I. CALL TO ORDER
A. Commissioner Bud Gibbs called the meeting to order at 7:47 P.M. on Thurs-
day, November 10, 1983 at the Village Hall .
II. ROLL CALL
Commissioners Present: E. Larsen, L. Koclanis, D. Wehring and B. Gibbs. QUORUM
Commissioners Absent: C. Cea, K. Krippes and D. Hardt.
Building Dept. Liaison: Mr. Dominic J. Saviano, Jr. , Deputy Bldg. Commissioner
Village Board Liaison: Mr. Gary Glover, Trustee
III. APPROVAL OF MINUTES
The Secretary reported that two changes were made after the packets were
distributed. The height of the Lexington-Pool Fence should be 5 feet - p. 4;
and the representative for Levitt Homes was Mr. William Baron.
Com. Wehring made a motion to approve the Oct. 27, 1983 minutes as amended.

Oct. 27, 1983 minutes were approved and will be placed on file.
IV. BUSINESS
A. Datsun - 915 W. Dundee Road
Flood lights on top of roof (North elevation)
Mr. Lloyd Fried of Datsun; and Mr. Randy Meyers and Mr. Gregg Cupp of the
Amber Electric Const. Corp. made the presentation.
Mr. Meyers explained that when lights were approved for Datsun on 10/23/80
High Pressure Sodium bulbs were requested. These would give an orange glow
and would not be suitable for appraising cars.
Changing to Halide, which gives a white light, will provide a more appro-
priate type of light. At present, it is sometimes necessary to open the
service doors and bring cars inside so that they may be seen.
There are roof: lts. on the perimeter of the building. All stipulations of
the previous motion will be met. The lights will illuminate the front of
the parking lot area. At present there are down lights in the mansard but
these do not provide light for appraisals.
Com. Larsen made the following motion:
I move we approve the change of lighting
for Datsun as requested.
Com. Gibbs seconded the motion.
Discussion followed. Mr. Fried explained that the light from the pole
lights in front do not light the parking area. In fact, it is very dark.
The lights only light the lawn and barely the trunk of a car.
Com. Koclanis questioned the safety of the lights because of item 'e' on
page 2 of the warranty accompanying the presentation. (Ultra-violet exposure)
Mr. Fried explained that these lights will be mounted 25 feet up and
there will be no chance of vandelism, etc.
Mr. Meyers explained that the warning is a regular disclaimer informing
the purchasers that these lights do not self-extinguish.
Com. Wehring asked about how much additional light there will be.
Mr. Meyers said the lights will be mounted 25 feet up, and there will be
approximately 7.72 foot candles per square foot.
There being no further questions or comments, Com. Gibbs call for a vote:

B. Eagle Food Store - 45 E. Dundee Road; Mr. Sax - representative of Eagle.
Two additional wall signs : The Corner Deli and Fingerhut Bakeries
`/ Mr. Terry Doyle, of Doyle Signs presented the proposed signs. They will be
single faced, mounted on each end of the store fascia:
The Corner Deli : 15'10" x 2'0" - Dark Brown on White
Fingerhut Bakeries: 14'0" x 2'0" = Blue on White
The additional signs will be well under 20% allowable signage for the
size of the fascia including the factor that there is a ground sign.
The signs are part of the new marketing look that Eagle is trying to acheive
in competition with large chains like Jewel/Osco and Dominick's/Walgreens.
The color of the arch is a light buff. When a possible change of color was
mentioned, Mr. Sax said he did not have the authority to approved any color
change. The picture submitted was reviewed, the color was acceptable.
The bakery is a separate business, but the Deli is operated by Eagle.
Com. Wehring made the following motion:
I move we approve the two wall signs as presented
by Eagle Food Store, with the stipulation that
the color of the Bakery sign is Blue on White.
The cans will be dark bronze.

C. Talman Home - 1355 W. Dundee Road
Money Network Wall Signs facing Dundee Road
Mr. George Wolck or Whiteway Signs and Hal Young from Talman/Home
made the presentation. Mr. Young said that additional signage is
needed to inform people of the Money Network system in the rear of
Talman/Home. The two signs will be identical and will be added to
the existing Talman/Home signs that are seen from Dundee Road. They
would prefer to have the Yellow and Orange Logo on the sign.. The
Money Network would be Black on a White Background. The signs will
be lighted and the Money Network sign will remain on from dusk to dawn.
The AC discussed the need for 24 Hours, and it was decided that if the
sign is lighted all night, people will know there is a machine on the
premises.
Com. Larsen suggested the lettering could be made larger, if the 24
Hours is deleted. The square footage could be kept the same.
The representatives agreed to drop the 24 Hours; and the size of the
sign will be 20" by 4'8" with 5 inch letters.
Com. Wehring made the following motion:
I move we approve two Money Network Signs
presented by Talman/Home with the stipulation
that the 24 Hours be removed.

D. Plaza Verde - 1205/1215 W. Dundee Road
Santa Claus Banner on Existing Pylon - Reader Board.
Mr. Ron Guthrie, North Shore Sign Company presented the proposed
cloth banners to be firmly attached to the electronic message center
board from 11/19/83 until Christmas Eve - 12/24/83.
The sign will be changed from "Chernin's" to "OSCO". Mr. Hymen has
approved the sign. It is allowed under Sec. 14.36.010 - D, Holiday
Com. Wehring made the following motion:
I move we approve the sign as
presented for Plaza Verde's
reader board, announcing that
Santa Claus will be at the
Osco Drug store, on Sat/Sun.

E. Cedar View Manor Homes - Golfview and Dundee Road
Full Review - Mr. Dave Haller and Mr. John Alfini , Johnston Assoc. Inc.
Mr. Haller presented the plans for the model building at Cedar View.
He described the Architecture and the Materials, as follows :
1 . Siding - Classic Slate; dbl . 4 or dbl . 5 pattern
2. Brick - Old Salem
3. Trim - - Antique White
4. Shingles - Brown asphalt (weathered cedar)
5. Gutters and Downspouts - Pre-finished aluminum
White
6. Doors - Antique White
7. Garage Doors - 16 panel doors - Antique White
8. Windows are Boxed, no shutters
9. Roof over the bay - Copper or anodized aluminum
This copper trim was discussed and Com. Larsen suggested that it is
possible to paint this feature with a special paint that has a 10 yr.
guarantee that could be used over aluminum.
10. Chimneys - Frame
11 . B-Vents 4 in the center/aluminum finished and
will be painted out to match the roof.
12. Muttons - Front and side; replaceable wood or
vinyl - White
13. Windows - Front will be wood, possibly aluminum clad
Rear will be metal sliding windows
14. Sliding Door at Rear - No step, walk out on concrete
15. Driveway - Asphalt
16. Bannister - Wood, painted white. Stairs at each end
of the front elevation
17. Vertical Posts - Antique White
18. Octangle Trim - Antique White
These models will be Building #1 . The total number of 8 unit buildings
will be 15; and the total number of 4 unit buildings will be 3.
Building No. 1 faces the main street and will be set back about 600 feet
from Dundee Road.
Com. Wehring made the following motion:
I move we approve the Architecture and
Materials as stipulated in the discussion,
for Cedar View Manor Homes Model , with
the option of changing the copper roof over
the Bay window to painted copper aluminum.

Mr. Haller said he would submit the actual bay window covering when the
signage is submitted. He would like to experiment on the model .

Cedar View - Lights
Cut sheets were submitted listing the following fixtures:

Post lights shown on Landscape Plan - L - 723 (4)
Com. Larsen made the following motion:
I move we approve the lights as presented
for the Model Building at Cedar View.
The color of the light fixtures will be
submitted at a later date. All will be
the same.

Landscaping of Model Area
Mr. Haller described the plantings to be located at each entry way and
the arboratum in the center area. In the rear are large shade trees.
All buildings will be landscaped in a similar way, as approved by the
Plan Commission and the Trustees.
There will be much landscaping in the buffer zone between the single
family homes and these condominiums.
Mr. Saviano said that the Village Forester's report was not completed,
and there was some questions as to whether the Engineering Department
requires the retention area to be sodded. Mr. Haller said he would comply
with the Engineering Department requirements, but he thought that the
retention area was to be hydro-seeded.
The variety of Red Maples was discussed. Mr. Haller said that all the Red
Maples will be the same. These were approved in 1981 with the entire Golf
View project was approved. The Landscape design has blended all phases.
The height of the shrubs and trees at maturity was discussed. It should
be noted that this could be a factor in line-of-sight traffic, size, etc.
If the shrubs are kept trimmed, etc. it may not be a problem. The Village
must maintain the parkway trees. The Assn. will maintain all other plantings.
There will be a 3 ft. split rail fence across the front to control traffic
coming to inspect the model .
The parking area will have 25 spaces and will be located North of the property.
It will be blacktopped. Lighting for the parking area will be submitted at a
later date.
Com. Larsen made the following motion:
I move we approve the Landscaping Plan
for the Cedar View Model Area as submitted;
with the stipulation that the Forester and
Engineering Department approve of the plan.

The species should be approved before
planting. Fencing as shown for traffic.

It is to be determined whether the detention

V. ANNOUNCEMENTS
Com. Larsen asked that in the future, mature sizes are shown on the Landscape
Plans so that it can be determined if there could be problems in the future.
Mr. Saviano announced that Barry's has removed all the beer sign in hopes that
it will bring in more business.
VI. ADJOURNMENT
Com. Wehring made a motion to adjourn. Com. Koclanis seconded the motion.
