I. CALL TO ORDER
In the absence of Chairman Don Hardt, Com. Ed Larsen called the meeting to
order at 7:40 P.M. on Thursday, Oct. 13, 1983 at the Village Hall .
II. ROLL CALL
Commissioners Present: C. Cea, K. Krippes, L, Koclanis and E. Larsen. QUORUM
Commissioners Absent: D. Hardt, L. Gibbs and D. Wehring
Building Dept. Liaison: Mr. Dominic J. Saviano, Deputy Bldg. Commissioner
Village Board Liaison: Mr. Gary Glover, Trustee
III. APPROVAL OF MINUTES
Minutes of Sept. 22, 1983 were Tabled.
IV. BUSINESS
A. Summerset (Westwood) - Full Review
Mr. Ed Zale, of Zale Construction Co. made the presentation. He described
proposed duplex buildings. There are four floor plans and any of the four
plans can be attached to make up the two unit buildings. They will try to
put two different units together, depending on sales, They may also put
two of the same units together, and Mr. Zale agreed to meet Monotony Code
requirements. The buildings can be flip-flopped.
The materials will be the same for a whole building. Mr. Zale stipulated
that he and his architect will determine the placement of buildings.
There are four color combinations being submitted. Materials will be:
1 . Aluminum Siding
2. Aluminum Windows
3. Asphalt Shingles
4. Trim, fascia, Shutters and trim boards will match
5. Garage doors will be painted the color of the unit.
The Commission discussed the Monotony Code. It was decided that it would
be permissible to construct any combination, including reversed models.
No two buildings with identical combinations can be built side by side.
No two buildings with identical units can be built side by side or across
the street. If there is a change in architectural features or materials,
it might be possible to have AC approval if the plan is submitted to
Mr. Saviano. Mr. Zale agreed with these restrictions and also agreed to
come back when any problem occurs.
Com. Cea made the following motion:
I move we approve the Architecture of the
four (4) units as submitted by Summerset,
with restrictions relative to the Monotony
Code, as follows:
1 . Duplex bldgs. of two different units may
be built in any combination, but the same
combination cannot be placed side by side.
2. Identical units can be built, but can never
be side by side; or across the street.
3. Material changes or architectural changes
will be submitted to the AC for approval , if
the builder wants to deviate from the Monotony
Code.

Materials
Mr. Zale presented four color combinations, which will not be inter- mixed.

1 - Classic Wheat Frosted Brown Brown Siding
2 - Classic Slate Chappel Grey Off-White Off-White
3 - Classic Jade Dusky Olive Tan Tan or Olive
4 - Classic Slate Chappel Grey Black Slate or White
Some Westwood homeowners were present and commented that they were concerned
about the new homes being compatible with theirs. There is a wider color
range and most of the garage doors are a contrasting color.
The AC felt that the new colors being proposed would blend with the existing
buildings. Mr. Zale agreed to consult his architect regarding the color of
the garage doors. It was decided that the final decision would be left
up to the developer, his architect and the buyers. It was suggested that
it would be a good idea if the two phases (Westwood and Summerset) were
blended, with the dark garage doors being gradually phased out.
Com. Cea made the following motion:
I move we approve the color packages as submitted
by Summerset, with the option of dark garage doors
left up to the developer's descretion.

Temporary Sales Office :
Mr. Zale described the Trailer to be located on Lot 12. It will be
only used until the Sales Office in the Model is opened. The parking
lot will be surrounded with railroad ties.
The Trailer will be skirted and shrubs planted in front. The area will
be seeded. The colors of the Sales Trailer will be Off White with Emerald
Green trim. There will be a trellis in front with a light at the entrance.
One sign, 3' x 12' will be on a painted board attached to the trailer.
The trailer will not be used as a construction trailer and will be removed
when the Sales Office opens.
Com. Krippes made the following motion:
I move we approve the Temporary Sales Trailer
for Summerset as presented; including the
Parking Lot area, with the following stipulations:
1 . The lot will be seeded
2. Railroad ties will designate parking
area
3. Colors of Trailer - Off White with
Emerald Green trim.
4. Landscaping as submitted.

2. Model Information Center Sign - 44" x 44" to be located at the
entrance of parking lot. Double Face - Non Illuminated.
Colors the same as above. To be moved to Location #4 - Landscape Plan
3. Island - Directional Sign - Same as above #2.
5, 6, 7, and 8 - Model signs - 24" x 44" in front of each model :
The Windsor - Unit 1 .
The Mayfair - Unit 2
The Sherwood - Unit 3
The Ashton - Unit 4
Colors - The same as all other signs.
9. Project Identification Sign - To replace the Westwood Sign.
Size - 12' x 8' - 96 sq. feet. Colors - Same as others.
Will not be erected until the Westwood Sign is removed.
No lights - Maximum height - 20 feet. Shrubs will be cut back.
Note: Sign # 2 will be moved when Model Area is Opened.

Commissioner Krippes made the following motion:
I move we approve the Signage for Summerset
as presented as follows:
1 . Temporary 3' x 12' sign - Summerset with Logo
Painted on 3/4" plywood and attached to Trailer
Colors of ALL signs - PMS #349 on Off-White
2. Sales Information Center Sign - 44" x 44"
Double Faced, supported by 4" x 4" post
3. Island sign - Same as Sign #2.
Note - Sign #2 will be moved to location # 4 on Landscape Plan.
5, 6, 7, and 8. Model Signs - 24" x 44" - Single Faced
9. Off-premise, Sub-division sign to replace Westwood sign -
Pending approval of property owner. 8' x 12' not to
exceed 20 feet in height -
Permit issued for a period of 1 year with renewal in
accordance with Sec. 14.32.010.
Shrubs around base of this sign will be trimmed back.
Signs #2 and #3 shall be boxed in with perdmiter frames

Model Area Lightingl
The Model Area will be lighted with 4 Quartz Building Floodlights
as shown on the Landscape Plan - 500 Watt - Musco Corp.
Lights at front doors and garage doors will be identical -#4376-60; and
Patio lights - #4376-31 . Lights at model area will be left on all night
for security purposes. They will be on Photo cells. Weather Tuff Corp.

I move we approve the Lighting for the Model Area
and for the Duplex units as submitted with the
specifications designated in the above presentation.

Model Area Landscaping:
The Model Area Lots will be sodded. A landscape plan was submitted.
Mr. Saviano will check on the Parkway Trees that were previously approved.
Driveways will be concrete. Models will be built as specified.

Landscaping as submitted.

B. Steepleview Condos - Dumpster Area Enclosures
Midwest Horizon Builders, Inc.
Mr. Joseph T. Dieschbourg presented drawings of two possible types
of enclosures to be located in the parking areas at Steepleview.
The AC preferred Type I - a Cedar Board on Board enclosure. They will
be constructed with a swinging gate on the street side and an off-set
gate from the sidewalk. There will be four dumpster areas built
2 on Armstrong and 2 on Steepleview Drive off Weidner.
The height of the enclosures will be 4 feet and they will take up about
two parking spaces, 15' x 10' . Mr. Dieschbourg asked that the fences
be about 6" off the ground to allow for wind and snow to circulate.
The supports and posts will be wolmanized wood. The boards to be stained
cedar - brown. Com. Larsen asked that the boards be overlapped 1/2 inch
each end allowing 1 foot overlap at each end of the gates.
If and when the project is completed, there could be 8 or 9 similiar
enclosures. They will be located near the islands and will have land-
scaping to screen the enclosures.

I move we approve the Trash Enclosures as
proposed by Steepleview as follows:
a. Supports to be Wolmanized wood.
b. Boards to be overlapped 1/2 inch.
c. Entrance at sidewalks will be off-set
1 foot at each side.
d. Bushes as shown in the island drawing.
e. 10' x 15' and 4 feet high.
