I. CALL TO ORDER
Chairman Don Hardt called the meeting to order at 7:42 P.M., Thursday. May 28, 1981
at the Village Hall.
II. ROLL CALL
Commissioners Present: Knaak, Carr and Hardt. QUORUM (6 Member Commission)
Commissioners Absent: Paolillo, Kirby and Gibbs.
Also Present: James D. Griffin, Asst. Bldg. and Zoning Adm.

Com. Knaak made a motion to approve the May 14, 1981 Minutes with corrections.
Ch. Hardt seconded the motion. Roll Call Vote: Aye - Knaak and Hardt

IV. BUSINESS - Old
A. Anden Corporation - Northwoods
Repainting of Existing Sign
Mr. Maurice Charlotte was present and the Commission reviewed the May 14, 1981
decision to repaint one sign on Lake/Cook Road for an example. Ch. Hardt and
Com. Knaak have seen the sign and have no objection to the colors in that loca-
tion. However, they felt the red is quite bright for the signs at the Model
Area.
Mr. Charlotte presented photos of the proposed colors at their development in
Vernon Hille. They are requesting the Red/White/Blue colors for several other
signs in Buffalo Grove. The large 10 x 10 parking lot sign, Information Center,
and Models.
After discussing the various signs and possible color combinations, the AO agreed
that the sign submitted for the Models was the best. Mr. Charlotte was willing
to comply. Basically, the amount of Red was objectionable in the combination
submitted, but the Commission preferred to limit the Red and the following
motions were made:
1. MOD THWOOD, Essex. etc.
Com. Knaak made a motion to approve the Model Identification signs ONLY
as depicted for the model names: Essex, Cypress. Dorchester and Bayberry.

Motion is to exclude the sign which reads: Welcome to'Northwood on one side;
and Thank You For Visiting Northwood an the other side.
Com. Carr seconded the motion. Roll Call Vote: Aye — Carr. Knaak, Hardt.

2. Thank You and Welcome To Northwood
Com. Carr made the following motion:
I move we accept the two faced sign: "Thank You and Welcome To"
in a similar format as the Model signs with the Thank You and Wel—
come to be Red Background with White Lettering, with a White stripe
at the top, and the remainder of the copy to be Blue Lettering on a
White Background with a Blue Border.
Com. Knaak seconded the motion. Roll Call Vote: Aye— Carr, Knaak, Hardt.
Nay— None
Motion Passed 3 to 0.
3. Large Sign in Parking Lot
Com. Knaak made the following motion:
I move we accept the 101 x 121 sign in the Parking Lot to be:
Welcome To — Red Background with White Letters;
Northwood at B.G. — White Background with Blue Letters;
Single Family Homes — For Information Call: 541-1650 also White Backgroung with Blue Letters.
Optional: White Horizontal Strip at the Top.
Posts will be Blue. (Not optional)

4. Information Center above Garage Door
Com. Knaak made the following motion:
I move we accent the sign which indicates Information Center
at the Sales Office above the Garage will be:
White Background with Blue Letters
• Optional: Red Border
Com. Carr seconded the motion. Roll Call Vote: Aye — Carr. Knaak. Hardt.

1 V. NEW BUSINESS
A. Sunshine Crafts — Wall Sign at Plaza Verde
North Shore Sign Company
Ms. Vicky Baker presented the sign for her new Craft store. She will be
using the same letters from Sunshine Sports, adding the necessary new
letters for Sunshine Crafts. Same color,_material. letter style, etc.
Com. Carr made the following motion:
I move we approve the proposed sign for Sunshine Crafts
as presented with the stipulation that holes will be
filled and the background painted, as necessary.
Com. Knaak seconded the motion. Roll Call Vote: '.Aye — Carr. Knaak, Hardt.

Be Devonshire Development — Temporary Signs
Ms. Janet Engelwood presented photos of the signs that have been erected to
direct people to the Model Area. She explained that people would see the
original sign and not be able to find the model so the second more prominent
sign was put up. The model has been sold and :the signs will be removed at
the end of June. Devonshire has 10 lots left to sell ane they have been
using the model over the weekend for color selection, etc. Ms. Engelwood said
they would like to put the sign on the construction trailer, which will be
used as a Sales Office. There_will not-be_.any Applegate signs left up. All
sales will be handled-from the construction trailer which is on the site.
Some of the Homeowners have agreed to having their houses shown as models.
Ch. Hardt noted a problem with the location of signs being placed in front
of the building line of adjacent property. Model areas are different because
usually no homes are occupied at the model site.
The color of the signs was discussed. The Black/White one is alright but the
Red/White one is not acceptable.
Ms. Engelwood proposed leaving the Black/White sign on the model house until
July 1. 1981 and removing the Red/White one now and putting it on the trailer.
Mr. Marc Schwartz, Trustee indicated that he has had complaints from a group
of Homeowners in Devonshire who object to the signage and who also have a
concern about the maintenance of the entryway island. It seems that no nne
wants to take care of it. Another problem is with the detention area.
Ms. Engelwood said she is aware of this group and explained the situation.
Mr. Griffin said that until the streets are accepted by the Village. they are '
technically still to be cared for by the developer.
Ms. Engelwood agreed to care for these problem areas until Phase 1 is dedicated.
The empty lots will be cleaned up, the island will be planted one more time.
The detention area will be maintained.
Com. Knaak proposed the following plan:
1. Approve sign for Models Open — Weekends Only.
2. Remove — "Devonshire Information sign immediately."
3. Return when the trailer is to be used as the information
center and consider what signage they want. The Commission
can consult with the Homeowners any problems

Com. Knaak made the following motion:
I make a motion that we approve the sign in
Devonshire, located at 1112 Devonshire. for a
period until July 1, 1981. The sign reads:
/N./ Models Open - Weekends Only
11:A.M. to 5 P.M.
For Information Call: 945 - 2944
Also stipulating that if the phone number is
changed, it will not be painted out. It will
need a sign change. _
This motion is, contingent upon immediate removal
of the Devonshire Information Center- Sign.
Com. Carr seconded the motion. Roll Call Vote: Aye - Carr, Knaak Hardt.

Ch. Hardt asked Ms. Engelwood about some other problems the Village has had
with the Commons and Mr. Shassian.
1., The Commons signs were not removed when Applegate took over.
and when they were taken to court. To comply with the court
order, the botton part of the signs was painted out unsatis-
factorily. t
2. Also, a ground sign with a Blue/Green background and Gold
flowers has been placed in the median in the entranceway
to the Commons off of Buffalo Grove Road. This is an illegal
sign and should be removed. It was never approved.
Mr. Hardt spoke of the need for greater co-operation with the Villages and
asked Ms. Engelwood to work toward alleviating these problems so that future
requests will be received more receptively by the Commission.
Ms. Engelwood responded that Mr. Shassian no loner has an 4
the Commond at Buffalo Grove. g ything to do with
Mr. Griffin stated that it was Applegate that was taken to court and ordered
to take the signs down. They did so and painted over the Commons signs.
Ch. Hardt maintained that anyone who takes over an existing development is
required to meet the original agreements made by the developer. Since Ms.
Engelwood is not responsible for the Commons. she was only asked to look
into the complaints brought up by Trustee Schwartz,relative to Devonshire.

Mr. Donarski presented his request for a temporary sign to be located on
Lake/Cook Road. He explained his business is to pulverize the top soil and
sell it. He has a contract with Lexington Development Corp. He has had a
sign, not in B.G. but it has been knocked down several times, Finally, - it
was stolen. He now wishes to affix a sign to his fuel tank.- He is willing
to move the tank 500 feet away from the Lexington sign.

Ch. Hardt discussed the possibile need for a variation because this is
technically an off-premise sign. It was decided that under Sec. 5.2 of
the Sign Code a special permit can be approved by the AC for a period of
N../N./ 6 months with renewal granted only by reappearance before the Commission.
Ch. Hardt read all the stipulations for meeting Sec. 5.2 and Mr. Donarsid.
agreed to meet each of them.
The sign will be 500 feet East of the Lexington dign. :
It will be double-faced. Each side bolted to the fuel tank.
Since the land is undeveloped, landscaping will not be needed. The area
should be kept neat and the tank should be painted.
Mr. Donarski agreed.

VI. ANNOUNCEMENTS
Mr. Hardt recapped the ZBA meeting concerning Irving's and noted that the
variation request was tabled until June 16, 1981, He said a suggestion vas
made to use the existing Koenig & Strey pylon sign as an identification sign;
and allow Koenig & Strey to erect two wall signs as per The Sign Code.
He asked that as many AC members attend_as -possible.

Several Village sign problems were noted and Mr. Griffin will investigate them
and report to the Commission. ►
Ch. Hardt welcomed Trustee Marc Schwartz as the Liaison to the Village Board.
Mr. Schwartz responded by asking what he can do for the Commission?
Ch. Hardt said the present economy has created some problems with business's
being able to prosper. Rollover, it is difficult for the AC to function pro-
perly if the Codes are not upheld. He noted that it is the intent of the
Sign Code to eliminate the proliferation of signage in Buffalo Grove. The
Commission is vitally concerned with precedence. People seem to rely on
precedence and come in because of similar signage. They do not understand
that some signs are legal -non-conforming, etc.
The Commisaion is 'careful not to discriminate and tries to be consistent.
Mr. Schwartz said he would try to uphold the Commission's decisions to the V.B.
