CALL TO ORDER Chairman Ed Larsen called the meeting to order at 7 : 42 P. M. on Thursday , June 27 , 1991 at the Village Hall , 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : C. Bruno , R. Gordon and E . Larsen . QUORUM. Commissioners Absent : D. Ehrhardt , F . Weissman and A. Viehman Bldg . Dept . Liaison: James Kelly , Building Inspector III . APPROVAL OF MINUTES June 13 , 1991 - Tabled . Commissioners not present who attended IV. BUSINESS Chatham East Condominiums - Sign Face Change Mr . Bob Barrett , Co-owner , 661 Hapsfield Lane , B.G. IL 60089 (520-5868) explained that they have recently acquired the Chatham Apartments and plan to convert them into condominiums within the next 2 - 3 years . There is an existing 10 ' x 20 ' sign on the south side of the property and they want to repaint it to announce the change . Colors - Background will be light mauve - Pantone 4995C Copy - Darker mauve - Pantone 4995C Grey - Pantone 431C Ch. Larsen informed Mr . Barrett that the time limitation for sub- division signs is 1 year with extensions granted by the Building Department Administrator . Com . Bruno made a motion to recommend approval of the Chatham East Condominium sign as presented under Sign Code , Section 14 . 32 . 010 . Com. Gordon seconded the motion. Roll Call Vote : AYE - Gordon, Bruno and Larsen NAY - None Motion Passed - 3 to 0 . B. Strathmore Square Leasing Signs on Dundee Road and Arlington Heights Road Representative not present . Tabled until the end of meeting . C . Rogers Center for Commerce - Directory Sign Mr . Art Bierman, White Way Sign Company , 1317 Clybourn Avenue , Chicago , IL 60610 (312 ) 642-6580 described the 3 ' 1-1 /2" by 3 ' 10" sign that will be erected in the median at the entrance of the property on Barclay Boulevard . The sign will match the other Rogers Center signs with white copy on bronzetone background and frame . Com . Gordon made a motion to recommend approval of the Rogers Center Directory Sign as submitted subject to the Building Department ' s for placement on the island. Com. Bruno seconded the motion. Roll Call Vote : AYE - Bruno , Gordon and Larsen NAY - None Motion Passed - 3 to 0 . D. Country Court - Leasing Sign on Dundee Road Ms . Jackie Elliott , Leasing Agent for CB Commercial , 100 Tri-State International , Suite 140 , Lincolnshire , IL 60069 (708) 948-5510) presented a new sign diagram. Instead of using a free-standing sign. or adding a sign on to the existing ground sign, they will be using the top three spaces of the building identification sign. Approval has been given by the landlord , Mr . Marshall Atlas . The vinyl letters will be the same height as the existing letters . The corporate colors are red (code 921 ) green, (Pantone 3435) and white . The telephone number will be black . Ch. Larsen asked if they only wanted the word "AVAILABLE" and not Space Available? Ms . Elliott did not object , but she said they want to keep their signs simple and most of them signs do not even say Available . Ch. Larsen asked Ms . Elliott if CB Commercial has an office on the premises? They do not , so he informed her that an off- premise leasing sign is limited to a 6-month permit with two extensions granted by the Building Department Administrator . Ms . Elliott agreed . Bruno made a motion to recommend approval of the temporary Space Available leasing sign as submitted by CB Commercial for the Country Court Shopping Center . Com . Gordon seconded the motion . Roll Call Vote : AYE - Gordon . Bruno and Larsen NAY - None Motion Passed - 3 to 0 . E. Buffalo Grove Business Park - Lake Cook Road Site Signage for Liberty Mutual - Building #8 Mr . John Johnson, C. Johnson Sign Co . , 9615 Waveland Avenue , Franklin Park , IL 60131 (678-2092) made the presentation. Mr . Johnson said that a similar sign was approved in 1988 , but it was never built . The site is on Weidner Road to the rear of the J . B. Winberie Restaurant and the Cresthil Motel . The background of the 5 ' 11 " x 3 ' 8" sign will be granite with 5 ' gold letters . Posts will be 4" x 4" steel mounted in cement . Front illumination will be used . Com. Gordon made a motion to recommend approval of the Liberty Mutual Ground Sign as submitted for Buffalo Grove Business Park - Building #8 . Com. Bruno seconded the motion. Roll Call Vote : AYE - Bruno , Gordon and Larsen NAY - None Motion Passed - 3 to 0 . Ch. Larsen commented that the angle of the lighting for the Federal Express ground shiny granite sign reflects the car lights . Mr . Johnson said they are considering using a flame treatment on the granite that will dull the finish. The building is a combination of both finishes . The AC expressed no preference . F . Cajan Joe ' s - Wall Sign with Logo Grove Court on Buffalo Grove Road Mr . Daniel Rhodes , Brian Properties . Inc . , 2045 S. Arlington Heights Road , Arlington Heights , IL 60006 (640-1500) presented the sign and explained that they do not object to the use of the chicken head on the sign. It is a nationally advertised logo and the Sign Criteria specifies that AC approval is required . APPEARANCE COMMISSION Com . Bruno stated that one of her associate represents Brian Properties and she recused herself from the discussion. Mr . Rhodes informed the Commissioners that new sign criteria will be submitted for review at the next AC meeting - 7/11/91 . Com. Gordon made a motion to recommend approval of the Cajan Joe ' s sign with the chicken logo as submitted for the Grove Court Shopping Center on Buffalo Grove Road . Ch. Larsen seconded the motion. Roll Call Vote : AYE - Larsen and Gordon NAY - None ABSTAIN - Bruno Motion Passed - 2 to 0 , 1 abstention. G. Emmerich Park East - Elevation Modification Buffalo Grove Park District Mr . Dale Ducommun, Supt . of Parks , B.C . Park District , recalled that an expansion with a s3rond story was added to the original building . i`hey want to add a second story to the original building to make it more architecturally pleasing and they will using the same materials , matching the roof lines , etc . The addition will also increase storage space for the Buffalo Bills football equipment for now and in the future . On the first floor , they will also be widening the bathroom doors to make them more handicap accessible . Com. Bruno made a motion to recommend approval of the addition to the Emmerich Park East Building as submitted . Com. Gordon seconded the motion. Roll Call Vote : AYE - Bruno , Gordon and Larsen NAY - None Motion Passed - 3 to 0 . B. Strathmore Square - Leasing Signs on Dundee Road and Arlington Heights Road . A representative did not arrive . Shirley Bates (Secretary) informed the Commissioners that Mr . Michael Domke , Sidcor/ Real Estate , 4930 W. Oakton Street , Skokie , IL 60077 called to say that after talking with Mr . Edward Schar about the 250 foot spacing regulation they will be able to locate the sign on Arlington Heights Road 250 feet from the Mobil Sign and they want to attach the second sign to the brick entrance sign. He did not plan to make a presentation. APPEARANCE COMMISSION June 27 , 1991 - Page Four Ch. Larsen recalled that the same group had a smaller sign for a long time right in the middle of the block on Dundee Road . He said the signs could be permitted for a six-month period with 2 extensions , and the 250 foot spacing is not necessary. He would prefer not to have any sign attached to the brick pylon. The second sign could be on Dundee Road . Com . Bruno and Com. Gordon agreed that a second ground sign was preferable to attaching anything to the brick pylon sign. Mr . Kelly expressed the same concern and said a separate sign would have to comply with the 10 foot setback regulation. Com. Gordon made a motion to recommend approval of the two Vee 'd , 8 ' x 4 ' leasing signs . under Sign Code , Sec . 14 . 32 . 020 , as submitted by Sidcor for Strathmore Square Shopping Center on Dundee Road and Arlington Heights Road , with the stipulation that the posts and inside of the Vee be painted . The signs are recommended per the site plan with no sign to be attached to the existing brick pylon. Com. Bruno seconded the motion. Roll Call Vote : AYE - Gordon, Bruno and Larsen NAY - None Motion Passed - 3 to 0 . V. ANNOUNCEMENTS Mr . Kelly had nothing to report . Ch. Larsen commented that he saw• a drawing of the Woodland Commons pylon signs . He was not present for the AC review when a recommen- dation for a variance was made on April 11 , 1991 . The drawings he saw were 20 feet in height and 12 feet wide . They would be much larger than the Sign Code permits for the four locations as shown on the site plan. Most of the sign base is brick and the square footage of the signage would have to be calculated , but the signs would be huge and would not conform with the size table on pg . 255 . The petition for variance was cancelled by the Building Department when Zale was able to meet the proper distance requirements , but it was Ch. Larsen ' s opinion that a variance would be necessary . Com . Gordon and Com . Bruno agreed the signs would be massive , but they also agreed the design is attractive and is compatible with the architecture of the Woodland Commons . Mr .
