I . CALL TO ORDER
Chairman Eddie Larsen called the meeting to order at 7 : 35 P.M. on
Thursday, December 28 , 1989 in the Lower Level Conference
Room of the Village Hall , 50 Raupp Boulevard.
II . Commissioners Present : C. Bruno , R. Gordon, M. Silbernik ,
F. Weissman and E. Larsen. QUORUM.
Commissioners Absent : E. Bremner and D. Ehrhardt
Bldg. Dept . .Liaison: Ed Schar , Building Inspector
Village Board Liaison: Michael O'Malley, Trustee
III . APPROVAL OF MINUTES
A. November 9, 1989 - Com. Silbernik made a motion to approve.
Com. Gordon seconded.

NAY - None •
ABSTAIN - Bruno and Weissman
Motion Passed - 3 to 0, 2 abstentions .
Nov. 9 , 1989 minutes approved and will be placed on file .

Com. Silbernik made a motion to approve with time corrected.

IV. OLD BUSINESS
A. Covington Corporate Center - Temporary Leasing Signs
Mr . Greg La Pointe , Hiffman, Shaffer and Anderson, Inc. ,
One Oakbrook Ter . 22nd & Butterfield Rd. , Oakbrook Ter . , IL
60181 (932-1234) , described the three signs that will be
erected during the construction of three spec buildings .
Each will include a full color drawing of the building;
8 ' x 4 ' with an 18" apron on 4 ' posts ; the colors will be
maroon, black and white . Copy includes the square footage of
each building. Base includes : Mc Shane Builders and phone
number .
The signs will be located on Lots 3 and 8 on Deerfield Pkwy.
and Lot 12 on Commerce Court , as indicated on the Plot Plan.
The signs will be single face , parallel to the streets .
Com. Silbernik questioned the size of the McShane telephone
number because it is larger than Covington Corporate Center
telephone number .
Mr . La Pointe replied that Mc Shane requested the number to
be included , but agreed to reduce the size to be the same
as the size if the area code , approximately 3" in height .
Com. Gordon made a motion to accept the temporary leasing
signs for Lots 3 , 8 and 12 at the Covington Corporate Center ,
as submitted , with the stipulation that the telephone number
for Mc Shane Builders will be the same height as the a (708)
area code numbers , approximately 3 inches .
Com. Bruno seconded the motion.
Roll Call Vote : AYE - Weissman, Gordon, Silbernik ,
Bruno and Larsen
NAY - None
Motion Passed - 5 to 0.
V. NEW BUSINESS
A. Town Place - Model Area , Canopy Relocation
Representative not present . Tabled until end of meeting.
B. Highland Oaks - Temporary Signs
Mr . Martin Feiger , new owner of the shopping center ,
Raybec Management Co. , Ltd. , 7855 Gross Point Road ,
Skokie , IL 60077 (677-1000) made the presentation. He
requested two 4 ' x 8 ' plywood signs, one on Busch Road and
one on Weiland Road, as shown on the site plan.
The colors will be red border , white background and blue
lettering . Posts will be 3 ' - painted white .
The shopping center is about 80% leased and Mr . Feiger was
informed that when it is 90% leased, both signs must be taken
down. He acknowledged this and added that the stores avail-
able are the most difficult to rent .
Com. Bruno made a motion to approve the two temporary leasing
signs as submitted, with the stipulation that the posts and
back of the signs will be painted white .
Com. Weissman seconded the motion.

C. Farmers Insurance - 976 S. Buffalo Grove Road
Lenchner Building - South of Dundee Road
Mr . Michael J. Gleason, Agent at 976 S. Buffalo Grove Road ,
(529-4881 ) made the presentation. He requested a sign to be
Located across the storefront . The frontage of the store is
14 ft . and the sign is 10 ft . x 2 ft . . The background will
be white, with the red/white/blue logo and black lettering.
There is no sign package for the center and Mr . Gleason will
need written approval from the building owner . There is a
dentist in the building with a sign facing Buffalo Grove Rd.
Com. Silbernik questioned what section would apply to this
type of wall sign? Section 14. 20.090 - Wall Signs :
A. Sign areas refer to the area of the background of the
with the exception of individual letters. The lettrs
must fit into a rectangle with the length of the
rectangle being not greater than one-third of the
occupant ' s store frontage area , and the height of the
rectangle being not greater than one-half of the portion
of the building above the lintel .
1 . CATEGORY 1 : Where an advertiser has no ground or
roof signon the same premises , thirty-three percent of
the wall sign background may be used for copy of enclosed •
sign;
Ch. Larsen agreed this section was correct and because there
is no sign package , the Building Department could not issue a
permit for the proposed sign, without a variance . The sign
could only be 1 foot high and less than 5 feet in length.
If Mr . Lenchner develops a criteria for the center , then
the Appearance Commission can approve additional signage.
Mr . Gleason said he has spoken with the other tenants and
proposed matching signage . They have not responded.
Com. Silbernik suggested putting the logo over the store
front and putting the lettering on the window itself ,
using one-third of the window area.
Mr . Gleason responded that they only make the logos in
certain sizes and it could not be reduced enough to fit .
He said he would to speak to Mr . Lenchner about coming in
with a sign package . He asked for the sign to be Tabled.
Com. Bruno made a motion to Table the Farmers Insurance sign.
Com. Silbernik seconded the motion.

D. Cherbourg (Pulte) - Landscaping of New Model Area
Mr . Tim Hernandez , Pulte Home Corp. , described the landscape
plan for the new model building that will be located at the
intersection of Cherbourg Drive and Route 83 . It will
incorporate the new model that was recently approved, with
the Espirit , the most popular model .
The landscaping will maintain the existing planting concept .
The driveway will not be put in, so additional landscaping
will be provided around the walkway.
Much of the landscaping , including the parkway trees , has
already been put in. Basically, the new plantings will be
placed around the building , consistent with the other
buildings , using the same materials and species .
A Village Forester ' s review was not available.
Com. Bruno made a motion to approve the landscape plans for
the new Cherbourg model , with the stipulation that the
Village Forester ' s recommendations are followed .
Com. Gordon seconded the motion.
Roll Call Vote : AYE - Weissman, Gordon, Silbernik ,
Bruno and Larsen

Motion Passed - 5 to 0 .
A. Town Place - Model Area , Canopy Relocation
Ch. Larsen read the letter from Mr . Stan Lieberman requesting
that the blue canopy be moved from the sales trailer to the
new model building on Buffalo Grove Road. Mr . Lieberman
asked Mr . Matt to inform him if there would be a problem with
the request . A diagram was included with the letter .
Com. Silbernik expressed his opinion that petitioners should
be present when changes are requested.
Ch. Larsen disagreed. He commented that this canopy has been
approved by the Appearance Commission and will be moved to
the permanent location. It will probably not be seen from
Buffalo Grove Road because the rear of the building faces
that direction. Mr . Lieberman has usually been well
represented during all phases of the Town Center project .
Trustee O'Malley added that the Village Board has been care-
fully looking at all aspects of the Town Center and Town
Place , but he did not feel this canopy was a major request .

Com. Bruno made a motion to approve the request of Stan
Lieberman to move the Town Place canopy from the sales
trailer to the permanent sales model .
Com. Gordon seconded the motion.
Roll Call Vote : AYE - Weissman, Gordon, Bruno and Larsen
NAY - Silbernik (because the petitioner was
not represented)
Motion Passed - 4 to 1 .
VI . ANNOUNCEMENTS
1 . Mr . Schar was asked to check on the Health Mart sign at Mark
Drugs , Strathmore Shopping Center at Arlington Heights Road
and Mc Henry Road.
2 . Is Tropical World at the Plaza at Buffalo Grove expanding?
The sign is over two spaces .
3 . The Lotte Furniture sign, Strathmore Square , has a logo on
both the front sign and the wall sign on Arlington Hts . Rd.
Logos are only permitted with AC approval .
4. Ch. Larsen read a letter from Mr . Balling to Mr . Beechick of
Hamilton Partners , dated December 19 , 1989 :
The Village Board did not approve the Certificate of Accep-
tance and Approval for Zierk' s Furniture Store because the
roof top units have not been screened . Since this work is
about a year behind schedule , bi-weekly progress reports will
be given to Mr . Balling .
VII . ADJOURNMENT
Coma Bruno made a motion to adjourn. Com. Weissman seconded.
