THURSDAY, OCTOBER 8 , 1992
I . CALL TO ORDER
In the absence of Chairman Eddie Larsen, the meeting was chaired by
Commissioner Richard Gordon. Ch. Gordon called the meeting to order
at 7 : 32 P.M. on Thursday , October 8 , 1992 at the Village Hall ,
50 Raupp Boulevard .
II . ROLL CALL
Commissioners Present : R. Gordon, F. Weissman, A. Viehman,
M. Cea, S. Trilling and R. Lundine .
Commissioners Absent : E. Larsen
Bldg. Dept . Liaison: Edward Schar , Deputy Building Commissioner
Village Board Liaison: William Reid , Trustee
III . APPROVAL OF MINUTES
September 24 , 1992 - Com. Cea made a motion to approve as submitted .
Com. Viehman seconded the motion.
Roll Call Vote: AYE - Viehman, Cea, Trilling, Gordon
NAY - None
ABSTAIN - Weissman and Lundine
Motion Passed - 4 to 0 , 2 abstentions .
Minutes of Sept . 24 , 1992 were approved and will be placed on file .
IV. BUSINESS
A. 730 Hastings Lane - Addition
Mr . Seth Pines , Ladenhoff and Pines , Inc . , 1300 Skokie Highway ,
Suite 101 , Gurnee , IL 60031 (336-2121 ) made the presentation.
A 1-story office/warehouse building was constructed two years
ago . The company is consolidating their St . Louis office into
this one facility. The building will be used for warehouse space
with possible expansion of the office area at a later date.
1 . ELEVATIONS/MATERIALS:
The 8 , 250 square foot 1-story addition will be consistent with
the existing building . It will be 18 ' 8" in height and it will
be constructed of brick and block with areas of drivit on the
front of the building to be applied over concrete blocks .
There will be glazed areas on the front elevation.
The brick will be Carolina Ceramics - Chestnut Wirecut , identical
to the existing building .
The concrete block and drivit will be the same color .
The window frames will be clear anodized aluminum.
Windows will be light grey tinted glass .
Com. Cea asked why there are upper windows on the south and east
elevations?
Mr . Pines said that there is mezzanine space over the offices and
they wanted to have some natural light in the area.
Com. Viehman made a motion to recommend approval of the Elevations
and Materials as submitted for the addition at 730 Hastings Lane .
Com. Weissman seconded the motion.

ABSTAIN - Gordon (Ch. Gordon is Mr . Pines cousin. )
Motion Passed - 5 to 0 , 1 abstention.
2 . LANDSCAPING:
The landscaping will be consist of similar foundation plantings
and parkway trees on Hastings Lane and Pauline Avenue .
The Landscape Plan Review, dated October 2 , 1992 , recommends
additional foundation plantings along the north elevation.
Mr . Pines agreed to this stipulation.
Com. Weissman made a motion to recommend approval of the
Landscaping submitted for 730 Hastings Lane subject to the
Village Forester ' s Review.
Com. Cea seconded the motion.

3 . LIGHTING:
There will be two additional wall pacs evenly spaced on the east
elevation to light the parking lot . They will match the existing
fixtures .
Com. Viehman made a motion to recommend approval of two (2)
additional Lighting Fixtures as submitted for 730 Hastings Lane .

B. ASAP Software Express Corporate Headquarters
Lots 1 to 4 Asbury Drive - Full Review
Michael Rothbart , Rothbart Construction/Realty, 1935 Techny Road ,
Unit 15 , Northbrook IL 60062-5357 (708-291-7780) will be the
contractor and owner of the building.
Mr . Rothbart described the site plan, Exhibit A. The building
will consist of 40 ,000 square feet of industrial office/warehouse
space . The front entrance and the parking lot will on the north
side of the property. There is future expansion planned for the
south and west sides .
1 . ELEVATIONS/MATERIALS:
The north and east elevations of the building will be constructed
of precast horizontal concrete blocks with reveals . The south
and west (expansion) walls will be vertical concrete blocks .
The concrete blocks will have a textured sand finish, field
painted light grey with a dark grey entryway and feature
strip as shown on Exhibit C. The dock doors will be light grey.
(The horizontal reveals will not be painted dark grey. )
Windows will be grey tinted glass with clear anodized frames .
The office area, which faces north, has longer panels than the
other sections of the building.
Com . Weissman made a motion to recommend approval of the
Elevations and Materials , as submitted for the ASAP Software
Express Corporate Headquaters Building on Asbury Drive .
Com. Cea seconded the motion.

2 . LIGHTING:
Mr . Rothbart described the proposed lighting - Exhibit B.
Type A and Type B are parking lot lights with 30 foot steel
poles and 400 watt metal halide lamps .
Mr . Rothbart said they have been asked to match the surrounding
lights for the parking lot and they will change to bronze poles
with high pressure sodium lamps , if necessary.
Type D are wall paks with 175 watt metal halide lamps .

Type C are optional ground mounted flood lights with 175 watt
metal halide lamps which illuminate the base of the building.
Mr . Rothbart said the necessity for these lights is being discus-
sed and he asked for approval with the option to eliminate them.
Com. Viehman made a motion to recommend approval of Lighting
Types A, B and D, as submitted for the ASAP Software Express
Corporate Headquarters on Asbury Drive , with the stipulation
that the poles and light source of the parking lot lights match
the surrounding area . Type D will have metal halide lamps.
Com. Cea seconded the motion.

Lundine and Gordon

Motion Passed - 6 to 0.
Because of the number and brightness of the proposed Type C
ground flood lights , the Appearance Commissioners were hesitant
to approve them without a review and recommendation from the
Village Engineer .
Mr . Rothbart said the lights were designed by an electrical
engineer and they were positioned so that shadows would be
eliminated . He agreed to submit photometrics of the site to
the Village Engineer for approval before installation.
Corn. Weissman made a motion to recommend approval of the
proposed Type C ground mounted flood lights as submitted for
ASAP Software Express subject to the Village Engineer ' s approval .
Com. Viehman seconded the motion.

Motion Passed - 5 to 1 .
3 . LANDSCAPING:
The Landscape Plan Review, dated October 2 , 1992 , recommends
the addition of deciduous trees to the storm retention area.
Mr . Rothbart agreed to contact Mr . Rigsby to determine exactly
what he wants and they will comply. The area in question is
some distance from the street and the grade of the lot slopes
down toward the storm retention area.
Com. Viehmam noticed there are three trees in the area to the
south where the building would be expanded. He asked if these
trees would be preserved and Mr . Rothbart responded, "yes. "

Com. Cea made a motion to recommend approval of the Landscaping
as submitted for ASAP Software Express , subject to the Village
Forester ' s recommendations .
The petitioner has agreed to consult with Mr . Rigsby for
clarification of his intention.

Roll Call Vote: AYE - Weissman, Viehman, Cea , Trilling ,
Lundine and Gordon

Motion passed - 6 to 0 .
Mr . Rothbart said the roof top equipment will not be visible
from the street because it will be located 35 feet back from
the edge of the roof .
Signs will be submitted at a later date .
V. ANNOUNCEMENTS
Regarding the Woodland Commons ground signs, Mr . Schar said Zale has
indicated that they will apply the stucco finish to the tenant panels
and change the lettering to Hunter Green to match Dominick' s logo.
