CALL TO ORDER Chairman Eddie Larsen called the meeting of the Buffalo Grove Appearance Commission to order at 8 : 15 P.M. on Thursday . May 9 , 1991 at the Village Hall , 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : C. Bruno , A. Viehman and E. Larsen. Commissioners Absent : D. Ehrhardt . R. Gordon and F. Weissman. Bldg . Dept . Liaison: Edward Schar , Acting Deputy Building Commissioner III . APPROVAL OF MINUTES April 11 , 1991 - Tabled because of Commissioner ' s absence . IV. OLD BUSINESS A. Dominick ' s at Woodland Commons - Wall Signs Ralph Cilia , M-K Signs , 4900 N. Elston Ave . Chgo , IL 60650 ; Ira Carpman, Dominick ' s Finer Foods Inc . , Store Planning , 333 Northwest Avenue , Northlake , IL 60164 (708) 562-1000 Mr . Cilia described the proposed signage . The length of the front elevation of the Dominick ' s space is 360 feet and the height is 18 feet (6 , 480 sf ) and the total of the proposed signage : "Food - (wave) Dominick ' s - Drug" is 433 square feet . The corporate colors are Red/Orange and Green. The awnings will be Ivy Green. Mr . Carpman explained that the new Dominick ' s letters are smaller but the wave design is longer . Zale has approved the signage . There were no comments or objections . Com. Bruno made a motion to recommend approval of the Dominick ' s wall signage for Woodland Commons , as submitted including Food and Drug. Com. Viehman seconded the motion. Roll Call Vote : AYE - Viehman, Bruno and Larsen NAY - None Motion Passed - 3 to 0. Woodland Commons - Sign Package A revised Sign Package has not been submitted . TABLED. Buffalo Restaurant & Ice Cream Parlor - Chase Plaza The presentation was made by Harry Geotis and Bill Katsogianis . The name of Ritzy' s Cafe , at the corner of Arlington Heights Road and Lake Cook Road , will be changed to Buffalo Restaurant and Ice Cream Parlor . The signs will consist of internally illuminated white letters mounted to raceways . The trim caps and returns will be white (or salmon) and the raceways will be painted to match the brick background. The drawing (Grate Signs) does not seem to be in scale . Wall signage of 120 sq . ft . would be permitted . The wall is 7 ft . in height and the signs will be 27 ft . in length and 3 ' 6" in height , totalling approximately 75 sq . ft . The awnings will be cleaned and repaired . Com. Viehman made a motion to recommend approval of the Buffalo Restaurant Ice Cream Parlor wall signage as submitted. Com. Bruno seconded the motion. Condell Medical Center , Route 22 - Full Review Presentation was made by Patricia Austin, V.P. of Condell Medical Center ; Casey Frankiewicz , Legat Architects , 24 N. Chapel , Waukegan, IL 60085 (662-3535) and David McCallum , Landscape Architect , 346 N. Milwaukee Ave . , Libertyville , IL 60048 (362-0209) . 1 . ELEVATIONS AND MATERIALS: Mr . Frankiewicz described the architecture and materials . The two-story building is all masonry with white mortar . It has matching brick reveals and a top band of brick soldier coursing. The Brick is Henderson #103F Velour . The larger two-story portion of the building is the Medical Arts Center with physicians ' offices , etc . and the one-story portion (west side) will be the Immediate Care Facility. The entrance into the site is off Willow Parkway. The building is symmetrical , and the south elevation is featured as the front , but there is no entry from Route 22 . APPEARANCE COMMISSION May 9 , 1991 - Page Two The north elevation has two entrances with matching standing seam green metal canopies . It is Forest Green by Petersen Aluminum Corporation. The same metal will be used for the screening of roof top mechanical equipment . The windows have Foresta Green metal frames by Marvin Windows . Glass will either be clear or tinted light green. The trash enclosure at the north east corner of the building was described . There were no questions or comments . Com. Bruno made a motion to recommend approval of the Elevations and Materials for the Condell Medical Center , including , the trash enclosure , as submitted . Com. Viehman seconded the motion. Roll Call Vote : AYE - Viehman, Bruno and Larsen NAY - None Motion Passed - 3 to 0 . 2 . LANDSCAPING: David McCallum described the Landscape Plan which meets and/or exceeds the Buffalo Grove Municipal Code . Plantings include deciduous trees , evergreens and ornamentals . Berms are used to increase the height of the trees and screen the area. All lawn areas will be sodded . Shrubs , ground cover and seasonal flowers will be used to enhance the trees and entrances . A staggered double row of Arbor Vitae along the north property line will separate the facility from the future residential area . Shade trees and evergreens will be planted on bermed islands to decrease the size of the parking lot . Com. Bruno asked if the trees would interfere with any of the lighting? Mr . McCallum replied that if they find the lighting is going to be obstructed , placement of the trees would be adjusted . The overhead wires should be high enough to clear the trees . The Village Forester ' s Review, dated May 2 , 1991 , states : "Overall an excellent plan. " APPEARANCE COMMISSION May 9 , 1991 - Page Three Com. Viehman made a motion to recommend approval of the Landscape Plan for the Condell Medical Center as submitted. Com. Bruno seconded the motion. Roll Call Vote : AYE - Bruno , Viehman and Larsen NAY - None Motion Passed 3 to 0 . 3 . SIGNAGE: Mr . Frankiewicz said the brick entrance monument signs will match the building. They will have dark bronze letters . One identification sign will be located at the main entrance on Willow Pkwy. and one on Rt . 22 , that will be set back 20 feet . There will be wall signs for identification along Route 22 and over the entrances on Willow Parkway. They will be raised back lit dark bronze letters . Ch. Larsen asked that construction details of the monument signs and all dimensions for the wall signs be provided . He advised the petitioners to review the architectural letter style because the strokes will be too fine to back light effectively and the neon will arc in wet weather . The letters should be higher or thicker . The bronze color of the letters on the green canopies should also be changed because it will not be seen in the daytime . The monument sign on Route 22 could be higher since it has to be set back . The Condell Medical Center signage was TABLED and will be resubmitted at a later date . 4 . LIGHTING: The light poles will be 25 feet high. They will be dark bronze anodized aluminum with dark bronze shoe box fixtures . Light source will be Metal Halide for a white light . Photometrics were provided . Brass exterior wall lanterns will be located at the entrances and on the piers of the building. There will also be some under canopy lighting . Com. Bruno made a motion to recommend approval of the Lighting Fixtures and Wall Sconces for the Condell Medical Center , as submitted , subject to the Village Engineer ' s Review. Com. Buffalo Court - For Lease Covering for Ground Sign Herman Hefler , Speedy Sign A Rama , USA, 80 W. Dundee Road , Buffalo Grove , IL 60089 (215-1535) , described the proposed covering for the Century 21 section of the ground sign at Buffalo Court . He recalled that when the first B.G. Sign Code was drafted , no provision was made for interim signage . The covering will be a 4 ' x 4-1/2 ' double sided banner secured on all sides . Colors will be red and white . Ch. Larsen suggested changing the colors to Brown with White Copy because it would blend with the framing structure . Mr . Hefler responded that the sign faces have other colors and red would attract more attention. Ch. Larsen said materials are not specified in the Code , so the sign could be permitted under Sec . 14 . 32 . 020 - For Lease , Sale or Development , with a six month time limit and two extensions . There were no comments or objections . Com. Viehman made a motion to recommend approval of the "For Lease" sign at Buffalo Court as submitted , with reference to Sign Code , Section 14 . 32 . 020 . Com. Bruno seconded the motion. Roll Call Vote : AYE - Bruno , Viehman and Larsen NAY - None Motion Passed - 3 to 0 . B. Patrick ' s Carpets - Village Plaza, 400 W. Dundee Road Owner Patrick Doherty , and Joe Cheney, North Shore Sign, 1925 Industrial Drive , Libertyville , IL 60048 (816-7020) . Mr . Cheney described the signage to be located on the south and east elevations of the building (formerly Lieberman' s) . Ivory letters will be 18" in height with gold trim caps . The sign conforms with the Sign Criteria for the center but . a letter of approval from the landlord should be submitted because the sign will span two store spaces on the east elevation. Ch. Larsen advised Mr . Doherty to remove the vinyl signs on the outside of some his windows . The Code limits window signage to 1/3 of the glass area and it must be on the inside . Mr . Doherty said he did not know the signs are in violation and agreed to remove them. APPEARANCE COMMISSION May 9 , 1991 - Page Five Com . Viehman made a motion to recommend approval of the Patrick ' s Carpets wall signs at Village Plaza as submitted. Com. Bruno seconded the motion. Leasing Sign at The Grove , Tanguay - Burke - Stratton Representatives were not present , but the sign was reviewed. The colors will be Black on White and will be non-illuminated . The posts should be painted White and the ends boxed . Ch. Larsen said the sign should be located 250 feet from the Grove ground sign. It will be approved for a period of six months , in accordance with Sign Code , Sec . 14 . 32 . 020 . Com. Viehman made a motion to approve the For Lease sign as presented by Tanguay-Burke-Stratton, with the stipulations that it be located 250 feet from The Grove ground sign and that the posts be painted White . Angus Corporate Headquarters - Chevy Chase East , Bldg. #2 Bruce Bingham, Hamilton Partners , 300 Park Boulevard , Itasca , IL 60143-2681 (250-4921 ) ; Stephen T. Wright AIA, Loebl Schlossman and Hackl Architects , 130 East Randolph St . , Chicago , IL 60601 (312) 565-4507 ; and Dick Mallory, Landscape Architect , Theodore Brickman Co . , Long Grove Rd. , Long Grove , IL 60047 (438-8211 ) made the presentation. Mr . Bingham introduced the team and distributed renderings of the building. He said the site , on Lake Cook Road , will become the international and corporate headquarters for Angus Chemical Corporation , now located in Northbrook . They are planning to take occupancy in July 1992 . 1 . LANDSCAPING: Dick Mallory described the Landscape Plan which consists of shade trees , flowering trees , Austrian Pines and shrubbery. The entryway will have a sign on each side of the driveway. L./ APPEARANCE COMMISSION May 9 , 1991 - Page Six The site will be bermed for screening and the front area is an open court yard with a planted island in the center . Pfitzer Junipers and Honey Locusts will accent the front door A six foot planted berm will screen the loading dock . Deliveries are only made 2-3 times per week . The rear of the building has two terraces that are shaded with Autumn Purple Ash. The terraces and front entry court are paved with an exposed aggregate called Grey Traprock . The parking areas are bermed and planted with groves of ever- greens and shade trees . There is a path through the parking lot to Lake Cook Road. The Village Forester ' s Review, dated May 8 , 1991 , lists several recommendations , including parkway trees in the right-of-way. Mr . Bingham questioned this requirement since Lake Cook Road will be widened in the near future . He agreed to sod the area. Com . Bruno made a motion to recommend the Landscaping of the Angus Corporate Headquarters as presented , subject to the Village Forester ' s recommendations and the petitioner ' s agreement to accede to these recommendations . Com. Viehman seconded the motion. Roll Call Vote : AYE - Viehman, Bruno and Larsen NAY - None Motion Passed - 3 to 0 . 2 . ELEVATIONS AND MATERIALS: Stephen Wright described the architecture and the materials that will be used. The building will be centered on the lot with parking on both sides . The brick will be Reddish iron- spot , with natural gray mortar . The window frames and metal work will be dark bronze anodized aluminum with tinted gray glass . The standing seam metal roof will be dark gray. The quoins will be a precast concrete with a gray limestone look . The metal copings will be painted to match the precast . There were no comments or questions . Com . Bruno made a motion to recommend approval the Architecture and Materials of the Angus Corporate Head- quarters building as submitted . Com.
