CALL TO ORDER Chairman Richard Gordon called the meeting of the Appearance Commission to order at 7 :35 P.M. on Thursday, October 12, 1995 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II . ROLL CALL Commissioners Present : F. Weissman, M. Cea, E. Smith L. Dorfman, C. Masure and R. Gordon QUORUM. Commissioners Absent : A. Viehman Bldg. Dept . Liaison: Richard Jensen, Building Inspector III . APPROVAL OF MINUTES September 28, 1995 - Tabled. IV. OLD BUSINESS A. Country Court Shopping Center 125 - 165 W. Dundee Road - Revised Sign -Criteria Ms . Janet Pavlas, Dan Management Company, 10 East 22 Street, Suite 116, Lombard, IL 60148 (627-0606) said the renovation of the Country Court Shopping Center will include the option to have illuminated signs . She submitted a Revised Sign Criteria for review. One new tenant, will be a PAPA JOHN' S Pizza Restaurant . Mr. Mark Metz, Operating Partner for the franchise, was present . He submitted a brochure showing the colors, styles and construction of the PAPA JOHN' S corporate sign program. The signs are required to be illuminated. e T The PAPA JOHN' S sign will have a white background with red channel letters and green returns . The sign will be three feet (3 ' ) in height and six feet eight inches (6 ' 8" ) in length. The storefront is nineteen feet six inches (19 ' 6" in length. The size of the sign can be scaled down to meet the Country Court Sign Criteria. The Comissioners discussed the draft of the Sign Criteria. Some sections were redundant an some needed clarification. The sign area on the front elevation of the building was calculated to determine the maximum size that could be permitted. Based on the discussion, Ch. Gordon suggested the following amendments : Section 1 . 1 - Change first sentence to read: "Area of signs shall be limited to thirty-three per cent (330) of the fascia frontage. " The assigned position for each tenant sign shall be as close to the center of frontage location as possible, subject to allowance for positioning corner store signs and suitable space between adjacent tenant signs, as determined by the Landlord. Add: "No sign shall be closer than two feet (2 ' ) to another sign. " Section 1 .2 - Last sentence should be : "Maximum letter height shall be thirty six inches (36" ) . Section 1 . 6 - Delete and replace with: "All signs shall have written approval by the landlord prior to tenant submittal of permit application. " Section 2 . 1 - revise : "Tenant may install interior window signs in compliance with the Village of Buffalo Grove Sign Code . " Section 2 . 2 - Delete . Masure made a motion to recommend approval of the Country Court Sign Criteria, as amended with the stipulation that a revised copy of the criteria be submitted to the Building Department . Com. Weissman seconded the motion. Roll Call Vote : AYE - Cea, Smith, Dorfman, Weissman, Masure and Gordon NAY - None Motion Passed - 6 to 0 . Ch. Gordon informed Ms . Pavlas that signs which meet the criteria and have the management' s approval do not require individual Appearance Commission review. Any sign that differs from the criteria must be submitted for review, including any future non-illuminated signs. V. NEW BUSINESS A. New Life Evangelical Lutheran Church Northeast Corner of Busch and Buffalo Grove Roads Ground Sign - Recommendation for Variance Mr. Andrew Bauer, Pastor of New Life Evangelical Lutheran Church, 1027 Alden Lane, Buffalo Grove, IL 60089 520-9176) summarized the reasons for requesting a variance of the Sign Code . The congregation has been meeting for nine (9) years and is now holding services at Twin Groves Junior High School . They own 3 . 8 acres of undeveloped property at Busch and Buffalo Grove Roads . They also have an agreement for annexation into the Village but they do not have the funds to carry out the terms of the agreement, so they may sell part of the land. Rev. Bauer presented a drawing of a temporary directional sign that will provide public information. He was informed that the sign requires a variation of the Sign Code because it is an off-premise sign. APPEARANCE COMMISSION SEPTEMBER 12, 1995 - PAGE THREE riii) Since the church owns the property, Rev. Bauer was advised that if the copy is changed to read: "Future Home Of" New Life Evangelical Lutheran Church, and if' "Currently" Worshiping at Twin Groves Junior High School is added to the sign, it would not require a variance. Some of the copy will have to be reduced. Rev. Bauer was also advised that the setback will have to be changed from eight feet (8 ' ) to ten feet (10 ' ) . A temporary sign is given a permit for one (1) year and extensions can be obtained upon written request to the Director of Building and Zoning. If the land is sold, the sign would have to be removed. Rev. Bauer agreed to redesign the sign and resubmit it to the Building Department . Ch. Cordon said the revised sign should not require Appear- ance Commission review. Com. Cea made a motion to recommend approval of the temporary sign submitted by New Life Evangelical Lutheran Church as revised. Com. Weissman seconded the motion. Roll Call Vote : AYE - Weissman, Masure, Cea, Smith, Dorfman and Gordon NAY - None Motion Passed - 6 to 0 . B. Buffalo Grove Theatres - 120 Old McHenry Road Wall Sign - Recommendation for Variance No representative was present . A letter from Robert E. Dinsmore, AIA, Simon Property Group, Merchant' s Plaza, Post Office Box 7033 , Indianapolis, IN 46207 (317) 636-1600, dated September 27, 1996 (5) , requested a wall sign with thirty-six inch (36") high letters and a length of thirty- three feet (33 ' ) equaling ninety-nine square feet (99 sf) . APPEARANCE COMMISSION SEPTEMBER 12 , 1995 - PAGE FOUR 027.-413 FC) • The Town Center Sign Criteria would allow a seventy-five square foot (75 sf) sign. The Simon Property Group has approved this sign and the request for a- variance of the Sign Criteria. The diagram was reviewed. The Commissioners agreed that the larger sign would be helpful because the location of the theaters is set back from the roadway, between K. C. Masterpiece and Binney' s Beverage. The sign is in propor- tion to the sign area. There were no objections . Com. Weissman made a motion to recommend that a variance be granted that would permit the Buffalo Grove Threatres to install a wall sign with thirty-six inch (36" ) letters that total ninety-nine square feet (99 sf) in area, as requested. Com. Dorfman seconded the motion. Roll Call Vote : AYE - Weissman, Masure, Cea, Smith, Dorfman and Gordon NAY - None Motion Passed - 6 to 0 . VI . ANNOUNCEMENTS - None VII . ADJOURNMENT • Com.
