CALL TO ORDER Chairman Richard Gordon called the Appearance Commission meeting to order at 7 :36 P.M. on Thursday, March 9 , 1995 in the Council Chambers of the Village Hall , 50 Raupp Boulevard. II. ROLL CALL Commissioners Present : F. Weissman, A. Viehman, M. Cea and R. Gordon QUORUM. Commissioners Absent : None (Stephen Trilling and Roger Lundine were appointed to the Plan Commission. ) Bldg. Dept . Liaison: James F. Kelly, Building Inspector III. APPROVAL OF MINUTES Com. Cea made a motion to suspend the rule requiring four (4) Commissioners to approve the minutes of February 23 , 1995 . Com. Weissman seconded the motion. Voice Vote - AYE Unanimously February 23 , 1995 - Page One: Com. Cea made a motion to approve the minutes of February 23 , 1995 as revised. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Cea and Gordon NAY - None ABSTAIN - Viehman Motion Passed - 3 to 0, 1 abstention. IV. BUSINESS A. Binny' s Beverage Depot - 124 McHenry Road at Town Center Wall Sign - Recommendation for variance Representative not present . Item was Tabled until the end of the meeting. B. Boston Market - 150 McHenry Road at Town Center Sign Face Changes (Formerly Boston Chicken) Mr . Charles Zenn, Olympic Signs , 560 Windy Point Drive, Glendale Heights , IL 60139 (469-8686) explained that Boston Chicken is expanding the menu and the name will be changed to Boston Market . The signs on the east and south elevations will read Boston Market . The sign on the north elevation will read Boston Market (Home Style Meals) . The signs on the north and south elevations were granted variances . Ownership is not changing, so these signs can be changed without variances . - COPY The colors will remain the same but the length of the signs on the east and south elevations will be a few inches shorter than the existing signs . Mr . Zenn said the brick wall will be repaired and no holes will be visible: Com. Cea made a motion to recommend approval of the sign face changes as requested by Boston Market signs at 150 McHenry Road. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None, Motion Passed - 4 to 0. C. Arboretum and Buffalo Grove Golf Course Signs Mr . Rick Reed, Golf Course Superintendent , made the presentations. 1 . Arboretum Golf Course - Buffalo Grove Road and Route 22 Sign #1 is a double-faced sign that will be installed at the main entrance on Route 22. It is the same size and will replace the existing sign. The landscaping will remain. Sign #2 is a double-faced sign that will be installed at the corner of Buffalo Grove Road and Route 22.. It will be positioned diagonally and will be installed on a berm. The berm will be landscaped. Com. Viehman noted there is an identification sign on the maintenance shed across Route 22 and questioned whether a variance would be required for distance between signs. Com. Viehman made a motion to recommend approval of the signs as submitted for the Arboretum Golf Course on Route 22 . Com. Cea seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None Motion Passed - 4 to 0. 2 . Buffalo Grove Golf Course on Lake Cook Road This will be a V-shaped identification sign located on Lake Cook Road west of the Village Hall approximately 380 feet east of the fence on Lake Cook Road. It will be installed on a planted berm. Com. Viehman inquired about the copy on the panel below the sign and whether "name and nature" is an issue? He also asked that the back of the sign be painted to match the posts. APPEARANCE COMMISSION February 23 , 1995 - Page Two F T COPY Sign Code, Section 14.20.030 was reviewed, but it was not certain whether all of the sign copy complies. Com. Viehman made a motion 'to recommend approval of the Buffalo Grove Golf Course sign as submitted with the stipulation that should Building Department determine that a variance is required, due to "name and nature, " a variance is hereby recommended. Com. Weissman seconded the motion. • Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None Motion Passed - 4 to 0. D. Buffalo Restaurant and Ice Cream Parlor 1180 Lake Cook Road - Addition Mr . Harry Kiotis , owner of the Buffalo Restaurant , described the proposed addition. It will be constructed on the existing concrete garden area on the west side of the building. It will provide a new office area, additional seating and approximately 1 ,000 square feet of storeroom space with a mezzanine, The materials will match the existing brick and windows. The refuse area will be bricked in with a metal roll-up door which will be painted to match the existing doors. All the doors will be repainted. The existing sign on the west elevation will be moved to the new addition. There will be matching canopies over the new windows on the south and west elevations . The Com Ed generator and the grease trap will remain outside of building, about ten feet ( 10' ) away from the new addition. The northeast corner will also be enclosed but this addition will not extend any farther to the north than the existing delivery area. Com. Cea made a motion to recommend approval of the addition requested by Buffalo Restaurant and Ice Cream Parlor at • 150 Lake Cook Road, as submitted. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None Motion Passed - 4 to 0. E. Sears Paint and Hardware Retail Store - Woodland Commons 380 Half Day Road - Front Elevation Change Mr . Paul F. Vega, Project Manager , International Contractors Corporation, 977 South Route 83 , Elmhurst , IL 60126 (834-8043) described the proposed modifications as listed in the attached letter dated March 6 , 1995: APPEARANCE COMMISSION March 9 , 1995 -. Page Three if f 7.7k COPY 1 . The glass and aluminum storefront between the entrance and exit doors will be removed and replaced matching brick. The glass transom panels will remain. 2. The existing black fence to the south will be replaced with an eight foot (8' ) ornamental fence. The color will closely match the existing brick. 3. The existing stockade fence to the east will be replaced with an eight foot (8' ) galvanized chain link fence with swinging gates. Sturdy fiberglas privacy slats will be woven into the fence. They will match the color of the existing beige split face block. 4. Three wall lights will be added to the east wall . 5 . The entry doors on the east elevation will be moved to the south and the existing opening will be filled in with split face block to match the existing wall . • The outdoor area will be used to in the summer as retail space for garden items but it is not to be used for storage in the winter . It is very important for this area not to become a dumping area for unseasonal items, etc. The Commissioners objected to the addition of more brick on the front between the entrance and exit because the facade of the shopping center has already been altered with more brick. Mr . Vega said Sears does not have display windows . This area will be used for the repair of screens and making keys . etc. Com. Cea recommended using spandrel glass instead of brick and Mr . Vega had no objection. The other items were discussed , but no changes. were made. Com. Weissman made a motion to recommend approval of the modifications requested for the Woodland Commons Sears Paint and Retail Store at 380 Half Day Road with the stipulation that the proposed brick between the entrance and exit doors is to be replaced with dark spandrel glass panels. Com. Viehman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None Motion Passed - 4 - 0 F. Avco Financial Services - Wall Sign at Plaza Verde Ms . Barbara Berg, Property Manager for Malet Realty (577-0277) explained that Avco Financial has requested a new wall sign to replace the existing ivory letters on the brick wall at the east end facing south with the Barber Salon and Eurotan signs. Cea disclosed that he has done work at Plaza Verde and is acquainted with Ms. Berg, but this will not compromise his position in this matter. The proposed sign does not meet the Plaza Verde Sign Criteria because it would be an internally illuminated box sign and not • letters. The background would be aqua with ivory copy and a corporate logo. The revised Sign Criteria, April 4 , 1994 , permits variations signs that are approved by the shopping center and the Appearance Commission. The Commissioners had no objections , but recommended that low temperature ballasts be used on the fluorescent lighting to eliminate flashing in the winter . Com. Weissman made a motion to recommend approval of the Avco Financial box sign as submitted. Com. Cea seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Cea and Gordon NAY - None Motion Passed - 4 to 0. VI . ANNOUNCEMENTS A. Binny' s Beverage Depot - 124 McHenry Road at Town Center Recommendation for Variance for Wall Sign on South Elevation The sign on the front elevation of Binney' s Beverage Depot has been issued a permit , but the south elevation does not front on a major road and requires a variance. The location was first occupied by Evans Furs and later by Ehrwon. Evans had been granted a variance a sign on the south elevation, but Ehrwon occupied two spaces and did not request a variance. The proposed sign will be back lit channel letters and meets the length requirement for the sign background. The letters' of the other signs at Town Center are solid, but the Commis- sioners did not object . Judy Murtaugh of Simon Property Group has approved the sign. The Commissioners had no objections. • Com. Cea made a motion to recommend to the Village Board that Binny' s Beverage Depot at 124 McHenry Road be granted a variance that would permit a wall sign on the south elevation. Com. Gordon has talked to the Village President and the Village Manager about the need for Appearance Commissioners to replace Eddie Larsen, Stephen Trilling and Roger Lundine. The March 23, 1995 Appearance Commission meeting will have to be cancelled because Ch. Gordon, Com. Viehman and Com. Weissman will not be able to attend. A quorum of four (4) members is required and if any of the remaining Commissioners cannot be present , future meetings will have to be cancelled. 2. The Boasterie at Spoerlein Commons has a large advertising banner and continues to cover most of the window area. 3 . The lighting of the Comerica Bank parking lot at Busch and Weiland has been reported for being too bright. Lights have been seen at night and it was assumed that construction work was being done. The photometric study should be reviewed. VI . ADJOURNMENT Com. Viehman made a motion to adjourn. Com. Cea seconded the motion. Voice Vote - AYE Unanimously Ch. These drawings show to what extent the exterior of the building is being modified. Those modifications are as follows: 1. The portion of the glass and aluminum storefront between the entrance and exit is being removed and replaced with brick to match the existing facade. The glass transom over the storefront will remain in place as it currently exists. 2. The existing black fence between Sears and the building immediately south is being replaced with an 8'-0" high ornamental fence in a color to match as closely as possible the existing brick. 3. The existing stockade fence immediately east of Sears is being replaced with an 8'-0" high galvanized chain link fence. This fence will have a pair of swinging gates inside the existing curbs. The total fence length will be somewhat shorter due to the necessity of exiting people through the rear pair of doors into an unrestricted area. The fence fabric will be woven with privacy slats in a color to match as closely as possible the existing beige split face block. 4. There will be three (3) additional lights on the east wall to illuminate the Outdoor Sales area. 5. The pair of doors in the east wall between Showroom A and Outdoor Sales is being relocated farther south. The existing opening will be filled in with split face block to match the existing wall.
