1983-01-13 - Appearance Commission - Minutes APPEARANCE COMMISSION VILLAGE OF BUFFALO GROVE IL. THURS. , JAN. 13, 1983 I. CALL TO ORDER The meeting was called to order by Com. Gibbs at 7:35 P.M. on Thursday, Jan. 13, 1983 at the Village Hall . II. ROLL CALL Commissioners Present: Gibbs, Cea, Krippes, Larsen and Ch. Hardt. QUORUM Commissioners Absent: Zusel Bldg. Dept. Liaison: Dominic J. Saviano, Deputy Bldg. Commissioner Village Board Liaison: Charles Gerschefske, Trustee III. BUSINESS Business was conducted by Chairman Don Hardt. Minutes of 12/9/82 were omitted from the Agenda and were approved at the end of the meeting. A. Tao Yien Chinese Restaurant - Plaza Verde Mr. Ron Guthrie, North Shore Sign Co. presented the sign and described its construction. The letters will be #2283 - Red, all lighted. This Red is not the color #2461 that is listed in the Sign Package for Plaza Verde, but is has been approved by Mr. Mary Hymen. Com. , Larsen said the only difference is that Red #2283 appears brighter when it is lighted and is probably a more Chinese Red. Com. Gibbs made the following motion: I move we approve the sign for the Tao Yien Chinese Restaurant at Plaza Verde as submitted: 1 . Color to be #2283 - Red 2. All letters to be lit by neon tubing with dark bronze trim caps and returns. 3. External disconnect to be painted out to match the fascade. Com. Cea seconded the motion. Roll Call Vote: Aye - Larsen Krippes Gibbs Cea Hardt Nay - None Motion Passed 5 to 0. B. World Wide Liquors, Grove Court Mr. Ron Guthrie, North Shore Sign Co. and Owner, Mr. Kim presented the sign. Letters to be Orange #2119 on Ivory #2146, Illuminated. The sign meets the criteria of the Sign Package. Com. Krippes objected to the size of the word LIQUORS, noting that is is too large in comparison to other similiar signs. Mr. Guthrie stated that being in competition with Mark Drugs, necessitates letters that will be seen. The business license is issued as Bush Beverages, Inc. doing business as World Wide Liquors. Ch. Hardt noted that the precedent has been set at the center by CARPETS by Ray and Sons. The other objection the Commissioners had was that there are already many illuminated neon signs in the window. These are prohibited by the Sign Package for that center and it will be necessary for them to be removed before issuance of a permit. Ch. Hardt stated that the owner of the center had made concessions when the sign package was developed. The Village would have preferred to have individual letters, but the owner and architect requested the larger can type signs with flexibility in letters and copy within the cans. This was granted with the stipulation that no lighted window signs would be allowed. Mr. Saviano said that he and Mr. Hruby, Bldg. Commissioner had inspected the site and had agreed that the window signs would have to be removed before a permit would be issued. Mr. Kim should have been informed by the landlord of the provisions of the sign package. Mr. Kim said he understood this, and asked if the sign package could be changed. This can only be done if the owner makes such a request. Mr. Guthrie suggested that the signs be removed from the window, when the fascia sign is erected. They can legally be placed in the store. Com. Larsen made the following motion: I make a motion we approve the World Wide Liquors sign as submitted; per plan dated Dec. 7, 1982 with the provision: that some other form of temporary signage be granted the petitioner until such time as the sign can be installed. Com. Gibbs seconded the motion. Roll Call Vote: Aye - Cea Gibbs Larsen Nay - Krippes Hardt Ch. Hardt noted his- vote is predicated on allowing illegal signage. Motion Passed 3 to 2. APPEARANCE COMMISSION Jan. 13, 1983 - Page Two C. Chatham - Face Changes to signs on Dundee Road. Ms. Diane Walker from Chatham explained how the signs were repainted before they were approved by the Appearance Commission. It was an error by the sign contractor who had them painted before approval . The sign East of Buffalo Grove High School was cut down. The copy is the same but reduced in size. The sign East of the entrance to Chatham was changed, but the colors remained the same. The sign is 10' x 20' . Ms. Walker said the art work was sent to Midwest with instructions not to paint th signs before approval , but they were inadvertantly done. A call w s made to Mr. Saviano informing they of the error and with an apology. Ch. Hardt asked for a motion per Sec. #14.32.010 for a period of 1 year, with an extension request necessary one month prior to the expiration date on the permit. Com. Gibbs made the following motion: I move we approve the on-site construction sign for Chatham Manor Homes, as submitted. Com. Krippes seconded the motion. Roll Call Vote: Aye - Larsen Krippes Cea Gibbs Hardt Nay - None Motion Passed 5 to 0. Com. Cea made the following motion: I move we approve the Chatham Manor, Off-premise sign East of Buffalo Grove High School , as presented; as per Section 14.20.080 A with a time limit of 6 months. Extension as per that section: Reappearance to AC. Com. Larsen seconded the motion. Roll Call Vote: Aye - Krippes Cea Gibbs Larsen Hardt Nay - None Motion Passed 5 to 0. IV. ANNOUNCEMENTS Approval of minutes from December 9, 1982. Motion to accept as presented was made by Com. Krippes and seconded by Com. Gibbs. Hardt APPEARANCE COMMISSION Jan. 13, 1983 - Page Three sb ANNOUNCEMENTS - continued Mr. Saviano informed the AC that Mr. Pavetto, State Farm; had called to say that all four stores at Buffalo Court will have identical signs on the brick fascia. All lettering and colors will match the signs previously approved. He asked if he can issue the permits without the signs being approved by the AC? Ch. Hardt said "Yes" as long as they meet the criteria of the sign package. Mr. Saviano said Chatham will be coming in for approval of some signs for a new development on the Spoerlein Farm. The pre-annexation agreement will include 3 signs plus an entrance sign. Com. Larsen asked Dominic to check the file concerning the new Frame Factory sign background. It is white and it was approved with a grey background. Ch. Hardt noted the different colors of the fascade at Strathmore Square. Walgreen's has two colors of brown, the Dominick's portion is a different shade, and the new section is also a different color. He asked that the minutes be checked because he thought that Mr. Morelli had agreed to paint the whole fascade so that it would match. Ch. Hardt asked that a time be set for review of the Sign Code. A special workshop will be scheduled. Papers will be notified. Mr. Saviano said Ken Tucker is coming in for a change in The Grove pylon that was approved for the retention area. V. ADJOURNMENT Ch. ,Hardt made a motion to adjourn. Com. Gibbs seconded the motion. The meeting adjourned at 9:40 P.M.
