IV. OLD BUSINESS
A. Woodlands at Fiore, Doubletree Subdivision
Model a2500, Units 14 and 15
Mr. Tom Pitman of Johnston Associates, 1410 Higgins Road,
Park Ridge, IL 60068 (698-3770) and Mr. Robert Nielsen of
The Zale Group, 100 Lexington Drive, B. G. IL (537-9191 )
were present.
Mr. Pitman recalled that when Model *2500 was presented for
approval on Aug. 24, 1989, only the front elevations were
submitted. Because it was difficult to visualize the
description of the roof lines, over the patio on rear
elevation, the model was Tabled. He submitted drawings
showing the sides and rear of Elevation B. Because the
floor plan is identical, the other three elevations will
have the same basic form.
Another problem with the interpretation of the previous
front elevations was that they did not show the differences
in depth. The bedroom suite is very shallow, and projects
out about 1 foot with a bay window extending about 2 feet.
The garage bay projects about 28 feet, and with the 3-car
option, the garage will be a side sway. The roof line will
be extended and the 3rd garage door will be on the same
plane.
Mr. Pitman described the rear elevation, which has two
octangular ends. One end is the kitchen and the other end
is the master bedroom area. Between the two areas is the
veranda with the continuous roof. The total depth of the
veranda is 7 feet, with 3 feet projecting beyond the basic
building and 4 feet recessed because of the angled wall.
The interior of this area is the family room and dining
room with a centered fireplace. The area could be enclosed
as a morning room or screened porch. The side elevations
were also described.
Mr. Nielsen said that the 3-car options have been offered
in Units 14 and 15, and they are getting a high response.
He would anticipate about 50X of the 133 houses in Unit 15
would have 3-car garages, including the other models. The
houses are positioned on a site plan and the purchasers are
asked for approval before building permits are submitted.
The lots are large and there will be substantial space
between the homes. The variations in depth, between 2-car
and 3-car models, will be advantageous in breaking up
monotony. The side sway garages will always be on the
interior lot line and the drive will never be located next
to the street. A window or service door could be added.

The house will be offered with a brick front and siding,
or as an all brick option. Each lot will also have 7 trees
which will help break up the elevations.
Com. Weissman made a motion to approve Model *2500 for
Units 14 and 15 at the Woodlands at Fiore, as presented.
Color codes, materials and lighting fixtures will be the
same as previously approved for all the other models.

Mr. Pitman was commended for the presentation. The
drawings were very helpful in obtaining perspective.
B. Covington Corporate Center - Landscaping
Buildings 34, 36. and 51 - Tabled August 24, 1989
All three plans were revised and submitted to Mr. Ray
Rigsby. His reports, dated Sept. 11 , 1989 were favorable.
Mr. Thaddeus W. Tecza, A.S.L.A. , Adam Tecza & Sons, Inc.
36 W 730 Mc Donald Road, Elgin, IL 60123 (742-3171 ) made
the presentation.
1 . Building 34 - The concept was described. Trees are
clustered at the entrance of the parking lot and
forms an enclosure with a grove effect.
Evergreens and perennials will planted at the base of
the building. Other trees and pines along the front
will be planted on a 2-3 foot berm. The front and side
areas around the building mill be sodded.
Cow. Silbernik made a motion to approve the Landscaping
for Bldg. 34 at the Covington Corporate Center, as
revised and presented.

2. Building 36 - The concept was described. Berms along
the front of the property will range from 2• to 4• and
will be planted with shade trees and evergreens. There
will be a ground cover bed along the base of the office
elevation. Trees have been added to island screen the
loading dock. Pines have been added to the parkways.
Com. Bremner made a motion to approve the Landscape
Plan as submitted for Bldg. 36 at the Covington
Corporate Center, including the revisions.

2. Building 51 - The concept was described. There are
extensive plantings around the entry to the building.
There are clumpings of Birch and evergreens, consistent
with the development of the Covington Corporate Center.
Parking is screened with Dogwoods and Pines, and the
loading dock area is screened with additional Scotch
Pines. The east side includes shade trees, evergreens
and flowering material.
The south side of the property is abutting residential
property, where there is a 50 foot buffer zone that is
bermed and planted. The back wall of the building is
precast raked concrete panels.
Com. Gordon wade a motion to approve the Landscape Plan
as submitted for Building 51 at the Covington Corporate
Center, with revisions.

V. NEW BUSINESS
A. Riverwalk - Marketing Sign - Lake/Cook and Milwaukee
Review for variance recommendation to Zoning Board
Mr. Tim Beechick, Hamilton Partners, 1130 Lake/Cook Road,
B.G. (459-9225) described the marketing sign to be located
at the Northeast corner of Lake/Cook Rd. and Milwaukee Ave.
The sign will be 20' x 30' and will feature a mural of the
building to give the public a visual impact of the project.
The first of the two Riverwalk towers, and the 5 story
parking deck are under construction.
This will be a temporary marketing sign and will be moved
whenever the ramp for the future overpass is built.
The sign will be double-faced, situated perpendicular to
Lake/Cook Road and it can be seen from Milwaukee Ave.
The sign copy would be too small to justify the coat if the
size is reduced, so a different approach would be taken if
the variance is not granted.
Mr. Beechick added that this would be the only marketing
sign for the entire project, and the existing sign would be
removed. He anticipated that the sign would be kept up for
about 2 to 3 years, until the building is leased, and the
permit would have to be approved periodically.
Entrance monuments will be submitted at a later date.
Ch. Larsen observed that the sign is large, 600 sq. ft.
but the site is massive and would qualify for about three
120 sq. ft. signs. The circumstances are very unique.
The history of the petitioners has been very favorable,
and they have never abused, or taken advantage of the Sign
Code. The AC can recommend a variance to the ZBA and it
will, in turn, make a recommendation to the Village Board.
He suggested that the sign could be set back farther from
the right-of-way. The total height is 24 feet.
Mr. Beechick said the Hamilton Lakes sign along Rt. 53 is
the same size as the proposed sign. They need this sign as
soon as possible, because when the ramp is built, there
won't be such space left. Plans are to seed the area and
cluster some plant foliage, with a substantial spread of
perennial flowers for each season. The area will be land-
scaped in a manner similar to the signs at the Buffalo
Grove Business Park.
Ch. Larsen suggested showing the ZBA a drawing including
the landscaping, with some lattice work around the base.

Mr. Matt asked what the total frontage on Lake/Cook Rd. and
Milwaukee Ave. was? Answers The drawing shows 1" = 50 ft.
and the distance on the drawing is about 2-1/2 feet so it
would be approximately 1 ,200 feet.
Cam. Silbernik made the following motions
The Appearance Commission recommends to the Zoning
Board of Appeals and the Village Board of Trustees
favorable ruling toward the granting of a variation
for 1 double-faced sign, 20' x 30' in size, with a
total height of 24' providing the petitioner fully
landscapes, with plantings, the base of the sign,
including same lattice work to fill in the area
around the base.
The Appearance Commission deems it more favorable
that one (1 ) large sign be used for a development of
this scope, rather than a multiple number of smaller
signs that would be allowed, should the petitioner
choose to put thew up.
Ground lighting would be permissible, but it must
not shine out into the traffic.

B. Rogers Centre for Commerce - Temporary Signage
Ms. Kathi Rogers, Vice-Pres. of Arthur J. Rogers & Co. ,
3170 Des Plaines Ave. Des Plaines, IL 60018 (297-2200)
presented a site plan and described the proposed signage.
The signs are 6' x 10' with a 12" base. Colors to be Black
lettering on a Cream background, with Rust logo and base.
The existing temporary development sign on Aptakisic Road
will be removed and a V-shaped "For Lease" sign will be
erected 150 feet from the corner of Aptakisic Road and
Barclay Blvd.
An identical double-faced sign will be erected 800 feet
from the corner, perpendicular to Barclay Blvd. It will
be about 300 feet from the Arbor Creek monument sign.

signs as submitted for the Rogers Center for Commerce.
One sign to be located on Aptakisic Road and one on

C. Hitachi - Covington Corporate Center - Full Review
Mr. Sheldon Dobrin, Friedman, Dobrin and Associates, Inc. ,
105 Revere Drive, Suite A, Northbrook, IL 60062 (564-5480)
described the Architecture and Materials.
The site is on Deerfield Parkway, south of the Konami
building and north of the recently approved Spec Bldg. 36.
Hitachi will be a 26,645 af. office/warehouse building and
the east half of the site can be used for future expansion.
1 . Materials consist of face brick, glass and precast
concrete panels. The glass triangle entryway is
similar to another building, that faces a different
direction, but the color scheme is different.
a. Brick - Maroon Classic by Midland
b. Bronze glass with bronze mullions and column cover
c. Precast raked concrete panels will be stained.
Mr. Dobrin is suggesting Summer Grey color, but the
• developer may prefer Cocoa. Decision will be made
after the building is under construction.
d. Dock doors and man doors will be dark bronze.
e. Roof top units will be screened.
Con. Ehrhardt made a motion to approve the Architecture
and Materials for the Hitachi Building, to be constructed
on Lots 5, 6 and part of 7 at Covington Corporate Center,
as submitted.

2. Lightinx will consist of one ( 1 ) pole mounted light and
two (2) building lights. Fixtures and poles will be
dark bronze and will match the rest of the CCC lights.

submitted for the Hitachi office/warehouse building.

3. Landscaping was described by Mr. Thaddeus W. Tecza,
Adam Tecza & Sons, Inc., 36 W 730 Mc Donald Road,
Elgin, IL 60123 (742-3171 ).
The entryway landscaping is formal to reflect the
building lines. A bed of ground cover extends out
from the canopy and returns back to the entrance.
A large Skyline Locust also accents the entryway.
Shade trees, pines and various other trees form the
south property line. The front lawn mill be sodded,
and the rest of the property will be seeded.
Per Mr. Rigsby's recommendation, the hedge along the
north property line will be continued along the entire
length to provide screening for the loading docks, and
some 5 foot Arbor Vitae were also added to this area.
Cam. Gordon questioned the placement of the large
Skyline Locust because it seems too close to the
building.
Mr. Tecza explained that he selected the locust because
it has small, fine textured leaves and the building
will show through there. He also ordered a larger size
for higher accent and to bring the limbs up about 10'
from the ground. The tree will be set at an angle,
off to the side so that it will not hide the view of
the glass front, which is from 12 up to 18 feet high.

plan as submitted for Hitachi, subject to the Village
Forester's Review, dated Sept. 12, 1989.

VI . ANNOUNCEMENTS
A. Mr. Rigsby has informed the AC by way of a memo, dated
Sept. 11 , 1989, that the landscaping of the Park
District Maintenance Building, has been revised.
Because of existing grades along the driveway and north

exposure, the berms have been removed. A planting bed
has also been removed, but additional plant material
• has been provided around the tennis court.
Mr. Rigsby agrees the changes were required due to
existing conditions.
Cam. Bremner made a motion to approve the revised
landscaping for the Park District Maintenance Bldg.
as submitted.

B. Ch. Larsen distributed several brochures describing
the popular new canopy signage with lighting. He asked
the Commissioners to review it for possible future
incorporation into the Sign Code.
C. Because the ceiling of the council chambers is in need
of repair, Ch. Larsen requested consideration be given
to replacement of the lights with a better lighting
source that would enable the AC to give a more accurate
review of colors. Color-Perfect is one choice of
fluorescent bulb with a higher calvin range that will
help the AC make good judgments. He has a catalog.
Mr. Matt said that the Public Works Department orders
the florescent lights and he agreed to make the
suggestion.
D. New panels have been ordered for the Chrysler pylon
sign on Old Arlington Heights Road. Ch. Larsen said if
they are not lexan, they will not last.
