I . CALL TO ORDER
Chairman Richard Gordon called the Appearance Commission
meeting to order on Thursday, August 10, 1995 at 7 : 55 P.M.
in the Council Chambers of the Village Hall, 50 Raupp Blvd.

IV. OLD BUSINESS
A. Citibank - 105 W. Dundee Road - Sign Band 1.r;,;,�,tm
Mr. Eusebio Morales, Folgers Architects & Facility Design,
819 South Wabash, Suite 700, Chicago, IL 60605-2155
(312) 939-0550 described the proposed sign band, consisting :1311:11
of an illuminated sign box, that will be installed on the
west and north sides of the building. The blue color min
radiates from dark to light with the name Citibank over the ■milmi
entrance on the west side of the building and on the north
elevation. The non-illuminated band over the drive-thru
canopy on the south elevation will inform people of the
"24 Hour Banking" service . This is standard Citibank 4:::)
identification program.
Ch. Gordon asked if the drivit will be exposed at the top of mmic
the sign band area, as shown on the drawing?
Mr. Morales said the exact location of the sign band has not
been determined. It could be centered or installed at the
top of the drivit . The band will be five feet (5 ' ) high.
There is an existing "24 Hour Banking" sign over the door.
The Commissioners agreed the sign band will improve the
appearance of the building.
Com. Dorfman made a motion to recommend approval of the
Citibank Sign Band at 105 W. Dundee Road, as submitted.
Com. Smith seconded the motion.

B. LaSalle Bank - 1300 N. Arlington Heights Road
Sign Face Changes
Mr. George Woock, White Way Sign Company, 1317 Clybourn
Avenue, Chicago, IL 60610 (312) 642-6580 informed the
Commissioners that the name LaSalle Bank Northbrook, has
been changed to La Salle Bank NI for Northern Illinois .
He described the proposed changes to the three signs that
were granted a variance in March 1995 :
1 . The existing ground sign at the corner will have
painted black letters on a white background.
2 . The sign over the entrance will have black
channel letters with a gold bar. This sign
will have indirect silhouette illumination.
3 . The sign on the drive-up canopy will be an
internally illuminated box sign, with the back- !. „C
ground of the sign painted to match the roof .

The previous signs were reviewed and Ch. Gordon asked if
the letters over the entrance could be smaller so they do
not encroach the round brick course?

Mr Woock said they considered this but the letters would be
much too small to read. The brick course is flat and the
letters do not cover any of the wood louver.
Ch. Gordon commented that proposed metal box over the drive-
thru doesn' t seem to belong on such an elegant building.
Mr. Woock said they made the sign as unobtrusive as
possible . He suggested that returns, painted to match
the roof, could be put on the sides and across the top.
Ch. Gordon said this was a good alternative because it
looks more like a dormer than a sign stuck on the roof .
Com. Viehman commented that he prefers these signs to
the ones that were previously submitted. He asked if
another variance was necessary?
Ch. Gordon responded that the signs are considered face
changes and do not require another variance .
Com. Viehman made a motion to recommend approval of the
sign face changes as submitted by LaSalle Bank NI at
1300 N. Arlington Heights Road, with the stipulation
that the box sign on the drive-thru will have sides and
a top, returning to and, painted to match the roof .
Com. Smith seconded the motion.

C. Walgreen' s - Pharmacy, Strathmore Square
Recommendation for Variance to Permit Addition of "
Reader Board on Existing Ground Sign on Dundee Road 712

52-1/2 square foot sign being proposed for installation on my'
both sides of the existing Strathmore Square ground sign. mommi
The interior illuminated sign would be constructed of steel,
aluminum and plexiglas . The top portion would have white
Walgreen' s - Pharmacy copy on a red background over (7171)_
four (4) lines of changeable copy. The color of the cabinet
would match the existing Strathmore Square sign. C1:0

Mr. Doyle had been informed that the Sign Code does not
permit reader boards, so Walgreen' s has applied for a
variance. It would also require a variance for size .
Com. Dorfman asked what would happen if other tenants wanted
similar signs?
Mr. Doyle responded that all signs require the landlord' s
approval . Walgreen' s is the oldest and largest tenant in
the center and the landlord has given approval .
The only changeable copy sign in the Village is at the
Marathon (formerly Shell Station) on Dundee Road.
Com. Dorfman asked who will be responsible for maintaining
the sign?
Mr. Doyle said Walgreen' s assumes the responsibility for
keeping the sign in good condition. They have been in-
stalling this type of sign wherever they can obtain a
permit . The copy is changed often to promote weekly
specials and individual store sales.
The Commissioners discussed the sign and the possibility of
setting a bad precedent . The Sign Code limits signs to
"Name and Nature" and a variance would permit advertising.
Similar signs have been denied in the past, including
permanent signs with product vending. Paper signs are
permitted in grocery store windows . Newspaper ads are a
more acceptable way of advertising special prices, etc .
One of the stipulations regarding the Marathon (Shell)
changeable copy sign was to have a locked cabinet to prevent
vandalism.

There is an electronic changeable copy sign at Plaza Verde
and the Ch. Gordon commented that it is more subtle than 7:3
the proposed sign.

Com. Viehman agreed that the Plaza Verde sign is less
obtrusive . It is better quality, projects a better
image and is used for all the merchants, not just one . ummi
He understood the need and value of advertising.
Com. Dorfman expressed concern about letters falling off Cm11)-
and competitive advertising used to attract business. CD

Mr. Doyle asked if they would prefer an electronic sign?
He did not know if Walgreen' s would want to install one.
He asked if the Appearance Commission would recommend a
Walgreen' s - Pharmacy sign without the changeable copy?
It would be about 2/3 the size of the proposed space .
The Commissioners would have no objection to adding
Walgreen' s and Pharmacy to the ground sign and would
recommend a variance to exceed the permitted.
Ch. Gordon asked Mr. Doyle if he wanted a vote on the
changeable copy sign, or would he prefer to Table and
resubmit for the next Appearance Commission meeting on
August 24th?
The variance would be processed for the Zoning Board of
Appeals meeting on September 19, 1995 and the changeable
copy sign could be requested without a positive Appear-
ance Commission recommendation, but it is unlikely that
a variance would be granted.
Mr. Doyle asked for the sign to be Tabled and said he would
resubmit an alternate sign.
Com. Dorfman made a motion to Table until August 24 , 1995 .

C. Chevy Chase Golf Course Maintenance Building,
Wheeling, IL Full Review: Elevations, Materials,
Colors, Landscaping and Lighting
Mr. Mark Harrison, RLA, Superintendent of Resource Manage-
ment, 222 South Wolf Road, Wheeling, IL 60090 (465-3333) ;
Mr. Karop Bavougian, CLP, Director of Parks and Recreation,
333 W. Dundee Road, Wheeling, IL 60090 (465-3333) and
Mr. John P. Bosman, Architect, Sente & Rubel Ltd. _-
1955 Raymond Drive, Northbrook, I1 60062 272-9500 were
present .
Mr. Harrison described the proposed demolition and rebuild- 1
ing of the Chevy Chase Golf Course Maintenance Facility,
located north of Lake Cook Road and Northgate Parkway with
access from Johnson Drive. The golf course is zoned Open
Space in unincorporated Lake County.

The site is surrounded by Buffalo Grove and they are
requesting annexation. Sewer and water facilities will be
provided by Buffalo Grove . The structure is located to the
rear of the Angus Chemical and Nationwide Insurance
buildings .
a. ELEVATIONS AND MATERIALS :
The new building will be constructed with pre-cast
split faced concrete block and drivit . The entrance
faces southwest with garage doors at either end and
parking located to the northwest .
A masonry enclosure, to be used for the storage of
top soil, sand and gravel, will be constructed with
the same split faced blocks . These materials are
used for golf course maintenance . The walls shown
on the drawings are six feet (6 ' ) but Mr. Harrison
requested a height of eight feet (8 ' ) . He said higher
walls would provide a better screen for the materials
which are stored in piles .
The lower portion of the main building will be #192 ,
a darker color block.
The upper portion of the main building will be RUSS,
a lighter color block.
Drivit will be used only at the south entrance of the
main building only, will be a neutral off-white color.
The medallions and decorative design around the
doorway will be stepped out drivit material .
The window frames, gravel stop and overhead doors will
be dark bronze anodized aluminum. The windows will be :011011
insulated clear glass .
There is one 3 ' roof top unit that will be installed gmfmi
in the center of the building where it will not be
seen.
The Commissioners had no objections to the proposed 471)
construction. They agreed that the proposed eight foot
(8 ' ) high enclosure would screen the maintenance
materials better. It will have no top.

Com. Viehman made a motion to approve the Elevations
and Materials as submitted for the Chevy Chase Main-
tenance Facility, with the stipulation that the height
of the enclosure walls may be raised from six feet (6 ' )
to eight feet (8 ' ) in height .
Com. Dorfman seconded the motion.

b. LIGHTING:
The lighting consists of 250 watt metal halide, high
cut-off wall pac fixtures that will not produce any
glare to the surrounding area. They are dark bronze
anodized aluminum with clear lenses .
The fixtures are located near the man doors and should
give sufficient light . The work crews start about
5 :30 A.M. and quit about 2 : 30 P.M. They use the main
entrance and the man doors are usually only used as
emergency exits .
The Electrical Inspector will review the lighting.
Mr. Harrison said they would comply with the Code .
Com. Dorman made a motion to recommend approval of the
Lighting as submitted for the Chevy Chase Golf Club
Maintenance Facility, with the stipulation that lights
will be installed at the man doors, if required.

Mr. Harrison submitted photographs of the existing 2 ' x 3 '
sign with an arrow on the fence at the south entrance of
the Golf Club. This is the only sign that there will be .

c . LANDSCAPING:

Mr. Harrison described the existing trees as shown on

the Landscape Plans .

There is variety of trees on the site including:
Willows, Elms, Sumacs, Buckthorns, Hackberrys, Honey
Locusts and Sugar Maples .
There are also some existing large pine trees :
Scotch, Austrian and Red Cedar. The trees range from
8 ' to 10 ' in height .
Some of the Austrian Pines are being transplanted
because of the grading that is being done around the
flood plain. It will screen one of the golf holes
and screen the building from the west .
Some large trees will be removed (identified "tbr" ) .
The entrance to the facility wall be screened with
fast growing White Pines . The parking lot is also
screened with a variety of trees and evergreens .
There is a six foot (6 ' ) high cedar panel fence that
will screen the maintenance vehicles from the course.
The building will be covered with Boston Ivy that will
grow over the masonry.
There are some low compact fitzer Junipers on the south
side of the entrance. There is some Purple Leaf
Wintercreeper, which is a ground cover. There are some
flowering shrubs around the perimeter of the building,
but no "flowers . "
The Landscape Plans were sent to the Village Forester, 1:::1
but he did not submit a review. The Landscaping will
be recommended subject to Mr. Rigsby' s approval .
Com. Viehman made a motion to recommend approval of the
Landscape Plans for the Chevy Chase Golf Course Maintenance
Building, as submitted, subject to the approval of Mr. Ray
Rigsby.
