I. CALL TO ORDER
Chairman Don Hardt called the meeting to order at 7:37.P.M. on Thursday,
Sept. 10, 1981 at the Village Hallo
II. ROLL CALL
Commissioners Presents Knack, Gibbs, Cea and Hardt.. QUORUM.
Commissioners Absent: • Kirby, Paolillo and Carr.
III. APPROVAL OF MINUTES
August 27, 1981 — Deferred.
IV. BUSINESS
A. Lexington Development Corp. :— Commerce Center; Richard Piggot
1. Landscaping — Lots 5 and 7
Mr. Piggot presented the planned landscaping and described it.
Lot 5 i*San interior lot and only the front of the•building will
be treated with pines, currant bushes and junipers. -
u Lot 7 is,a,corner. lot and will have plantings along the side and
front cif the building. _ Flowering crabs, cottoneaater bushes and
pines. There are 8 parkway trees, including 1 Norway Maple that
could be moved away from the building.
Com. Knack made a motion to accept the proposed Landscaping Plan
for Lots 5 and 7 of the Commerce Center as presented by Lexington
Development Corp.
Com. Gibbs seconded the motion. Roll Call Vote: Aye — Cea, Knack,
Gibbs and
Hardt • •
Nay — None
Motion Passed 4 to 0.
2. Lighting — Lots 38 and 39
Mr. Piggot presented the lighting fixtures for the building on

Lots 38 and 39. Two fixtures are proposed. One on the North elevation
and one on the South elevation; in the center of the building. The
lights should not shine onto the adjoining lots. Adjustments can be
made and the lamps will be focused to light only the subject property.
Decision has not been made if the lights are to be on a timer but they
will be lit only during working hours.
Com. Gibbs made the following motion:
I move we approve for Lots 38 & 39, Commerce Center,
Two (2) mercury vapor, 250 watt, Outdoor Wal-Pak
Series, dark bronze lamps. One to be installed on
the North elevation and one to be installed on the •
South elevation; at the center of the building.
The beams are not to exceed the property

COm. Knaak seconded the motion. Roll Call Vote: Aye - Cea, Sneak,
Gibbs and Hardt.

Motion Passed 4 to 0.
B. Gentry Home Furnishiiuzs - Temporary Sign
Mr. Gentry explained that his business will occupy the former Kemmerly
premises. . He requested a temporary sign to be placed East-of the post
for the pylon sign. He plans to submit a permanent sign at a later date.
The proposed sign will be painted on metal or masonite and will be about
24 inches above the ground. Double-faced constructed with two poles.
The Commission discussed the proposed permanent sign and explained the
Sign Code's purpose to identify business establishments. Advertising is
not allowed and logos are usually not allowed. Logos are permitted on
temporary signage. Advertising such as lamps, pictures, etc. is not allowed.
Mr. Gentry explained his advertising is built around the carriage light
symbol. Stationery carries that logo, etc. He willingly deleted the words:
lamps, pictures, tables and seating.
Ch. Hardt explained the procedure that is followed should a sign be denied.
The Commissioners agreed that the sign as presented for a temporary sign
is OK, but that does not reflect their feelings regarding a permanent sign.
Com. Gibbs made the following motion:
I move we approve the temporary sign for
Gentry Home Furnishings, to be 42 inches wide,
�./ 27 inches high and 24 inches above the ground.
Two faced, painted dark brown on buff on metal
or masonite.
Words: Lamps, pictures, tables and seating to
be eliminated. '
Time Period: Not to exceed 60 days
Location: East of the Kemmerly pole, past the
sidewalk, 10 feet from property line.
Wording can be moved to balance the sign.
Com. Cea seconded the motion. Roll Call Vote: Aye - Knaak, Gibbs,
Cea and Hardt.
Nay - None
Ch. Hardt commented that granting this temporary sign with the Logo will in
no way influence the Commission with considering a permanent sign. •
C. Midwest Outdoor Management.Corp.- Repainting Billboard (formerly Levitt
A representative for United Development Co. presented copy for a sign now
owned by the Levitt Corp. on the North side of Dundee Road just next to the
Buffalo Grove High School. The owner of the property does not object to
having the sign there. Terramere is located west of Arlington Heights Rd.
This would be the first and only off-premise sign in Buffalo Grove for a
development outside Buffalo Grove. The Code allows off-premise signs under
Section 5.2 - Section B would apply. Sub-section B-1 prohibits .off premise
signs in residential areas. The location of the Levitt sign is_R-1 and
therefore, a variation from the ZBA would be required.- : ' '

D. Cedar View Development - Temporary 'Tor Lease' sign.
Mr. Dave Haller presented a V-type sign, 120 square ft. (7i x 16 ft.) on
Dundee Road, on the property between the Church and Kemmerly property.
�./ *Tenant Participation would be optional because it has not been decided to
offer that financing. Colors would be green/brown/ yellow and gold. Poles
would be -painted out, Preferably brown. There is nothing close in the rear.
If the phone number is changed, it should be re-painted. No tacked on boards.
The Section_ of the Code that applies is 11.2 on page 50.
Time Limit - Would be for 6 months with renewal upon inspection. After 1
year the sign shall be reviewed. After major construction of
1st building is completed, the Commission feels that signage
requirements will change and it is possible that this sign would
no longer be in the right location, the colors not compatible
with the architecture, etc.
Com. Cea made the following motion:
I move we approve the Aign presented by Cedar View
Office Plaza as submitted, with the following stipulations:
1) Sign be erected in the form of a V,
with poles be painted out in a color
compatible to the sign;
2) Sign be granted under Sec. 11.2 (P. 50)
for a 6 month period of time, with an
automatic 6 month extension if the sign
is in good repair. The Village Administrator
will grant the extensions If construction
has been completed on one on the buildings,. OR
at the end-of 12-months, the sign shall be
reviewed by the AC before further extensions
can be granted. -
3) If phone number is changed, it shall be
painted out in an acceptable manner, not
in the form of a tacked on sign.

, Ch. Hardt emphasized that any changes_desired must come back to the
Commission for approval. Only the phone number can be changed by owner.

E. Umnarino's Office Supply - Relocation of. sign - Lieberman's Center
Mr_..Eannarino presented a drawing of his sign moved West into the space
now occupied by part of Rosen & Shane's Liquor Store. The existing sign
will be centered over two arches. EannArinois Office Supply is the
corporate name. The sign complies with -the Lieberman's Sign Package.
The Commissioners felt the sign will look better in the larger space.

Commissioner Gibbs made the following motion:
I move we approve the relocation of the
Eannarino'a Office Supply sign to the center
of the two arches as the drawing indicates;
Eannarino's — lighted. Office Supply — not lighted.
Any holes in the facia are to be patched where the
Rosen & Shane sign comes down. (Wines & Spirits)
No raceway will be used. Electrical disconnect to
be painted out to match the brick as indicated.
Commissioner Knaak seconded the motion. Roll Call Vote: Aye — Knaak,
Gibbs, Cea
and Hardt
Nay — None
Motion Passed 4 to 0.
F. Hi Styles — Wall Sign at Plaza Verde
Mr. Vic Laska of North Shore Sign Co. presented the sign. By using some
existing letters from old signs and repainting them ivory, the sign will
conform with the Sign Package.
There were no objections. Com. Cea made the following motion:
I move we approve the wall sign for
Hi Styles as presented. Letters to
be Helvetica, individually lit,#2146 — Ivory.
No raceway. Disconnect will be painted out.
Cim. Gibbs seconded the motion. Roll Call Vote: Aye — Knaak, Gibbs,
Cea and Hardt.
Nay : None
Motion Passed 4 to 0.
G. Formal Builders — Not here.
H. Sandpiper Apts. — Not Here.
V. ANNOUNCEMENTS
Monday — Sept. 14th Village Board meeting — CompuShop appeal. Ch. Hardt will be
out of town. He gave Mr. Schwartz the Appearance Commission comments regarding
the reason the sign was denied. Even though the letters were similar to Helvetica,
the AC feels that it did not truly comply with the Plaza Verde Sign Package. The
most recent Plaza Verde signs have not complied with the Sign Package but have had
the approval of Mary Hymen. The Commission would like Mr. Hymen to come in and
change the Sign Package. Additional styles can be allowed but the AC does not want
every sign to be a variation from the chosen.letters.
Mr. Schwartz agreed to suggest to Mr. Hymen that he come in to discuss the Sign Pkg.
Monday — Sept. 21st Village Board meeting.— A workshop with the Appearance Commis—
sion to discuss Sign Packages, and specific signage problems. All the: Commissioners
should attend. Specific questions should be given to Shirley Bates before next
Thursday so that they can be included in the Board Agenda Packets.
