Eddie Larsen called the meeting to order at 7:30 P.H. on Thursday, August 24, 1989 at the Village Hall, 50 Raupp Blvd. II . ROLL CALL Commissioners Present: D. Ehrhardt, C. Bruno, H. Silbernik, F. Buffalo Grove Business Park Signage - Buildings No. 8 and 9 Mr. John Johnson, Johnson Sign Company, 9615 Waveland Ave. , Franklin Park, IL 60131 (678-2092) made the presentation, for Wilson/Jenkins & Assoc. ,Inc. ,300 Park Blvd. , Suite 250, Itasca, IL (250-9100). 1 . Building No. 9 - 600 Lake/Cook Road a. Sign will be Brick to match the building b. 14'6" High and 7'4" Wide c. "600" will be Dark Bronze Aluminum (Gold?) d. Tenant panels Will be Dark Bronze Aluminum with Gold Lettering. May have two lines of copy. Ch. Larsen informed Mr. Johnson that the sign must be located at least 250 feet away from the Zierk's sign. Com. Ehrhardt made a motion to approve the Sign for B.G. Business Park Building No. 9 at 600 Lake/Cook Road, as submitted. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Bruno, Ehrhardt, Silbernik and Larsen NAY - None Motion Passed: 5to 0. B. Town Place Changes: Lighting/Materials/Fence & Landscaping hr. Romain Cluet, with Braun Skiba, Ltd. Architects, 566 West Adams St. Chicago, IL 60606 (930-9292) made the presentation. Mr. Stan Lieberman, 400 W. Dundee Rd. , B.G. was present. 1 . Interior Roadway Lighting - Mr. Cluet described the previously approved site plan lighting scheme. Acorn type fixtures were to be use for the interior roadways and around the basin. The Engineering Department has expressed concern about this type of fixture along the roadways, should the Village ever become responsible for their maintenance, and because they spread the light more than they focus it on the corners. Mr. Cluet requested these roadway fixtures be changed to the type of lighting that was approved for the rest of Town Place and that is being used at Town Center. The fixture is dark bronze with a round head, that will focus light downward - Design 123, per the exhibit. Can. Weissman made a motion to approve the modification of the interior street lighting as submitted for Town Place. Can. Ehrhardt seconded the motion. Retaining Wall - Change of Material There is a concrete retaining wall along the vista basin, and there were same railroad ties to be used in the area where the fence is located. Mr. Cluet requested changing the ties to a Keystone System which will require less maintenance, be more permanent and more attractive. It will also be more compatible with the concrete wall. The blocks will be light colored, 8 inch unit, with a rough face, per exhibit on file. Com. Bruno made a motion to substitute the Keystone Retain- ing Wall System, in lieu of the previously approved tie walls around the Vista Basin at Town Place, as requested. Com. Weissman seconded the motion. Roll Call Vote: AYE - Gordon, Silbernik, Ehrhardt, Weissman, Bruno and Larsen NAY - None Motion Passed - 6 to 0. 3. Change of Building Materials When the architecture was originally presented, the cornice and belt course around the all buildings was to be a drivit plaster system all the way around. Mr. Cluet requested that this material be changed to rough sawn cedar for the sides and rear of the perimeter buildings. This will emphasize the front of the buildings. The cedar would be stained to match the drivit material. The buildings around the vista basin will be drivit all the way around, because both sides of these buildings are "fronts." There will be a 2 foot return around the corner of the buildings, where the drivit will be offset about an inch, per detail exhibits 415 and *6. The cedar will be painted and it weathers well, and is not a maintenance problem. Mr. Lieberman commented that they have used the drivit in other projects and in time, it requires painting. There is only a small area involved, and the townhouse association will be responsible for its maintenance. Ehrhardt agreed that the cedar would give some texture and mould be quite acceptable. Mr. Lieberman asked for the option to use either material. Com. Bruno stated it would be better to stipulate one material, or the other. A precedent should not be set for developers to be able to make changes. Mr. Lieberman responded that the drivit vs. cedar is a cost decision. Town Place, with all brick buildings, is an expensive project to build and they have not come asking for the second story to be all cedar. The change is a minor concession and does not affect the total project. Ch. Larsen instructed the commissioners that cost is not a factor that the AC should consider. If the project had been brought in all cedar, the AC mould have probably approved it. Cedar mould be Ch. Larsen's personal preference because the drivit collects dust. Mr. Lieberman withdrew his request to have the option of changing back to drivit bands. Cedar will be used as submitted, per exhibit on file. Cam. Ehrhardt made a motion to approve the modification of Town Place material, from drivit to rough sawn cedar bands on the sides and backs of the perimeter buildings, as requested. Cam. Gordon seconded the motion. Com. Weissman asked if there could be a maintenance clause in the association agreement, regarding maintenance, if and when the drivit needs to be painted. Mr. Lieberman said exterior maintenance is controlled through the homeowner's association. Buildings are kept in first class condition to keep up the property value. Fence & Landscaping Changes Ms. Terry Ryan, Jacobs/Ryan Assoc. , Landscape Architects, 1527 Sandburg Terrace, Chicago, IL 60610 (664-3217) requested that partial privacy fencing be added along Buffalo Grove Road. After construction of Town Place began, it was seen that some privacy screening for the residents along Buffalo Grove Road would be beneficial. The rear yards would be wide open to the traffic and the bike path. A cedar fence with lattice accent panels was submitted. Same of the plantings had to be changed from the original landscape plan. host of the trees are on the outside of the fence, with shrubbery on both sides. The fence is not a solid wall, but does provide some privacy for the patios. It will usually consist of 2 - 8 foot panels with a small return. Spaces are necessary between the fence sections to permit maintenance of the landscaping. hr. Lieberman commented that he originally wanted to have an iron security fence that would be locked at night, but the Village objected. The fence will be a common element, maintained by the association. The fence height will be 6 feet, per the Fence Code, Section 14.20.040, relating to patios and because it is abutting Buffalo Grove Road. Com. Weissman made a motion to approve the addition of privacy fencing as submitted for Town Place, with the modification to the landscape plan, with regard to the elimination of trees, etc. per hr. Montrose Ave. , Chicago, IL 60641 (777-7300) described the site plan and the signage for: 1 . Klefstad Corporate Headquarters Lot 21, 1377 Barclay Boulevard a. Size - 7' high by 4' wide. b. Internally illuminated c. Colors - Cream background with Navy Blue copy d. Copy will identify Klefstad Companies, Inc. and Klefstad Engineering Co. , Inc. with the Klefstad Logo and address '1477' The materials were not listed on the drawings submitted. Copy - Logo with address numbers, 1367 - 1407 c. Maximum of 5 tenant panels. Each panel will have 2 lines of copy for tenant's name and address d. Reveal will be Navy Blue e. Background will be Cream with Navy Blue copy f. Sign will be internally illuminated, double faced. Ms. Hayford described the individual tenant panels that will be next to each doorway. They are clear plexiglas, non illuminated, with Navy Blue lettering, . Each panel will be 12" x 20" with the tenant's name and address. Ch. Larsen commented that the Blue lettering will not be seen against the brown brick background. He informed Ms. Hayford that the tenant signs are exempt, and the color choice will be left up to Klefstad, but he suggested Cream lettering on the plexiglas, or a Cream background with the Navy Blue lettering. APPEARANCE COMMISSION August 24, 1989 - Page Six 3. Center II - Lot 18, 1322 - 1362 Barclay Blvd. a. Size - 7' wide x 4' high, internally illuminated b. Copy - Logo with address numbers, 1322 - 1362 c. Three tenants, 2 lines each with tenant's name and address. d. Reveal will be Navy Blue e. Tenant identification panels and the brick is light beige, so Navy Blue lettering would be seen. Klefstad has an understated identification but, as the owner of the buildings, the logo is used on the signs. Can. Weissman made a motion to approve the three (3) permanent signs, as submitted by Klefstad Companies, Inc. . for Lots 21 , 101 and 18 at Arbor Creek Business Centre. Can. Bruno seconded the motion. Carlyle of Buffalo Grove - Street Tree Landscaping Representative for Ed Schwartz & Company was not present. See Item V - ANNOUNCEMENTS. E. Woodlands at Fiore, Model Additions, Units 11 and 15 Mr. Tom Pitman of Johnston Associates, 1410 Higgins Road, Park Ridge, IL 60068 (698-3770) and Mr. Robert Nielsen, The Zale Group, 100 Lexington Drive, B.G. , IL (537-9191 ) were present. 1 . Unit 11 - Mr. Pitman described the new elevations of the models for the Woodlands, which are Floor Plans 712 and 715, with 2-car garages. a. Floor Plan 712 will have brick fronts, with optional brick sides and rear on the first floor. There are four elevations and Mr. Pitman pointed out the differences for purposes of the Monotony Code. b. Floor Plan 715 also has brick on the first floor and four (4) elevations. These models will be mixed with the other 4 houses, each with 4 elevations. Colors and materials have been previously approved for the subdivision. APPEARANCE COMMISSION August 24, 1989 - Page Seven The Monotony Code was discussed. The A elevations of both models were considered very similar. Elevation D of *712 and Elevation C of *715 were also quite similar, but after a poll was taken, it was decided that all elevations of both models will be considered different, as they relate to the Monotony Code. Com. Ehrhardt made a motion to approve the addition of Models *712 and *715, each with four (4) elevations, as presented, for Woodlands at Fiore, Unit 11 . Com. Weissman seconded the motion. Roll Call Vote: AYE - Silbernik, Gordon, Ehrhardt, Weissman and Larsen NAY - Bruno Motion Passed - 5 to 1 . 2. Unit 15 - Doubletree Subdivision Unit 15 has some very large lots all the previously approved models will be offered with optional 3-car garages. The garages have been added with 1 foot step backs to eliminate some of the length. Com Ehrhardt commented that he preferred to see the 3rd garage on the same plane, and he suggested eliminating the decorative design on the garage of Elevation F, leaving it only on the house. Ch. Larsen agreed because if the garages are kept on the same plane, they do not look like they have been tacked on. Mr. Nielsen said the 3-car options have been sold for about 20% of the homes. a. Model *2500 was submitted for Unit 15. It is a ranch house with four (4) elevations with the 3-car option and Elevation D, will have a side swing garage. The front elevation will have windows. The model has 3 bedrooms and 3 bathrooms with a den, family room and basement. Front skylights were discussed. Mr. Pitman said there would no none on the front elevation, but there could be several in the rear. It would also be possible for the house to be built on a corner, but Mr. Pitman said they would comply with the Code and not permit skylights on side elevations facing a street. APPEARANCE COMMISSION August 24, 1989 - Page Eight The roof lines mere discussed and the rear elevation was described. The roof mill project out over the patio. This elevation was not depicted. Several commissioners agreed this feature was difficult to perceive and asked for it to be resubmitted. The Monotony Code was discussed and all four (4) elevations mere considered different. Coon. Weissman made a motion to approve the *2500 model, with Elevations A, B, C and D, for Doubletree, Unit 15; and Models *712 and *715, as submitted by The Zale Group. Mr. Nielsen requested that Model *2500 be included in the motion for Unit 14, which is zoned R -1 . There are four (4) of these one ( 1 ) acre lots available. Mr. Matt agreed that Model #2500, Unit 14 could be included in the motion. Com. Weissman amended his motion to include Model *2500, with four (4) elevations for either Doubletree Units 14 or 15, as requested. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Ehrhardt, Weissman and Larsen NAY - Gordon, Silbernik and Bruno Motion DENIED - 3 to 3. The NAY votes mere because the rear elevations mere not presented. Ch. Larsen advised Mr. Nielsen and Mr. Pitman that the negative recommendation mould go to the Village Board, where it could be discussed with the Trustees; OR the motion could be withdrawn, and the item Tabled until rear elevations are submitted for review. Mr. Nielsen indicated that he mould withdraw the motion. Com. Bruno made a motion to Table the Fiore Ranch House, Model *2500 for Units 14 and 15, until Sept. 14, 1989. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Gordon, Silbernik, Ehrhardt, Weissman, Bruno and Larsen NAY - None Motion to Table, Fiore Model *2500, passed 6 to 0. APPEARANCE COMMISSION August 24, 1989 - Page Nine Com. Gordon made a motion to approve Models *712 and *715 with the addition of the 3-car garage option, for the Fiore Doubletree subdivision, Unit 15, as submitted. Com. Ehrhardt seconded the motion. Com. Silbernik asked that the 3-car garage for Elevation F, Model *712, be similar to Elevation D of Model *715, with no setback. Mr. Pitman so stipulated. Roll Call Vote: AYE - Gordon, Silbernik, Ehrhardt, Weissman and Larsen NAY - Bruno Motion Passed - 5 to 1 4. Lighting fixtures for the new Fiore models will be identical to the previously approved fixtures in rest of the subdivision. Com. Silbernik made a motion to approve the lighting fixtures as submitted for the new Fiore houses. Com. Gordon seconded the motion. Larsen informed Mr. Pitman and Mr. Nielsen that the side and rear elevations of Model *2500 may be brought to the Sept. 14th AC meeting. F. Covington Corporate Center - Spec Bldgs. 34, 51 and 36 Mr. Sheldon Dobrin, V.P. , Friedman, Dobrin and Associates, Ltd. ,105 Revere Drive, Suite A, Northbrook, IL 60062 (564-5480 ) made the presentations. He distributed colored renderings of each building. 1 . Spec 34 will be an industrial building located on Commerce Court, off Busch Road, and west of the SOO Line tracks and next to the Com Ed Right of Way. The glass office area faces the roadway after passing under the wires. The site is 100,000 sf. and the building may be divided for two tenants, and there is enough space to provide parking for 50% of the building to be office area. APPEARANCE COMMISSION August 24, 1989 - Page Ten Materials and Elevations: a. Brick - Dark Iron Spot, Smooth/Sunray, utility size b. Glass - Insulated, tinted Grey c. Frames - Rhubarb color, enameled metal frames d. Coping, etc. will be painted to match the brick e. Roof top units, to be located after the space is leased, Will be placed toward back and screened. Com. Silbernik made a motion to approve Spec Bldg. 34 at 851 Commerce Ct. , Covington Corporate Center, Elevations/ Materials and Colors, as submitted. Com. Bruno seconded the motion. Lighting will consist of two pole lights in the planted area and there will be soffit lighting at the canopies. The rear of the building is lighted with wall pacs that match the pole light fixtures - QL #125-23-F-250 HPS. Com. New plans have been prepared but the Commissioners agreed that they would prefer not to discuss them until Hr. Rigsby has reviewed them. Mr. Dobrin said they will be resubmit the Landscaping. It is a 51 ,000 sf. building on a site that is 200,000 plus square feet. Space is provided at the south end of the building for parking or building expansion Materials/Elevations: a. Brick - Glen Gery, #S 46, mfg. by Hanley. It is iron spot with reddish brown tones. b. Glass - Raised glass area mill be tinted Blue Rest of the building will be tinted Grey c. Frames - Wedgewood Blue Metal d. Column covers - shaped metal, Wedgewood Blue e. Warehouse - Precast concrete panels coated Summer Grey f. Garage doors and man doors painted out Summer Grey g. Roof top units will be screened and painted out. Cam. The building will be 36,000 sf. and will contain approximately 30% to 40% office space. Elevations/Materials a. Glass office front is set back about 2 feet and the entrance is brought out with a recessed door. b. Office is glass and brick, with precast warehouse. c. Brick - Black Maganize, Iron Spot with colored mortar to be determined on site. d. Glass - Green tinted e. Mullions - Green f. Precast panels will be Summer Grey g. Dock doors, man doors painted to match the Grey h. Roof top units, screened and painted out. Com. Bruno made a motion to approve Spec Bldg. 36, at 950 Deerfield Parkway, Covington Corporate Center, Elevations/Materials and Colors as submitted. Coo. Silbernik seconded the motion. Com. Silbernik seconded the motion. Voice Vote: AYE Unanimously APPEARANCE COMMISSION August 24, 1989 - Page Thirteen Item F. Malnati 's Color Change A letter from Gregory A. Tabb, President of Tabb Associates, wrote a letter, dated August 11 , 1989 to Hr. Matt with the explanation for changing the color scheme of the building and awning. The Village Board approved the colors that were recommended by the AC, but the color change was never submitted to the AC for review. Halnati 's should have written the letter first. Mr. Matt asked if the AC wanted to request some recourse? The situation was discussed for some time and the Commissioners agreed that the colors are not objectionable, and the awning color is probably better also. The Commission was concerned with setting a precedent for permitting this type of approval "after the fact." Mr. Matt suggested that a letter be drafted for review at the next Appearance Commission meeting, Sept. 14, 1989. V. ANNOUNCEMENTS Item D. Carlyle of Buffalo Grove - Ed Schwartz The Street Tree Landscaping was revised. It has been reviewed and approved by Mr. Rigsby, August 16, 1989. Com. Ehrhardt made a motion to approve the revised Carlyle Street Tree Landscaping as submitted. Com. Gordon seconded the motion. Bruno made a motion to approve as submitted. Com. Ehrhardt seconded the motion. Attending Commissioners are not present. APPEARANCE COMMISSION August 24, 1989 - Page Fourteen .. COHHISSIONERS COMMENTS: 1 . Com. Gordon asked if Hr. Hatt has spoken to Chrysler about painting the metal to match the Blue vinyl band. The shades are not compatible. 2. Hr. Hatt reported that Learning Post was informed about the signage in the windows, but they don't have anyone to change them until the end of the month. This was OK. 3. Cherbourg skylights are on all elevations. Hr. Hatt will look into this matter. 4. Private Lives at the Town Center has requested a variance for a second wall sign. Ch. Larsen commented that it was the intent of the AC recommendation to avoid this problem. Hr. Hatt responded that the interpretation is according to Hr. Raysa and Hr. Hruby, and a variance is required. 7. The Plaza at Buffalo Grove (Ranch Hart) sign was granted a variance by the Village Board. Height to be 16-1/2 feet. Ch. Larsen said the intent of the ordinance was for a sign variance to go with the sale of the property. Hr. Hatt said the sign required more than one variance: size, height, setback from property line and distance to Taco Bell. They could have repaired the existing Ranch Hart Sign without a variance, but it was the intention of the developer to upgrade the aesthetics of the whole property.
