CALL TO ORDER Chairman Richard Gordon called the Appearance Commission meeting to order at 7 : 35 P.M. on Thursday, November 9, 1995 in the Council Chambers of the Village Hall, 50 Raupp Blvd. II . ROLL CALL Commissioners Present : F. Weissman, A. Viehman, L. Smith, L. Dorfman, C. Masure and R. Gordon. Commissioners Absent : M. Cea Bldg. Dept . Liaison: Richard Jensen, Building Inspector Village Board Liaison: John Marienthal, Trustee III . APPROVAL OF MINUTES Postponed until after the business meeting. IV. BUSINESS A. Buffalo Grove Metra Station, Permanent Ground Sign - Commerce Court/Busch Parkway Mr. Kenneth J. Lattanzi, Senior Project Manager, MTI Construction Services, Inc. , 1011 E. Touhy Avenue, St . 210, Des Plaines, IL 60018-5806 (827-8700) described the perman- ent ground sign for the Buffalo Grove Metra/Pace Station to be located at the corner of Commerce Court and Busch Pkwy. The old Pace sign has been removed and will be replaced with a new combined Village, Metra and Pace sign. The sign structure will duplicate the architecture of the building. The sign will be mounted between two concrete pillars with a cement shake roof . The metal sign has a light grey background with black letters and a dark grey border. The three (3) corporate logos are across the bottom of the sign. Metra will be blue, Village of Buffalo Grove will be beige with rust and Pace is blue and yellow. u 3k V 4411i The double-faced sign will have ground lights that will be shielded from traffic and screened with evergreen bushes. The sign face will be 7 ' by 8 ' 4" and the proposed height was twenty feet (20 ' ) . The bottom of the sign was shown to be approximately nine feet (9 ' ) above the ground. The height was discussed and the Commissioners agreed that twenty feet (20 ' ) is too high and would be out of character with the neighboring residential area. Visibility is not a problem and the landscaping would be more aesthetically pleasing if the sign is lowered. Mr. Lattanzi agreed to a maximum height of fifteen feet (15 ' ) to the top of the roof . The bottom of the sign would be approximately four feet (4 ' ) from the ground. Com. Weissman made a motion to recommend approval of the Buffalo Grove Metra/Pace Station ground sign as submitted with the stipulation that the maximum height of the sign is to be fifteen feet (15 ' ) . Com. Viehman seconded the motion. Roll Call Vote : AYE - Smith, Dorfman, Masure, Weissman, Viehman and Gordon NAY - None Motion Passed - 6 to 0 . B. Sears Hardware Store - Revised Front Elevation 370 Half Day Road - Woodland Commons Sears was not represented but a letter was submitted from Mr. Ron Zaloudek, District Manager, 333 Beverly Road, Hoffman Estates, IL 60179 describing the proposed revision. The existing three (3) tinted glass panels will be removed and replaced with clear glass panels to create a shallow display window illuminated with concealed spotlights . The Commissioners agreed the proposed clear glass windows would be better than the existing dark spandrel windows . APPEARANCE COMMISSION NOVEMBER 9, 1995 - PAGE TWO 71) 7 fit, Com. Viehman made a motion to recommend approval of the revised front elevation as submitted for the Sears Hardware Store at 370 Half Day Road. Com. Weissman seconded the motion. Roll Call Vote : AYE - Weissman, Viehman, Smith, Dorfman, Masure and Gordon NAY - None Motion Passed - 6 to 0 . C. The CD Outlet Store - Wall Sign 721 Armstrong Drive Mr. George Schlangen, A.G. Sign Company, 1055 Courtesy Lane, Wheeling, IL 60090 (520-4388) said the sign will be located on the east elevation of the building which is located east of Lexington Drive, facing the Computer Discount Warehouse. The illuminated channel letters will be installed on a raceway about two feet (2 ' ) below the top of the building and will be seen by westbound traffic on Lake Cook Road. The sign will be located approximately five feet (5 ' ) from the north corner of the building. Mr. Schlangen said he was informed by Mr. Schar that the sign could not exceed ten square feet (10 sq. ft . ) so it is 10 ' x 12" . The single letters have blue faces and the box sign will have the word OUTLET white on a blue background. The letters : THE and STORE will be ten inches (10" ) . CD will be twelve inches (12" ) . The box will be twelve inches (12") high and OUTLET will be ten inches (10" ) . Com. Smith made a motion to recommend approval of the wall sign submitted for The CD Outlet Store at 721 Armstrong Dr. with dimensions of sign, location and size of letters, as specified in the discussion. Com. Dorfman seconded the motion. Roll Call Vote : AYE - Weissman, Viehman, Masure, Smith, Dorfman and Gordon NAY - None Motion Passed- 6 to 0 . Vigilante, Pontarelli Builders, Inc. , 4353 W. Lawrence Avenue, Chicago, IL 60630 (312) 794-3110 (X 175) made the presentation. 1. TRAILER: The double-wide trailer will be 24 ' x 56 ' with a green or white lattice skirt. The white trailer will have a black roof and a wood gable over the door. It has double french doors and a deck with a handicapped ramp. The trailer faces west toward the interior of the project and will not be seen from Route 83 . The back of the trailer has no windows. Com. Viehman made a motion to recommend approval of the Town Place Sales Trailer as submitted. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Masure, Smith, Dorfman and Gordon NAY - None Motion Passed- 6 to 0 . 2 . LANDSCAPING: The landscape plan was submitted to Mr. Ray Rigsby for review, but a written report was not available. Mr. Vigil- ante agreed to leave the landscaping after the trailer is removed. The area will become the parking lot. The post lights shown on the plan will match the existing Town Place lights per the PUD. Com. Viehman made a motion to approve the Town Place Land- scape plan as submitted subject to the approval of Ray Rigsby. Com. Weissman seconded the motion. SIGNS : The single-faced ground sign, located at the corner of the sales area on Town Place Circle, will be 8 ' x 7 ' 7" and it will be twelve feet (12 ' ) in height from ground level . Colors were not specified on the diagram and after some discussion, Mr. Vigilante recommended the following color scheme : Background - White; Border and Squares - Brown; Lettering - Black; Posts - Black; Pontarelli - Blue; Box will be Black with White Of Buffalo Grove and a Brown Shadow. Signs on the Front of the Trailer: a) The small Town Place sign will match the ground sign. b) The PONTARELLI sign will be Blue . Com. Viehman made a motion to recommend approval of the signs submitted for the Town Place Sales Trailer, with colors as agreed to during the discussion. Com. Weissman seconded the motion. Jamo HI-FI U.S.A. , Inc. - Landscaping 1177 Corporate Grove Drive Mr. Seth Pines, Pines Development Corp. , 194A Skokie Valley Road, Highland Park, IL 60035 (831-3838) was unable to be present . The Landscape Plan was sent to Mr. Ray Rigsby for review, but no written report was available . Mr. Pines sent a FAX to Mr. Schar stating: "I spoke with Ray Rigsby a short while ago. Approval of September 28, 1995 Minutes : Addition on Page Four, insert "to" Mr. Schar in last sentence of reference to ground sign. Motion to approve, with addition, was made by Com. Viehman and seconded by Com. Dorfman. Roll Call Vote : AYE - Viehman, Masure, Smith, Dorfman and Gordon NAY - None ABSTAIN - Weissman Motion Passed - 5 to 0, 1 abstention. 2 . Approval of October 12, 1995 Minutes : Motion to approve as submitted was made by Com. Weissman and seconded by Com. Dorfman. Roll Call Vote : AYE - Weissman, Masure, Smith, Dorfman and Gordon NAY - None ABSTAIN - Viehman Motion Passed - 5 to 0, 1 abstention. 3 . Ch. Gordon asked Mr. Jensen to check the box sign on the La Salle Bank Drive-Thru. It was supposed to have returns so it would not look so much like a box.
