I. CALL TO ORDER
In the absence of Ch. Don Hardt, Com. Gibbs called the meeting to order at
7:42 P.M. on Thursday, Sept. 9, 1982 at the Village Hall .
II. ROLL CALL
Commissioners Present: B. Gibbs, K. Krippes, E. Larsen. C. Cea (7:55 P.M. )
Commissioners Absent: D. Hardt and C. Zusel
Bldg. Dept. - Mr. Dominic J. Saviano, Jr. , Deputy Bldg. Com.
III. APPROVAL OF MINUTES
Minutes of Aug. 26, 1982 were postponed.
IV. OLD BUSINESS
A. Lexington Glen - Landscaping
Mr. James Freiberg, Lexington Development Corp. presented the landscaping
plans. After describing the location as the Southern portion of the parcel ,
the plans were compared with the Forester's report. Mr. Freiberg said that
the open areas will be bermed. The plans include the designated plantings.
As per the Forester's report the following changes will be made:
1 . 3 Bradford Pears will be substituted for Pin Oaks.
2. Honeysuckle - Arnolds Red will be substituted for Clayey.
3. Choice of Dogwood replacements will be left to the
Lexington Landscape Architect.
4. Parkway trees will be located along Arlington Hts.
Road as per Village requirements - 1 tree per 50 feet.
Location to be determined by Eng. Dept. to allow for
driveways, lights and fireplugs, etc. The Village has
a list of acceptable trees.
5. Trees of 22 inch caliper do not have to be staked, but
Com. Gibbs suggested staking of the Austrian Pines because
they are heavy and winters are hard on them.
6. P. 3 - Landscaping around 8 unit buildings - Good.
7. P. 4 - Landscaping around 4 unit buildings - Good.
The architecture for the clubhouse and the pool have not
been approved.
8. A 10-station exercise course is included on the plans and
some signage will be requested. The path is asphalt.
9. No trash recepticles. Trash is picked up at
the curb on pick-up days.
If a dumpster is used, it will be brought to the AC
for approval . Dumpsters must be screened.
10. Asphalt pads for parking are not lined.
11 . Site will be hydro-seeded. Com. Krippes requested
the use of disease resistant seed.
12. Parkway trees will extend along Checker Road.
13. Retention area to the rear of Bldg. 22 - OK.
Commissioners did not see a need for additional
landscaping. It will be a good play area.
14. Arlington Heights Road berm will be 3 - 4 ft. high.
Com. Cea made a motion to approve the Landscaping Plan for Phase 1 of
Lexington Glen as presented with the stipulations as per the discussion.
Selection of Dogwood replacements to be submitted to the Bldg. Dept.

V. NEW BUSINESS
A. Lexington Glen - Production Area, Model Area and Model Area Landscaping
Mr. James Freiberg, Lexington Development Corp. presented the plans for
the model area and described the proposal . The Tudor elevation will be
built as per Elevation A of the approved models. The following three signs
were presented:
#1 . Temporary Billboard sign will be located to the left of
the entrance from Arlington Heights Road. It will be a
double faced sign, painted on wood, colors the same as
other permanent signs. Lighting as per Sign Code -
Page 258. Price changes or other changes must be re-
painted - no tack ons. (No lighting shown on plans. )
Com. Larsen made the following motion:
I move we approve the Temporary Billboard Sign for Lexington
Glen as submitted with the following stipulations:
1 . Indirect lighting may be utilized provided
it is properly focused on the area of the sign
and upward so that it is not visable to passing
traffic. Traffic is not to get harsh light.
\J 2. Sign must be properly set back - 10 feet from the
property line.

3. Should lighting encroach upon the 10 foot
setback, then the sign shall be moved back
sufficiently to prevent lighting from showing.
4. Colors, copy, and letter style will match the
sign as exhibited on the project entrance sign.
5. Any changes to copy on sign will be repainted.

#2. Permanent Entrance Signs
Two signs at the entrance to the project on Arlington
Heights Road. Mr. Freiberg presented a photograph showing
Lexington Logo and. Colors. Sign specifications as per the
description on the Landscaping Plan for the Model Area.
Sign will be lighted. Lights are to be screened.
Com. Larsen made the following motion:
I move we accept the Project Entrance signs for
Lexington Glen as presented, with the following
stipulation:
1 . If they elect to use illumination,
on the single faced signs, it will all
be directed on the sign face so that
incoming traffic and out-going traffic,
or passing traffic on Arlington Heights
Rd. is not affected.

#3 - Model Parking Sign
Specifications as per plan submitted, with
construction to match the permanent sand-blasted
signs. Lighting was not shown.
Com. Larsen made the following motion:
I move we accept the Model Parking sign for
Lexington Glen as presented, with the stipulations .

Model Area Lighting
Lights - 5 Post lights to be located around the parking area will be
flush mounted in concrete - Posts are 8' and total ht. - 10 feet.
Com. Krippes made a motion to accept the 5 post lights
as shown on the landscaping plan.

6 Flood Lights to be located around the model area with screening to
be added. No lighting is requested for the rear because the patio
lighting will be sufficient for security. These lights will be on a
timer
When the Sales office is sold, an 8 unit building will be built in
the area of the parking lot.
Com. Cea made the following motion:
I move we approve the 6 flood lights located as
shown on the Landscaping plan. These lights will
be screened with appropriate landscaping.

Post and Chain Barriers - located across the model area driveway with
the two center posts to be removable.

The curbing will be put in at the time the road is put in.
Model Area Landscaping
Berming as shown on the Model Area will be similar to the berming of
Phase 1 . 24 concrete wheel stops will be provided. Plantings will
remain with the building is built in the parking area. The building
will nave no negative grade. Austrian Pines will be staked.
Boulders to be on top of the berm at the entrance on Arlington Heights
Road will meet the requirements of the Engineering Dept. with regard to
line of sight.
Auburn Lane is the only entrance and agress to the sub-division. The
L Appearance Commission will recommend to the Engineering Department that
a second entrance off Checker is needed.
Com. Cea made a motion to accept the Landscaping Plan for the Lexington
Glen Model area as submitted on the plan dated Sept. 1 , 1982.
Plant materials as indicated on the plan.

B. Buffalo Grove Commerce Center - Unit 2A - Phase II
Parkway Trees - Lexington stipulated they would use the same species
and meet the same specifications as Phase I.
Unit 2A includes Lots 14, 15, 16, 17, 18, 19; also
Lots 35 and 36. 4 varieties to be planted randomly.
Com. Larsen made the following motion:
I move we accept the Landscape Plan for Unit 2A-
Buffalo Grove Commerce Center as presented by
Lexington Development Corp. and as indicated
on the Parkway Plan, identified as Sheet 1 of 2,
date 12/10/80 - Phase II . Revised 6/26/82.

C. Sandpiper Apartments - Sign Renewal
Mr. John Vigilante presented the copy of the sign and asked that
it be approved for a new 6 month period. He requested that the line
1 Bedroom be deleted. He also requested a small "For Rent" sign to
be erected in the same area. Such a sign can be 6 sq. feet.
Mr. Saviano stated the sign is not in compliance with the Code because
it is too close to the property line. It must be 10 feet inside the
property line.
Mr. Vigilante noted that the sign was granted a permit last year and
he is here for renewal . He said that it would be a hardship to move
it and stated he felt he was being given "undue treatment" by the Bldg.
Department.
The Commission discussed the situation and concluded the Code must be
met with reference to the setback. Also when the sign is repainted,
it must match the existing colors. Mr. Vigilente was informed of his
right to appeal to the ZBA if he desires a variation of the placement
of the sign.
Com. Larsen made the following motion:
I move we approve the copy change as requested
by Sandpiper Condominiums with the stipulation
that the sign must be placed 10 feet from the
property line according to the Sign Code as
determined by the Building Dept.
The background of the sign shall be repainted,
to match the existing color. "1 Bedroom" will
be deleted.

VI. ANNOUNCEMENTS
The Appearance Commission has been notified of a special meeting with the
Zoning Board of Appeals at 8:00 P.M. on Sept. 21 , 1982 to review the Sign
Ordinance and make minor changes.
VII. ADJOURNMENT
Com. Cea made a motion to adjourn. Com. Krippes seconded the motion.
The meeting was adjourned at 9:40 P.M.
