1983-08-25 - Appearance Commission - Minutes APPEARANCE COMMISSION VILLAGE OF BUFFALO GROVE, ILL. THURS. , AUG. 25, 1983 I. CALL TO ORDER Com. Cea called the meeting to order at 7:43 P.M. at the Village Hall , on Thursday, August 25, 1983. II. ROLL CALL Commissioners Present: Cea, Krippes, Wehring and Koclanis, Hardt late. QUORUM Commissioners Absent: Gibbs and Larsen. Building Department Liaison: Dominic J. Saviano, Jr. , Deputy Bldg. Commissioner Village Board Liaison: Gary Glover, Trustee III. APPROVAL OF MINUTES The minutes were deferred until later in the meeting. IV. BUSINESS Because items D and E as listed on the AGENDA were simple presentations, they were taken first. D. A. G. Olker Collectibles - Sign at the Grove Mr. Alan Olker presented the sign which meets the criteria of the shopping center Sign Package with the exception of the letter style for A. G. and Olker, and A - K and R over the 12" height requirement. Color to be #2283 - Red. Collectibles will be Helvetica on 2nd line. Com. Cea recalled that other signs at The Grove have been granted varia- tions in letter style. (Irving's and Hallmark) Com Krippes made the following motion: I move that we approve the sign for A. G. Olker Collectibles at The Grove as presented. Height of letters to be 12" with the exception of the A, K and R. Color to be #2283 - Red. Length - 13 feet. Com. Wehring seconded the motion. Roll Call Vote: Aye - Krippes Koclanis Wehring ;Cea Nay - None Abstain - Hardt Motion Passed 4 to 0, with 1 abstension. Chairman Hardt had arrived at 7:49 P.M. - He chaired the rest of the meeting. E. Hemphill - Completion of two plots at Heritage Place. Mr. Ray A. Truelsen, Vice-President of Oak Ridge Investment Corp. presented a letter to Mr. Frank E. Hruby requesting approval of plans to build a three unit and a five unit building on the two remaining lots at Heritage Place. He stipulated that the same plans and same materials that have been previously approved will be used. Some minor changes will be made to the interior. Mr. Saviano said that the Building Department has no problem with the proposal . Mr. Truelsen has met with Mr. Hruby for a preliminary review. The 3 unit building will face Arlington Heights Road and the 5 unit building will be on the South East Corner of Arlington Heights Road and the Parkway. Both locations have been approved previously. The area has been sodded. Com. Cea made the following motion: I move we approve the plans to complete Heritage Place as proposed in the letter to Mr. Frank E. Hruby dated August 24, 1983. with the stipulations that all building materials will be the same as previously approved. Com. Krippes seconded the motion. Standard Pacific - New Models Mr. Tex Guggemos presented plans for two new models, each with four different elevations. Mr. Guggemos stated that in January of 1983, 4 models were approved by the Appearance Commission, but the Village Board rejected one of them because the Trustees did not think that a Cape Cod Model was compatible with the other models. Two new models, each with four different elevations are being presented at this time, and hopefully if approved, they can be taken to the Village Board on Sept. 6, 1983. Then, if approved by the Village Board, a new model area with land- scaping will be presented to the AC on Sept. 8, 1983. The models are numbers 3640 and 3650 each with Elevations A, B, C. & D. Li Each of these elevations will be offered with brick options. All the same materials that were approved previously will be used; and all stipu- lations that were agreed upon will be honored. APPEARANCE COMMISSION August 25, 1983 - Page Two 1 . Model 3640 - Elevations A, B, C, and D with Brick options. Com. Cea described the differences in each elevation: A. Shed Roof over garage B. Gable Roof over both garage and upper level C. Hip roof over garage D. Porch across the front with Shed Roof over garage Com. Cea noted that extension on the front of Elevation D will create a distinct difference from Elevation C. Window treatments also make a very distinct difference between Elevations A and B. Ch. Hardt asked for a straw poll to determine the number of elevations that will be considered with respect to the Monotony Code. Com. Cea - - 4 different elevations Com. Krippes - 4 different elevations Com. Wehring - 4 different elevations Com. Koclanis - 2 different elevations (A + D Same; B & C Same) Ch. Hardt - - 4 Different elevations The homeowners present in the audience had no questions. Com. Krippes made a motion to approve Model #3640, Elevations A, B, C, & D as submitted, with the stipulation that all materials that were previously approved will be used; and all previous stipulations will be honored. Com. Cea seconded the motion. Roll Call Vote: Aye - Wehring Krippes Cea Hardt Nay - Koclanis Motion passed 4 to 1 . Com. Koclanis voted against the motion because of the elevation decision. 2. Model #3650 - Elevations A, B, C, and D with Brick options. Com. Cea described the differences in each elevation: A. 2nd story gable with shed roof over garage B. Gable roof over garage with triple windows and columns by the front door. C. Hip roof over the bedrooms and shed roof over the garage. D. Different columns, extended front with 4' overhang and there is 45° slope over the garage. Also no shutters at windows. Mr. Guggemos recalled that he had agreed to add a decidious tree on corner lots that face a secondary street. He also described the optional family room on Model #3650. The area increases from 1 ,728 sq. feet to 1 .870 square feet. The option also increases the roof area. APPEARANCE COMMISSION August 25, 1983 - Page Three A straw poll was taken to determine the number of elevations that will be considered for the Monotony Code: Com. Wehring - 2 elevations (A & C Same; B & D Same) Com. Koclanis - 2 elevations (A & C Same; B & D Same) Com. Krippes - 4 elevations Com. Cea - 4 elevations Com. Hardt - 4 elevations The poll was 3 to 2 for 4 elevations. Ch. Hardt noted that roof changes normally changes the elevation sufficiently to consider it significantly different. There was some discussion about the location of specific models being built on specific lots. Mr. Guggemos said he made no commitment to the Village Board to comply with this restriction. He will in fact discuss this with the Village Board on Sept. 6, 1983 and hopes to have these restrictions dropped. Com. Hardt felt that with the approval of these two new models, any restrictive location should be reconsidered. Color packages have not been approved for these houses, only the model area. Mr. Guggemos said that boards with corresponding color combinations will be presented on Sept. 8th. Signage will also be presented 9/8/83. Ch. Hardt suggested that the Commissioners take a look at the Highland Point and Highland Grove sub-divisions before the Sept. 8th meeting so that they will be familiar with the colors already approved. Com. Cea made the following motion: I move we approve Model #3650 for Standard Pacific as presented. Elevations A, B, C, and D. All previous stipulations will be met and all materials previously approved will be used. Com. Krippes seconded the motion. Roll Call Vote: Aye - Krippes Cea Hardt Nay - Wehring Motion Passed 3 to 2. Koclanis Ch. Hardt noted for the record that Commissioners Wehring and Koclanis voted against the motion because they did not feel the elevations were significantly different enough to qualify as 4 elevations; but they had no difficulty with the model itself. It was noted, that lights will also be submitted on Sept. 8, 1983. Ch. Hardt wished Mr. Guggemos success with the project. B. Serendipity - Revised Elevations Mr. Harry Sleek explained the need for a revision in the size of the models that were presented on April 14, 1983. When the sales trailer opened and after 15 - 20 units were sold, permits for the models were applied for. It was determined that the units will not fit on the lots and allow for the necessary 35 ft. rear yards as required. The new plans being presented are a maximum of 40' 6" deep and the building will fit on the lots. All the footage that was lost has been incorporated into the interior of the houses. APPEARANCE COMMISSION August 25, 1983 - Page Four The A unit square footage has been increased approximately 4 sq. ft. but The B unit remains essentially the same. Mr. Sleek stipulated that the colors and materials that were previously approved will be used. All the same lighting and all stipulations that were previously made will be the same. The original error occured as a result of different interpretations of the Code. The problem has been solved between the Bldg/Zoning Department and the Architect, James March Goldberg. The Building Department will stipu- late that the requirement for a 35 ft. rear yard has now been met. With respect to the people who have purchased units, two options are being offered: 1 . They can request their cash deposits back, or - 2. They can switch to the new units, if approved. Hopefully, the people will choose to accept the new models, and at this point people are staying with the product. For the benefit of the Homeowners present, Mr. Sleek recalled that the Appearance Commission and the Village Board did approve the original models, and they have not been changed aesthetically. Hopefully, permits for the 20 sold units can be pulled and construction begin on Brandywyn Lane in September 1983. The Homeowners had no questions or comments. The duplexes as they will be built will consist of one of three styles: 1 . 2 - 2 bedroom units; 2. 2 - 3 bedroom units; 3. one of each. All have single car garages. This meets the criteria of the PUD agreement that has been approved by the Village Board. Density has been adjusted according- ly. Because of the necessity of changing the units, the model will also be re-done so that it will be accurate. Com. Cea made the following motion: I move we approve the revised plans for the Levitt Serendipity Models, as submitted. Com. Krippes seconded the motion. Roll Call Vote: Aye - Koclanis Krippes Cea Hardt Motion Passed 4 to 0, with 1 abstension. Nay - None Abstain - Wehring Mr. Sleek asked the AC if it would be pemissible to build the original models. There has been some interest in them and Mr. Sleek does not want to pursue it if there would be objections. Ch. Hardt said there would probably be no problem, because the original plan was well done, but the AC would want to see if the old and new models are compatible. A site plan would also be necessary to determine if the units could successfully be intermixed. Because no one can forecast sales, the AC would have to consider how one larger unit would look if set admist a group of the lower buildings. If they were uniformly mixed, they would probably look OK! The Agenda was revised again, because all the representatives for the Spoerlein Farm are not yet present. The Announcements were taken next. APPEARANCE COMMISSION August 25, 1983 - Page Five V. ANNOUNCEMENTS 1 . Approval of minutes of August 11 , 1983. On Page 3 - C. Commerce Center - 2nd line the word upon should be changed to "built. " Com. Wehring made a motion to approve the August 11 , 1983 minutes as amended. Com. Koclanis seconded the motion. Roll Call Vote: Aye - Krippes Wehring Koclanis Hardt Nay - None Minutes of August 11 , 1983 approved for file. Abstain - Cea 2. Ch. Hardt said he has been considering the True Value Hardware sign that was denied last week. If they have appealed, Ch. Hardt would ask that Trustee Glover be advised that a compromise that would be acceptable would be a sign that reads - PAINT & HARDWARE. The requested TRU-TEST PAINT is definitely advertising and is not name or nature. The Commissioners present agreed. with this suggestion. Mr. Glover agreed to bring it up to the Village Board as an alternative. 3. Ch. Hardt asked that Dominic check out the temporary signage at Baskin & Robbins at Strathmore Square. 4. Com. Wehring asked Dominic to check out the two signs in front of the Lutheran Church on Arlington Heights Road, if the church is Buffalo Grove. 5. The mansard at Strathmore Square is still not painted to match. 6. The sign at Bison has not been changed. Dominic will check into that also. 7. Regarding excessive window signage, Mr. Saviano said that it is very difficult to determine exactly what percentage of a window is covered. This is one area of the Sign Code that definitely should be modified. A Workshop is needed. Neon signs are very noticable and should be restricted or prohibited. Business was resumed. E. Spperlein Farm - Midwest Development Corporation James C. Mastrandrea, Pres. and Michael Schwartz, Vice-Pres. of Midwest; Michael T. Williams, Architect and Rick Burton, Land Consultants Inc. Mr. Williams made the presentation of the architecture and materials for the buildings. There will be two models. One is a 10 unit building and One is an 8 unit building. These are Manor Homes. Each unit has a private entrance and a private entrance to the garage. The 10 unit building is identical to the 8 unit building with the addition of two townhouses in the center. Each unit has a private patio or porch and each has a storage space. Garages are grouped in 2 - four bay areas at each end with a two bay area in the center of the 10 unit buildings. Each unit has a fireplace. Stairways are concealed with plant screening. AC units are also screened. An 8 unit building would consist of 2 townhouses, 2 first floor units and 2 identical 2nd floor units, & 2 efficiency flats over the garage areas. Upper units have skylights in the living room and kitchen. The end units have very creative architecture and the position of the brick chimneys is only one feature of the building. Masonry chimneys are combined with alu- minum siding with the brick extending wherever there is a fireplace. APPEARANCE COMMISSION August 25, 1983 - Page Six Materials of Spoerlein Farm continued: Trim will be aluminum - White. Two different colors of the shingles were proposed to blend with the four siding colors : Dove Grey, Antique Bronze, Clay Beige and Satan Beige manufactured by Douglas Hunder Aluminum Co. The brick and siding companies may be different, but all offer similiar colors. Shingles are a fiberglas either Char- coal Grey, or Medium Brown. John Mansville is shingle manufacturer. Another unique feature of the buildings is the use of 'fan' windows; cathedral windows and 2 different front window treatments. All the entrance areas are brick. Brick is manufactured by the Illinois Brick Co. Should the brick not be available (or the siding) and similiar brick is used, then the Building Department should be advised. The garages are all single garages, but it was noted that there is space in front of each garage for a second car. The site plan shows other parking for visitors, etc. Com. Wehring pointed out that with the over-night parking ban in B. G. and because most families have two cars, single garages are not adequate. Mr. Saviano said that the Zoning criteria must be met and that these problems have been studied. Chairman Hardt reviewed some building materials: 1.. All buildings have white aluminum trim. 2. Corner boards are aluminum, not wood. 3. Aluminum siding is 4" or 5" panels. 4. Decks are wolmanized wood. 5. Deck rails are white wolmanized wood. 6. Gutters and downspouts are located at corners, and are white aluminum. None located in the middle of the garage positions. 7. Roof vents will be contained within ridge vent. 8. Windows are aluminum with white frames 9. Dryer vents will either be in the ridge vent, or at the rear of buildings as much as possible, painted out. 10. AC condensors on 2nd floor will be at patio area or will be located on ground floor located near the other units. 11 . Standard grey mortar will be used. 12. Interior entrance ways will have some brick with aluminum siding. 13. Central TV antenna is provided for each building. 14. Aluminum kick boards under sliding doors, very small area. 15. Garage doors will be painted a light color. (This will eliminiate the problem that dark brown door created at Chatham. ) 16. Wood posts at ground will be wolmanized wood. Mr. Burton noted that the exterior lights submitted have been changed. Lights are a separate item. Hopefully, the project will be approved at the next Board meeting and the developers will be back on Sept. 8th with a model area site plan with land- scaping. Front doors are shown white, but a light accent color may be used on the 6 panel metal clad doors. The area over the center garage doors on the 10 unit building will be white. APPEARANCE COMMISSION August 30, 1983 - Page Seven Com. Cea made the following motion: I move we approve the plan as submitted for The Spoerlein Farm Manor Homes, with elevations for an 8 unit building and a 10 unit building. Materials as stipulated in the minutes and as per the list attached - Exhibit A. Should the brick or aluminum specified become unavailable, substitution can be made and the Building Department notified. Com. Krippes seconded the motion. LANDSCAPING Landscaping of the parkways was submitted with comments by Ray Rigsby, PW Dept. concerning approval of street tree selections. The report indicates approval of the parkway trees, with the recommendation that `, the species be alternated and that the Village be representated when the trees are tagged at the nursery. Mr. Burton described the plans and noted that they will try to save some of the existing trees. In addition they have added Marshall Green Ash, Norway Maple, Sugar Maples, Redmond Lindens and Autumn Purple Ash as located on the site plan. Some of the trees have been upgraded at the entrance to 5" or 6" trees. Ch. Hardt questioned the Village report specifying alternatation of species. He personally prefers 8 to 12 trees in a row of one species. Sometimes the Forester suggests alternating every other tree to avoid one species dying off. The plan submitted has trees that have been approved by the Village. Mr. Burton noted that the trees have been clustered to acheive some continuity because the project is not a real large one. The plantings were chosen from the former Chatham report by the Village Forester. Trees on the islands are about 12 ft. Wide, and should survive. Com. Krippes made the following motion: I move we approve the Landscape plan showing Street Trees selections for the Spoerlein Farm as submitted and shown on the Plan. Com. Wehrling seconded the motion. APPEARANCE COMMISSION August 25, 1983 - Page Eight Lighting - Spoerlein Farm Mr. Burton distributed a cut sheet from Progress Lighting showing the proposed lights. Two types will be used. For the Brown tone buildings a Brass Fixture with smoke globes; and for the Grey tone buildings, the Black Fixture with white globes will be used. There will be two different sizes at the front and garage doors. At the rear patio doors a black fix- ture with a white glass globe is planned. Ch. Hardt noted that a light is required at every entry door and Mr. Bur- ton so stipulated. Com. Wehring made the following motion: I move we accept the lighting for The Spoerlein Farm as presented : Fixtures by Progress Lighting as shown in the diagrams and described in the minutes.
