
Com . Weissman made a motion to recommend approval of the
Elevations and Materials for the Jewish Council for Youth
Services Day Care Center on Route 83 as presented .

Ch. Larsen complemented the developers and said the building
does not look like a day care center .
F . Movers International - Full Review
Lot 48 , Covington Corporate Center , Unit 2 .
Mr . Gary R. Wallsten , Harris & Kwasek Architects , Inc . ,
4811 Emerson Avenue , Palatine , IL 60067-7416 (708) 303-1155
made the presentation. Mr . Tom Grusecki of Northern Builders ,
owner of the building and general contractor , was also present .
Mr . Wallsten described the site plan and the elevations . The
Movers International building will be constructed at the
Covington Corporate Center on the southwest corner of Busch
Parkway and Commerce Court . The site is 3 . 32 acres . The
1-story 30 , 000 square foot building will be 28 feet high with a
3 , 900 sq . foot mezzanine over the 3 , 900 sq . ft . office space ,
totaling 33 , 900 square feet . Parking spaces for 25 cars are
required and they are providing spaces for 32 cars .
1 . ELEVATIONS/MATERIALS : A list of materials is attached .
a . Walls are pre-cast concrete : Shadow Beige and Pearl
b . Windows will be grey insulated glass
c . Frames will be black anodized aluminum
d . Roof fascia and gravel stop will be Sierra Tan
e . Truck dock area - walls will be Shadow Beige
f . Roof top unit will be screened with vertical metal
siding painted to match the Pearl color
The west elevation has an expansion wall . The north elevation
faces Busch Parkway . The east elevation features a wall sign.
The south elevation is the front of the building with 3 truck
docks and a compactor area that will be surrounded by a ten foot
( 10 ' ) galvanized steel security fence with a barbed wire top.
The fence will have white vinyl slats . The light colored
concrete band turns down on the south and east elevations .
Mr . Schar informed the petitioners that the height of the fence
would be limited to eight feet (8 ' ) with NO barbed wire .
Mr . Grusecki agreed to these limitations .

Com . Weissman commended the architecture of the building but
said the length of the north wall , facing Busch Parkway , is too
plain and will be even longer when the building is expanded . He
suggested turning the accent band inward toward the center in
two places simulating a letter M.
Ch. Larsen said he would prefer to have the west wall broken
up now because the building will not be expanded for some time .
This would be a good wall for a second sign. Additional land-
scaping would also be helpful .
Mr . Wallsten agreed the wall facing Busch Parkway is long and
did not object to the suggestion, but said there is a cost
factor because the reveals are cast into the panels .
After discussing various possibilities , it was agreed to break
up the north elevation just past the office area with a higher
berm planted with a clump of evergreen trees . The plantings of
Austrian Pines are to remain as shown on the landscape plan.
Com . Trilling observed that Busch Parkway does not seem like an
industrial street because of the attractive architecture . The
southeast corner appears to be the front of the building except
for the truck dock area which will be surrounded with a fence .
He agreed the front side of the building lacks amenities and
needs the height of additional planted berms .
Com. Cea made a motion to recommend approval of the Elevations
and Materials as submitted for Movers International with the
stipulation that the west elevation will be modified by turning
the stripe down at the 6th wall panel .
Com . Gordon seconded the motion.

2 . LIGHTING:
Lighting will consist of two (2) dark bronze shoe box luminaires
mounted on 30 foot poles . Five (5) bronze wall pacs , painted to
blend in with the beige wall , will illuminate the dock area .
Ch. Larsen said the light source should match the rest of the
Covington Corporate Center . Metal Halide is to be verified .
Com . Viehman made a motion to approve the Lighting as submitted
for the Movers International Building .

3 . LANDSCAPING:
Mr . Ray Rigsby ' s Landscape Review , dated November 5 , 1992 ,
`./ recommends mixing the deciduous species for parkway trees to
avoid monoculture and the Austrian Pines should have a
minimum height of 7 feet .
Mr . Wallsten agreed with these stipulations .
Com. Weissman enhanced the suggestion he made to break up the
north side of the building . The area should be bermed up and
a group of plantings added . The proposed Austrian Pines and
other plantings shown on the landscape plan should remain.
Ch. Larsen asked the developer to submit a new landscape plan.
Com . Weissman made a motion to recommend approval of the
Landscape Plan as submitted , subject to the recommendations of
the Village Forester , with the addition of a group of ever-
greens , etc . planted on a berm on the north side of the
building , about 20 feet west of the office windows and
extending a distance of 3 to 4 wall panels . The rest of the
landscape plan is approved as proposed .

4 . SIGN:
There will be one round non-illuminated sign on the east
elevation where the band is raised up to the top of the
building . The height of the band is 8 feet high and it will be
raised up to about 11 feet maximum . The logo is a black M and
a gold I , with the name below in black .
Ch. Larsen informed the petitioners the Sign Code restricts
signs to 1 /2 the height of what is determined to be the sign
band . This sign band area has been defined by raising the
height of the lighter concrete panel .
Mr . Wallsten reasoned that if the top of the window is consider-
ed to be the bottom of the sign band and it is 8 ft . from grade
and the building is 28 ft . in height , it gives a field of 20 ft .
and 1 /2 of that would be 10 ft . The bottom of the sign is at
18 ft . and the top of the building is 28 ft . so it fits within
the criteria of the Sign Code .

Ch . Larsen said that formula does not necessarily apply to this
situation. He wants to permit the petitioner to have as large
a sign as possible .
Mr . Schar said several different formulas are used to determine
the amount of area used for signs . One section states the sign
band is measured from the top of the lintel to the top of the
parapet . Another section permits 3 sq . ft . of copy for each
lineal foot of building frontage . After considering all
possibilities , the lesser area of copy is permitted . He would
have to determine the correct interpretation.
Com . Gordon said this building cannot be classified in the
same way that sign areas on a retail shopping center are
measured .
Ch. Larsen agreed and suggested approval of the sign subject
to the Building Department ' s interpretation of the Sign Code .
If necessary a variance will be recommended so they do not
have to come back to the Appearance Commission.
Com . Weissman made a motion to recommend approval of the sign
as depicted for Movers International subject to the Building
Department ' s interpretation of the total height of the sign
vis-a-vis the wall area on which it is to be installed .
A variance is also recommended , if one is deemed necessary.
Com . Cea seconded the motion.

VI . ANNOUNCEMENTS
Mr . Schar said the Woodland Commons ground signs have been painted .
Mr . Larsen said the color is fine , but they put a gloss type of paint
on the panels and did not use the stucco texture finish that was
stipulated . He added that this could be corrected in the spring .
