I. CALL TO ORDER
Chairman Don Hardt called the meeting to order at 7:55 P.M. at the Village
Hall on Thursday, September 22, 1983.
II. ROLL CALL

III. APPROVAL OF MINUTES
Sept. 8, 1983 - Com. Gibbs noted the following changes:
P. Five - Strike the last sentence of Paragraph 1 .
( This is the aggrement changes.)
P. Six - sp. proposed - Just before Com. Cea motion.
P. Twelve - Paragraph 4 - Delete last sentence and change
the word 'may' to "will". It should read:

IV. BUSINESS
A. All Suburban Dental Center - Ground Sign
313 W. Dundee Road (Gentry Home Furnishings)
Mr. Dominic Nitti-Federal Signs presented the sign which will be the
same size and mounted on the existing pole at the former Gentry Home
Furnishing location. Colors will be Black copy and border on White.
Mr. Saviano said that the existing pole and can are in good condition.
Com. Koclanis made the following motion:
I move we approve the sign as presented
for All Suburban Dental Center at
313 W. Dundee Road:
a. Size - 5' x 10' mounted on existing
pole.
b. Height - 8 ft. from grade - total 13 feet.
c. Colors - White Background with Black graphics

Mr. Nitti asked if flood lights could be attached to the top of the sign
to flood the driveway with light at night. He said that the lights can be
constructed so that they would not be seen from Dundee Road.
The Commission asked that he return with plans showing the lighted area,
type of construction, etc. This type of lighting has been allowed.
B. Lexington In The Park - Elevation Change
Mr. Mark Grondin explained that changes have been made to the center unit
"Y" in the 8-plex building. It will be called "Unit V" and will be incor-
porated in three elevations: V1 , V2 & V3. The unit was been made deeper,
but the overall length of the building was not changed.
The Front has been extended 2 feet and a gable has been added. All the same
materials will be used. No gutters will be added. Wood corner boards will
be used where the projection meets the front of the building.
Elevation A will not be changed except for the addition of the 2nd Gable.
Elevation B will not have the barn door trim on the center section because
of the addition of the 2nd Gable.
Elevation C will not have the window trim in the center section because of
the addition of the 2nd Gable.
The Rear has been extended 5 feet and the balconies have been made about
2 feet smaller. The roof will be raised about. 1 foot. The materials
will be the same as have been approved previously. Fireplace vents will be

C. Walgreens - Wag's Restaurant
The Grove - Rt. 83 and Lake/Cook Road
Mr. Ronald M. Gargano, Architect

Mr. Arnie Blank of Ken Tucker and Associates
Mr. Gargano described the location at the Northeast corner of Lake/Cook
and Rt. 83. It is a 1 acre lot at The Grove Shopping Center. The build-
ing fronts on Rt. 83; and will be constructed upon concrete piers with a
Stucco finish. The building will be face brick on all four sides with
trellises on three sides. The trellises are cedar with sun screens.
The roof is metal all the way around and all electrical units are inside
within a well in the center. There will be no exposed units. The rear
of the building will face the shopping center. The building is 4,182 sq.
feet and will seat 156 people. The building will be similiar to the Wag's
in Mt, Propsect and Arlington Heights. (56 Wag's in the U.S.)
The dumpster area will be attached and located on a landscaped island.
The Commissioners discussed the compatibility of the browns at Wag's
and the rest of the shopping center colors. The orange door was mention-
ed. Mr. Gargano said this the color of the front door only and will
hardly be seen. All the other doors will be dark brown to match the brick.
Downspouts will be dark brown. Grill on the side elevation will also be
dark brown painted out to match the brick. Fencing around trash unit
will be closed with dark galvanized metal .
Com. Gibbs made the following motion:

Wag's Restaurant, Rt. 83 and Lake/Cook Rd.
as presented.
Materials per the attached sheets. Colors
as presented and noted on attached sheets.
If, for any reason, a manufacturer cannot
supply the specified materials, similiar
materials may be approved by the administrator
without returning to the AC.

Landscaping
There will be trees at each end of the building. The area at each
window is bermed and planted with ground cover and a small tree.
The area around the building will be sodded and some additional
trees have been added. Two trees in the parking area exist and will
be deleted from the plan submitted. A complete survey of the property
will be made to determine what is already planted and the landscaping
will be completed per the notation on the landscaping plan. The plants
will be maintained by Wag's and anything that does not survive will be

C. Wags - The Grove-Rt.83 and Lake/Cook Road
Com. Cea made the following motion:
I move we approve the proposed Landscaping
plans for Wag's Restaurant at The Grove
as per the Site Plan, with the stipulation
that two existing trees have been eliminated
from the plan and that no substitutions will
be made without Appearance Commission approval .

Lighting_ Roof Lights -
Cut sheets showing the light fixtures were presented. Mr. Gargano
described the roof lighting which will consist of 3 lights on each
side of the roof and on the front. A total of 9 fixtures listed as
Lisbon, with soft lights that flood the roof. Wag's will be open
all night and the lights will be on a solar panel to operate with the
sunlight. Bulbs will not exceed 150 watts and will be maintained by
the Wag's maintenance people. Bulbs will be white mercury vapor.
Parking lot lights will be the same as The Grove parking lot lights,
but they may be lower. Specifications will be submitted later.
There will be two entry lights, and lights at each service door.
There will be an unspecified number of ground lights that will light
the corners, piers, and area around the building.

vapor lights, white in color to be 100 to
150 watts each; location as specified by
the representative. Soft roof lighting!

Ground Lights
An unspecified number of ground lights will be located on the property
to highlight the walk area for safety purposes. There will be an
electric plan drawn showing specific locations. The fixture is Prescolite
#5120 FG with a flush guard; and 150 watt incandescent lamps.

The Parking Lot Lights will match the existing Grove lights, but may
be on lower poles. They will be submitted at a later date.
Motion to Table made by Com. Gibbs and seconded by Com. Cea.
Voice Vote was Aye Unanimously.
Signage:
The signage was described. A low ground sign at the corner of Lake/Cook
and Rt. 83, located over 500 feet from The Grove Entrance Sign on Rt. 83
will be 11 ' long by 3 ft. high on a 3' base. It will say - Wag's and
Open 24 Hours on the half of the sign that is on the outside; and a reader
board with 6 inch letters on the side closest to the building.
The colors will be Bronze can with Wag's - White, Open. . .Hrs. - Orange
on a Bronze background with Black changable letters on a White lexan for
background of the reader board section.
A locking device will be on the edge of the sign box to allow changing
of the letters, and will keep them secure. The letters will be changed
three times a day. The reader board is a very important marketing feature.
Ch. Hardt commented that reader boards are not always well maintained and
have been a problem to the Village. The reader board portion would not
comply with the Name and Nature requirements of the Sign Code. It is pos-
sible that if Wag's was granted a reader board, all other restaurants will
also request the same thing. Usually reader boards have been allowed for
office buildings with multiple tenants.
After a straw poll that was unanimous against approving the reader board,
and after reviewing Section 14.20.030, it was determined that a ZBA varia-
tion would be needed. The Appearance Commission will recommend to the
ZBA that the sign without the reader board is acceptable.
Mr. Gargano described the rest of the signage on the building. They are
requesting three wall signs - Wags in White letters on each of the
sides that face right-of-ways (Rt. 83 and Lake/Cook Road) and one that
will face the shopping center .
Ch. Hardt said that the Code allows a sign for each side of the building
that face the right-of ways, but the third sign would also need a ZBA
variation. He said the AC would recommend the third sign in lieu of the
reader board section of the ground sign. Hardship must be proven to ZBA.
Ch. Hardt explained the appeal process . . If the ZBA grants the variation ,
but the AC then denies the sign. The Board would consider the sign and
make a final decision. Mr. Saviano will advise Mr. Gargano of the date
and necessary procedures for applying for a ZBA variation.
An option to going for a variation would be to submit another ground sign,
perhaps larger, to the Appearance Commission at a later date.

D. James Paulus Co. - Buffalo Grove Commerce Center
Lots 18 and 19 - - Full Review
Mr. Jim Grusecki of Northern Builders was present. He said that Lexing-
ton had approved the plans being submitted for a 1 story brick building on
Lots 18 and 19 at the Commerce Center.
The brick will be utility size, manufactured by Beldon Brick Co. of Ohio,
and the color is Beaver Blend. Standard Mortar will be used.
Between the windows, a size B or C white quartz stone will be set in white
or off-white matrix, plastered on the job.
The aluminum work will be dark bronze anodized aluminum.
The fascia will be #040 aluminum - natural color. The AC preferred that
the fascia be bronze and Mr. Grusecki complied with this change.
The doors will be painted dark brown to match the brick.
The overhead doors will match the window frames - dark brown bronze.
There will be exposed concrete foundation walls on the East and North
elevations.
Bumper posts will be painted dark brown to match the overhead doors.
The roof top units will be 25'- 30'back from the front wall of the building,
and Mr. Grusecki agreed to paint them out to match the roof.
The building will be heated with gas fired heaters suspended from the ceil-
ing. The office will be heated with 31/2 foot heating units.
There will be no exposed duct work. There will be interior down spouts.

Lights
There will be 4 Wall Pac light fixtures : 3 over each of the overhead
doors and 1 on the East side by the parking lot. They will be 200
watt lights, bronze finish. Mc Graw-Edison Co.
Two 150 watt down lights will be recessed over the front door.
Com. Cea made a motion to approve the lights for James Paulus Co. as
submitted.

Landscaping
The Dumpsters will be located at the loading dock area. If dumpsters are
ever located outside, they will be screened. Any plans will be submitted
to the Appearance Commission.
Com. Gibbs asked that one more tree be added at the North West corner to
balance the site plan. It was agreed to add another Honey Locust tree.
Mr. Grusecki asked if it would agreeable to increase the landscaping if
they see the budget can take some additional plantings around the office
a.i area. The AC would not object to more landscaping.
Com. Gibbs made the following motion:
I move we approve the Landscape Plans
for the James Paulos Co. at the Commerce
Center as submitted with the addition of:
1 Honey Locust Tree at NW corner
Front area to be sodded - 10 ft. easement
Rest of lawn is to be seeded.

VI. ANNOUNCEMENTS
Mr. Glover, Trustee Liaison reported that the Village Board had approved
the AC recommendation to deny the trellises on the two buildings to be
built on Lots 11 and 12 at Chatham. Residents were present and did not
want to have the trellises on the other buildings in Phase II. The Board
also denied these trellises.
Mr. Glover asked if the AC would consider development of standard
materials to be used in future industrial parks, such as Lexington 's
Commerce Center. He noted that the buildings are all using similiar

brick, bronze trim, etc.
Mr. Saviano commented that at the Commerce Center, Lexington approves
all the buildings before the Appearance Commission. And he suggested
that there would ever be any really different materials requested, then
they could be submitted to the AC.
The Commissioners were agreeable with this suggestion.
VI. ADJOURNMENT
