COMMITTEE AND LIAISON REPORTS
Commissioner Goldspiel said he had attended a meeting of the Wisconsin
Central Task Force for commuter rail service, and the idea of an additional
commuter station along Main Street in Prairie View north of Route 22 was
discussed. He suggested that the Village plan for a station at this location.
Commissioner Goldspiel said the chairman of Metra is committed to
establishing commuter service on the Wisconsin Central line if the
communities along the line provide stations and parking. Commissioner
Goldspiel indicated that if local communities could come up with $10 million
for stations and parking, Metra would "move heaven and earth" to initiate
commuter service.
Commissioner Braiman attended the Village Board meeting of October 16, 1989;
the following items were on the agenda:
1. Revisions to the Sign Code were discussed concerning polit
ical signs on
public street rights-of-way.
2. The owner of the Woodley Park (Mill Creek) site presented a plan for 13
single-family lots. Trustee Shifrin expressed concern about marketing
the site for single-family use since it adjoins a parcel zoned B-4. The
project was referred to the Plan Commission.

3. There was a pre-application conference for a proposed car wash at the
Cotey B-4 site on Milwaukee Avenue east of the Corporate Grove. The
Trustees were concerned about noise and traffic; the project was not
scheduled for a referral to the Plan Commission.
SEIGLE SIGN PARCEL/BANK LANE RIGHT-OF-WAY
Moved by Commissioner Goldspiel, seconded by Commissioner Braiman to
recommend approval of annexation with B-2 zoning for the six-foot by ten-foot
sign parcel and the Bank Lane right-of-way.
The motion failed 4 to 2, with the following vote:
AYES: Braiman, Rubin
NAYES: Goldspiel, Krug, Rhodes, Charlette
ABSENT: Howard, Rosenston
Mr. Schwartz said he doesn't understand the Plan Commission's opposition to
the B-2 zoning and installation of the directional sign. He said the owner
of the adjacent residential property has agreed to the sign.
Commissioner Goldspiel said a commercial sign adjacent to a residentially
zoned property is not an appropriate land use.
Commissioner Krug concurred with Commissioner Goldspiel. He commented that
it isn't known at this time how the residential property may be used in the
future.
Commissioner Rubin commented that the Village required the developer to widen
Bank Lane, and a directional sign is needed for traffic management.
CHERBOURG UNIT 2, RESUBDIVISION NO. 39
Moved by Commissioner Goldspiel, seconded by Commissioner Krug to recommend
approval in accordance with the plat dated October 6, 1989. The motion passed
6 to 0, with the following vote:
AYES: Goldspiel, Krug, Rhodes, Braiman, Rubin, Charlette
CHAIRMAN'S REPORT: None
FUTURE AGENDA SCHEDULE: Mr. Pfeil said the Riverwalk North project would
have a workshop on November 1, 1989.
Chairman Sheldon requested that the December agenda schedule be kept as light
as possible since the Commission has been having a lot of meetings the past
few months.

STAFF REPORT
Commissioner Krug said the fence on the Jewel property adjoining the
Steepleview Condominiums is in very poor condition, and children might walk
through the fence and get hit by trucks.
Mr. Pfeil said he would ask the Building and Zoning Department to inspect the
fence and take action to get it repaired.
Commissioner Krug said some communities require developers who don't build
sidewalks in a project to contribute a sidewalk fund for installation of
sidewalks in other locations. He said Buffalo Grove should look into
establishing a fund of this type.
Chairman Sheldon said the streetlights on Checker Road adjacent to Willow
Stream Park still aren't working.
Commissioner Goldspiel said there is a location in Westchester Estates where
a sidewalk and bikepath are at different elevations where they intersect.
Mr. Pfeil said he would talk to the Village Engineer about the Checker Road
streetlights and the Westchester sidewalk.
ADJOURNMENT
Moved by Commissioner Rhodes, seconded by Commissioner Rubin, and unanimously
carried, to adjourn. Chairman Sheldon adjourned the meeting at 8:50 P.M.

Seigle's Sign Parcel/Bank Lane Right-of-Way
October 18, 1989
Chairman Sheldon called the meeting to order at 7:30 P.M. in the Municipal
Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Sheldon read the notice of public hearing as published in the
Buffalo Grove Herald. She explained the format of the meeting and swore in
Mr. Schwartz.
Mr. Schwartz of Batler and Schwartz stated that he represented Harry and Mark
Seigle, developers of the Seigle Home and Building Center. Mr. Schwartz
introduced Exhibit A, a plat of annexation, and he explained that the area to
be annexed is the north 30 feet of the Bank Lane right-of-way and a six-foot
by ten-foot parcel at Route 83 and Bank Lane.
Mr. Schwartz stated that the six by ten-foot parcel is needed for a
directional sign that was discussed in the original review of the Seigle's
Preliminary Plan. The sign is needed to direct traffic to use Bank Lane for
access to the Seigle's store and future fast-food restaurant. Mr. Schwartz
said the proposed B-2 zoning conforms to existing B-2 zoning south of Bank
Lane. He noted that Seigle's has dedicated the 30 feet of Bank Lane
right-of-way that is being annexed. Seigle's will also widen Bank Lane by an
additional 16 feet.
Commissioner Goldspiel said the proposed sign may not be just a directional
sign. He asked if the sign requires variations.
Mr. Raysa said variations would be needed concerning the location of the sign
relative to the property line and to an existing sign for the bank.

Commissioner Goldspiel inquired why a six by ten-foot parcel was not shown on
the original Preliminary Plan. He also expressed concern that a commercial
sign would be placed adjoining a property zoned for single family use.
Mr. Schwartz said a sign at Route 83 and Bank Lane was shown on Seigle's
Preliminary Plan. A sign is needed to direct traffic to Bank Lane from Route
83. The property adjacent to the sign has a vacant single-family house, but
the property owner intends to develop the site for a use other than
single-family. He noted that the property owner approves of the proposed
sign.
Commissioner Braiman noted that the Appearance Commission would review the
location and type of sign.
Commissioner Goldspiel said there is also a land use issue involved because
the sign would be adjacent to residential zoning. He asked if the proposed
sign would lead to other requests for off-site commercial signs.
Mr. Schwartz said the Village wants to control signs, but the proposed Seigle
sign is needed for traffic direction.
Chairman Sheldon closed the public hearing at 8:20 P.M.
