APPROVAL OF MINUTES November 10, 1983 - Motion to approve as submitted was made by Com. Koclanis and seconded by Com. Wehring. Roll Call Vote: Aye - Larsen, Wehring and Koclanis Nay - None Abstain - Cea and Hardt IV. BUSINESS A. Diamond Outdoor Advertising - Mr. Jack Metzger 1 . Spoerlein Farm - Mr. Metzger presented a new sign for the two locations previously approved on Rt. 83; and one on Dundee Road. The new sign faces will have Black lettering on a White background, with an enlarged picture of the building in a wood frame. The frame will be stained mahogany. The two signs on Route 83 are 10' x 20' and the off-premise sign on Dundee Road is 8' x 14' . The Commissioners had no objection to the proposed sign face changes. Com. Wehring made the following motion: I move we approve the sign face changes as submitted by Spoerlein Farm for the two billboard signs on Route 83. Com. Cea seconded the motion. Mr. Saviano this would be necessary before the building permit is issued. There will be a 6 month time limit per Section 14.020.080 B. Renewal of permit granted if condition in good. Com. Wehring made a motion to approve the Off-premise sign for Spoer- lein Farm as submitted; under Sec. 14.020.080 - B; on Dundee Road. Com. Cea seconded the motion. Chatham - Sign Face Change Mr. Metzger presented new signage for Chatham. The new owner has changed the Logo. Colors of the new signs will be #301- Pantone Blue Background with White lettering. Sign designated A will say "Welcome" - Chatham In Buffalo Grove with the Logo and phone number. It is 8' x 14' - Has been boxed. Sign designated B will be eliminated at the parking lot. Sign designated C will be a sandblasted sign on the Sales Office. Com. Cea made the following motion: I move we approve the 2 signs as submitted for Chatham - A and C. Walgreens - Wag's Restaurant at The Grove - Lighting 1 . Mr. Douglas Schwartz, Architect presented the lighting fixtures to be mounted on 30' poles in the Parking Lot; 400 watt high pressure sodium lamps. The lights match the existing parking lot lights. One light at the service area will have lower wattage because high intensity is not needed. Com. Cea made a motion to approve the parking lot lights as submitted by Walgreens for the Wag's Restaurant at The Grove. Com.Krippes seconded the motion. Roof Lights - Mr. Schwartz presented the roof lights for the Wag's building at the Grove. There will be 9 fixtures mounted on the roof. The lights that were approved are 150 watt high pressure sodium, but they only come in 250 and 400 watts. A request was made for 250 watt lamps. They will be the same as the restaurant on Arlington Heights Road. Commissioner Krippes made a motion to approve the change in the Wag's roof lights from 150 watt to 250 watt lamps as requested. Commissioner Wehring seconded the motion. Roll Call Vote: Aye - Koclanis Larsen Krippes Cea Wehring Hardt Nay None Motion Passed 6 to 0. 3. Color Change of Front Door An Orange door was approved, with a White sign. The new colors scheme for Wag's will be Green and White. The color of the door will now be a Forest Green- Pratt/Lambert #G 601 A. Com. ,Koclanis made a motion to approve the color Forest Green - instead of Orange for Wag's front door as proposed. Core. Mr. Schwartz submitted a new Landscaping Plan showing additional plantings. He also stipulated that some of the existing plants will be moved. Should any plants be damaged, they will be replaced. The Plan was acceptable to the Appearance Commissioners as submitted. APPEARANCE COMMISSION December 8, 1983 - Page Three S C. Martin & Marbry Office Building - Full Review Ms. Melissa Singer of Brim/Braun Architects made the presentation. The Office Building will consist of 5 spaces, one major and four minor. It will be located between the Schwinn dealer and St. Paul Federal with the Martin & Marbry office at the rear of the building. Materials: Brick - Two sizes, larger at the lower portion of building and smaller at the top. Mortar is standard grey. Brick is separated by a strip of precast concrete, similiar to limestone. Windows - Bronze storefront frames with bronze glazing. Heating Units - For Martin & Marbry all mechanical units will be in the basement area; and the other four spaces will have 3 ft. high units on roof behind a 2 ft. parapet. Downspouts - Interior, with roof drains. Soffits - White plaster with recessed lighting. Parapet - 2 ft. over the minor units and 2'8" over M & M. Sills - Window sills will be brick along the North side and the back. In front the brick will abut the window framing, with an 18" band of finished concrete, to simulate a limestone sill . Doors - Solid, stained wood. All will be the same. Parking - The four minor tenants will be professionals, because there is not enough space for retail . The building setback is 34 feet from Buffalo Grove Road, and the roof top units will be centered so they will not be seen. The building is about 300 feet from Dundee Road. Com. Cea made the following motion: I move we approve the Elevations, Architecture, and Materials as stipulated in the discussion. Com. Krippes seconded the motion. Com. Larsen said he felt the building looked incomplete because the top of the parapet is 8 inches higher at the one end. This was discussed and Ms. Singer said this was done to :_. ; identify the anchor portion of the building. Cost is a factor. It was noted that this portion will, be seen,from Dundee Road. Com. Larsen suggested that the parapet could be turned back on the same angle as the South so that it will not look so unfinished. Ch. Hardt said that the building must be viewed in relation to the other two buildings, and it should be compatible. The Commissioners were in- structed to vote in this context. A straw poll indicated that it was not an item of concern. Roll Call Vote: Aye - Wehring, Koclanis, Larsen, Krippes, Cea and Hardt Nay - None Motion Passed 6 to 0. APPEARANCE COMMISSION Dec. 8, 1983 - Page Four Landscaping - Ms. Singer indicated that the Honey Locust shown on the Landscape Plan has been moved into the parkway to comply with the Village Ordinance. The landscaping has been designed to accent the front of the building. The area will be sodded on Dundee Road. The Landscape budget is $4,000. It was noted that the front (on Buffalo Grove Road) is very plain. The brick will be seen. The foundation should be covered. Ms. Singer proposed moving the hedge shown at the rear of the building to the front. Instead of the Spirea, Sargent Juniper would be better. The rear area would be sodded. She will discuss this for possible addition. The Commission noted that all parkway plantings must meet the approval of the Public Works Department. It was noted, that additional plantings may be added to the approved plan, but nothing can be deleted. The Dumpster area, at the rear of the building will have to be screened. Ms. Singer agreed to a Board on Board, 5 ft. redwood fence stained to match the doors. There will be a depressed curb at the disposal area. The Transformer shown will be shielded by the existing landscaping at Shell . Com. Wehring made the following motion: I move we approve the Landscaping at Martin & Marbry with the stipulation that 15 Sargent Junipers be moved to the front of the building on Buffalo Grove Road; The Skyline Honeylocust will be moved into the Parkway; and the Dumpster will be screened, with a wood fence. 'A' Fixtures will be located at the ront and rear of the property. Poles will be 20 feet tall-bronze. 'B' Fixtures will be wall mounted at the Entryway on the West. The tenant doorways will be illuminated with recessed soffit lights. Com. Krippes made the following motion: I move we approve the Lighting as submitted for Martin & Marbry Office Building. Com. APPEARANCE COMMISSION Dec. 8, 1983 - Page Five Signage - The plans show three Martin & Marbry signs - South , East and North Elevations. All lower case individual , internally illuminated 18" letters. Minor tenant signs will be lower case individual , internally illuminated 14" letters. No pylon sign will be requested. On the North elevation, facing Dundee Road, the panel will be recessed into the brick, the letters will be flush with the brick. Ch. Hardt explained that a Sign Package should be developed for the building. It was suggested that on the North Elevation, the name could read Martin & Marbry Center. A Sign Package eliminates future problems with tenants. The Sign Code would be more difficult to meet. Sign Packages allow for more flexibility, and provides for the identification of businesses with long names, or for businesses who want to use a logo, etc. There are extra benefits of developing a Sign Package that is well done, specifies colors, and blends with the building architecture. The Appearance Commission will compromise and make concessions, such as allowing the additional Martin & Marbry signage. Com. Cea made a motion to Table the Martin & Marbry signage. Com. Larsen seconded the motion. Roll Call Vote was Aye Unanimously. Another suggestion that was made was to put the individual letters on a race- way, instead of mounting they to the building. There is less damage to the surface when letters are changed. D. Edward Schwartz & Co. - Full Review Levitt's existing 19 Lots and Devonshire - 3 lots. Mr. Schwartz described plans for 2 models to be erected on 2 of three Devonshire Lots remaining on Devonshire Road. The first lot will serve as parking lot and Mr. Schwartz requested permission to use a Sales Trailer during construction of the models. Ch. Hardt noted that residents may object to a sales trailer in that location. He also stated that in order to meet the Monotony Code, a Model B would have to be built on that first lot, after the trailer is removed. Mr. Schwartz presented the two models, each with three elevations Al , A2 and A3; and Bl , 64 and 65. Model A will be built on the second lot and Model B will be built on the third lot at the corner of Rt. 83 and Devonshire Road. Color schemes were presented for the two models and other color schemes will be brought in for approval at a later date. Model A will have a brick front with aluminum siding on three sides - Beige. Fireplaces will be brick. Shutters all around the house. Muttons are on the windows in front and on any sides that face the street. The muttons are removable. The trim color, front door and garage doors will be Beige. Vinyl shutters will be Dark Brown. Gutters and downspouts are to be galva- nized aluminum. B vents will be on the rear elevations wherever possible or they will be painted out to match the roof color - Dark Brown. The Commission felt that the new buildings will be compatible with the existing Green Knolls houses. After reviewing the elevations, including an A4, the Commission took a straw poll and concluded that for the purpose of meeting the Monotony Code Elevations A 1 and 4 are the same; A 2 and A 3 are to be considered different. After reviewing the elevations of the B model , it was concluded that Elevations Bl , 64 and B5_will meet the Monotony Code. A2 and 65 are Tudor style. "A" buildings are two-story. APPEARANCE COMMISSION Dec. 8, 1983 - Page Six "B" Buildings are split levels. B-1 windows have brick sills and will have removable muttons on front windows and on windows that face secondary right-of-ways. This stipulation was made for all models and all elevations. B4 - Windows over garage project. There are wood panels under the front picture window. B5 - Two gables over the garage. Tudor model with rough sawn cedar roof with stacatto board. Railings are wood. Gutters and returns are horizontal metal . Wood panel on garage door. B vents will be painted out if they are on front elevations. A straw poll indicated that there are 3 distinct elevations, B-1 ,4 & 5. Com. Koclanis expressed concern about having only 2 models from which to meet the Monotony Code. Mr. Schwartz said they will market a former Devonshire Model - The Berwyn, which has previously been approved. Com. Cea made the following motion: I move we approve the Architecture for 2 models: Al , A2, A3 and A4 (3 elevations-Al , A4 same.) 61 , 64, and 65 (3 elevations) as presented by Edwartz Schwartz and Co. to be constructed on 19 remaining Levitt lots and on 3 remaining Devonshire lots. Color schemes will be submitted later. A 3rd model , The Berwyn will also be built on these lots, to facilitate the Monotony Code. Additional landscaping will be provided on corner lots with blank side elevations. Com. Wehring seconded the motion. Larsen made the following motion: I move we approve the Models proposed by Edward Schwartz & Co. for two lots at Devonshire. Nay - None APPEARANCE COMMISSION Dec. 8, 1983 - Page Seven LIGHTING L/ Mr. Schwartz presented cut sheets showing the light fixtures. Coach lights will be at the garage doors, and front doors. The plain globe light will be used at the rear doors. Com. Krippes made a motion to approve the lighting for the Devonshire II models as presented. Com. Wehring seconded the motion. LANDSCAPING - Model Area Mr. Schwartz requested a minimum amount of landscaping, the parkway will be sodded, but the front and rear lawns will be seeded. One parkway tree will be included. Mr. Schwartz stipulated that the Annexation Agreement will be met. (Mr. Saviano will research this.) The driveways will be concrete. L/ Com. Wehring made the following motion: I move we approve the Landscaping for the Devonshire II Model Area as presented, with the stipulation that the minimum amount specified by the Annexation Agreement will be met. SIGNAGE Mr. Schwartz presented one sub-division sign, 8' 'x 15' - double-faced, Beige with Dark Brown lettering. The name is Devonshire II . There are also model signs, 2' x 3' in front of each model . Ch. Hardt reviewed the Sign Code, Sub-division Signs-Sec. 14.32.010 - Sub-section D which provides for signage that pertains only to the property in a single sub-division. It was decided to approve the signage subject to approval of the Administrator. APPEARANCE COMMISSION Dec. 8,1983 - Page Eight Com. Larsen made the following motion: I move we approve the double-faced sign as requested by Devonshire 11 : Colors to be Beige with Dark Brown lettering. Size - 8' x 15' - not to exceed 20 feet in height. The ends of the sign are to be boxed in. Sign to be erected on 2 or 3 poles which are to be painted out dark brown. Larsen made the following motion: I move we approve two Model Signs, to be 2' x 3' - erected on 4" x 4" posts, painted dark brown. Copy to be dark brown lettering on beige background, to consist of a Typical Model Name with 2 lines of feature copy: number of bedrooms, etc. Devonshire II Information Center sign to be 2' x 3' - Including hours that the office is open. Hardt indicated that the reason he voted "Nay" to the two motions above is that he does not feel that the intent of the Sign Code is met. SALES TRAILER Mr. Schwartz requested approval of a Sales Trailer, but he did not submit any landscaping and the trailer is not to be skirted. The lot will have a gravel parking lot. More complete plans are needed. Com. Wehring made a motion to Table the Sales Trailer. Com. Koclanis seconded the motion. Roll Call Vote: Aye Unanimously The Commission suggested using the Sales Trailer on a temporary basis until the Models are built; then using a garage for Sales. APPEARANCE COMMISSION Dec. 8, 1983 - Page Nine Trustee Gary Glover commented to Mr. Schwartz, that the Sales area must be compatible with the existing neighborhood, and the parking lot area must be marked out on a plat. The trailer should be landscaped. E. Anden Corporation - Full Review Mr. Jerry De Grazia made the presentation. Anden is proposing a new development on Lexington Drive, between Armstrong and Lake/Cook Rd. which is part of Northwood Grove Unit II. The front of the development will face Lake/Cook Road. The property is part of an approved PUD agreement. It was recently approved at a Public Hearing Plans are to build 9 off-set buildings and 21 of the straight model . Landscaping will be presented at a later date. Plans call for a private gatehouse entrance with a guard. The entire property will The streets will be private. The buildings are not coach houses. There are no common elements, such as hallways or driveways. Garages are at- tached and each unit has a private entrance. There are no units that are on top of each other. Hopefully, the Sales Trailer will be opened around January 17th. Mr. De Grazia described the entrance signs proposed for the two monuments. The name of the development is "Le Parc" which means The Park. The walls are 6 feet high made of stucco. with concrete caps. At the ends are 8 foot brick piers. The letters will be 3 ft. aluminum letters, with baked on color. A variation will be needed to allow these two wall signs. ARCHITECTURE The side and rear elevations of all the buildings are very similiar. A special color co-odinator was secured to develop a very compatible color scheme. A Color Group sheet was submitted, lising the 9 possible color combinations. The building colors will only be repeated once in every nine buildings. The materials have been selected to main low main- tenance. This will result in savings for the Condominium Association. The windows are thermo pacs with muttons. There are no exposed roof vents. Vents are designed to go between the slopes on the buildings, but if they are seen, they will be painted out. There will be four models: 11 buildings will be A - 1 . Straight bldg. 10 buildings will be A - 2. Straight bldg. 5 buildings will be B - 1 . Off-set bldg. 4 buildings will be B - 2. Off-set bldg. Basically the window treatments are different. On the B elevations, the dormers have been eliminated and were replaced with a sky light. The garage doors are steel . Fireplaces are optional . Window boxes are redwood and should not deteriorate. Corner boards are aluminum. The gutters/downspouts - White, 1-piece aluminum. Windows and patio doors have wood trim. Com. Cea made the following motion: I move we approve the Materials, Architecture, and Color combinations as presented by Anden Corporation for 4-models, A-1 & 2, and B-1 & 2; with the stipulations as per discussion. Com. Larsen seconded the motion. Roll Call Vote: Aye - Koclanis, Larsen Krippes, Cea & Hardt. Com. Wehring felt the buildings are too identical . Nay - Wehring Appearance Commission Motion Passed 5 to 1 . Dec. 8, 1983 - Page Ten I • MODEL AREA: Entry monuments were discussed and because a variation is necessary, Ch. Hardt agreed to review them and give a recommendation to the Zoning Board. (Sec. 14.20.010- B & E.) The need for a variation for two signs was discussed. Com. Larsen states that if a temporary construction sign was requested, it could be two-faced. The monuments are treated as signs, but are not actually signs but identi- fication of the project. Monuments are Cream color brick with stone caps. The entry-way building is Cedar Shakes with a window. A straw poll was taken: Com. Wehring: "likes the entryway and considers the signage as identification" Coma Koclanis : OK with variation Com. Larsen: Pilaster height OK. Variation OK. Com. Krippes: Excellent, recommends variation. Com. Cea: OK with variation. Com. Hardt: OK with variation. Mr. Saviano said variations would be needed for two signs , the setback, height of the brick columns and signs not flat against the wall . Ch. Hardt made the following recommendation: To: Zoning Board of Appeals and Village Board The Appearance Commission unanimously recommends that favorable consideration be given to any required variations requested by Anden Corporation necessary to construct entryway monuments with identification signs on both monuments as depicted in Exhibit A, and includ- ing the gatehouse. Because of the question of required variances, is the only reason that this Commission is not making a formal motion of approval at this time. Please consider the fact that the entire entry concept will be maintained by the Homeowner's Association and any problems related to these features will thereby be eliminated. The Model Area will be approved after the variations have been granted. Pictures of the proposed trailer entrance were submitted. Mr. De Grazia asked for approval so that materials can be ordered. Signage and the Sales Office Area is to be presented at a later date. The trailer will be approved for a period of 60 to 90 days, while the model building is being constructed. Parking will be next to the building. The parking area/landscaping layout also needed. Com. Cea made the following motion: I move we approve the architecture for the proposed temporary sales trailer for Anden, subject to the petitioner submitting a general parking layout and landscaping of of the proposed trailer site.
