CALL TO ORDER Chairman Richard Gordon called the Appearance Commission meeting to order at 7:30 P.M. on Thursday, March 11, 1999 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II. ROLL CALL Commissioners Present: F. Weissman, M. Cea, L. Dorfman, E. Smith, C. Johnson and R. Gordon Quorum. Commissioners Absent: C. Masure Bldg. Dept. Liaison: Richard Jensen, Building Inspector Village Board Liaison: Jeffrey Braiman, Trustee III. APPROVAL OF MINUTES Postponed until after the business meeting. iv. BUSINESS A. Best Salon& Spa, 139 McHenry Road—Wall Sign Variance of Grove Point Shopping Center Sign Criteria Mr. William McDonald, Signs of Distinction, 149 S. Wheeling Road, Wheeling,IL 60090 (847-520-5787) requested approval of the proposed Best Salon& Spa sign. The blue letters are thirty inches (30") in height. The sign criteria for The Grove Shopping Center limits letter height to twenty-four inches(24"). Ch. Gordon recommended that the sign criteria should be revised because several variations have been requested. He asked the length of the store frontage. The diagram shows the sign length to be eighty feet(80'). Mr. McDonald said the business occupies four(4) spaces. Each space is twenty-five feet (25') in width. The sign complies with permitted sign area. The flush mounted letters will have black returns. The Commissioners had no objections but agreed that the sign criteria should be changed.. Corn. Cea made a motion to recommend approval of the Best Salon& Spa sign as presented. Com. Dorfman seconded the motion. Roll Call Vote: AYE—Weissman, Johnson, Cea, Smith, Dorfman, Gordon NAY—None Motion Passed—6 to 0. • B. Spec Buildings 22M and 26M on Hastings Lane—Full Reviews: Elevations. Materials. Colors.Lighting. and Landscaping Mr. Sheldon Dobrin,Architect/AIA, Dobrin& Associates, Ltd., 75 Tri-State International, Lincolnshire, IL 60069 (847-914-0850) said that last year they submitted a building across the street. They have also designed the Courtesy Corporation buildings at the Corporate Grove. Their civil engineers have been working with Richard Kuenkler, Village Engineer,to sub-divide the property into two sites. They would like to construct two (2) spec buildings. The one to the north would be 26,000 square feet and the one to the south would be 22,000 square feet. The buildings will be finished to accommodate the tenants. Colors are also tentative. They will do on-site samples when the building is being constructed. The buildings were reviewed separately. ELEVATIONS. MATERIALS AND COLORS: 1. Spec Building 22M on Hastings Lane: 22M will be a 22,940 square foot building, constructed on a 51,926 square foot site. a. Smooth concrete block will be stained Pratt Lambert Winter's Gate off-white (grey tone), with contrasting green medallions and reveals. Top reveal will be six inches (6") and lower reveals will be three inches(3"). b. The window and door frames will clear anodized aluminum with tinted glass. c. Coping will match the green reveals. d. The vertical concrete seams will be caulked. e. The overhead doors and the mandoors will be painted to match the base color. f. There will be light fixtures at each door as required by code. g. The recessed entrance will have down lights in the soffitt. h. There is no parapet, and roof mounted units, located over the office area will be screened. The HVAC equipment will be at least twenty feet(20') from the front façade. i. Roof drains are internal. There are no gutters or downspouts. j. There is a large detention area to the east of the site that was designed to accommodate three (3) buildings. Com. Gordon commented that he would prefer not to have the roof top units screened. They would not be seen from the ground. Com. Cea agreed because it is difficult to support the screening and keep it in good repair. APPEARANCE COMMISSION MARCH 11, 1999—PAGE TWO J� Corn. Cea made a motion to recommend approval of the architecture, materials and colors as presented for spec building 22M on Hastings Lane (extended) with the provision that the roof top units above the office space are to be screened only if they can be seen from the street. Corn. Johnson seconded the motion. Roll Call Vote: AYE—Weissman, Johnson, Cea, Smith, Dorfman and Gordon NAY—None Motion Passed—6 to 0. LANDSCAPING: Mr. David McCallum, David R.McCallum Associates, Inc., Landscape Architects, 350 N. Milwaukee Avenue, Libertyville, IL 60048 (847-362-0209) described the landscape plan for both sites. a. The large circles designate a variety of 3"caliper shade trees, including Maples, Ash, Honey Locusts and Lindens. Trees are located along Hastings Lane and within the site. b. The next size circles indicate evergreens including Spruce and Austrian Pines, Low shrubs, ground cover and flowers for year around color were indicated with smaller circles, including perennials. c. The front of the buildings will be sodded. The area between the buildings and to the rear will be hydro-seeded. The review from Mr. Richard Kuhl, Forestry and Grounds Supervisor, dated March 10, 1999, states: "I recommend that the Appearance Commission approve this landscape plan as submitted." Ch. Gordon questioned whether the Alpine Current would survive in the area shown? Mr. McCallum said this is a tolerant low growing shrub. Corn. Cea asked where snow would be stock-piled? Mr. McCallum indicated spaces where snow could be heaped. Ch. Gordon asked if the cars would overhang the sidewalk? Mr. McCallum said there should be no problem. Cea seconded the motion. Roll Call Vote: AYE—Weissman,Johnson, Dorfman, Smith, Cea and Gordon NAY—None Motion Passed— 6 to 0. LIGHTING: Shoebox fixtures will be mounted on the building: Type A, mounted 25' above grade, will have 400 Watt High Pressure Sodium bulbs. Type B, mounted 15' above grade, will have 100 Watt High Presssure Sodium bulbs. Mr. Dobrin agreed to match the light source of the building across the street. Corn. Johnson made a motion to recommend approval of the Lighting for Spec Building 22M on Hastings Lane as submitted,with the stipulation that the light source match the building across Hastings Lane. Corn. Weissman seconded the motion. Roll Call Vote: AYE—Dorfman, Smith, Cea, Weissman, Johnson and Gordon NAY—None Motion Passed—6 to 0. 2. Spec Building 26M on Hastings Lane—26M will be a 26,672 square foot building constructed on a 56, 381 square foot site that is north of the 22M spec building site. The architecture and materials will be basically the same: a. Smooth finish stained concrete block. Color will be Pratt Lambert Zepher Hills, a light grey. b. The band that goes all the way around the top of the building,the base and the horizontal reveals will be a darker grey. c. The building will have a recessed entry and punched windows. Frames will be clear anodized aluminum with grey tinted glass. d. The mandoors will be painted to match the base. Corn. Johnson made a motion to recommend approval of the elevations, materials and colors for Spec Building 26M on Hastings Lane, as presented. Com. Cea seconded the motion. Cea made a motion to recommend approval of the wall mounted light fixtures for Spec Building 26M on Hastings Lane,that match Spec Building 22M, as presented. Corn. Smith seconded the motion. Roll Call Vote: AYE—Johnson, Weissman,Dorfman, Smith, Cea and Gordon NAY—None Motion Passed—6 to 0. Signs were not submitted for review for Spec Buildings 22M and 26M on Hastings Lane. C. Eagle Food Store, 350 McHenry Road, Town Center Temporary Eagle sign on the South elevation, Permanent Wall Sign Revised wall signs for the South elevation and Ground Signs Recommendation for variance to Title 17, B-5 Town Center sign criteria. Additional landscaping in front of the south elevation. Mr. Terry Doyle, Doyle Signs, 232 Interstate Road, P.O. Box 1068, Addison, IL 60101 (630-543-9490) made the presentation. Mr. Dan Klahn, Construction Superintendent was also present. 1. Temporary Eagle Identification Sign Mr. Klahn presented a colored rendering of the front elevation of the Eagle Food Store at the Town Center and requested a temporary sign that would meet the B-5 Zoning District restriction that states wall signs must not exceed 75 square feet in size. The proposed sign would identify the store until after the Zoning Board of Appeals meeting April 20, 1999. If the variation is recommended, the smaller sign would be removed and the permanent sign would be installed. APPEARANCE COMMISSION MARCH 11, 1999—PAGE FIVE The Commissioners had no objections to this proposal. Corn. Johnson made a motion to recommend approval of the 20' x 3'7-1/2" sign, totaling approximately seventy square feet(70 sq. ft.), Eagle Country Market Sign that would installed temporarily on the front elevation of the building at 350 McHenry Road. Corn. Weissman seconded the motion. Before the vote was taken, Mr. Doyle asked if it would be possible to install the large 10'4"x 57'1" sign(totaling 588.8 square feet)before the store is opened in April, with the stipulation it would be removed, if a variance is not granted. Trustee Jeff Braiman said this is something that could be discussed at the Village Board meeting on March 15, 1999. The Commissioners had no objection to this request if the Village Board of Trustees agrees to permit the larger sign to be installed prior to the Zoning Board meeting. Corn. Cea made a motion to recommend approval of the installation of an Eagle Country Market sign on the south elevation that exceeds the seventy-five square foot(75 sq. ft.), wall sign size limitation in the B-5 Zoning District, prior to the April opening of the store, subject to Village Board approval.. IF the Village Board of Trustees does not approve the proposal the 70 square foot sign will be installed until after the April 20, 1999 Zoning Board of Appeals meeting. Corn. Wall Signs Mr. Doyle requested a recommendation for variance of Section 17 of the B-5 Town Center Zoning District, that would permit the installation of a permanent Eagle Country Market sign on the front elevation; and a recommendation to permit additional wall signs,that would include Pharmacy and Open 24 Hours on the west end of the front elevation balanced with a Bank Sign and Cleaners on the east end of the front elevation.
