Chairman Ed Larsen called the meeting to order at 7:37 P.M.

Sept. 22, 1988 - Coin. Ehrhardt made a motion to approve as
submitted. Seconded by Com. Silbernik.

IV. BUSINESS
A. Jacobs Homes - Off-Premise Sign
Jack Metzger, Diamond Outdoor Advertising,
1200 E. Golf Road, Des Plaines, IL 60016, explained the
situation. A permit was issued for an off-premise
Sterling Greens sign on July 16, 1987. According to
Sign Code Section 14.20.080 A, the permit was good for
six months and extensions should have been requested.
However, both Mr. Metzger and Mr. Jacobs thought other
person was following the required procedure.
Mr. Metzger said the sign is in good repair and he
requested a six-month extension. The sign is located on
Route 22.
There were no questions or objections.

B. Town Center - Signage on Street Furniture at Entrances
Marc Schwartz, Attorney; Glen Johnson, representing
Melvin Simon Associates; and Mr. Arthur Bierman,
White Way Sign, 1317 Clybourn Avenue, Chicago, IL 60610
were present.
Mr. Arthur Bierman presented a drawing and a model of
the street furniture. There will be two single face
signs on each of the three structures, located at the
entrances on Lake/Cook Road and Route 83. They will be
metal with routed out lettering. Background color will
match the brick, and lettering will be a deeper
complimentary color.
Ch. Larsen commented that the letters on the signs are
quite crowded.
Mr. Bierman responded that the space on the signage is
limited and they want to keep the Town Center Logo as it
is for identification. He agreed to submit the exact
color numbers.
Com. Gordon made a motion to approve the six single face
8 ft. by 7.3" signs, to be added to the three street
furniture structures at the Town Center, as submitted.

C. Citicorp `Nings - Sign Face Changes`/
Bruce Krause, Acme Wiley Corp. , 2480 Greenleaf Avenue,
Elk Grove Village, IL 60007, described the new Citicorp
nationwide signage. The colors are graded Blues with
White lettering. The new logo color is also White.
The new pylon sign face is about 1 foot shorter than the
existing sign. Lexan faces will be installed with
Scotch Cal film.
The ATM machine will be painted Grey with Blue stripes
and White Lettering. The drive-thru and all directional
signs will also be painted Grey with White lettering.
Com. Silbernik made a motion to approve the new Citicorp
signage as presented.
Com. Gordon seconded the motion.

D. Churchill Lane - Lexington Homes
Landscaping of Model Area

E. Town Place - Sales, Trailer, Landscaping and Signage
1 . Signage:
Jack Metzger, Diamond Outdoor Advertising
1200 East Golf Road, Des Plaines, IL 60016 made
the presentation.
Town Place is requesting two signs. One on Buffalo
Grove Road and one on Route 83. An existing Town
Center construction sign on Buffalo Grove Road will
be moved south to the next entrance at Checker Rd.
The signs will be 10 ' x 4' with a 4' base covered
with a stained mahogany panel. The ends will be
boxed. Background color will be #155 Cream with
#547 Green and #425 Brown letters and logo.
A small directional sign will also be located at
the parking lot.

relocation of the existing Town Center sign on
Buffalo Grove Road to the NE corner of Checker and
Buffalo Grove Road; and to approve two Town Place,
10 ' x 12' signs as presented. One sign to be
placed where the previous sign was placed and one
to be placed at Rt. 83 across from Pauline Ave.

2. Sales Trailer:
Mr. Romain Cluet distributed new site plans and
described the Sales Trailer Area for Town Place.
One of the above signs will be placed across the
street from the previously designated location.
The Jelco trailer will be green wood siding with
dark grey trim, and a teal canopy. It will have a
wood walk and deck. It will be fully skirted and
landscaped. All planting areas will be mulched,
and the area in front will have bulbs planted for
spring flowers. There will be 6 lights in the
parking area (Trimblehouse Acorn Globe Lights).
A photograph of the trailer was presented and the
signage on the entrance canopy was discussed.
If it is considered a awning, Sec. 14.20.120, the
lettering cannot exceed 9 inches, and is limited
to one line. A graphic is permitted, not to
exceed 9 square feet.
Mr. Schwartz said they could meet these specifi-
cations.
Cam. Weissman made a motion to approve the Sales
Trailer for Town Place, as presented with the
awning signage, per Sign Code, Sec. 14.20.120.

The parking lot will be paved with concrete curb
stops. There will be 6 lights on 15 foot poles.
There will be coach lights at each side of the
doorway, but no spot lights.
The landscaping was described. Mr. Rigsby's review
dated Oct. 12, 1988, indicated the plant material
is acceptable.
Com. Gordon made a motion to approve the Lighting
and Landscaping as submitted for the Sales Trailer
Area for Town Place on Buffalo Grove Road.

F. Illinois Products Corporation - Full Review
Mr. Gordon Stepanek, owner of Illinois Products Corp.
1737 North Paulina St. , Chicago, IL 60622, made the
presentation of the building which will be located at
Arbor Creek. It will be the southernmost lot on the
East side of Barclay Drive.
1 . Elevations and Materials:
1 . Brick - Utility size, light colored with
standard mortar.
2. Windows - Grey aluminum.
3. Gravel stop, fascia, etc. - Dk. bronze aluminum
4. HVAC screening - Dark bronze aluminum
5. Mansards over windows - Copper
6. All doors are to be the same.
(South elevation wrong. )
The light fixtures were discussed. Ch. Larsen commented
that the wall pacs as shown, are much lower than usual.
They could shine directly into people's eyes mounted as
shown and would not illuminate the copper roofs. He
suggested they be moved up to a height of 15' or 16' .
Mr. Matt noted that the photometric report lists a
mounting height of 8 feet with a 70 watt HPS bulbs.
Mr. Stepanek said he would like to discuss this feature
with his architect, and will submit their decision to
Mr. Matt for approval at the next meeting.

Com. Silberniko. ade a motion to approve tl./Elevations
and Materials for the Illinois Products Corp. at the
Arbor Creek Business Centre as presented, with the
stipulation that the HVAC units be screened with dark
bronze metal.
Com. Ehrhardt seconded the motion.

2. Lighting:
Cora. Ehrhardt made a motion to approve the Lighting
as submitted for Illinois Products Corporation, with
the exception of Fixture C, which will be submitted
to Mr. Matt for AC review at a later date.

3. Landscaping:
Mr. Stepanek said the building is located South of the
pond and the office area will have a view of the pond.
His company will occupy one half of the building and
the other half will be leased.
Mr. Rigsby's Review, dated Oct. 12, 1988, indicated that
parkway trees will be required on Barclay Blvd.
Mr. Stepanek said he talked with Mr. Rigsby about the
need for these trees. He has provided clusters of trees
on his property, and in his opinion, a tree every 40 ft.
is not appealing. Other business parks have trees in
clusters.
Ch. Larsen said that all builders must comply with the
Arbor Creek Annexation Agreement and suggested Tabling
the Landscaping to allow for further discussion.
Mr. Hruby said that Mr. Rigsby follows the Development
Ordinance, but special conditions can be written into
the Annexation Agreement by the Plan Commission and the
Village Board.

D. Churchill Lane - Lexington Homes
Landscaping of Model Area
Mr. Chris Lyngso, described the Landscaping and Site
Plan for the models of the Churchill Lane single family
homes.
Lot 36 will be the permanent sales office. Some old
buildings will be demolished on Lots 35 and 36, but
many of the mature tree will be saved. Many other trees
in the model area have been protected with snow fencing
and they will be saved. Not all these trees are shown.
Some of the lots in front of the model area will be
sodded and kept open as "window lots." The model
building and the flag pole will be illuminated with
flood lights during evening hours.
The 3 foot high split rail fence will direct people from
the parking lot into the model area, is removable for
emergency access. There will no street parking.
Lot 20 on Aptakasic Road is the temporary sales office.
Mr. Lyngso agreed to Mr. Rigsby's review and recommenda-
tions, dated Oct. 12, 1988.
Com. Weissman made a motion to approve the Landscaping
for the Churchill Lane Model Area as presented, with the
stipulation that the petitioner agrees meet Mr. Rigby's
recommendations.

V. ANNOUNCEMENTS
Additions to Plaza Verde Sign Package
Mr. Marvin Hymen has requested ( letter dated Sept. 29th)
the addition of the color blue and the verbiage change from
Buffalo Grove Associates, Inc. to The Landlord
because Plaza Verde is owned by two separate identities.
It was noted that the section referring to Logos is not
clear.
Can. Larsen said that the criteria for logos has been changed
since the original Plaza Verde Sign Package was approved. He
did not think it would be necessary for the AC to review all
logos, if they are corporate shields.
Can. Silbernik made a motion to approve the modifications to
the Plaza Verde Sign Criteria
as submitted, with the addition of the color
blue, Scotchal VT 0704; and that the paragraph
referring to corporate shields be included in
the criteria; and other changes per letter of
Sept. 29, 1988. •
Can. Gordon seconded the motion.

Mr. Matt announced that the Jelly Bowl sign is down and the
brick column at the 1st Nationwide Bank has been started.
The Village Board overturned the AC recommendation for the
Arbor Creek Business Centre building presented with a metal
expansion wall. The petitioner presented photographs of
other similar buildings.
The AC moved into a Workshop Session for orientation of
new members at 9:10 P.M. A short break was taken.

Ch. Larsen commented that the AC is a recommending body to
the Buffalo Grove Village Board of Trustees. It is a non-
adversarial body that works with developers to keep the
aesthetic quality of the Village high.
Mr. Hruby, Director of Building and Zoning, was introduced.
He outlined the functions of the Building and Zoning Dept.
and described the work of each employee. He stressed the
importance of team effort and said this includes the Appear-
ance Commission.
The AC is charged with the review of all incoming develop-
ments and is responsible for keeping the character, scope and
scale of building in harmony with the adjoining properties.
Mr. Hruby reviewed many sections of the Appearance Plan.
Mr. Raysa, Village Attorney, was introduced. He explained
that the Appearance Commission is an official body, included
in the Village of Buffalo Grove Municipal Code, Sec. 2.22.
Planned Unit Developments (PUDs) and Annexation Agreements
were defined. Conflict of Interest was illustrated and
discussed. Case law was cited concerning a Village's
responsibility to maintain safe line-of-sight distances.
Because aesthetics cannot be given objective standards, the
AC operates as a subjective body. Usually, the more strict
the standard, the better chance a petitioner has of appeal.
Precedence is not used as a factor, because the Plan Commis-
sion, the Appearance Commission and the Zoning Board of
Appeals operate according to specific conditions.
The Orientation Workshop ended at 11:00 P.M.
