Chairman Ed Larsen called the meeting to order at 7:40 P.M. at the
Village Hall, 50 Raupp Blvd. , on Thursday, June 9, 1988.

A. Dunell Center - Awning and Sign Package Criteria

Mr. Sobucki described the proposed illuminated awning. Written
construction specifications and sign criteria were submitted.
Signage will consist of one line of 12 inch Black vinyl letters,
or two lines of 9 inch letters. Copy and different size letters
would have to be approved by the landlord. Copy area not to ex-
ceed 3 sf. per lineal foot of individual store frontage.
Mr. Zale explained that the existing signage will be removed.
The new canopy awning will replace the unorganized signage with
a simplified uniform program. The mansard will be completely
covered with the new canopy and the illumination will reduce the
glare. Lighting will be directed downward for security.
The UL approved wiring will be concealed.
The material is silicone treated and does not streak and the
awning colors awning are Terra Cotta, *4126; and Ivory #1170.
The canopy completely covers the lighting system. The raceways
will be revamped.
The Black vinyl letters are heat applied and can be removed,
if necessary, by reversing the process. The quality of the
material is guaranteed to last for 10 - 15 years.
Ch. Larsen commented favorably on the canopy system and added
that it will clean up the appearance of the center. There is a
problem because this type of electrical signage has not been
included in the Buffalo Grove Sign Code. The Sign Code provides
for canopies and/or awnings. The Building Department has con-
cluded that this structure is an awning. The correct title, as
determined by the National Electric Sign Association, is
Electrical Awning Sign.
The center has been in need of modification for some time and
Ch. Larsen recommended correlation of the pylon sign be con-
sidered in the near future as part of the remodeling project.
The Sign Code limits lettering to 9 inches, because copy is only
allowed on the flap. An awning is defined as a temporary
structure. The proposed fabric is temporary in nature, but it
is polyester and will not be easily damaged. It is attractive.
In discussion with the Building Department, consideration was
given to calling this a Sign Band, for which the Appearance
Commission can give recommendation to Sign Criteria. If the
sign is deemed to be an Awning, then copy would be limited to
9 inches. This would probably not be adequate for the center,
considering the speed limit on Dundee Road is 45 MPH.
The 12 inch copy would require a recommendation for variance
from the Zoning Board of Appeals, which would be forwarded to
the Village Board of Trustees along with the Appearance Com-
mission recommendation Two lines of 9 inch copy would also
require a variance. This process is lengthy, but it would be
beneficial. The Sign Code cannot be changed for about a year.
A second problem to consider is that the awning takes up more
that 70X of the lineal frontage of each tenant.
The Commissioner's were polled to determine their opinions of
the proposed product, and if it should be called an Awning or a
Sign Band.
Mr. Rhodes commented that the Dunell tenants are agreeable and
have been very co-operative agreeable with the proposed signage.
He asked that the process be moved forward as quickly as
possible.

Cam. Ehrhardt: Signage is a nice, uniform improvement.
Petitioners should be granted the ability
to have what they want.
He considers the structure an Awning.
Can.. Bremner: Likes the proposal. Recalled that the AC had
denied J. B. Winberie's request for a similar
lighted awning.
Ch. Larsen responded that Winberie's wanted to have the name
repeated the full length of the awning, not just one time.
The area was also a factor, because Winberie's is across the
street from a residential zone. Dunell is on a fully commercial
street, even though there are apartments across the street.
Each request is considered individually. The AC does not have
to approve any signage because of precedent.
Cam. Bremner: Has same concern about maintenance but he would
consider the structure an awning and it is much
better than what is now there.
Mr. Rhodes commented that the stores are 60 to 80 feet away from
Dundee Road, and there is a double row of parking in between.
Com. Gordon, Com. Weissman, Cam. Silbernik agreed it's an awning
and recommended approval.
Ch. Larsen: Considering it to be an awning, includes it being
an architectural feature. The AC can proceed and make a
recommendation regarding the graphics: One line of 12 inch
letters or two lines of 9 inch letters.
Ch. Larsen added that the sign business has approved the product
and he has seen some very nice ones. There can be a problem
with maintenance, and after a short time the vinyl material
looks dirty, because it attracts dust particles. He asked the
petitioner to agree to periodic washing of the canopy according
to the manufacturer's recommended schedule. He added that the
owner should be aware that during the winter months the center
will look dark because the fluorescent lighting will not
operate.
Mr. Sobucki responded that the lighting will not dim more than
50% and it will look much better than it does now. They are
using a strip fixture with a 20 degree below ballast.
Mr. Zale said they offer a standard cleaning program which
includes a total scrub down on the inside and outside. The
lamps are removed and cleaned. Silicone is added at this time.
They recommend semiannual cleaning.
Ch. Larsen asked what will happen to White Hen Pantry? Do they
agree with the program?

Mr. Rhodes responded that the existing cupola will be removed,
and if White Hen does not stay in the center, the entire module
can be removed and replaced with a new one. This possibility
has been considered and an entire section is being prepared from
the same bolt of material, so it will age, etc. accordingly.
He stipulated that the structure is being built to UL standards
and they will meet the Village Engineer's structural require-
ments for snow load and wind load.
Com. Weissman made the following motion:
I move we recommend approval the Canopy/Awning
as submitted for Dunell Center, with the
further recommendation to the Zoning Board
of Appeals that the Black Vinyl copy size
be increased from 9 inch letters to 12 inch
letters for one line of copy; and to permit
two lines of copy, as provided in the Sign Code,
Section 14.20.120 (Awnings).
Further recommendation to increase total lineal
square footage allowed under Section 14.20.110
to encompass the total existing mansard; and to
permit the Awning to project lower than the existing
strip lighting.
Com. Silbernik seconded the motion.

The Zoning Board of Appeals will be directed by the Building
Department as to all the actual variances that are required.
Mr. Sobucki informed the AC that he is presently negotiating
with UL, the City of Chicago and Federal Sign to permit only
the caption to be ruled as actual square footage of signage.
The petitioners were informed that the proposed signage will go
to the Zoning Board of Appeals on the 3rd Tuesday of July.
The petitioners were advised to contact Mr. James Sylverne,
Building Department to file a request before June 21 , 1988.

V. NEW BUSINESS
A. Buffalo Grove High School - Sign
Mr. Middleton, Diamond Outdoor Advertising, P.O. Box 121 ,
Des Plaines, IL 60016 (827-1771 ), made the presentation.
The sign, a gift to the school from the Class of 1988, was
designed by the students. It will be located in front of the
main entrance, approximate 100 feet back from the curb line on
Arlington Heights Road. It is mainly for walk-up traffic.
The sign will be single-faced, sandblasted, 44" high by 7' wide,
with stacked 6" x 6" posts at each end. It will match the sign
at the entrance on Dundee Road (State Football Champs) Colors
will be similar to the sign at Holmes Junior High School.
Com. Bremner made a motion to approve the Buffalo Grove High
School "Home of the Bison" sign as submitted by Diamond Signs.
Com. Weissman seconded the motion.

B. Sterling Greens - Sign
Lot 441 - Information Center
Mr. Jack Metzger, Diamond Outdoor Advertising, 1200 E. Golf Rd. ,
P.O. Box 121 , Des Plaines, IL 60016 (827-1771 ) presented the
sign for Jacobs Homes, Inc. to be located on Lot 441 with the
model building. The sign will be single-faced, boxed with the
rear side painted green.
Colors - Medium Green, 41343 with White Copy on the top panel.
Reversed combination on the lower panel.
Base - Cedar stained Olympic Mahogany.
Village setback requirements will be met.
Cam. Weissman made a motion to approve the sign as submitted by
Jacobs Homes for Sterling Greens, with the stipulation that the
Building Dept. will determine the setback.
Com. Gordon seconded the motion.

C. Churchill Lane - Sign
Lot 24 - With Sales Trailer
Mr. Jack Metzger, Diamond Outdoor Advertising (see above),
distributed a new design for the proposed sign. It mill be
situated on Lot 24 (not on Lot 15 as originally submitted)
where the Sales Trailer mill be located.
Height of sign will be 8 feet to the top of the circle, by
12 feet. The sign will be double-faced, located North of
located North of Aptakisic Road, with setback determined
by the Building Department.
Colors will be: Beige, #453; Blue #548; Gold, #873 and
Red, #200 Posts will be White.
Mr. Metzger will submit a complete construction design when he
applies for the building permit.
Com. Silbernik made a motion to approve the Lexington Homes
sign as submitted by Mr. Jack Metzger, Diamond Signs.

D. Covington Corporate Center - Phase 2
Bldg. 52 M and Bldg. 85 M - Full Reviews
The presentation was made by Mr. Sheldon Dobrin, Architect;
Friedman, Dobrin and Associates, Ltd. , 105 Revere Drive,
Suite A, Northbrook, IL 60062 (564-5480 ). Some of the
lots in Phase 2 have been purchased by Gottlieb Properties
and they are developing the two buildings being submitted.
1 . Dual Tenant Building 52 M, on Lots 68 - 73
Spec Building 52 M, will be located on - Commerce Court,
West of the Soo Line Railroad, South of Busch Parkway,
and 1 ,000 feet West of Weiland Road. Commerce Court curves
into the property so that the front (North) elevation gets
excellent exposure.
The building is designed to be split in the center with
interior docks facing the rear (South elevation). There is
additional space to the rear for expansion, if more park-
ing space or building space is required by the tenants.
The interior may not necessarily be split 50X-50%, but the
building is designed for no more than two tenants.

LIGHTING:
The Lighting is consists of architectural shadow boxes that
are essentially the same as the rest of the Covington
Corporate Center. Dark Bronze finish. Poles - 20 feet
high, painted to match. 30 inch concrete bases.
Com. Ehrhardt made a motion to approve the Lighting as
proposed for Spec Bldg. 52 M, Lots 68 - 73, with the
stipulation that it is the same as previously approved for
other building within the center.
Com. Weissman seconded the motion.
Roll Call Vote: AYE - Silbernik, Weissman, Bremner,
Ehrhardt, Gordon and Larsen.

LANDSCAPING - Lots 68 - 73
Mr. Mark Sorentino, Landscape Arch. , Tandem Landscape Co. ,
33 W 480 Fabyan Parkway, Suite 101 , West Chicago, IL 60185
Landscaping consists of 21 trees: 8 - Shade trees,
5 - Flowering Ornamentals and 8 - Evergreens. Grouped
around the entranceway are flowering shrubs, evergreen
materials and ground cover, with flowering shrubs at the
base of the building. The front will be bermed, with
additional ornamentals included with the parkway plantings.

The Village Forester's Review was discussed. Mr. Rigsby has
requested replacement of the Redtwig Dogwoods.
After discussion with Mr. Rigsby, Mr. Sorentino has agreed
to substitute Viburnum for the Dogwoods, Item 4.
Item 3 - The Marshall Seedless Green Ash is an acceptable
species.
Item 2 - All parkways at Covington Corporate Center are
being seeded in accordance with the Annexation Agreement.
This will be acceptable.
Linden and Maple Trees will be added to the list of shade
trees, per Mr. Rigsby's request.
Com. Weissman made a motion to approve the Landscaping
Plan for Covington Corporate Center, Lots 68 - 73, as
submitted, subject to the Village Forester's Review and
Recommendations, to which the petitioner accedes.

2. Multi-Tenant Office/Warehouse Bldg. 85 H, Lots 74 - 83
Hr. Dobrin described the building interior divisions, which
will range from 4,000 sf. to 10,000 sf. units. These units
are grouped in areas of four around shared enclosed truck
docks with overhead doors. There is a staging area for each
truck dock.
ELEVATIONS/MATERIALS:
The front of the building has been designed with a step
approach on the side facing the street (Commerce Court).
The three other sides are essentially flat. Since there are
entrances all the way around the building, essentially there
is no rear elevation. Entrances are recessed. And there
are projecting canopies. The glass is stepped down at the
angled corners for accent.

Materials for Covington Corporate Center, Bldg. 85 N as
submitted for Lots 74 through 83.

LIGHTING:
The Lighting will be the same as previously approved, but
Mr. Dobrin asked that the color of the fixtures and poles be
Dark Grey or Black, in keeping with the building colors.
Ch. Larsen commented that he would prefer to keep all the
lighting at center the same. He would agree to Black for
the fixtures that will be attached to the building.
Mr. Dobrin agreed to this suggestion.
Com. Weissman made a motion to approve the Lighting for
Bldg. 85 M as submitted with the stipulation that the
parking lot lights are to be Dark Bronze to match the
previously approved fixtures and poles within this
development. The building mounted lights will be Black.
Com. Bremner seconded the motion.

Ch. Larsen stated that all lighting is subject to the
Village Engineer's approval. He asked what the light
source will be?
Mr. Dobrin said the bulbs will be 250 watt for the parking
lot lights and 175 watts for the wall mounts. He was not
certain if they are Metal Halide or High Pressure Sodium.
He will verify this so that all the lighting matches.
LANDSCAPING: Lots 74 through 83, Bldg. 85 M
Mr. Sorentino described the proposed Landscape Plan.
It will consist of 54 trees: 24 - Shade Trees;
8 - Flowering Ornamentals; 22 - Evergreens. There are
91 Flowering Shrubs, Low Evergreens and about 700 ground
cover plantings. There will be berming at the front, with
flowering ornamentals and evergreens planted on top of the
berms to provide additional screening from the roadway.
Shade trees are to be installed within the parking areas.

The Village Forester's Recommendations include the addition
of two species of shade trees; use of the Marshall Seedless
Green Ash; and replacement of the Redtwig Dogwood.
Mr. Sorentino agreed to make these substitutions.
The parkway will be seeded, per the Annexation Agreement.
Com. Bremner made a motion to approve the Landscaping as
submitted, subject to the Recommendations of the Supt. of
Public Works Operations, Mr. Ray Rigsby.

E. B'Nai Shalom - Landscaping Revision
Mr. Chuck Matt, Deputy Building Commissioner, explained
that the revised Landscape Plan has been approved by
Mr. Rigsby, with the stipulation that supplemental
material will be added if necessary.
Com. Weissman made a motion to approve the revised
Landscape Plan for B'Nai Shalom as submitted, subject
to the Village Forester's Review, dated June 2, 1988.

VI . ANNOUNCEMENTS
Trustee Jordan Shifrin, was welcomed back as the Village Board
Liaison to the Appearance Commission. He was introduced to the
new Commissioners. Bldg. Inspector Ed Schar was also welcomed.
Ch. Larsen explained the attendance policies for Commissioners.
75X has been set as a minimum acceptable standard. It is very
unfortunate when meetings must be cancelled because of lack of a
quorum. This delays the Village approval process, especially when
petitioners must go to the Zoning Board of Appeals, such as Dunell.
If there is a light business meeting on June 23rd, the Workshop
may be rescheduled.

Ch. Larsen asked Hr. Matt about the CHIROPRACTOR sign at Spoerlein
Farm. It does not meet the Sign Criteria for that center. A record
should be kept of sign companies that neglect to take out permits.
Hr. Matt responded that he is aware of the sign and is checking to
see if a permit was ever issued. He should know be Friday (6/10).
Top Soil signs are difficult to monitor because they are often moved
around before the owners can be advised to take them down.
Hr. Matt said that the various signs that appear at construction
sites are generally discovered by the inspectors. The Building
Dept. usually gets good cooperation when removal is requested.
Mr. Frank Hruby, Director of Building and Zoning, and Mr. Matt keep
a close on what is happening in the Village.
