CALL TO ORDER Chairman Eddie Larsen called the meeting to order at 7:39 P.M. at the Village Hall , on Thursday, December 10, 1987. II . ROLL CALL Commissioners Present: B. Owens, E. Bremner , D. Ehrhardt, H. Riebman and E. Larsen. QUORUM. Commissioners Absent: M. Mc Call and C. Bruno Note: Commissioners Hyman Riebman and Clarissa Bruno have been appointed to the Appearance Commission. Their terms will expire April 30, 1968. Bldg. Dept. Liaison: Dominic J. Saviano, Jr. , Deputy Building Commissioner III . APPROVAL OF MINUTES November 12. 1987 - Com. Bremner made a motion to approve as sub- mitted. Com. Owens seconded the motion. Roll Call Vote: AYE - Owens, Bremner , Ehrhardt, Larsen NAY - None ABSTAIN - Riebman Minutes of Nov. 12, 1987 were approved and will be placed on file. IV. OLD BUSINESS A. Federal Express - Landscapinq John Stewart , Theodore Brickman Co. , Long Grove, IL, made the presentation. The plans have been revised in include the Village Forester 's requirements for additional parkway trees and berming along Lake/Cook Road. There is some minor berming at the entryway. Com. Bremner made a motion to approve the Landscape Plans for Federal Express as submitted , per revision dated Nov. 16, 1987. Com. Owens seconded the motion. Roll Call Vote: AYE - Owens, Bremner , Ehrhardt , Larsen NAY - None ABSTAIN - Riebman Motion Passed - 4 to 0, 1 abstention. V. NEW BUSINESS A. Toshiba America - Wall Giqn John Betts, MCI Sign , Inc. Niles, IL, made the presentation. Two designs for the South elevation had been submitted to the customer. Mr. Betts indicated the off-set location chosen. The sign will be aluminum letters, with plastic frames, White trim caps and returns. The color is #214 - RED, with clear neon red tubing. The sign will face Lake/Cook Road and will be seen by both the Eastbound and Westbound traffic. The building is angled and faces Johnson Drive. Com. Ehrhardt made a motion to approve the sign for the TOSHIBA single face wall sign , positioned 4 ft. from the Eastern corner of the South elevation, as submitted. Color: #214 - Toshiba Red. Com. Bremner seconded the motion. Roll Call Vote: AYE - Owens, Bremner , Ehrhardt, Riebman & Larsen NAY - None Motion Passed - 5 to 0. B. Village of Buffalo Grove - Accessory Building/Screening Roof Color Chanqe for Police Dept. and Golf Course Bldg. Greg Boysen , B. G. Director of Public Works and Staff Liaison and Rick Dewaw, representing the architects - O'Donnell , Wicklund, Pigozzi and Peterson, made the presentation. 1. Salt Dome (to be located at the rear of the Public Works Bldg. ) a. The fence ha-_� been redesigned. It will be an 8 foot , solid brick which will match the existing fence and building. A 20 foot wide, wrought iron sliding gate, will slide behind the brick wall - 10 feet each direction. ` b. A cedar shake roof was presented for the salt dome. The roof which will sit on the six foot concrete wall of the salt dome will completely cover the dome. The wall will be screened with the brick fence. The cedar shake roof will be segmented; and it will be nailed to the plywood sub-structure. The height of the salt dome will be about 6 inches shorter than the Public Works Building , with the floor level about 1 ' lower. C. The fence will be close to Church Road , but Ch. Larsen requested low shrubs outside the fence with a few trees on the parkway, as spacing permits, to screen the fence and dome. Mr. Boysen agreed to provide this landscaping proposal . Mr. Boysen expressed appreciation to the Village Board for its decision to approve the additional expenditures. Com. Owens made a motion to approve the Village's Municipal Campus Salt Dome per revised elevation, with the material change for the covering of the dome to be cedar shakes; and the fence to be brick to match the existing fence and building , with a wrought iron sliding gate, with center opening, and shrubbrey as shown. The petitioner agrees to add parkway trees, as space permits. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Owens, Bremner, Ehrhardt, Reibman, Larsen NAY - None Motion Passed - 5 to 0. 2. Police Station and Golf Club House Buildinq Mr. Boysen presented a new color for the roof shingles. After looking at many colors, the Village Board has selected Seafoam Green to replace the previously approved Chocolate Brown. This is the color of many other municipal buildings. Com. Ehrhardt made a motion to approve the Roof Color Change of the Police Station and Golf Club House ' Buildings from Chocolate Brown to Seafoam Green. Com. Riebman seconded the motion. The house will be the last lot in the Candlewood Creek Subdivision (Pasquinelli ) . It will be a pre-fab house constructed by Fulton Homes, for Roger and Kathy Schalk. . 1 . Materials: Grey Vinyl Aluminum Siding (no brick) Granite Grey Blend - Asphalt Shingles Garage Door - Matching Grey Aluminum Front Door - Grey Masonite Entry surrounding door - White Vertical Aluminum Entry return - Horizontal Grey Siding Trim and Soffit - White Gutters/Downspouts - White Aluminum Windows - Aluminum clad wood, flat casement windows in front , with double hung windows in rear Rear Door - With muntins Soffit light in front entryway There is only one other house close to this one, and it is not grey. The Commissioners agreed the elevations are very plain , with only one side window. Com. Bremner made a motion to approve the elevations and materials for a single family house at 471 Carmen, as presented. Com. Owens seconded the motion. Landscapinq: A site plan was submitted with an Emerald Queen Norway Maple parkway tree and stipulating that the parkway would be sodded. Other trees are shown , but the AC does not review landscaping for single family homes, other than parkway requirements. Com. Ehrhardt made a motion to approve the Landscaping for the parkway of the home to be located at 471 Carman Avenue, as submitted. Com. Bremner seconded the motion. Double Flood Light: K-6042, Kichler Lighting, pg. 111 To be located above at roof line above patio door area. Mr. Saviano and the Commissioners asked that the flood light be eliminated. An additional K-9666 was requested by the patio door. Mr. Fulton agreed. Coin. Ehrhardt made a motion to approve 4 Light Fixtures, K-9666 for the single family home at 471 Carman Avenue - Two to be located at each side of the garage and one each at the rear entry door and at the patio door. Westchester Subdivision - Scarsdale Homes, Developer Agenda revised. Westchester follows Item E -Zierk 's E. Zierk 's Furniture Store - Buffalo Grove Business Park Hamilton Partners, Tim Beechick - Full Review Mr. Beechick described the 2 acre parcel located on Lake/Cook Rd. The design of the building will blend with and compliment the Buffalo Grove Business Park low density and low profile buildings. There is one pad , reserved for a restuarant , West of Weidner Road , and then the Zierk 's property. There is a service drive from Weidner Road to the rear of Zierk 's which circulates into the parking lot and out to Lake/Cook Road (West of Zierk 's) . 1 . Materials: The building has a canopy front on Lake/Cook Road returning at the Southeast corner North along the East elevation. The canopy will be Hunter Green aluminum. Brick - Brown, to match the Business Park Buildings Glass - Tinted bronze, similar to l-story buildings (Glass is tinted to reduce fading of furniture. ) APPEARANCE COMMISSION Dec. 10, 1987 - Page Five ' Parking lot lightin also shown on the Site n. There should be 3 pole lights, bL��only 2 are shown, on the islands. The 3rd light will be added at the center of the double parking area. Fixture is The Successor , and matches the B. G. Business Park. Height of the poles will be 15 feet; Crouse-Hinds Lighting with lens similar to the fixtures installed at the Chevy Chase Shopping Center. These lens reduce glare. Secondly, Wall mounted fixtures, by KLP, #300 series, will be located at the rear of the building near the loading areas on the North wall . Another lot separates Zierk 's from the golf course. Coping at the top cap is bronze metal , identical to the other Business Park framing systems. Stucco material at the entrance is Off-White with a stipple finish. There is a brick circle above the entrance. The business will be open until 9 PM during the week and will close at 5 PM on Saturday. Sunday hours will be ll AM to 5 PM. Com. Owens made a motion to approve theMaterials and Elevations for Zierk 's Furniture Store, at the Buffalo Grove Busines Park , as presented. Com. Bremner seconded the motion. Liqhtinq: The parking lot lights will be installed on concrete bases, and the center base will be higher , so that all the lights are uniform in height. There is one additional dock light on the North elevation. Com. Bremner asked what time the lights would be turned off? Mr. Bbechick responded that is uncertain because the police may want the lights left on all night; and the operator of the store may have a preference. The lights at the Business Park are left on for security reasons and because they are required for 24 hr. access. Mr. Saviano said the Village Board is concerned and do not want the parking lot lights to be left on all night. Mr. Beechick said he could not make a commitment for the store owner , but he added that he saw no reason for the lights to be left on long after closing. Ch. Larsen asked Mr. Beechick to discuss this with the owner , and suggested that the lights be extinguished off 30 minutes after the store closes. The soffit lights could be left on for security. Com. Owens made a motion to approve the Lighting for Zierk 's Furniture Store as submitted, with the stipulation that the parking lot lights shall be turned off 30 minutes after the closing of the operation; and with the provision for the soffit lights to be left on for security. Com. Bremner seconded the motion. Roll Call Vote: AYE - Owens, Bremner , Ehrhardt, Riebman, Larsen NAY - None Motion Passed - 5 to 0. 3. Landscapinp: Mr. John Stewart, Theodore Brickman Co. , Long Grove, IL described the landscape plans. The developer requested a garden-like land- scape. Berming has been included. The potential restaurant on the next site has been considered. The parkway trees required by the Village have been located with the line-of-sight left open so that the building may be seen. Evergreens and flowering trees are included in the plan. The Village Forester has not reviewed the revised plan because the first plan did not specify the plant varieties. Com. Owens commented that the Ash Trees on the parking lot islands will hide the parking lot lights. Mr. Stewart responded that they have successfully combined trees with lights in other areas. The lights must be properly offset from the trees, and the trees must be kept trimmed. The combina- tion can be very effective. Mr. Beechick said there is a tree on the same island with a light on Arlington Heights Road. If they are permitted to install the trees with the lights, and there is a problem, then the trees will be removed. They could eliminate one tree from each island. Mr. Bremner asked about berming on Lake/Cook Road similar to what was required for Federal Express. APPEARANCE COMMISSION Dec. 10, 1987 - Page Seven . , . Mr. Stewart respond hat there is some bermin� Jbut they must retain some visual site of the building because it is a commercial enterprise. Four foot berms have been situated at the corner to shield lights in the parking lot from Lake/Cook Road. Com. Bremnet made a motion to approve the Landscaping as presented for Zierk 's Furniture Company, subject ot the Village Forester 's review and his subsequent report to the Appearance Commission. Com. Ehrhardt seconded the motion. Roll Call Vote: AYE - Owens, Bremner, Ehrhardt, Reibman , Larsen NAY - None Motion Passed - 5 to 0. 4. Sipnaqe: Mr. Beechick presented colored drawings of two signs. One is similar to the Winberies Restaurant sign , with interior illumination; and the second sign is similar to the Buffalo Grove Business Park brick signs. The developer has not made a decision about which sign he prefers. He asked the Appearance Commissioners to give them the option of selecting whichever sign the owner decides. Ch. Larsen said the AC could take a Straw Poll , but when the decision is made, one sign must be presented for approval . #1 sign is similar to Winberies and #2 is a brick monument sign. Com. Bremner and Com. Owens said they preferred sign #2. . . Ch. Larsen asked the commissioners to consider whether or not they would approve sign No. 1 , if sign No. 2 had not been submitted? Com. Owems - Sign No. 1 does not have good proportions, and the layout is unpleasant. Winberies did not put up the sign that was approved by the Appearance Commission. Com. Bremner - Sign No. 1 is not acceptable. Sign No. 2 is OK. Com. Riebman - Sign No. 1 is too high. Ch. Larsen explained the Sign Code requires a sign to be no higher that the required set back for an area. If the sign is setback 10 feet , then it must ne no higher than 10 feet. If the setback is 12 feet , then the sign must be no higher than 12 feet. Mr. Beechick said they would meet this requirement. He added that Sign No. 1 would be more noticeable, but Sign No. 2 is more like the Business Park signs. Larsen 's preference from the commercial aspect would be Sign No. 1 . He directed Mr. Beechick to make a final decision and submit it - to the Appearance Commission for approval . Either sign would meet ' the criteria of the Sign Code. The designs of both could be ' improved to give the business effective signage. Since this is a separate parcel , a variance will not be necessary. E. Westchester Estates - Monotony Code Clarification Scarsdale Development, 1606 N. Hinman, Evanston, IL 60201 Ch. Larsen summarized the problem the Building Department has been having in interpreting the Monotony Code with respect to the West- chester Homes. Basically, the Monotony Code states that a model cannot be placed next to an identical model , or across the street from the same model . Mr. Frank Morelli 's original concept is/ that he has developed basic floor plans. Buyers can customize the exterior elevations in a variety of different ways to make them unique in appearance. Mr. Frank Hruby, Director of Building and Zoning held a meeting with Ch. Larsen and Mr. Morelli in preparation for tonight. Mr. Morelli demonstrated his ability to control the design of these semi-custom homes with the use of diagrams of the various elevations and the attached chart , prepared by Systems Design Group , Ltd. (dated - Dec. 10, 1987) . Mr. Terry Frisch from Systems Design Group , Ltd. was present. Mr. Morelli commented that the Monotony Code does not actually ' state that the same floor plan is the same model . The Building Department has always interpreted model to mean floor plan. Ch. Larsen stated the Appearance Commission has always considered the exterior elevations and how they relate to each other. Mr. Morelli explained how they first develop floor plans and give them a Series Number. Then several elevations are designed so that the houses may be constructed next to each other. These elevations are referred to by Classification Numbers. Scarsdale Homes uses the attached chart to determine how many lots must separate the units. i .e. A Contemporary style cannot be placed next to another Contemporary style, even if they have a different floor plan. Mr. Morelli used the diagrams to show the Commissioners how the chart works. The system is very simple when the Separation Requirements at the bottom of the chart are under- stood and followed. APPEARANCE COMMISSION Dec. 10, 1987 - Page Nine If new mode e developed , they will put into one of the categories and the same requirements will be applied. Another way to differentiate the Westchester Estates homes is by the size of the lots. Different sections of lots will have different characteristics. Larger lots will be in one section , and the larger houses will most likely be situated on the larger lots. Forty lots have been sold out of a total of 101 lots. When Mr. Morelli pointed out the two houses that led to the problem the Building Department has been having, they were very different elevations, but the same floor plan. Com. Owens commented that the AC is more concerned with masses and color and materials and design differences. Ch. Larsen said the recent changes to the Zoning Ordinance that apply to custom homes and semi-custom homes have placed certain restraints on the Monotony Code that require stricter interpre- tation. The Appearance Commissioners look at the floor plans to get a feeling for what the building will look like. Elevations do not give a 3-dimensional view that shows setbacks, etc. Com. Owens used diagrams V-1 and C-1 to demonstrate how the AC looks at the basic building forms. The gables and door masses of these two models are very similar. The materials are essentially different, but the common elements are similar. Mr. Saviano said that Mr. Hruby and Mr. Sylverne agreed that the schedule is workable and is a better approach than the way they have been interpreting the Monotony Code. Ch. Larsen noted that when they met at the Bldg. Dept. there were only 1 's and 2 's, but not there are some 3 's and 4's on the list. Materials and color packages are not being changed. The AC motion will be subject to Mr. Hruby 's approval . Mr. Morelli said they have added new elevations to the classifica- tions, but the same rule will apply. This is covered under "C" . Mr. Morelli asked that the motion include am exception. They have sold a model 373, Contemporary - C 3 next to a 172, Contem- porary - C 1 ; and under the old interpretation this would be fine. The new schedule would require that there be a lot between them. There are also a couple of other instances where this may happen , but if the motion is made as of this date (Dec. 10, 1987) there will not be a problem. Lots 12 B and 13 B, have been sold with a #1281 - C 3 next to a #172 - C 1 ; and the same condition exists on Lots 34 B and 35 B. These lots and homes have been sold. Owens made a m on to approve the Re-id ication of the Westchester Estates �� Models and Lot Separation Schedule as it pertains to the Village of Buffalo Grove Monotony Code. This schedule is to take effect immediately with the exceptions as noted in the discussion, which would have been acceptable under the usual interpretation of the Monotony Code. ' The Schedule is dated Dec. 10, 1987. This motion is subject to final review and understanding of the documentation by Mr. Frank Hruby, Director of Building and Zoning. Com. ANNOUNCEMENTS Ch. Larsen welcomed Mr. Hyman Riebman to the Commission and added that a second commissioner has been appointed. There will be an orientation meeting scheduled early in 1988. The problem of window signage was discussed. Mr. Saviano said it is difficult to keep all businesses in compliance with the Code. Letters not being lighted is another problem.
