CALL TO ORDER Chairman Ed Larsen called the meeting to order at 7:40 P.M. at the Village Hall, 50 Raupp Blvd. on Thurs. , October 26. 1989. II . ROLL CALL Commissioners Present: E. Bremner, D. Silbernik made a motion to approve the Sept. 28, 1989 as amended. Com. Bruno seconded the motion. Minutes of Sept. 28. 1989 approved and will be placed on file. IV. BUSINESS A. The Plaza at Buffalo Grove, Signage: 1 . f & M and 2. Odyssey Fitness Club Don Parker, General Partner of BGP; Mark Degancy, Architect and Joe Cheney, North Shore Sign Co. , 1925 Industrial Drive Libertyville, IL 60048 (816-7020 ) were present. Mr. Parker requested that the sign criteria for The Plaza at Buffalo Grove be varied to include the spaces currently occupied by F & H and Odyssey Fitness Club. Should the spaces ever be vacated, signage would be needed for new tenants. The proposed signs were described: 1 . F & M: The signage was discussed at a previous AC meeting, but was omitted in the written Sign Criteria. The original F & M letters will be installed on a raceway, attached to the roof, and boxed in with matching metal material . This location will place the sign approximately 2-1/2' below the existing sign band. 2. Od ss F less Clubs The roof of i1/4.0i galleria area is the s dark bronze anodized metal material as the F & M space background. Mr. Parker requested a sign for Odessey Fitness Club that would be installed on a raceway (similar to F & 11) and mounted to the roof fascia. Because a sign over the store front would not be seen, this would be the only Odessey sign. The letters will be white, 2' in height. The 32' length • of the sign meets the 80% length of the storefront as required by the criteria. The box would not run the full length of the fascia. The galleria extends out, east of the building, and the Odessey sign will be about 3-1/2' above the sign bands for the stores of Building B. Com. Bruno said she could not visualize the signs and wanted to see how they would look. Hr. Degancy described the diagram. The nearest store to the south of Odyssey is F & H, and going east, there are two other stores under the galleria. Traveling north on Buffalo Grove Road, the Odyssey sign will appear at a right angle to the other two signs which will be in line with all the rest of the signs on Building B, east to Blockbuster Video. Hr. Parker was not certain if these signs would be seen from the corner of Dundee and Buffalo Grove Roads. The construction of the Odyssey sign was discussed. As shown in the diagram, the 8" x 2'6" raceway would be attached to a 10" bronze metal panel that would extend about 8" above and 8" below the fascia. Mr. Degancy explained that the ()limey letters cannot be attached to the fascia, because it is steel. The metal panel and raceway will be painted to match the dark bronze roofing material . Com. Gordon objected to the 8" projection below the fascia. Because the length of the sign is less than the length of the fascia, it does not fit with the building architecture. Ch. Larsen suggested elimination of the raceway and instal- lation of the letters directly on the 10" panel attached to the fascia. The transformers can be built into the 10" box and the ends enclosed. Hr. Degancy and Mr. Cheney agreed that Ch. Larsen 's design would be a viable alternative, and would eliminate the extra sign box being attached to the front. APPEARANCE COMMISSION October 26, 1989 — Page Two Oh. Larsen ar -d what would happen if Od iey Fitness Club closes, and 10,000 sf. is divided in three stores? What kind of signage would they have? Hr. Parker said the space is built for one tenant. Ch. Larsen said the sign box could also be constructed with routed out letters and neon tubing, but Mr. Parker replied that they would prefer to keep the signage uniform, with individual letters. Regarding the F & M sign, Ch. Larsen recalled that the front footage of that space would actually allow for much more signage. They could have put up 2' letters across the entire sign band. Since they have elected to keep the sign simple, the proposal is very good. Whether to recommend a variance to the Sign Criteria, or to incorporate the additional signage into the Sign Criteria, was discussed. Hr. Matt said that in order for similar signage to be used for other tenants, the proposal would have to be added to the Sign Criteria. If the Sign Criteria was varied for these two particular signs, other tenants may not be entitled to have similar signage. Com. Bruno said she would prefer to keep this signage separated from the rest of The Plaza. Com. Silbernik agreed it would be better to vary the Sign Criteria for these two signs, because the AC cannot know what will go into either space, should they be vacated. Mr. Matt said the recommendation could include Appearance Commission approval of all future tenant signage. Mr. Parker responded that it mould make if very difficult to lease space if signage could not be guaranteed. He requested approval of the F & M sign band, so that he would be able to offer the space with 2 foot letters, etc. Ch. Larsen recommended two motions, one for the F & N space and one for the galleria. He suggested that Mr. Parker might want to consider leasing the galleria for $1 .00 per year, in order to comply with the provision of the Sign Code that tenants are permitted a sign over their store. Mr. Matt said the AC could create exceptions to the Sign Criteria by designating separate sections for each space. APPEARANCE COMMISSION October 26, 1989 - Page Three 1 . Com. Weissman --ade the following motion: \./ •• I move we amend the Sign Criteria for The Plaza at Buffalo Grove, to add Item C, Paragraph 6: TENANT SPACE NO. 16, known as 764 S. Buffalo Grove Rd. can have a sign graphic area of 4'6" in height by 21 'in length; and with one ( 1 ) line of up to 4 foot high characters, centered under the atrium window of the designated tenant space. Com. Ehrhardt seconded the motion. Clarification: The sign band, with the yellow "F and M" letters, will be dark bronze anodized aluminum, matching the roof, with the ends of the sign band boxed. The mounting brackets will be as illustrated in the diagram - Exhibits A-1 & 2, Bldg. A East. Roll Call Vote: AYE - Bremner, Ehrhardt, Weissman, Larsen NAY - Bruno, Silbernik, Gordon Motion Passed - 4 to 3. 2. Com. Weissman made the following motion: I move we amend the Sign Criteria for The Plaza at Buffalo Grove to add Item D, Section 6: TENANT SPACE NO. 17, known as 760 S. Buffalo Grove Rd. will have access to, and the right to, install a sign on the facia of the galleria canopy. Letters, not to exceed 24 inches in height, installed on a fabricated metal box (same as F & 19 box) to incorporate all of the electrical components as illustrated in Exhibit B - 2, Bldg. B, without the raceway. Clarification: The sign box will be the length of the fascia and extend 8" above and below the fascia, but the sign is not to exceed 2' 6" in height and 32' in length. The sign is to be mounted per the description in Exhibits B - 1 & 2, Bldg. B. Com. Bremner seconded the motion. Roll Call Vote: AYE - Bremner, Ehrhardt, Weissman, Larsen NAY - Bruno, Silbernik and Gordon Motion Passed - 4 to 3. Petitioners were advised that the recommendations would be sent to the Village Board, November 6, 1989. New Cherbourg /S.►dels, Pulte Home CorporatiSmei 1 . Maisons ( replacing the Bordeaux ) 2. Orleans (replacing the Fontaine) Mr. Tim Hernandez, Director of Planning, Pulte Home Corp. , 2500 Higgins Road, Suite 770, Hoffman Estates, IL 60195 made the presentation. Ms. Debbie Crimmins, Project Manager and Paul Schind, Superintendent, were also present. Mr. Hernandez explained that the development is successful but project sales are unbalanced. Two (2) models are popular, but the other two (2) models have not sold as well. He requested substitution of these two models in order to accelerate sales, and maintain Pulte's commitment to the Monotony Code. The Maisons and The Orleans have the same Country French architecture, the same brick, trim and siding materials, the same color packages, same windows, garage doors, and the same architecture features, etc. These units are slightly larger than the previous models. These models will blend very well with the existing models. There will never be a blank elevation. There will be no front skylights. The skylights on the front elevations of the models were constructed in error, and when they were advised of this, they stopped building them. There were no questions or objections. Com. Ehrhardt made a motion to approve the addition of The Maisons and The Orleans models, to replace The Bordeaux and The Fontaine models, as submitted, for Cherbourg. Com. Bruno seconded the motion. Chevy Chase Business Park West - Buildings 3 and 4 Architecture/Materials/Landscaping/Lighting Mr. John Baxter, Hamilton Partners, 1130 Lake/Cook Road, Buffalo Grove, IL 60089; Mr. Greg Pradun, Wilson/Jenkins, Architects, 300 Park Blvd. , Suite 250, Itasca, IL 60143 (250-9177 ) and Ms. Elizabeth Sesemann, Landscape Architect, By Design, Inc. 8600 W. Bryn Mawr Ave. , Chgo, IL 60631 were present. Mr. Baxter gave an overview of the site plan and Mr. Pardun described the buildings. APPEARANCE COMMISSION October 26, 1989 - Page Five 1 . Building be a spec building, cohilw4ructed south of Buildings 1 and 2. It will have 150,000* square feet, and it will be similar in construction and architecture to the other buildings in Chevy Chase Business Park and Chevy Chase Business Park East. This will be a warehouse building, commonly used by distributors in the Chicago area. Materials: a. Precast concrete - Walls - Light Grey, Dark Grey Canopy - Dark Grey b. Metal panels - - - Dark Grey b. Window mullions - - Black c. Glass - Tinted grey, will appear black d. Truck doors - Light Grey e. Bumpers - Black Com. Silbernik made a motion to approve the Architecture and Materials for Bldg. 3, Chevy Chase Business Park West, as submitted, to include screening of all rooftop units. Com. Bremner seconded the motion. Roll Call Vote: AYE - Weissman, Gordon, Ehrhardt, Bremner, Silbernik, Bruno and Larsen NAY - None Motion Passed - 7 to 0. Landscaping: Ms. Sesemann described the plan and said the plant selections are similar to the rest of Chevy Chase. There will be ground covers with evergreen shrubs at the entrances. Trees between the buildings screen the parking lot and cool the buildings. The berm will be 4-4-1/2 feet. The Forester's Report, dated Oct. 23, 1989 states the overall plan is acceptable. Ms. Sesemann agreed to comply with Mr. Rigsby 's recommendations, including #1 , the planting regulations. In response to Com. Gordon's comment that the garage doors should have more screening, Ms. Sesemann indicated the 14'10" concrete wall that will screen the trucks, etc. from Hastings Lane. The Commissioners agreed this was adequate. Com. Bruno made a motion to approve the Landscaping for Bldg. 3, Chevy Chase Business Park West, as submitted. Com. Bremner seconded the motion. Roll Call Vote: AYE - Weissman, Gordon, Ehrhardt, Bremner, Silbernik, Bruno and Larsen NAY - None Motion Passed - 7 to 0. APPEARANCE COMMISSION October 26, 1989 - Page Six • LIGHTING: Mr. Baxter said the lighting fixtures mould match those in the rest of the Chevy Chase Business Parks. The parking lots will have pole lights and there will be wal-pacs on the buildings. Photometrics will be provided for the Village Engineer's approval . Com. Ehrhardt made a motion to approve the Lighting as submitted for Building 3 at the Chevy Chase Business Park West, using the same type fixtures, poles, heights, etc. as previously approved, subject to the Village Engineer's review and approval. Com. Silbernik seconded the motion. Roll Call Vote: AYE - Weissman, Gordon, Ehrhardt, Bremner, Silbernik, Bruno and Larsen NAY - None Motion Passed - 7 to 0. 2. Building 4 is smaller, 137,000 sf. but very similar to Building 3. It is also a combination of glass and precast concrete panels. Because it is located at the entrance to the Park, next to the lake, it is a feature building. Materials: a. Metal canopy - - Forest Green (Flourapon Corp) and Light Grey The green matches Zierk's. Also used for the stripes. b. Precast panels - Forest Green and Light Grey c. Freight doors - Light Grey. d. Window Mullions - Black e. Glass - - Tinted Grey Com. Bremner made a motion to approve the Architecture and Materials for Bldg. 4, Chevy Chase Business Park West, as submitted, to include screening of all roof top units. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Bruno, Silbernik, Bremner, Ehrhardt, Gordon, Weissman and Larsen NAY - None Motion Passed - 7 to 0. Additional landscaping has been added to the lake area, and the entrance has extra detail planting. The plant material is larger size because this is an upscale building. The Village Forester's Review, dated October 23, 1989, states the overall plan is acceptable and consistent with the master plan developed for the Business Park. Com. Silbernik made`a motion to approve the Landscape Plan for Building 4, Chevy Chase Business Park West, as submitted, subject to the Village Forester's review. Com. Bruno seconded the motion. Roll Call Vote: AYE - Weissman, Gordon, Ehrhardt, Bremner, Silbernik, Bruno and Larsen NAY - None Motion Passed - 7 to 0. LIGHTING: Same stipulations as Building 3. Com. Silbernik made a motion to approve the Lighting for Building 4, Chevy Chase Business Park West, as submitted, with the stipulation that the fixtures, poles, height, etc. will match the rest of the Park, subject to the Village Engineer's review and approval. Com. Gordon seconded the motion. Roll Call Vote: AYE - Bruno, Silbernik, Bremner, Ehrhardt, Gordon, Weissman and Larsen NAY - None Motion Passed - 7 to 0. V. ANNOUNCEMENTS A. The Chrysler sign faces have been removed and boarded up. B. Mr. Matt reported that Mr. Rolfs told him the shields are being put up at Federal Express. C . Cresthil - There is no landscaping on the north side of lake. That land is owned by Hamilton Partners and Mr. Matt will locate the master plan to verify what is going there. D. Ch. Larsen said the lights outlining the top of the Town Center buildings were not approved by the AC. Mr. Matt recalled installation of a plexiglas channel with the lights, and he will research the AC plans and minutes. APPEARANCE COMMISSION October 26, 1989 - Page Eight f � E. Mr. Matt asked`.br an AC poll concerning sights on buildings. Can they be in any location? Should they be restricted from the fronts of any building? If so, why? The question was raised because people are building some very expensive homes in Buffalo Grove, and they like the natural light that comes from skylights in the roof. It is not feasible to have a blanket restriction on front elevation skylights. Com. Bruno said there is a wide variety of skylights. She would want to see what is proposed and would not agree to permit every type of skylight Mr. Matt said restriction to certain styles would create different problems than to restrict them from front elevations altogether. Calls are coming in from residents and potential buyers requesting skylights. Ch. Larsen said the code does not restrict skylights. It has been the policy of the AC to review and approve them. Some styles of architecture would not be compatible with skylights, i.e. Williamsburg/Colonial, etc. Com. Silbernik said he has no problem with skylights, if the materials are brought in for approval. He thought it was a code not to have them on front elevations. Com. Weissman said he had always thought it was a code, too, and he agreed that styles should be reviewed. Com. Larsen said it would not be appropriate to have a blanket restriction. It is a matter of style and taste, which would come under the purview of the AC. Some petitioners have agreed not to put them on the front elevations. The Commissioners agreed that review should continue. VI . ADJOURNMENT Com. Silbernik made a motion to adjourn. Com. Bremner seconded. Ch. Larsen adjourned the meeting at 9:20 P.M.
