CALL TO ORDER Chairman Eddie Larsen called the meeting to order at 7 : 32 P.M. on Thursday , July 23 , 1992 at the Village Hall , 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : A. APPROVAL OF MINUTES July 9 , 1992 - Correction on Page Five: Sargent-Welch Item 1 - Paragraph 2 should read: . . . 15 ,000 sq . ft . of office space (not 1 , 500 sq . ft . ) Com. Lundine made a motion to approve the July 9 , 1992 minutes as corrected . Com. Cea seconded the motion. Roll Call Vote : AYE - Viehman, Cea , Trilling , Lundine , Larsen NAY - None Motion Passed - 5 to O . IV. BUSINESS A. Harris Bank Card Center - 700 E. Lake Cook Road Sign Face Change from The Commerce Plaza Mr . Bob Clauss , Jr . , Parvin-Clauss Sign Co . , Inc . 1016 N. Ridge Avenue , Lombard , IL 60148 (495-2990) presented a photograph of the existing sign. It is located on Lake Cook Road east of Lexington Drive . The Commerce Plaza sign will be replaced with the Harris Bank Card Center sign including the lion logo . Mr . Clauss said the whole sign will be refinished . The Harris sign will have a blue background with white routed out copy . The grey stucco will be repainted and the reveal stripe will be painted to match the blue background. The sign is internally illuminated . Com. Viehman made a motion to recommend approval of the face change from The Commerce Plaza to Harris Bank Card Center as submitted . L./ Com. Cea seconded the motion. Ch. Larsen asked if Harris Bank owns the property? Mr . Clauss replied that the building is owned by First American Management and he thought Harris Bank is the only tenant . Ch. Larsen asked Mr . Schar to verify that information before issuing a permit . Roll Call Vote : AYE - Viehman, Cea , Trilling , Lundine , Larsen NAY - None Motion Passed - 5 to 0 . B. CB Commercial - "For Lease" Signs at Plaza Verde and The Grove Mr . Joe Parrott with CB Commercial , 100 Tri-State International Suite 140 , Lincolnshire , IL 60069-4437 (948-6903) said they have recently been retained as leasing agents by Plaza Verde and The Grove shopping centers . He presented a photograph of the proposed signs and said two (2) would be put up at each shopping center in approximately the same locations as the previous leasing signs . Site plans were submitted. Ch. Larsen informed Mr . Parrott that the permit for the signs would be good for six months with renewal subject to Building Department approval . The signs are to be removed when the property has been leased . Com. Cea made a motion to recommend approval of the property leasing signs as submitted CB Commercial for Plaza Verde and The Grove shopping centers . Com. Trilling seconded the motion. Roll Call Vote : AYE - Viehman, Cea , Trilling , Lundine , Larsen NAY - None Motion Passed - 5 to 0 . C. Addition to the agenda for recommendation of variances : Condell Acute Care Center and Medical Building - Off Premise Directional Signs on Half Day Rd. (IL Rt . 22) and Willow Pkwy . Ms . Ellen Peterson, Condell Medical Center , 150 Half Day Road , explained the difficulty people are having in locating the building. Willow Parkway, going north off of Half Day Road . is a private road and the front entrance to Condell is on the north side of the building . The Fire Department is immediately east of Condell and many , many people have turned into their parking lot off of Easton Avenue trying to reach the 24-hour Acute Care Center and Medical Building . She presented a site plan and proposed three (3) directional signs : A) North side of Route 22 east of Willow Parkway , arrow > B) Located on the curve of Willow Parkway - Straight Ahead C) South side of Route 22 west of Willow Parkway , arrow < APPEARANCE COMMISSION July 23 , 1992 - Page Two Ms . Peterson said these signs would be extremely helpful and she understands that they could not be placed within the boundary of the right-of-way of the State Highway Department . Zale has given verbal consent for the signs and will be written consent is forthcoming . The signs , mounted on a metal post , will have an Ivory Back- ground with Green 3M Scotchlite letters . The size will be determined by the Sign Code and they want them to be as large as possible - 30" x 30" has been proposed . Ch. Larsen made the following recommendations : 1 . The signs be mounted on two posts painted ivory. 2 . The height of the signs to be five feet (5 ' ) . 3 . Sign A be made a double-faced sign with > & < arrows . 4 . Incorporate an arrow on Sign B - pointing up. 5 . Eliminate Sign C as shown on residential property. Ms . Peterson said the directional signs can probably be removed in a year or two because Zale will be putting up a monument sign for the three (3) properties after Lots 1 and 2 have been sold and the buildings are constructed. Ch. Larsen cautioned against positioning the sign on Route 22 too close to the intersection because cars would block it . Mr . Schar said he would ask the Village Engineer to do a line-of-sight review before the signs are sent to the Zoning Board of Appeals . Com. Cea drew a diagram of the sign on two posts with the proposed arrow to the left of "straight ahead" and gave it to Ms . Peterson. Ch. Larsen drew a similar diagram for the file . Com. Cea made a motion to recommend , to the Village Board and the Zoning Board of Appeals , approval of a variance to permit the modified directional signs A and B, submitted for Condell Acute Care Center and Medical Building , to be located on Parcel A on Route 22 and Willow Parkway. Com. Viehman seconded the motion. Roll Call Vote : AYE - Viehman, Cea , Lundine and Larsen NAY - None ABSTAIN - Trilling (employed by Condell ) Motion Passed - 4 to 0 , 1 abstention. `../ APPEARANCE COMMISSION July 23 , 1992 - Page Three V. ANNOUNCEMENTS 1 . Mr . Schar said Mr . Hruby will schedule an orientation workshop for the new AC commissioners sometime in August . The Commissioners agreed they would prefer to have it after a regular Appearance Commission meeting. 2 . Mr . Tom Dempsey , Village Attorney , is working on the draft of the Sign Code revisions and should have it completed soon. 3 . The Health Club at Riverwalk has a grand opening banner around the base of the ground sign. (Hamilton Partners obtained a 15-day permit for the banner . ) VI . ADJOURNMENT Com.
