CALL TO ORDER Chairman Ed Larsen called the meeting to order at 7:37 P.M. on Thursday, September 8, 1988 at the Village Hall, 50 Raupp Blvd. II . ROLL CALL Commissioners Present: D. Ehrhardt, C. Manchester Greens - Identification Sign John Green, A.I .A. , President; Systems Design Group, Ltd. , 5999 New Wilke Road, Suite 208, Rolling Meadows, IL 60008 Mr. Green requested a temporary identification sign for the Scarsdale, Condominium/Townhome Development. Pictures of the, soon to be proposed, building were distributed. The sign will be set on a 45 degree angle, located adjacent to what will become the access road on Checker Road. It will be 100 sf. per Sign Code requirements for 400-499 frontage; and it will be 12' high and set back 12 feet. Colors will be White Background with Dark Forest Green lettering. Posts and back of sign will be White. (Colors indicated on exhibit drawing have been changed. ) Com. Silbernik made a motion to approve the temporary development sign presented for Manchester Greens as submitted with the color changes as indicated. Com. Weissman seconded the motion. . Roll Call Vote: AYE - Gordon, Bruno, Ehrhardt, Weissman, Silbernik and Larsen NAY None Notion Passed - 6 to 0. B. Hamilton Partners - Sign for 195 Arlington Hts. Rd. Bldg. Representatives were not present, but the sign was reviewed after all other business was conducted. The sign will be identical to the signs at the 135 and 165 Buildings. There were no comments or objections. Com. Silbernik made a motion to approve the Hamilton Partners sign for 195 Arlington Hts. Road as presented. Com. Bruno seconded the motion. HSA - Temporary Signs, Covington Corporate Center Mr. Greg La Pointe, Hiffman Shaffer Anderson, Inc. , One Oakbrook Terrace, 22nd Street at Butterfield Road, Oakbrook Ter. , IL 60181 (932-1234) The 4 signs are similar to the previously approved signs and will be located on the following lots: A. Lot 20, Single Face, 3.32 Acre Site on Busch Pkwy. B. Lot 12, Single Face, 2.8 Acre Site on Commerce Ct. C. Lot 13, Single Face, 3.7 Acre Site on Commerce Ct. D. lOT 14, Single Face, 6.0 Acre Site on Commerce Ct. The exact positioning of the signs will be subject to the approval of the Building Department. Com. Hoffman Homes, Amberleigh 4th Bedroom Elevation for Princeton Model The presentation was made by: Mr. James Truesdell, Hoffman Homes, 1501 Woodfield Road, Suite 315 West, Schaumburg, IL 60195 (882-5100 ) and Mr. Steve Sandelon, Balsamo/Olson Group, Inc. , Architects, 1 S. 376 Summitt Avenue, Oakbrook Terrace, IL 60181 (629-9800 ). Mr. Truesdell presented the plans and described the three proposed new elevations for Amberleigh's Princeton Model, elevations G, H and J, that will be offered with an optional 4th bedroom added over the rear area of the roof. The Commissioners had no objections. • Com. Silbernik made a motion to approve the 4th Bedroom Optional Bedroom, as requested by Hoffman Homes, for the Amberleigh Princeton Model, Elevations G, H and J. Com. Ehrhardt seconded the motion. Arbor Creek Business Centre Lots 25 and 26 on Barclay Road- Full Review Mr. James Olson, Jimi Construction, Inc. , 3661 Woodhead Dr. Northbrook, IL 60062 (480--0404) The building will be constructed with the following Materials: 1 . Brick 412905 Maroon, Delta Valour; utility size, with natural mortar 2. Pre-cast concrete or cut stone ribbons and sills 3. Dark Green Aluminum Metal: window frames, coping, roof screens, cap, etc. 4. Glass - Green 5. Doors - Wood, painted to match green metal 6. Overhead doors - Metal, painted to match green 6. 1 foot recessed squares will match cut stone Com. Bruno made a motion to approve the Elevations and Materials as submitted for Arbor Creek Business Centre, Lots 25 and 26. Com. Gordon seconded the motion. APPEARANCE COMMISSION Sept. 8, 1988 - Page Three Mr. Olson described the interior dock area with interior trash containers. He added that some changes have been made since the plans were drawn. Three entrances have been eliminated at spaces 4, 6 and 9. The entrance shown at space 5 will be moved to accomodate spaces 5 and 6. There will be three common double entrances. Spaces 1 and 7 will have single entrances. The builders hope to lease to larger tenants and felt there were two many entrances. Ch. Larsen commented that the overall appearance will be changed if the recessed corners are eliminated. He suggest- ed substituting the 3-window unit, as shown on the West elevation, for the three eliminated entrances. This will keep the corners angled and will not give a blunt wall Mr. Olson agreed with this stipulation. Recessed entrances will be seen because of the building is angled. After discussion, the Commissioners agreed to let the motion stand without having to see new drawings. Ch. Larsen asked that the trash enclosure doors and bumper posts be painted green to match the green metal. Landscaping: Withdrawn, will be resubmitted. Mr. Olson said that after reviewing the Village Forester's recommendation, they want to enhance the landscaping. Lighting: A photometric design was submitted with cut sheets of the proposed wall pacs. The fixtures will be bronze and the bulbs 250 watts, HPS. There will be 3 - 25 ft. pole lights in the parking lot, with 250 watt HPS bulbs. Ch. Larsen asked if the parking light fixtures were the same as the rest of the park? Hr. Olson replied that he is not sure if specific fixtures are included in the annexation agreement. He would not object to a shoebox type of fixture. He added that these plans must also be approved by Klefstad. Com. Ehrhardt made a motion to approve the Lighting Fixtures submitted for the building on Lots 25 & 26, at the Arbor Creek Business Centre, with the stipulation that the parking lot fixtures comply with the Klefstad plan for the whole development. APPEARANCE COMMISSION Sept. 8, 1988 - Page Four Mr. Ni64,.1en suggested approving the'2800 with front garages only. The side swing design will be presented again later. Com. Weissman made a motion to approve revisions for The Woodlands - Model Series 2600, 2800 and 3000 to include a 3-car garage option as presented, with the stipulation that Model 2800 will be sold as 3-car front load only. New perspective drawings will be submitted for side load. Com. Silbernik seconded the motion. Roll Call Vote: AYE - Gordon, Bruno, Ehrhardt, Weissman, Silbernik and Larsen NAY - None Motion Passed - 6 to 0. Com. Silbernik made a motion to approve the Color Packages for the Woodlands, 3-car option models to be the same as previously approved for Units 3, 5 and 12; including the same materials, colors, etc. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Gordon, Bruno, Ehrhardt, Weissman, Silbernik and Larsen NAY - None Motion Passed - 6 to 0. New Model, Series 3400 Mr. Pittman said the #3400 house is a 4 bedroom with 3-1/2 baths. He described the floor plan and the 3 elevations: A - 1st floor brick, with gable roof B - 2 story, brick front with quoins and hip roof; solid 6x 6" posts with 1x facing, and a 1x 4" cap at the base. There is not enough room for additional quoins. C - Tudor, with recessed entry, front porch, with the bedrooms gabled out over the porch. Models are being offered with 2 or 3 car option, and 2-car garages will be cut off and roofs finished as shown. Brick wraps the 'front entrys and corner of the garages. Mr. Pittman agreed to the following stipulations: No front skylights will be permitted. All materials and color packages to meet previously approved specifications. APPEARANCE COMMISSION Sept. 8, 1988 - Page Six Signage: \ `1 Mr. Olson described the Ground Sign to be located in front of the building. It will be 2' x 8' with the address only. It will have a Dark Green background with White letters. The material will be metal or plastic; and the sign will have low ground lights. Each tenant would have a sign next to the entrance. It will be a green glass panel, with white lettering, to include the unit number, company name, and possibly a logo. There are lights on both sides of the entrance doors. Com. Silbernik made a motion to approve the signage as presented for the building on Lots 25 & 26 at Arbor Creek Business Centre. Com. Bruno seconded the motion. Woodlands at Fiore, New elevations/3 car option; New Model; New Color Package and Street Tree Landscaping, Unit 14. Mr. Tom Pitman, Johnston Associates, Architects/Planners, 1410 Higgins Road, Park Ridge, IL 60068 (698-3770 ) made the presentation. Mr. Robert Nielsen, Zale Group, was also present. Models 2600, 2800, and 3000 were previously approved in Woodlands Units 3, 5, and 12. They will be offered with 2 or 3-car options, per letter dated August 25, 1988. Mr. Pittman said there have been no major changes to the floor plans. Elevations with side swing 2-car garages will also be offered with front garages for 3-cars. In some instances, the windows have been moved from the front elevation, over the garages, to the sides of the house. Garages will all have 3 individual doors. Each model elevation was described and the changes were discussed. In general, the Commissioners were not pleased with the side swing 3 car option for the 2800 series. Mr. Pittman observed that it is probably the perspective that is causing the difficulty. The houses have been drawn from a straight on view; but they are actually turned to a 45 degree angle to eliminate a sharp turn into the garages. APPEARANCE COMMISSION Sept. 8, 1988 - Page Five Com. ELAardt made a motion to approve The Woodlands, 3400 Series Model with Elevations A, B and C as presented, with the 2 or 3 car option; and stipulations as indicated. Com. Bruno seconded the motion. Roll Call Vote: AYE - Silbernik, Weissman, Ehrhardt, Bruno, Gordon and Larsen NAY - None Motion Passed - 6 to 0. Monotony Code Review: Elevations were reviewed with respect to the Monotony Code: 1 . Series 3400: 3 distinct elevations. 2 or 3 car, same elevation. 2. Series 3000: B,C & D - 2 or 3 car, same elevation 3. Series 2800: B,C,D & E - 2 or 3 car,same elevation 4. Series 2600: B,C & D - 2 or 3 car, same elevation All 2 or 3 car models are considered the same elevation. New Color Package for Tudor Style Originally two color schemes were approved for the half-timber style houses. A third color combination was later approved. At this time, one additional color combination was requested, per letter dated August 25, 1988: Siding (Sides, rear, and stucco board) - Shell Ivory Trim Boards and Shutters - Butternut Roofing - Barnwood Brick - Stonybrook Gutters - Ivory Storm Windows - Bronze Com. Silbernik made a motion to approve the new color combination for the Tudor style houses at The Woodlands as proposed. Com. Bruno seconded the motion. APPEARANCE COMMISSION Sept. 8, 1988 - Page Seven Lighting: \./ Fixtures for the new 3400 model will be the same as previously approved. They are Black -Colonial style. Com. Ehrhardt made a motion to approve the 3 Light Fixtures as submitted for Woodlands, Series 3400, with the stipulation that they match those previously approved. Com. Bruno seconded the motion. Roll Call Vote: AYE - Silbernik, Weissman, Ehrhardt, Bruno, Gordon and Larsen NAY - None Motion Passed - 6 to 0. • Landscaping, Parkway Trees for Unit 14: Mr. R. J. Nielsen, The Zale Group, 100 Lexington Drive, Buffalo Grove, IL 60089, explained that these 27 Lots at Unit 14 is outside the scope of the original PUD agreement. He said they would comply with the Village Forester's recommendation to withdraw the hedges. With respect to the parkway trees, they would prefer to alternate species of Locust trees every 40 feet along the parkway. They have suitable varieties at the Fiore Nursery, and they want to take advantage of these trees. They also want to avoid the "alley look" in Buffalo Grove. Com. Gordon made a motion to approve the Landscaping for Fiore, Unit 14 subject to the Village Forester's Review and concurrence with petitioner's request to alternate trees along the parkway. Com. Silbernik seconded the motion. Roll Call Vote: AYE - Ehrhardt, Bruno, Gordon, Weissman, Silbernik and Larsen NAY - None Motion Passed - 6 to 0. Mr. Nielsen said buyers have made many requests for some miscellaneous changes to their models and he has refused changes to the front elevations because of the Monotony Code. There have been frequent requests for double doors in place of the single doors on the 2600 series. All the other models have double doors. The Building Department Staff has limited authority to approve minor changes. Can double doors become a standard option? APPEARANCE COMMISSION Sept. 8, 1988 - Page Eight s y Ch. Lan and the Commissioners agreed double doors would not be objectionable and would not require AC approval. The foyer would not have side lights; but the other double door entrances do not have side lights either. Staff can approve this as an option. A motion woule be unnecessary. V. ANNOUNCEMENTS Ch. Larsen asked Mr. Schar to look at the conduit at the 1st Nationwide Bank on Arlington Heights Road and Rt. 83. It is only 4 inches down under the asphalt. Should be deeper? Com. Silbernik commented that Rogers Center has a V-shaped sign. He did not recall if a single or double faced sign had been approved. Com. Larsen asked that the permit be checked. Ch. Larsen asked for the orientation session, with Mr. Hruby, to be scheduled soon. VI . ADJOURNMENT Com. Bruno made a motion to adjourn. Com. Silbernik seconded. Voice Vote was AYE - Unanimously. Ch.
