Dennis Ehrhardt called the meeting to order at 7 : 38 P . M. on Thursday . October 24 . 1991 . at the Village Hall . 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : D. Ehrhardt , R. Gordon , F . Weissman and A. Viehman. (Ch. Ed Larsen arrived at 8 : 20 P. M. ) Commissioners Absent : C . Bruno Bldg . Dept . Liaison: James Kelly , Building Inspector Village Board Liaison: John Marienthal , Trustee III . APPROVAL OF MINUTES October 10 , 1991 - Tabled until after business meeting . IV. BUSINESS A. Old Farm Village Identification Sign Corner of Busch Road and Weiland Road Maxine Lustig , High Crest Management , 7550 Janes Avd . . 101.1. Suite 202 , Woodridge , IL 60517 ( 985-3303 ) , Managing Agent for Old Farm Village . and made the presentation. She explained Lexington Homes did not provide an identification sign for OFV Villas and people cannot locate the entrance . „r,, The sign and the site plan were reviewed . The sign is 55-3/4 inches in width by 12 feet in length and it is 73-1 /2 inches in height . The set back is not indicated on the plat of survey . The sign does not meet the requirements of Sign Code , Section 14 . 20 . 010 B. because it is over 32 square feet or Section 14 . 20 . 010 E. because it is over 5 feet in height . '# ``' The sign will also have to be set back 25 feet from each property line . Also Sign Code , Section 14 . 20 . 070 . G> ..11111111 .`: states : " All ground signs are to be landscaped around the 0.01; base . " A color rendering was submitted , but the diagram is somewhat different . The Country Villas is at the top of the sign and the colors are not indicated by number . Ms . Lustig said the black and white picture shows the correct sign copy . She will contact the sign contractor , Robert Clauss , Sr . of Parvin-Clauss Sign Company . 1016 N . Ridge Avenue , Lombard . IL 60148 ( 495-2990 ) for advice and have him provide the colors . She also agreed to have some low bushes planted around the base . Ch. Ehrhardt gave Ms . Lustig the option of Tabling the sign until the next Appearance Commission meeting (Nov. 14th) or applying for a variance . The application and $125 . 00 filing fee must be submitted by Monday , October 28 , 1991 in order to be placed on the next Zoning Board of Appeals agenda for the meeting scheduled for Tuesday . November 19 , 1991 . Ms . Lustig said she would prefer to apply for a variance . Com . Gordon made the following motion: I move we recommend to the Zoning Board of Appeals . and the Village Board of Trustees , that the identifi- cation sign, submitted for the Old Farm Village Country Villas , be granted a variance for size and height . Should the petitioner choose to modify the sign in conformance with the Sign Code . it can be resubmitted to the Appearance Commission on November 14 . 1991 . Com . Weissman seconded the motion. Roll Call Vote : AYE - Weissman , Gordon and Ehrhardt NAY - Viehman Motion Passed - 3 to 1 . B. Weidner Grove Apartments Entrance Sign - Stradford Circle Ken Middleton . Diamond Signs . 1200 Golf Road , Des Plaines , (827-1771 ) made the presentation. He described the sign '> and said he understood that the height 5 ' 6' would have to be reduced to 5 feet so that it meets the Sign Code Requirement The width of the sign face is 10 feet . with the stacked t. 6" x 6" posts measuring a foot on either side . the overall width will be 12 feet . The sign is double-faced . The background color of the sign will be Olympic Mahogany Stain with a Beige Border and White Lettering . The 44" x 10 ' sign face size would equal 36-1 /2 sq . ft . so -Ato we Mr . Middleton agreed to reduce the height to 38 ' 6' making . it exactly 32 sq . ft . 11A1Wr The site plan . prepared by James C . Differding Landscape Architect . 6722 N. Newgard Avenue . Chicago . IL 60626 (312) 973-0068 , shows the setback of the sign to be 10 feet off the Weidner Road sidewalk and about 20 feet from the Stradford Circle sidewalk . APPEARANCE COMMISSION October 24 . 1991 - Page Two After Mr . Middleton was informed by Mr . Schar that the sign would have to be setback 25 feet from each right-of-way , he re-evaluated the property . lie submitted some pictures to show that it would be difficult to meet the required setback because of the retention tie wall located about 10 feet from the building and approximately 24 feet from the sidewalk . If the sign is placed 25 feet in from both sidewalks . the retention wail which is on the west side of the sign will block the west . The diagram shows landscaping , but only the trees are existing . The visibility from the Stradford Circle is excellent because the sign would be on a berm. A single-faced sign would be seen by 95% of the traffic coming into the project . The Commissioners discussed the possibility that the sign could meet the setback requirements . They suggested that Mr . Middleton obtain an accurate plat of survey to deter- mine if the setbacks can be met and if the sign would be visible . Ch . Ehrhardt asked Mr . Middleton if a variance has been considered' Mr . Middleton responded that the customer did not seem too agreeable when a single faced sign was proposed . nor did it sound like a variance was an option. He asked to have the sign face approved as submitted with the stipulation that placement must conform with the Sign Code restrictions . Com. Viehman made a motion to recommend approval of the Weidner Grove Apartments Entrance Sign as depicted , with modifications of the height to not exceed 5 feet . and the sign face to be 38-i /2' x i0 ' totaling 32 sq . ft . with the further requirement that the setback must be in conformance with the zoning restriction of 25 feet . A plat of survey is to be presented showing placement of the sign and proposed landscaping . Com . Gordon seconded the motion. Roll Call Vote : AYE - Gordon . Weissman , Viehman. and Ehrhardt NAY - None Motion Passed - 4 to 0 . C. Advantest America , Inc . Busch Parkway Revised Parking Lot with Lighting The site plan , showing the parking lot addition with the location of lighting fixtures was provided by Thelander . Nelson , and Associates . Inc . . 300 Knightsbridge Parkway . Lincolnshire . IL 60069 . No representative was present , APPEARANCE COMMISSION. October 24 , 1991 - Page Three Ch . Larsen arrived at 8 : 20 P . M. but did not take the chair . Photometrics and a cut sheet of the 14 foot pole light `./ fixture were provided , but it was not certain if the fixtures matched the existing fixtures and if the HPS light source would match the existing light source . It was not specified whether there were additional wail fixtures but it was surmised that wail pacs would match the pole light fixtures . Bollards are shown along the walkway , but they may already be there . Existing trees are to be relocated . but the new locations are not shown and Ray Rigsby did not send a review. Ch. Larsen commented that the building and lighting have been approved so ail the lighting fixtures would have to match. A recommendation can be made with this stipulation. Com . Viehman made a motion to recommend approval of the parking lot addition for Advantest America . Inc . as sub- mitted with the provision that all lighting fixtures match the existing fixtures already in place at the site . Com . Weissman seconded the motion. Roll Call Vote : AYE - Viehman. Weissman . Gordon . Larsen and Ehrhardt NAY - None Motion Passed - 5 to O . D. Plaza Verde Revised Sign Criteria Item removed from Agenda . No written request was submitted . V . ANNOUNCEMENTS Approval of Minutes : Ch . Larsen made a motion to approve the October 10 , 1991 minutes as submitted . Com . Viehman seconded the motion. Roll Cali Vote : AYE - Viehman. Gordon and Larsen NAY - None ABSTAIN - Weissman and Ehrhardt Motion Passed 3 to 0 . 2 abstentions Com . Viehman made a motion to approve the Sept . 26 , 1991 minutes as submitted . Com . Weissman seconded the motion. Roll Call Vote : AYE - Gordon, Weissman , Viehman and Ehrhardt NAY - None ABSTAIN - Larsen Motion Passed - 4 to 0 . 1 abstention Minutes of October 10 . 1991 and September 26 . 1991 were approved . `./ APPEARANCE COMMISSION October 24 , 1991 - Page Four Mr . Lee Szymborski , Assistant Village Manager , submitted a written request for review of the Electronic Message Center Re-Facing . The top portion of the sign will be changed to Clayton Municipal Complex . The Commissioners agreed that the word Complex is not the best description of the Village Campus . Suggestions included : 1 . Clayton Center 2 . Clayton Municipal Campus 3 . Clayton Municipal Center 4 . Clayton Government Center After discussion . Clayton Municipal Center was chosen to be the best choice . Com . Larsen made a motion to recommend approval of the new sign face for the electronic message center as designed , with the exception that the Village Board seriously consider using the wording Clayton Municipal Center instead of Complex . Com. Gordon seconded the motion. Roll Call Vote : AYE - Viehman. Weissman. Gordon , Larsen and Ehrhardt NAY - None Motion Passed - 5 to 0 . TACO BELL has too many window signs . Mr . Kelly will advise . WHITE HEN PANTRY - Duneli Center has removed sign face copy. VI . ADJOURNMENT Com . Viehman made a motion to adjourn. Ch . Ehrhardt adjourned the meeting at 8 : 40 P.M.
