Bremner called the meeting to order at 7:43 P.M. at the Village Hall, 50 Raupp Blvd. on Thursday, March 23, 1989. II . ROLL CALL Commissioners Present: E. Bremner, C. Bruno, R. Gordon, F. Weissman and E. Larsen. QUORUM. Commissioners Absent: D. Ehrhardt and M. Silbernik III . APPROVAL OF MINUTES A. January 26, 1989 - Com. Weissman made a motion to approve as submitted. Com. IV. OLD BUSINESS A. The Plaza at Buffalo Grove - Sign Criteria and Pylon Sign Mr. Don Parker, General Partner, Plaza at Buffalo Grove. Mr. Joe Cheney, North Shore Sign, 1925 Industrial Drive, Libertyville, IL 60048 ( 816-7020 ) 1 . Sign Criteria - The depth of the sign band is about four ( 4) feet in height, but some places it will be higher. Mr. Parker stated that the Sign Criteria will be included as part of the lease. All tenants will be required to put up new signage, with the exception of F M. a Ch. Larsen s,wdked if all tenants will bidentified with individual letters, and no logos. Mr. Parker responded that Items 4 and 10 address logos and trademarks. They will be permitted only with the written approval of the landlord. Item 6. A. Ch. Larsen suggested deletion of the last line, because some types of logos with fluorescent lighting will require a depth greater than 5 inches. Item 6. should be reworded to include verbiage from the Sign Code that limits letters to one-half of the portion of the building above the lintel ( 14.20.090 A ) Mr. Platt will assist with the language. Mr. Larsen suggested deletion of the second paragraph of Item 6. A. "The maximum square footage allowed. . ." Ch. Larsen suggested including diagrams of a typical one line of copy, centered; and two lines of copy, center line being within the 3 inch separation. This will clarify the intent and will keep the horizontal line, if the bottom of all letters is kept one foot ( 1 ' ) above the awning. Descenders are permitted to come below the center line. Item 9.B. - add "exposed" neon tubing to clarify. Instead of the word "plex" on Drawing n89010- 1-B, Ch. Larsen suggesting using a generic term - acrylic or polycarbonate. On the two story building, where there is a step back„ the smallest sign area is three feet in height and the minimum width of the stores is 20 feet. There could be 2 - 20 feet stores, or 1 - 40 foot store. Ch. Larsen asked that the Sign Criteria be revised and submitted to the AC for final approval. Con. Bruno made a motion to approve the Sign Criteria for . The Plaza at Buffalo Grove, with the recommended changes to which the petitioner accedes; with the stipulation that a revised copy is submitted to the AC for final approval . Com. New Py l oign A new main access will be located across from the entrance into True Value Hardware store and the pylon sign will be on the south side of the new entryway. The existing Ranch Mart sign will be removed. Colors submitted were: 1 . Top portion - Background and square poles, Green to match the awning on the building. 2. Reveals - Red 3. 5 Tenant panels - Green cabinet, with Red copy on White background. Ch. Larsen commented that he would prefer fewer panels, because people tend not to read a sign with too many names. Mr. Parker said it is their intention to provide a tenant panel for each of 5 major tenants. He suggested reversing the copy, so that there will he a Green opaque background with White or Yellow copy. At night, the green will not be seen. Mr. Parker and Mr. Cheney agreed to the color• changes. Com. Gordon made a motion to approve the pylon sign for The Plaza at Buffalo Grove, on Buffalo Grove Road , wi.i.h the stipulation that: the petitioner accedes to the following revisions: 1 . Tenant panels will be limited to five ( 5 ); and if additional panels are needed, AC approval is required. 2. Tenant background to be Opaque Green ( to match awning ) with White or Yellow copy. 3. Revised drawing to be submitted to the Building Department with the permit application. Com. Bruno seconded the motion. Village Hall - Renovation for Building Department Lower Level - Elevations, Materials, Landscaping Mr. Terry Frisch, Systems Design Group, Ltd. , 5999 New Wilke Road, Suite 208, Rolling Meadows, IL 60008 (439-5800 ) made the presentation. 1 . ELEVATIONS/MATERIALS: West Projection of North Elevation - Most of the renovation is being done on the interior of the building, but there will be a new entryway. The single entryway at the Police Dept. will be replaced with a double entryway that will project with a canopy similar to the existing canopy. North Elevation - Two large garage doors will be removed. New windows will be installed with a canopy to match the entry doors. North Elevation - A new emergency generator will be installed, adjacent to the existing transformer. IL will be shielded with a new concrete retaining wall and will have appropriate landscaping. West Elevation - New double entry doors with a canopy will be constructed. Four new windows will be added to the new office space. South Elevation - A new overhead door and new windows will be installed. Roof Top Equipment, - One new piece will be added and the width of the mansard roof will be doubled to screen the equipment. This will increase the height of the building. Materials will match the existing brick and shingles, etc. and the windows will have dark anodized bronze frames. Com. Bremner made a motion to approve the Elevations and - Materials for the renovation of the Village Hall for the Building Department. Con►. Bruno seconded the motion. LANDSCAP I74G_ Jen Land Design, Inc. , 1410 Higgins Road, Park Ridge, IL 60068 ( 698-3770 ) Mr. Frisch described the plans. Most of the new landscaping will be along the North face where the new entryway is to be constructed, and around the new generator. Landscaping will consist of the existing vegetation, with the addition of pine trees and shrubs. There will be a landscaped space around the new entryway and under the new windows on the North elevation. There will be landscaping around the new retaining wall and new generator. Mr. Frisch said they would comply with Ray Rigsby 's recommendations, including the height of the pines. Com. Bruno made a motion to approve the Landscaping for the Village Hall renovation as submitted, subject to the Village Forester's Review, dated March 20, 1989. Com. Bremner seconded the motion. Roll Call Vote: AYE - Weissman, Bruno, Gordon, Bremner and Larsen NAY - None Motion Passed - 5 to 0. B. Town Center - Evans - Sign recommendation for variance. Mr. Marc Schwartz, Attorney, Batler and Schwartz, 400 W. Dundee Road, Buffalo Grove, IL 60089 represented Evans, Inc. He requested a favorable recommendation from the Appearance Commission to the Zoning Board of Appeals for additional signage for the Evans store at the Town Center. In January, when the Sign Package was approved, multi- band signage was discussed, but when permits were sought, the Building Department, decided that variances would be required for stores with courtyard frontages. The site has numerous corner signage locations. The Building De- partment has determined that, according to the Sign Code, only stores fronting on Route 83, with a North or South corner elevation, would qualify for a secondary sign, without a variance. Evans is seeking the Appearance Commission 's aesthetic approval for one additional , identical, wall sign on the Southern elevation, which is a courtyard location. APPEARANCE COMMISSION March 23, 1989 - Page Five The plans that `/re submitted, show a non-illuminated wall sign, but this sign is not being requested. Ch. Larsen questioned the need for further discussion of this matter and asked who made the determination that a variance would be necessary. He asked Mr. Matt what is considered "lot frontage under the B-5 Ordinance?" Mr. Matt responded that it is Mr. William Raysa 's and Mr. Frank Hruby 's interpretation that signage should conform by having corner frontage on two public right-of- ways. The corners in question will be considered interior corners because they do not front on two of the public right-of-ways, Lake/Cook Road, Rt. 83 (Mc Henry Road) and the service way. Mr. Schwartz said he understood the Building Department's interpretation and he added that there are probably five more similar locations that would be requesting variances. Ch. Larsen replied that he is not disagreeing with the Building Department's interpretation, but he thought this question was addressed in the Sign Criteria, whereby it was determined that lot frontages would be determined by the parking lot locations, not the actual streets. He asked for a recommendation to the Zoning Board of Appeals. Com. Gordon made a motion to approve the aesthetics and recommend, to the ZBA, approval of the second sign for Evans, at the Town Center, as submitted. Com. Bruno seconded the motion. Roll Call Vote: AYE - Weissman, Bruno, Gordon, Bremner and Larsen NAY - None Motion Passed - 5 to 0. C. Town Place - Townhouse Elevations/Materials Mr. Stan Lieberman, 400 W. Dundee Road, B.G. , IL 60089; Mr. Sherman Braun and Mr. Roman Cluet, of Braun Skiba, Ltd. Architects, 566 West Adams Street, Chicago, IL 60606 (930-9292) presented the exterior elevations and materials for Town Place, townhouses to be built at the Town Center. Mr. Cluet described the master site plan for Town Center. The existing retail portion is nearing completion. Town Place will consist of two 5-story buildings with 44 units in each building; and 63 townhouses with the emphasis on timelessness and good quality materials. The multifamily buildings and the master landscape plan, street furniture, etc. will be submitted in approximately one month. APPEARANCE COMMISSION March 23, 1989 - Page Six 1 . ARCHITECTURE/MATERIALS= The buildings are all masonry, front, sides and rear. The front of the first level will be a precast, simulated limestone product, with modular size brick on both stories of the rear elevations and some side elevations. Some sides are wrapped with the precast material. There will be stone coursing around all four sides of the buildings, around windows and above doors. The material will be a good quality drivet product. The roof is a laminated shingle, with a 3-D quality, and the appearance of slate. Trim will be natural white. Windows will be insulated glass, clad with white frames, and the entry doors will be similar. Corner units have some walls between the roof lines, that will have a brick colored drivet material. Chimneys will have a nailed-on clay product the color of the brick. All buildings will have chimneys and some with optional fireplace will have more chimneys. The black railings in front of some windows are non- functional. There are no balconies, or sliding doors on the second stories. Ground floors have sliding doors leading to patios. B-vents will generally be on rear elevations and there is a continuous ridge vent. Where it was not possible to locate the vents on the rear, they will be painted out to match the roof. There are also soffit vents. There will be two condo associations, and a master association that will oversee all of the exterior maintenance, lawn care, etc. Each of the condo associations will belong to the master association. Control will be very strict. People are responding favorably to the project and pre-sales are going well. 70% of the buyers are empty-nesters who want to be free of home maintenance. Skylights are offered as an option and most will be on the rear elevations, but some will be located on front elevations. Some are located over the entry atrium stairways and some in the master baths. The skylights will be flat, with clear glass and black frames. APPEARANCE COMMISSION March 23, 1989 - Page Seven Ch. Mobil Oil - Arlington Heights Road and Route 83 Addition of Car Wash/Lighting/Landscaping/Signage Mr. Wayne Bennett, Senior Field Engineer, Mobil Oil Corp. Schaumburg Corporate Center, 1515 Woodfield Rd. , Suite 400 Schaumburg, IL 60173 ( 330-6669) made the presentation. 1 . ELEVATIONS/ARCHITECTURE: The car wash is the standard Mobil building with the same architectural features as the existing car wash at Dundee and Buffalo Grove Road. Grey exterior panels with White fascia. Ch. Larsen commented that the car wash is going into a residential neighborhood, but the car wash was designated and approved for that property before Spoerlein Farm was developed. Mr. Bennett described the site plan and explained that the angle of the car wash was positioned to lessen the noise. The six foot board-on-board fence was added to screen lights at night. A three foot berm with additional land- scaping has been added. The number of Pines has been doubled. Hours of operation will be limited to 7 A.M. until 10 P.M. Nothing can be done to screen the car wash from the second floor of Spoerlein Farms. Com. Weissman made a motion to approve the Elevations and Materials for the addition of the car wash, to be compatible with the Mobil Station at Arlington Hts. Road and Route 63, as submitted. Com. LIGHTING: ' Mr. Bennett said the Police Dept. has requested additional light because there has been a problem with people hanging out in the rear of the property. The proposed lights for the car wash will increase the illumination around the detention pond. Com. Bremner made a motion to approve the additional light fixtures for the car wash, as submitted by Mobil Oil Corp. Com. Bruno seconded the motion. LANDSCAPING: Mr. Bennett described the Landscaping Plan, designated as Revision 9, dated Feb. 25, 1989. Mr. Ray Rigsby 's memo to Bob Pfeil, dated Dec. 22, 1989, expressed concern about the landscaped berms at the north- east corner of the property. Additional evergreen plant material was requested. Mr. Rigsby 's review, dated March 20, 1989, recommends that the minimum height of the evergreens should be 7 feet, and that additional plant material be provided between the residential and commercial property, items 4, 5, and 6. Mr. Bennett said the minimum height of the evergreens would be 7 feet, per Item 4; and he would agree to add Arrowood Viburnum, per Item 6, if necessary. Regarding Item 5, Mr. Bennett said the original amount of Pine trees has nearly been doubled, and they will be staggered. There is not a lot of room for more trees. If they are planted to close together, they will not live. The fence will provide a more solid screen, initially, than the tops of 7 foot Pine trees. In time the Pines will provide a denser screen over the fence. Ch. Larsen agreed that the revisions as shown on Plan #9 appear to be adequate and would not require additional plantings per Mr. Rigsby 's recommendatory #5 and #6. Gordon meta motion to approve the Landscaping as submitted for Mobil Oil Corp. , Arlington Heights Road and Route 83, subject to the Village Forester's Recommen- dations, with the exception of Items 5 and 6, because the screening is adequate, per Revision #9 dated Feb. 25, 1989 Com. SIGNAGE: Mr. Bennett distributed a revised sign plan, dated March 14, 1989 that meets the Sign Code square footage requirements, etc. The pylon sign will be 8 ft. in height, set back 10 ft. , with smaller price panel, and car wash sign below. It will be identical to the sign at Buffalo Grove Road and Dundee Road. Other additional signage will be an internally illuminated "Car Wash" sign on the white fascia of the car wash building; and a permanent point-of-sale Car Wash sign on the building. Copy of this sign will not change. Com. Weissman made a motion to approve the new Mobil Oil identification sign with the gas pricing and car wash panels as proposed; and the addition of the illuminated letters on the car wash building. Canterbury Fields - Sales Trailer/Landscing/Lighting Mr. Dennis Kataska, Director of Sales for Dartmoor Homes, Hoffman Estates, IL; and Mike Schoppe, Hitchcock Design Group, Landscape Architects, 221 W. Jefferson, Naperville, IL 60540 (961-1787) made the presentation. 1 . SALES TRAILER: Mr. Schoppe described the Site Plan. The Gelco Trailer will be located on Lot 1 , at Buffalo Grove Road and Foxford Drive. The Gelco Trailer will be skirted with matching aluminum, with a wood deck in front. It will be removed after the permanent sales models are constructed across the street. The parking lot will remain and be used for the sales models, until the parcel is developed. Com. Bruno made a motion to approve the Sales Trailer for Canterbury Fields as submitted by Dartmoor Homes. Com. Bremner seconded the motion. Olson, Jimi Construction, Inc . 3661 Woodhead Drive, Northbrook, IL 60062 ( 480-0404 ) made the presentation. 1 . LANDSCAPING: The landscaping was withdrawn when the original presentation was made in September 1988. Mr. Rigsby 's review, dated Sept. 2, 1988, contained several recommendations which have been i.ncorpor•ated into the plan that was submitted. Mr. Rigsby 's review, dated March 20, 1969 recommends acceptance of the plan as submitted. APPEARANCE COMMISSION March 23, 1939 - Page Twelve Com. Bruno made a motion to approve the Ntsindscaping Plan as submitted by Harris & Kwasek Architects, Inc. for Lots 25 & 26 at the Arbor Creek Business Centre, subject to the Village Forester's Recommendations of Sept. 2, 1968 and March 20, 1969. S IGNAG:E: Mr. Olson described the location of the signs as depicted on Sheet A-1 , dated Oct. 26, 1988. There are four truck directional signs, that have a Green background with White vinyl letters. Each tenant will have an address sign. . These signs have a Green background with White metal letters. Tenants will not be permitted to have any signs on the building and each will have their names/address on the doors . Ch. Larsen said that the directional signs are permitted and do not require permits. Com. Bruno made a motion to approve the Address Nuanber signs for Arbor Creek Business Centre, Lots 25 and 26, as submitted. Corn. Weissman seconded the motion. ELEVATION CHANGE: Mr. Olson requested the option of adding overhead doors on the rear wall, in case they have a tenant that needs them. Plans are A-3 and A-3a. There may be one or two tenants with overhead doors. There may no none. The doors would be green and will blend with the green truck dock doors on the rear elevation. Lighting at Federal Express - Mr. Matt said they are still waiting for Mr. Beechick's reply to the letter with the Building Department's recommendation to drop the shade 2-1/2 to 3 inches and install it tightly against the fixture body so that no light escapes.
