I . CALL TO ORDER
In the absence of Chairman Eddie Larsen, Com. Charisse Bruno acted
as Chairperson and called the meeting to order at 7 : 37 P.M. on
Thursday, March 14 , 1991 at the Village Hall , 50 Raupp Boulevard.
II . ROLL CALL

A. Hidden Lake Village - Sign Face Changes 44

The existing signs have been repainted Red and White. Copy has
been changed to reflect new price . ` A
It was noted that the posts and reverse side of the sign at the lila<
East entrance should be painted White .
Com. Viehman made a motion to recommend approval of the Face
Changes of the Hidden Lake Village Marketing Signs as submitted
with the stipulation that the posts and reverse side of the
sign at the East entrance be painted White .
Com. Weissman seconded the motion.

B. Sgt . Pepper ' s (Pizzeria & Pub) - Signage
1330 W. Dundee Road - Formerly Pizza Hut at Strathmore Square
Penny Hughes , Hughes Signs , P.O. Box #367 , Crystal Lake , IL
(815) 459-1887 and Kerry Kuhn, owner , made the presentation.
Ms . Hughes presented colored drawings of the proposed signage .
She explained that they understand variances will be required
for the permanent ground sign and the sign on the east
elevation. She requested approval of a temporary sign to be
located on the south (front) elevation from April 1991 until
July 1991 .
Colors (Lycryl ) will be : Background - Shamrock Green which will
be opague, and will be Black at night .
Lettering - Golden Yellow, Deep Red
and White.
The temporary sign will be 56 square feet made of plywood.
Sign Code , Sec . 14 . 20.090 permits 33% wall coverage for a roof
sign where there is no ground sign. The back ground area is
11 '6" top width by 33 'bottom width and 7 ' 5" total height .
The area is approximately 253 sq . ft . qualifying for a wall
sign of approximately 84 sq . ft .
This temporary sign on the roof will be removed when the
ground sign and east elevation sign are erected, provided
variances are granted. The Appearance Commission can recommend
variances to the Zoning Board of Appeals , and the ZBA then makes 40,14,
a recommendation to the Village Board of Trustees .
The ground sign will have a black metal cabinet and pole cover . -
It will be ten feet ( 10 ' ) high. The ground sign and the wall
sign on the east elevation are the same size as the Pizza Hut ^.
signage .
The Commissioners discussed the possibility of having the
temporary sign be mounted on posts in front of the building -.
instead of having to mount it on the roof .
Mr . Kuhn said this would be his preference because of the way
the roof sign would have to be mounted , and later removed , but
he was told by Mr . Charles Matt , former Bldg. & Zoning Liaison,
that such a sign would also require a variance because it would
be considered a ground sign within 250 feet of existing ground
signs (Fireside - 98 feet and Strathmore Square - 218 ' 10" ) .
The Commissioners reviewed Sign Code Sec . 14. 32 . 040 - Special
Signs . The signage proposed does not fall under the usual
definition of a "temporary" construction sign because the
building is not being altered . A better name would be an
interim sign.

The Ground Sign and East Elevation Sign were reviewed for
recommendation to the Zoning Board of Appeals for consideration
for variances. The Pizza Hut variances expired with the signs
were removed.
Mr . Kuhn said these signs were identical in size to the Pizza
Hut signs . The stub of the pole , with wiring, is still in the
ground and the wall brackets are still on the east elevation.
The Commissioners had no objections and no comments.
Com. Viehman made a motion to recommend to the Zoning Board
of Appeals that variances be granted for SGT. PEPPER' S -
PIZZERIA & PUB Ground Sign, as requested , Ground Sign per
Exhibit A: Designated colors are Green, Red, Yellow and White
with Black Cabinet and Posts . The sign is to be in the exact
same location as the former Pizza Hut sign and it is the exact
same size - 10' x 6 ' .
Exhibit B: Wall sign on East Elevation with the same colors
as the Ground Sign. Location and size ( 17 ' x 3 ' 6" ) are to be
the same as the former Pizza Hut sign.

There was no opposition to the proposed " temporary" sign, but :0:444
since it qualifies as a permanent sign, it will be called an
interim sign. Its removal could be made a condition of the

Com. Gordon made a motion to recommend approval of the interim
sign as submitted for SGT PEPPER' S PIZZERIA & PUB. The sign
is to be mounted on the South elevation of the building located
at 1330 W. Dundee Road. Approval is recommended for a period
of time from April 1991 through July 1991 as requested by the
petitioner . Colors and layout per Exhibit C.

V. ANNOUNCEMENTS
The date for the continuation of the Joint Workshop with the Zoning
Board of Appeals is Tuesday, March 19 , 1991 . There are three items
on the ZBA Agenda , so the Workshop should begin about 9 :00 P.M.
The purpose of the Workshop is to discuss signage pertaining to
developments such as Riverwalk.
The Appearance Commissioners each expressed their opinions and will
attend the Workshop.
VI . ADJOURNMENT
Com. Gordon made a motion to adjourn.
Chairperson Bruno adjourned the meeting at 8 : 30 P.M.
