Prospect , IL 60056 ( 253-3761 ) described the four different types of signs : I . Ground_..Sign on Buffalo Grove Road . 2 . Sningie Style sign on west elevation . second floor level . 3 . Wall Sign on the north elevation . along Checker• Road . 4 . Drive-Thru Sign , directional sign at the nortneast corner of tne site . the rustic looking signs will ail be constructed of rough sawn cedar or redwood . They will have applied . painteu wood letters . the wood will be stained to matcn the stain on tne building . a deep brown color . inc letters will be a contrasting ivory which will match the stucco on the building . there may be a dark green trim piece around the arched outer edge . The poles will also be stained to match the dark brown color of the building . The ground sign will be illuminated with ground mounted metal halide fixtures . The shingle sign wiii be illuminated with building lighting . The drawing shows the sign to be mounted with iron chains . but since the Sign Code does not permit swinging signs . it will be mounted with iron poles . The wall sign will be illuminated with metal halide fixture mounted to an eight foot ( 8 ' ) pole on the north side of the drive-thru lane . The base of the posts will oe landscaped . but the ground lights will not be covered . Ch. Larsen commented that the signs are very nice and suggested that the links could be welded together to give the shingle sign the chain effect . Mr . Bennett said this would be considered . Building L i_ght ing Sheet MPE indicates the various locations of each type of lighting fixture that will be used to nigniignt the building at night . Along the north end of the site are small metal halide fixtures that will specifically highlight the gables . The main gable , shown on the left side of the north elevation . will be illuminated by both the sign lighting and additional fixtures . There is down lighting under the overhang tnat will also illuminate the walkway area . The drive-thru canopy area will be softly illuminated at nignt . The west elevation will have similar fixtures . including down lights under the overhang . The entry will have two lanterns plus bollard lights . There will also be some ground lights hidden in the landscaping that will shine upward . Cut sheets were not submitted for any of the building fixtures . 2 . Pole Lights There will be one single head fixture on a 25 ' pole at tne east end of the site . with the foot candle levels snown on the photometric plan . iwo double headed fixtures will be used in tne front . The poles and fixtures will match the Town Center and Post Office: lights . There is one residence south of the site . near the narking lot . where the highest foot-candle rating is . 94 ( under i ft . can . ) . Com . Bennett requested approval of the existing 4 ' x 8 ' temporary sign and said it will be left up throughout construction. The sign is 23 ' east of the lot line on Buffalo Grove Road and 63 ' south of the lot line on Checker Road . as shown on Sheet A 1 . 2 . The sign is in conformance with the Sign Code and there were no objections . but Mr . Bennett was advised to paint the posts to match the background of the sign. He agreed to have this done . Com . Viehman made a motion to recommend approval of the existing Deeriields temporary construction sign with the stipulation that the posts are painted to match the background of the sign. Com . Dundee Road Lobby Open - Additional sign Mr . Steve Vavrek . North Shore Sign . i:,325 industrial Drive . Libertyville . IL 60048 ( 816-702u ) presented a photograph of the existing ground sign. He explained the proposal is to move the Cash Station sign down and insert a red neon LOBBY OPEN' sign. Because the ground sign is 12u square feet , a variance was required for the Cash Station, and another variance would have to be recommended for the Lobby Open sign. He asked why the bank needs the sign? Mr . Vavrek explained that the main entrance faces the west and because of the maturity of the trees and landscaping on the berm . it is difficult for customers to see the lobby lights and know it is open. The sign will be turned off when the lobby is closed and will appear black . the Drive-In sign copy changes from Open to Closed and the color changes from red to blue . If people go through the drive-in and are informed that they must conduct certain business inside the lobby , it is difficult to exit and re-enter from Dundee Road . He added that Mr . Steve Hendley knows a variance will be required and will follow the necessary procedures . Ch. Larsen asked if the drive-in is always open when the lobby is open? Mr . Vavrek did not know if this is so . APPEARANCE COMMISSION March i2 . 1992 - Page Five Com . Bruno said the drive-in is open Monday through rriday , from 7 A . M . to 7 P . M. Ch. Larsen was reluctant to recommend a second variance and recommended tnat a second set of neon tubes saying 'Lobby` be installed in the cabinet with the Drive-in Open/Closed letters . The sign could be operated by a switch inside the bank . Com . Weissman suggested reconstructing the ground sign face by moving the time/temperature box up and installing the 'Lobby Open sign above the Drive-In Open portion. Mr . Vavrek said they considered this and had the sign taken apart . but it is structurally impossible to change it . He pro- posed making the Lobby Open sign the same width as the column. Ch. Larsen said he would not recommend a variance and he doubted if the Zoning Board of Appeals would recommend making the sign any larger . Com . Bruno . Com . Weissman and Corn . Vienman agreed . Ch. Larsen informed Mr . Vavrek that the bank has the option of filing for a variance with the understanding that the Village Board makes the final decision regarding signs . Mr . Vavrek agreed to inform the bank representatives of the Appearance Commission ' s decision and Ch. Larsen ' s alternative . Com . Viehman made a motion not to recommend a variance . but recommended that the bank install the word ' Lobby in red neon in the same cabinet with Drive-in Open' and operate the sign on a timer or on a switch from inside the bank . The two signs could be alternated to indicate when the Lobby is open . but they could not be flashing or sequencing between the two . Com . Bruno seconded the motion. George Zimmermann . owner , made the presentation . he explained that the True value corporate identification has been changed and they would like to modify two existing signs . 1 . Inc center portion or the 15 year old ground sign will be changed from the oval panel to the new design with the blue wavy line . The word Hardware would not be included , but it is on the lower panel of the existing sign. 2 . The non-illuminated script wail sign would be changed to Model N36RBC as depicted on page 3 of the brochure . There were no questions or objections . Com . Weissman made a motion to recommend approval of the face change of the center portion of the True Value pylon sign from the oval design to the new corporate identification (keeping the existing Zimmermann and. A colored rendering of the subdivision was displayed and the concept was described by Mr . Larsen. Winchester Estates is a 63-unit townhouse project on Route 83 . north of Lake Cook Road . There will be 3-unit buildings and 4-unit buildings , a fence along Route 83 , and extensive landscaping . Each unit will have illuminated address signs as requested by the Plan Commission . APPEARANCE cOMMISSION ``� March i 2 . 1992 - gage Seven I . Elevations : Mr . Hirsch described the front and rear elevations of a typical four unit building . Distinct elevations have been created for the buildings so that the various units are blended together into a harmonious design. The streetscape is attractive and quality materials wiii be used . The 2-story spaces are accen- tuated with 2-story high windows . the buildings are setback from the street and the entrance ways are shadowed . There will be a lot of landscaping in front of the buildings . There are three (3 ) different building types . Two different four unit buildings . Most of them are C , A . A and A on the end . One building has 2 - B units and 2 - A. units (no C units ) . Other buildings have a C-unit , A-unit and B-unit . The A-units have a breakfast bay that is shingle-sided (not covered with brick) . 2 . Materials : a . Base material is brick with cedar shingles on the second story . There are two color combinations : Arcadia brick with Taupe shingles Heather Mist with Monteray Grey shingles The shingles are actually siding , not wood shingles . b . Windows will be White aluminum clad wood frames c . Roofs will all be Barnwood , a Brown/Grey combination that is complimentary to both color schemes . d . Weissman asked about tne length of the row of shrubs separating the driveways and wondered if they couid be damaged by the opening of car doors : Mr . Geno said tne snrubs will run about 15 ' feet down the drive- way so they will be about the length of a car . the driveways will be 16 ' wide . hardy shrubs wiii be usea . so there should be no problems . The Homeowner ' s Association will maintain all of tne landscaping . Com . In front of the fence . there will be a tree with low Spireas to give a terraced effect . The height of the fence was proposea to be d feet . but the Fence Code limits fences to 6 feet along major streets . without a variance , so Mr . Larsen agreed to change the height to 6 feet . Com . Larsen said they have an agreement with Harry Seigle to locate the temporary sales trailer on Seigie ' s property which is adjacent to the Winchester Estates ` site . The trailer will have Monteray Grey cedar siding , to match the buildings . There wiii be a painted sign on the front of the trailer , with the Winchester Estates lettering and logo . The background will be white with dark grey ( siiverish) copy. Ail banners , etc . will be burgundy with a blue lion on a white background cutiined in gold . The trailer will have interior lights , but no exterior lighting and the signs will not be illuminated . At Route 83 and Bank Lane . there will be a 1O ' x 10 ' sign with 8" x 8 " white posts in the color scheme described above . There will be two (2 ) 4 ' x 4 ' directional signs on 6 x 6 posts . ;here will be a 3 ' x 3 ' information sign in front of the trailer . They anticipate construction of the models will be completed in August or September ( i99 : ) . When the trailer is removed , the temporary signs will be relocated to the model area . APPEARANCE COMMISSION March 12 . 1992 - Page Eleven the permanent monument signs will re located on the 'permed up area on Route 83 . nortn of Bank Lane , where toe fencing ends . the signs will be made of sandblasted wood , with a white background and stand-out dark grey letters . The monuments will have brick quoins and will be constructed with the same heather Mist brick to match the buildings . fney will nave prick courses with a stone cap . Ch. Larsen informed Mr . Larsen that the sign Code requires spacing of 250 feet between signs on the same side of the street . Some of the signs may require a variance . Com. Gordon commented that there are a lot of signs in a short distance along Bank Lane and recommended elimination of the first 4 ' x t ' directional sign . Ch. Larsen suggesting delaying the permanent monument signs until the temporary signs have been removea . Mr . Larsen agreed to withdraw the permanent signs and also agreed to eliminate the first directional sign . Com . Bruno made a motion to recommend approval of the Sales Trailer as submitted by Winchester Lstates . and the following temporary signs : a) 10 ' x 10 ' double faced development sign at the intersection of Bank Lane and Rt . 83 b) 4 ' X 4 ' directional sign on the west side of the secondary intersection on Bank Lane c ) 3 ' x 3 ' information sign in front of the trailer d ) sign on the wail of the sales trailer Com . L 6uii ( 595-0J8U ) and Charles Zenn of Olympic Signs . 560 Windy Point Drive , Glendale fits . . IL 6013� ( 46'd-8686 ) made the presentation. Mr . Rush said they wanted to install a canopy over the second unit from the south. The building was originally designed for twelve ( 12 ) units ( 6 on the east and 6 on the west ) . Since they have taken over the management , they want to focus on having 6 units or less on the east side of the building . The addresses have been changed to 1U01 through 101i . if a tenant takes more than one space . the addresses will be altered accordingly . Illinois Footwear will occupy 18 . 000 square feet , or about 20% of the building . Ch. Larsen asked how they were going to Keep light from showing through the letters on the canopy? Mr . Zenn explained that the canopy is considered more of an architectural detail than a sign. it has a solid aluminum structure with a solid aluminum skin to which vinyl letters . reading Illinois Footwear . will be applied . Inc canopy was not design to be a night time sign . It will identify the location of the business during daytime flours . At night . building will be lighted by the wail -pales behind the canopy which will shine down with some hack-wash above it . because it has an open top . Mr . Rush said the building is long with a lot of logs due to the curvature of the street . Each unit has a large 22 ` overhead: door . Ali tenants will nave similar canopys over their front entrance . One of the tenants - objections is that the entrvs are lost . Mr . Zenn submitted photographs of the entrance . The canopy will stop about four feet ( 4 ' ) above the doorway where there is a course of bricks . The windows and doors at the rear of the building have been covered with plywood sheeting and spray painted black to give the reflective glass a darker finish . The color of the canopy will be blue to match the window mullions . The overhead doors were originally blue . but they have been repainted to de-emphasize them .
