In the absence of Chairman Ed Larsen, the meeting was called to
order by Commissioner Ed Bremner at 7:40 P.M. the Village Hall,
on Thursday, July 28, 1988.

IV. BUSINESS
A. Chase Plaza - Under Canopy Signs
Ms. Joan Buttitta, Trammel Crow, Owners/Mangers of Chase Plaza
Mr. Joe Holik, Sign Palace, Arlington Heights, IL
Ms. Buttitta presented an revised copy of the Chase Plaza Sign
Criteria, including Section 11 : Under Canopy Signs
Mr. Holik presented diagrams and photographs. He described
the construction of the proposed under canopy signage for
Chase Plaza Shopping Center. The signs will be 1 • x 3• in
size and made of cedar. Both sides will be sandblasted and
stained Brown. Inset letters will be Gold and the inset
border will be Rust. The signs will be installed on a dark
bronze aluminum track that will match the storefront
doors. This signage will be durable and should last 10 - 15
years. All signs will be installed at the same height, with
the bottoms will be no lower than 8 feet from the pavement.

The Chase P1A4.0/ Sign Criteria was. review One minor change
was suggested: the proposed colors be included as part of the
sign criteria, with landlord approval.

Mr. Schwartz made an introduction of the building which has
been designed for the offices of Batler, Capitel & Schwartz.
1 . ARCHITECTURE/MATERIALS:
Mr. Baigelman described the site which is located just South
of the COMMONS Shopping Center on Buffalo Grove Road. There
is a dense woodland area surrounding the site and, to utilize
the view, the building will have mostly glass on the East
elevation (rear of the site). The North, South and West
exposures will have masonry.

will face the trees.
The roof is flat and all equipment will be located in the
basement. There will be one curb cut.

Materials for the B.C.S. Office Building as presented.

2. LIGHTING:
A photometric design and description of the three (3) types of
lighting were presented:
Type A will be a 35 foot, 250 watt HPS Valmont Pole Light
located at the North corner of the property, on the parkway.
All the fixtures will be dark bronze.
Type B will be a 30 foot, 400 watt Metal Halide Pole Light,
located at the South side within the parking area.
Type C is a surface mounted fixture, 175 watt Metal Halide,
height to be 16 feet. Light will illuminate rear drive.
The exterior lights will not be seen by Cambridge residents.
Their lighting is brighter that the proposed lighting.
There will be recessed Metal Halide down lights at the
entrance and rear doorway.

the B. C. S. Properties as submitted.

3. LANDSCAPING:
The Village Forester's Review, dated July 19, 1988 was
discussed. The petitioner agreed to add some screening
at the South property line and the Red-twig Dogwood will be
replaced with another variety.

Mrs. Baigelm&aaid they would prefer to`/oose a Norway Maple
for the parkway trees. She described the overall plan
and said plants have been chosen to highlight the building and
the parkway.
Hr. Schwartz said they have entered into an agreement with the
Park District to let them use the parking lot over the week-
end. After 6 P.H. during the week; after 1 P.M. on Saturday
and all day Sunday. For this reason, landscaping has not
been provided along the property line. They will discuss this
with Mr. Rigsby.
The driveway is Right/Left turn.
Com. Weissman made a motion to approve the Landscape Plan as
submitted, subject to the Village Forester's Recommendations.

Ch. Bremner suggested Tabling the Signage because there were
no drawings, colors or site plan. The petitioners agreed.
D. Canterbury Fields - Dartmoor Homes
Temporary Construction Sign
Mr. Greg Gregor, All-Sign corp. 5501 W. 109th Street,
Oaklawn, IL 60453 (422-2203) made the presentation.
Sign will be single face, 10' x 12' single-faced sign.
Colors - Dark Green Background, with White and Gold Copy.
The posts will be painted Dark Green. Back of the sign will
be painted with a dark grey primer to preserve the wood.
Any changes must be made by repainting of the sign.
Mr. Hatt asked that a more definite site plan be submitted.
The sign must meet Village set back requirements.
Com. Weissman made a motion to approve the sign submitted
for Canterbury Fields as presented, with these stipulations:
1 ) the posts are to be painted Dark Green, 2) the back of the
sign is to be primed, and 3) a site plan is to be submitted.

E. j.lton Crest Hil Hotel - FtLI Review
41Tuffalo Grove Business Park - 900 Lake/Cook Road
Presentation was made by Allan M. and Joel Picus, Project
Architects, 1220 Grand Avenue, Waukegan, IL 60085
(336-5490) The Crest Hil will be an 85,000 sf. 2-story
courtyard motel, with a small eating area in front. This
will be the first franchise building in the country.
ARCHITECTURE/MATERIALS:
A photograph of a typical Hilton motel was presented.
Material samples were displayed:
1 . Brick will be utility size; #8-43, matching Zierk's
2. Stucco is brown coat with drivet finish - White
3. Asphalt Shingles - Slate Grey (Cambridge)
4. Metal Roofing - Grey to match the shingles
5. Windows - Clear glass, with White aluminum casement
6. Trim - White mood
7. Trash enclosure will probably have a wood stockade
fence. Plans must be submitted for approval.
Specifications submitted included a covered indoor swimming
pool, but Hilton did not approve the plans, so there will only
be an exterior pool. Plans must be submitted for approval.
Ch. Bremner informed the representatives that the AC cannot
approve something that has not been submitted as it will be -
constructed.
Com. Silbernik expressed concern about the lack of specifi-
cations. Hilton must have controls for standards and should
be able to supply a list.
Mr. Al Picus, Principal Investor, explained that Hilton has
developed the basic concept. Each franchiser hires local
architects and materials are chosen to conform with local
codes. Because this is the first Crest Hil in the USA,
Hilton consultant architects have been sent to work with the,
developer to select specific materials. Because of liability
considerations, Hilton will not specify any manufacturer.
The material samples submitted have been approved by Hilton.
Because this prototype building will be built across the
country, Hilton would only approve an outdoor pool.
Hr. Al Picus said they have suggested the indoor pool as a
solution to the short swimming season in this climate. They
are working within a time frame with both land commitments and
financial commitments, and they need AC approval in order to
proceed. They have agreed to install a 20' x 44' white
marble plaster, interior finish, 4'6" deep open lap pool, by
Tarragon Pool Co. It will be installed on a concrete base
with a surrounding concrete patio, in the landscaped court.

Materials subject to complete plans, with specifications,
being submitted to the Building Department; or Table.
Mr. Picus said they have been changing the pool drawings and
will submit plans to the AC at a later date.

trash enclosure, subject to provision of material colors
and manufacturer specifications to the Building Dept.

Bryant units are being considered. They are 27"
high and the parapet wall is 30" so they will not
be seen from parking lot area.

LANDSCAPING:
Mr. John Staub described the overall landscape concept, which
has been designed to blend in with the Buffalo Grove area.
The required number of parkway trees are grouped in native
tree species. Trees include shade trees, ornamentals, and
evergreens. Berms are sodded and planted. A nature trail
and picnic area are included on the site.
Building landscaping include a large number of trees, with
long flowing bedlines. Individual tenants can plant flowers,
ornamental trees or ground cover at the entrances.
The rear of the property abuts Leider's Tropical Plants and
the landscaping consist of massive shade trees and evergreens
to screen the warehouse storage area and existing fence.
Phase I will include the extension of the empty area with
some large Alder and Birch trees, to give a clumpy look.
Landscape Review was discussed and Mr. Staub agreed to
substitute the Greytwig Dogwood for the Redtwig Dogwood.
Parkway trees will be grouped and the overhead utility wires
will be taken into consideration.
Mr. Matt noted that signage has been included on the
Landscape Plans and should be deleted in the motion.

as presented for Rogers Centre for Commerce, subject to
the Village Forester's Review of July 19, 1988, with
the exclusion of the signage designated on the plans.

GNAGE:
Entry Sign will be block brick to match the design of the
building including the parapet wall. The sign will be
12 inches off the ground, with ground cover. The sign
will be 4'6" x 12' wide and will comply with the ordinance.
Background will be polycarbonate material. Lettering will be
stainless steel, with either back lighting or ground lighting.
Tenant Signage will consist of one sign per entrance and
will include the address number and name of the tenant.
Signs will be attached to the wall and back lit.
The signage was not included in the packet, but Mr. Matt
said the aesthetics of the signs could be approved with a
stipulation that they meet location and setback requirements.
He added that the signage will be included as a part of the
Annexation Agreement and will require the approval of the
Village Manager and Staff.
Temporary Sign will be 96 square feet, double face sign
on Aptakasic Road. Color and style are consistent with
the building. Posts will be treated wood and will be
painted to match the Beige background. Other colors will
be Rust, Gold and Black.

Temporary Sign for Rogers Centre for Commerce as
presented, with posts to be painted to match frame.
The Permanent sign, at the entrance on Barclay Blvd. ,
approved as presented, subject to Village Annexation
Agreement.

including dimensions, colors and location will be submitted
to the Building Department to be included in the AC File.

G. Arbor Creek 6iroc Building
Lots 23 and 24 - Full Review
Presentation was made by Ms. Stephanie A. Hayford, Property
Manager and Marketing Manager for Klefstad Companies, Inc. ,
4444 W. Montrose Avenue, Chicago, IL 60641 (777-7300); Ken
Latonze, Project Manager; and Ron Rehling, Landscape Architect
ARCHITECTURE/MATERIALS:
Ms. Hayford displayed a rendering of the building which will
be located East of Barclay Blvd. on Lots 23 and 24 of the
Arbor Creek Business Centre. The building will be a 75,000
sf. , all masonry construction with soldier coursing at the
top, piers around the sides and front. The building has been
designed for 5 multi-tenant units, 15,000 sf. each.
Materials were described:
1 . Brick will be by Belden - 470-479, Standard Size
2. Windows - Dark Bronze Anodized Aluminum Frames
3. Glass - Reflective bronze, thermopane
4. Canopies, over all windows, etc. - Bronze Aluminum
5. Truck docks - interior, at the rear of the building
6. Overhead doors - insulated aluminum, matching bronze
7. Interior dumpsters - located within truck dock area
8. 4 foot mechanical screen - matching bronze aluminum
Klefstad Companies are the developers of the project and may
construct a second spec building, but they will wait to see
how leasing proceeds.

LIGHTING:
A plot plan E-1 , and cut sheets of lighting fixtures with
photometric data were presented. Two types of lighting will
be used:
1 . Type A & B - 20 ' pole lights, all bronze aluminum;
Sodium Vapor, some single and some double fixtures.
Standards will be next to landscape islands on
concrete bases painted to match the curbing.
2. Perimeter building lights, wall mounted - 16 feet
from pavement, between soldier courses.

ould be 30 feet high to match the previous presentation
for Rogers Centre?
Mr. Matt responded that he would research the Annexation
Agreement to see if the height of the poles is specifically
addressed. The spread could be 20 ft. - 30 ft. The require-
ments are measured in foot candles: minimum - 1 foot candle,
and the maximum - 3 foot candles.
Ms. Hayford said the 20 foot height was chosen because it was
best for the height of the building. The height of the pole
determines the brightness of the light.

LANDSCAPING:
Mr. Ron Rehling said the landscaping plans were designed with
cohesiveness in mind. The plant materials harmonize and are
used repeatedly through Lots 23 and 24. Shade trees, orna-
mentals and shrubs have been used in specific zones. One type
of shrub has been used along the front of the building to
accent the plane of the building lines. The plan is simple
but organized. There is a 2 foot berm to provide screening
for cars and plantings will be grouped according height.
The Landscape Review has been discussed with Mr. Rigsby.
With reference to the first comment about avoiding mono-
culture, Mr. Rehling said that this design technique is very
effective, but there is a danger of disease. He has agreed
to substitute, within the berms and parkways, trees of similar
design and character. One tree chosen was the Hybrid Elm,
which it is not susceptible to disease and is on the approved
plant list.
With regard to the comment about to much asphalt, Mr. Rehling
was open to suggestions from the AC.
Ms. Hayford explained the parking ratio calls for 216 spaces.
The building cannot be moved back because that would limit the
amount of space required for trucks to maneuver. They could
possibly add plantings at the corners of the buildings.
After discussing several possibilities, Mr. Matt suggested
meeting with the Planning Dept. to determine if any parking
spaces could be eliminated and green space added.

presented, with the stipulation that the developer meet

Ms. Hayford explained that they are not requesting a temporary

Sign will be constructed of aluminum, with vinyl copy.
Colors will be:
1 . Background - Cream, #99 Dupont
2. Klefstad Logo/Address - Dark Blue, *56 Dupont
3. Tenant panels will be reverse colors
4. Skirt (pole cover) - Dark Blue, *56 Dupont
The sign will meet Village Sign Code set back requirements,
near the center of the landscaping on Barclay Blvd. Placement
will be determined after landscaping has been completed.
There will be no signage on the building except for the tenant
names and addresses which will be submitted at a later date.
Mr. Matt asked that AC approval be for aesthetics only
with the stipulation that a site plan be submitted to the
Building Department showing exact location.

presented for 1367-1413 N. Barclay Blvd. at Arbor Creek
Business Centre, subject to Bldg. Dept. approval of
the site plan.

V. ANNOI EMENTS
Item B - Old Farm Village signs (Mr. Matt asked for AC approval. )
Signs are requested for Weiland Rd. at Cobbler Ln. and Busch Rd. at
Fabish Dr. The size is 36" x 42" and signs meet the requirements
of the Sign Code. Colors match the usual Lexington signs.
Coca. Silbernik made a motion to approve the two Old Farm Village
entrance signs as presented by Lexington Development Corp.

Vintage Fence:
When the Vintage Subdivision was approved by the Village Board,
a fence was designated on Exhibit F of the Annexation Agreement,
to be located on the abutting Anden's commercial center property,
located North of Checker Road, East of Buffalo Grove Rd.
Fence posts have been placed on the homeowner's property and they
objecting to this location.
Mr. Matt asked for AC approval of the 6 foot stockade fence which
is one element of the buffering design plan. All other elements
of the plan must be submitted to the AC for approval at the time
the commercial area is developed. Anden is being asked to remove
the posts from the homeowner's property and comply with Exhibit F.
Com. Silbernik made a motion to approve the 6 foot stockade
fence as depicted in Exhibit "F" of the Annexation Agreement
for the Seifert Property. Approval is only for this one
element of Exhibit "F" .
