APPEARANCE COMMISSION
VILLAGE OF BUFFALO GROVE, ILLINOIS
THURSDAY,APRIL 22, 1999
I. CALL TO ORDER
Chairman Richard Gordon called the Appearance Commission meeting to
order at 7:35P.M. in the Council Chambers of the Village Hall, 50 Raupp
Boulevard.
II. ROLL CALL
Commissioners Present: F. Weissman, E. Smith, C. Masure,
C.Johnson and R. Gordon QUORUM.
Commissioners Absent: M. Cea and L. Dorfman
Building Dept. Liaison: Richard Jensen,Building Inspector
Village Board Liaison: Jeffrey Braiman, Trustee
III. APPROVAL OF MINUTES
April 8, 1999—Remain Tabled.
February 25. 1999:
Com. Johnson made a motion to approve.
Com. Masure seconded the motion.
There were no additions or corrections.
Roll Call Vote: AYE—Smith,Masure, Johnson and Gordon
NAY—None
ABSTAIN - Weissman
Motion Passed 4 to 0, 1 abstention.
Minutes of February 25,1999 were approved as submitted.
IV. OLD BUSINESS
A. Busch Parkway and Milwaukee Avenue
Veterinary Specialty Clinic—Revised Elevations
Mr. Tom Dobbins, President, The Dobbins Group, 736 N. Western
Avenue, Suite#158, Lake Forest,IL 60045 (847-295-0225)made the
presentation.
Ch. Gordon said the project was reviewed on April 8, 1999 and the
Commissioners approved of all aspects with the exception of the window
spaces that had been in-filled with drivit. They appeared to be boarded up.
Mr. Dobbins described the revised elevations and distributed colored
drawings of the proposed changes. The drivit recesses along Busch
Parkway have been replaced with a combination of windows and cast
stone that matches the base of the building. This gives the building the
same character and breaks up the massive look. They do not want the
building to look like a strip shopping center. They put windows in every
place that could tolerate light. They could not put windows in the
radiology department so they kept the same recessed opening and used
cast stone. The only drivit is on the sides of the dormers.
Mr. Dobbins presented samples of the materials. They are using the same
red brick, and they changed the cast stone base from white to a beige
color. It will also be used around the windows. The 12"x 24" stone has a
smooth finish.
Corn. Weissman said this is a definite improvement from the originial
design.
Ch. Gordon asked if they considered removing the two(2)stone panel
infills on the left side of the north elevation and makiang plain brick wall?
Mr. Dobbins said they considered many different options and decided that
it would be too monotonous. They wanted to keep the same recessed
features throughout, some windows and some cast stone. The spaces are
nine feet(9')in width.
Corn. Dorfman sent a message that he did not approve of the new design.
Ch. Gordon said the windows have made the greatest improvement and
changing the base color was also helpful.
Corn. Smith made a motion to recommend approval of the revised
elevations of the Veterinary Specialty Clinic at Busch Road and
Milwaukee Avenue as presented.
Com. Weissman seconded the motion.

NAY—None
Motion Passed—5 to 0.
V. NEW BUSINESS
A. 21M and 25M Spec Buildings on Hastings Lane
Revised Elevations, Lighting and Landscape Plans

75 Tri-State International, Lincolnshire, IL 60069 (847-914-0850)made
the presentation.

The buildings,22M and 26M were originally approved but the Misner
Group, developer of the project,has a buyer for the larger building and it
was necessary to add parking spaces. They reduced the size of the
building to the north a couple of hundred square feet and the larger
building was reduced about 1,500 square feet.
They also have a potential buyer for the smaller building. The elevations
of the buildings has not essentially been changed. Some windows were
added to the larger building at the request of the purchaser.
The materials and colors have not been changed.
The site plan was reviewed and Mr. Dobrin described where the additional
parking spaces will be located between the two(2) buildings.
There will be additional building mounted light fixtures to light the
parking area. The photometric plan was reviewed and Ch. Gordon
asked that one more fixture be added to give sufficient light.
Mr. Dobrin had no objection to this recommendation to add a shoe box
light fixture,will be installed on the south wall of the 25M building. The
fixtures will have 400 watt bulbs.
The revised landscape plan was reviewed by Richard A. Kuhl, and he
recommended approval of the plan. Memo dated April 22,1999 is
attached.
Corn. Johnson made a motion to recommend approval of the revised
elevations, lighting and landscaping as submitted for Spec Buildings
21M and 25M.
Com. Weissman seconded the motion.
Roll Call Vote: AYE—Smith Weissman, Masure, Johnson and Gordon
NAY—None
Motion Passed—5 to 0.
