April 14, 1983 at the Village Hall .

IV. BUSINESS
A. Dundee Building (Ground sign granted a ZBA Variation 3/15/83)
150 W. Dundee Road - Dr. Alan Lauter
Dr. Lauter and Mr. Don Schmidt of North Shore Sign presented the proposed
new sign which will replace two existing ground signs. Photographs were
presented of the old sign structures. The new sign will be located in the
same location as the ground sign with the tenant reader board, approximately
14 feet from the property line. The sign will be externally lighted with
two light fixtures mounted on top of the structure. The colors will be
Cream letters on Brown background. White letters would be acceptable.
Regarding the eight panels shown for tenants, Dr. Lauter stipulated that
blank panels will be used when the building has empty spaces. There is
room for eight tenants excluding the area that floods.
Lettering for the tenant panels will be a reflective material . All lettering
will be Cream, or White on Brown, Helvetica Medium Style, sizes as noted on
the plan: 4 inches if two lines are used and 22 inches if three lines are
needed. Each tenant will be limited to one panel space, but Dr. Lauter said
he would like the option to use two panels for "Space For Rent" information.
The panels will be sheet metal afixed to the sign with screws. No form of
temporary signage will be put up on the sign at any time.
Landscaping will be included below the sign. If it is necessary to move the
sign a couple of feet away from the sidewalk in order to have room for the
plantings, it would be no problem.
The type of lighting was discussed. The proposed fixtures would not give
adequate light and would not be very attractive. Com. Larsen suggested
changing to fluorescent tubes, with shields. Three - 4 ft. bulbs would
give better light. Dr. Lauter and Mr. Schmidt were very agreeable.
Copy on the tenant panels was discussed. Dr. Lauter stipulated that only
name and nature of the tenants would be allowed. Should a logo or any
type of advertising be desired, the tenant would have to present it to the
Appearance Commission for approval .
Com. Gibbs made the following motion:
I move we approve the ground sign presented
by Dr. Lauter, for the Dundee Building at
150 W. Dundee Road, with the following stipulations:
1 . Size to be 10' x 12' - Total 120 sq. ft.
2. Can background to be Dark Brown.
3. All letters will match, either Cream or
White - whichever color reflects the best.
4. Top letters are not reflective.
5. Tenant board letters to be reflective material .
6. Copy to be Helvetica Medium letters.
7. The owner's intent is to keep copy to two lines
of 4 inch letters; but three lines of 21/2 letters
are acceptable. Name and nature of business.
8. Individual signs will be sheet metal fastened to
the sign with screws.
9. Landscaping around base included. The owner has
the option to choose plant material , such as
small evergreens.
10. No temporary signs will be placed on the board
prior to the installation of metal panels.
11 . Illumination will be fluorescent fixtures on
both sides - total of 12 feet of tubes. Lights
to be shielded and will shine downward.
12. Lights will be on a timer.
13. No Logos will be on any of the individual signs,
without Appearance Commission approval .
14. Height of sign to be 13 feet from ground level .
15. Each tenant will have one space, but two spaces
may be used for the "For Lease" information.

Ch. Hardt's reason for h!is negative vote was because of the size of the
sign. There is no precedent for a maximum size sign of this type. The
ZBA variation stipulated that both existing signs must be removed before
the new sign is erected.
B. Strathmore Square (Modification of Landscaping)
1300 W. Dundee Road - Mr. Frank Morelli
Mr. Morelli presented a plan for changing of approved landscaping of the
islands at Strathmore Square. He explained the new treatment will consist
of a major tree on each island, surrounded with spirea. The islands will
be filled with a substance called "rotten granite" over #9 gravel . This
is a very good material that is crushed and compacted. It stays in place
and yet it allows moisture to drain into the ground.

Mr. Morelli said that winter damage to the plants on islands is costly.
It was noted that the amount of bushes has been reduced considerably, but
this was necessary in order to use the rotten granite. It was agreed that
the new treatment is better. The tree sizes will also be reduced from 4 inch
caliper to 32 inch. Mr. Saviano said that this is not a great change.
Com. Krippes made a motion to accept the revised landscaping plans for
Strathmore Square, as submitted.

Mr. Morelli was asked about the problem of the Walgreen's color and he
said that plans are being discussed for further remodeling. The plan would
extend the treatment with the pillars for the entire length. The next pro-
blem is how to identify the offices at the rear of the center. He will be
in with new plans. Some of the other tenants will soon be submitting plans
for signage. Mars Juvenile Shop has been asked to take the temporary sign
down.
C. St. Mary's Pharmacy (Roof - Wall Sign) 88 East Dundee Road
CANCELLED.
D. Ville Verde Condominiums (Replacement of existing signs)
Mr. Jack Metzger of Diamond Signs and Mr. Chuck Brahos of Lieberman Realty
Mr. Metzger explained that Ville Verde is going Condo and will replace
all signs. He presented a revised construction plan for the large entrance
sign. The word "convertible" will be deleted. The new sign will be painted,
on cedar. It will be located about 100 feet North of the present sign at
the entrance, denoted #1 on site plan. It will be 15 ' x 8 ' = 120 sq. ft.
The price will be $27,800 and should the price change again, the whole sign
will be repainted.
The sign will be set on base and the bottom of the sign will be about 4' to
5' from the ground. The total height will be between 12' and 13' from the
ground.
Colors of the sign will be: Pantone 400, Background Grey
Pantone 430, Border
Pantone 341 , Ville
Pantone 376, Verde
Black, Condominiums
Pantone 341 , one and two bedrooms-centered.
With reference to the price changes, Mr. Brahos said that the price will
stay the same for each phase until the whole phase is sold out. There are
3 Phases, each with 18 units. Buildings 1 and 3 are Unit 1 ; 2 and 4 are
Unit 2 and 5 and 6 are Unit 3.
Sign at # 7 location will have the arrow pointing to the right.
Sign at # 8 - Model Information Center will be changed to Ville Verde
Clubhouse.
All signs will be the same colors. Signs will run from East to West off
Arlington Heights Road. Back of-signs will be #430 stain. Bases will be #400.

A total of 7 signs will be coming down and 8, including the Clubhouse
sign, will be going up.
The entrance sign will be illuminated with the same lighting that the
existing sign now has. They are 400 watt heligion quartz bulbs in ground
fixtures which will be hidden with ground cover and the lights will be
shielded. The entrance sign will be double faced, perpendicular to
Arlington Heights Road. All arrows will be the dark green color - #341 .
At a later date a permanent monument sign will be submitted without lights.
Ch. Hardt said he does not object to lighted permanent signs, but he does
not agree with lighting temporary signs. The present Code allows it.
Mr. Brahos said that the Sales Office will be open from 9 AM to 8 P.M.
Com. Gibbs asked about the landscaping. He has noticed piles of boulders.
Mr. Brahos said they are working for plans to re-landscape and will sub-
mit them to the AC. Ch. Hardt asked that dumpster locations be designated,
with some type of screening. The reason for this is not so much for the
residents of Buffalo Grove, but for the Ville Verde residents benefit.
Mr. Branos said the dumpsters will be located as close to the buildings as
possible for safety.
Com. Krippes made the following motion:
I move we approve the signage as presented
by Plaza Verde Condominiums, with the
following stipulations:
1 . Sign #1 - Temporary sign approved
under Section 14.32.020 of Sign Code.
2. Sign #1 is a double faced sign with
the word "convertible" deleted and
the price changed to $27.800.
3. Sign #1 will be illuminated.
4. Any changes to the temporary sign will
be made by repainting the whole sign.
5. Other 7 signs to be approved as
submitted, exception #8 - the new Ville Verde
Clubhouse sign, in place of Model Info. Center

Ch. Hardt explained the function of the Appearance Commission to the
residents that are present to view the new Levitt model .
1 . ARCHITECTURE - - Harvey Goldstein, Architect
Mr. Goldstein described the two new models, Unit A is a two bedroom and
Unit B is a three bedroom. Each Unit has two elevations: #1 with hori-
zontal siding and #2 with aluminum and brick.
Unit A/AR - Elevation 1 : 2 Bedroom with horizontal aluminum siding

The decorative vent over the garage doors on Elevation 2 of Unit A/BR
is not centered. After discussion, Mr. Sleek said that they would like
to build as presented. The buyers would not have the option to change.
The units have concrete crawl spaces just like the previous models.
Mr. Sleek said Levitt has a total of 172 lots. 28 duplexes were built
before and 4 concrete slabs exist. They hope to build out the sub-division 's
140 remaining lots with these models. However, this will depend on sales.
In answer to a comment made by a resident that when they bought they were
told that all the buildings would be the same, Ch. Hardt said that the
Village cannot guarantee this and any developer can come in for approval
of other models. The Appearance Commission looks at the compatibility
of what is presented with what is already in a sub-division, not size if
it meets the minimum requirements of the annexation agreement; or cost;
only aesthetics. If the homeowner's have concerns, they can take such
questions to the Village Board when the sub-division is up for approval .
A question about whether structures will be built if both units are
not sold? Mr. Sleek said they would possibly build the units and speculate
with one of them. Hopefully, sales will be good and people will have a
choice of Units and elevations. All units will fit on all lots, but the
colors and elevations will be pre-determined.
2. COLOR PACKAGES
Mr. Goldstein presented 3 brick selections. Hacienda White, Homestead
Blend and Washington manufactured by Panel Brick Manufacturing. It is
pre-mounted on Celotex, actual brick but only 1/2 inch thick. Mortar will
be natural grey.
The Village does not have a Monotony Code for duplexes, only for single
family residences. The Appearance Commission looks at blend and relation-
ship. Mr. Sleek said they know of the Buffalo Grove Monotony Code and
attempt to follow it as much as possible. They also like to mix and blend
the buildings and have selected colors that are very compatible.
6 - Color packages were presented as listed on the attached exhibit sheet.
Trim would include front door, garage door, fascia, soffits, gutters and
downspouts. Wood trim will be painted to match the aluminum. Corner boards
will be painted to match the trim color.
One of the residents commented that there is a very popular blue color that
was part of the original color selection. None of the new color schemes
include a color that is similiar. Mr. Sleek noted that all the new colors
are neutral and they could use the older color package for the four sites
that are yet to be built in Phase #1 . They plan to remove the old founda-
tions and hope to built there first. If approval is given by the Village
Board to proceed, the slabs will be removed within 30 days.
The residents noted that at present these four sites are surrounded with
snow fencing that is often torn down. The residents have taken on the
responsibility of putting the fences back up. They said children come from
other areas and play around the sites, and tear down the fences.
The other concern the residents had was that a ranch was not built in the
first phase. Mr. Sleek said that a ranch was offered, but it appeared to
resemble a two story building. Ch. Hardt noted that throughout the Village
ranch houses are inter-mixed with two story homes and this does not affect
the property values.

Ch. Hardt said the Commission would recommend that the first unit be
completed before going on to another section. Then the streets can be
dedicated. The Commission cannot force the developer to do this, but the
Village Board can make some requirements. According to annexation agree-
ments, developers can build in any order. People are allowed to choose
certain lots within' these units, Mr. Sleek said they would like to finish
Lyon Court first. He also said that all the streets are not in.
Com. Larsen noted that with regard to the four unused foundations, the
builder will want to remove them because of appearance to possible buyers.
He also commented that Color Scheme #6 - Beige with White is not a good
contrast. He suggested that the blue could be introduced that would blend
with the existing units. Mr. Sleek was open to this suggestion, but he
would like to keep #6 in the selections.
3. LIGHTING
Cut sheets were presented. All fixtures are black for the front, back
and patto doors.
Chairman Hardt asked if any units will have blank elevations facing any
secondary streets? Mr. Sleek said there would not be any with blank sides.
Regarding shutters, none are being offered because with the boxed out
treatment, shutters would not be attactive and would definitely not work
with the corner windows.
Spokespeople for the Villas residents were Fran and Fred Karms and
Mr. Lasser.
Com. Gibbs made the following ,motion:
I move we approve the Architecture for
models as presented by Levitt Homes, with
a. The Color Schemes, designated 1 through 6.
Materials as submitted:
b. Bricks to be Hacienda White, Homestead
and Washington - Panel brick on 18" x 36"
panel . Mortar to be grey.
c. All pre-finished aluminum siding by Alcoa.
d. All shingles by Flintkote.
e. Lights at front, garage and rear doors as
specified, by Thomas Industries:
SL - 9222; SL - 9265-35; SL 9266-35.
If there are any problems with the builder in
obtaining the specific items by Alcoa or any
of the other manufacturers, we would allow them
to make substitutions as long as the colors are
in the same family, without returning to the AC.
If there is a definite change, approval of the
AC is necessary.
The builder has stipulated that he will make every
attempt to build homes on the sites where foundations
exist first, and that he will remove these foundations
within 30 days.after final approval . He would also
consider either restoring the old color packages on
those four lots; or to consider revising a new color
package for those four lots.

4. MODEL AREA LANDSCAPING
The PUD restrictions will be enforced to insure certain density
requirements by the Village and agreements with the developer re-
garding open space requirements. These agreements were made with
the Plan Commission and Village Board. Copies of this covenant
can be obtained from the Bank Mortgage Holder.
Mr. Sleek described the model area which will be located on the
first four_: lots West of Brandywyn Lane. The first two models
were built on East Bordeaux Court and these will be built on
West Bordeaux Court. The first two lots will be 79 and 80, which
will be the Sales Office and Parking Lot respectively. Lots 77 and
78 will be used for the Models - an A and a BR. The model area lots
will be sodded. There will be two lights in the front and two in
the rear. The parking lot will be gravel . The walk shown will be
4 foot stepping stones. The street will be put in. The optional
privacy fence will be put in, but not a patio. There will be a
stoop where the sliding doors are shown.
Since plans were not submitted for the trailer, it will be Tabled.
A resident asked about the intersection of Aptakisic and Brandywyn
Lane. Coming into the sub-division from the fully surfaced Aptakisic
Road onto the sub-standard road which is constantly being patched, for
the last three years, is dangerous and needs attention. Levitt will
be doing this soon. The Engineering Department could be contacted.
Com. Larsen noted that the marketing forces that will be at work will
accomplish wonders.
A resident asked what would happen between the existing units on Caren
Drive and these units. There are single family homes there are on lots
that average 114' in depth. This was to be a park type area, but the
area does not belong to Levitt. The Levitt lots abut Green Knolls.
The PUD agreements would have to be researched to see what was planned.
The area around the parking lot on Lot #80 will be sodded.
Com. Gibbs made the following motion:
I move we accept the Landscaping of the
Model Area on Lots 77 and 78; and the
parking area on Lot 80; as submitted.
Area to be sodded. Split rail fence as
shown. Landscaping as detailed.
Lighting to be reflected on the front and
back of building. Lights will be on a
timer and will be shielded to shine only
within property lines.
Parking area to be gravel .

5. SIGNAGE
Mr. Jack Metzger, Diamond Signs presented the signage for the new
Levitt Homes models. The name will be changed from Villas of Buffalo
Creek to SERENDIPITY. The entrance sign located on the island will be
17' by 7' - Total 119 sq. ft. Two changes will be made from the layout
that was submitted. The phrase "a Levitt Homes Community" will be
removed from the top of the sign (shown as a projection) will be placed
on the lower portion of the sign. The construction will be changed from
two separate boards to rectanglar two-faced sign set into the 12"x 12"
L cedar posts. Colors will be Pantone - 153 for Background
281 for the Logo and Serendipity
468 for the Center (Cream)
Posts will match the 153 Brown
Sign will be 5 feet off the ground. There will be no plantings around
the sign and no lights. The Levitt:;-etc: - will be #281 - Blue and will
be sandblasted on the sign.
The sign will be approved under Section 14.32.010 of the Sign Code and
will be approved for a period of one year with renewal upon 30 days
advance written notice. It will be located 10 feet from the property
line.
Com. Larsen made the following motion:
I move we approve the sign as submitted for
the Levitt Homes SERENDIPITY models with {`a-
Levitt Homes Community" to be in the lower
left corner, painted Blue - Pantone #281 -
Serendipity to be the same Blue floating
in a Pantone #468 Ivory, Background to be
Pantone #153 Brown, including the posts.

Add: Bottom of the sign is not to exceed 5 feet
from the crown of Aptakisic Road.

V. ANNOUNCEMENTS
1 . Ch. Hardt said that Mr. Frank Hruby has arranged a field trip to
�./ the Federal Sign Company for the Appearance Commissioners.
The trip will either be in the morning followed by luncheon, or
will begin with lunch and tour the facility in the afternoon.
Mr. Saviano will call the absent Commissioners to approve a date.
Tentatively, Monday, April 25 in the morning will be the first date,
& Monday, May 9 would be next. All Commissioners will be notified.
2. Ch. Hardt repeated his objections to lighting of temporary sales
signs. The Ville Verde existing sign is lighted. He voted Yes only
because of the recent action of the Village Board. The Code now allows it.
3. Mr. Saviano asked the Commissioners to take a look at some sketches
of a possible new elevation for the Windfield DOVER model . The AC
approved two elevations and KRSS would like to add another one.
Mr. Harvey Goldstein, Architect presented and described several possible
variations. The Commission discussed them and Mr. Goldstein will take
the suggestions into consideration and return with drawings.
4. Ch. Hardt asked that mention be made that the election posters be
removed from poles, etc. as soon as possible.
VI. ADJOURNMENT
Com. Gibbs made a motion to adjourn. Com. Krippes seconded the motion.
