Chairman Pro Tem Goldspiel called the meeting to order at 8:16 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Charlette to review
the September 13, 1989 minutes at the next meeting. The motion passed
unanimously.
Moved by Commissioner Rhodes, seconded by Commissioner Charlette, to approve
the Regular Meeting minutes of September 20, 1989 as amended. The motion
passed unanimously.
Moved by Commissioner Rhodes, seconded by Commissioner Charlette, to approve
the Public Hearding minutes of September 20, 1989. The motion passed
unanimously.

COMMITTEE & LIAISON REPORTS
Commissioner Rubin attended the Village Board meeting of October 2, 1989; the
following items were on the agenda:
1. The possible annexation with residential zoning and legal non-conforming
status for vehicle storage on the Boezio and Barnett properties on the
east side of Weiland Road adjacent to the Schwaben Center was discussed.
2. The Village's salt storage dome won an international award.
3. Buffalo Grove/Wheeling Disposal will begin a pilot program in part of
the Village for collection of lawn grass and plant clippings.
4. An ordinance controlling smoking in public places was approved.
5. Possible amendments to the Sign Code concerning political signs were
discussed.
VERNON TOWNSHIP FACILITIES, Main Street/Port Clinton Road
Moved by Commissioner Rhodes, seconded by Commissioner Howard to recommend
approval of annexation with R-7 zoning and a special use for government
facilities, in accordance with the Preliminary Plan (EXHIBIT 1) dated
September 27, 1989 subject to providing berming and screening on the south
side of Outlot 15-D abutting residential properties.
The motion passed 6 to 1, with the following vote:
AYES: Krug, Rhodes, Howard, Rubin, Rosenston, Charlette
NAYES: Braiman
ABSENT: Sheldon
Commissioner Braiman commented that Vernon Township did not prove its case
that the project meets the criteria for a special use.
Chairman Pro Tem Goldspiel asked for a review of these criteria.
Mr. Raysa read the Special Use criteria in Section 17.28.040 of the Zoning
Ordinance.
Commissioner Goldspiel said that he thinks the special use criteria were
covered in the discussion of the project.
Moved by Commissioner Rubin, seconded by Commissioner Krug that the Vernon
Township project meets the Special Use criteria as set forth in the Zoning
Ordinance.
The motion passed 7 to 0, with the following vote:

Commissioner Braiman stated that the Plan Commission should apply the Special
Use criteria consistently in all cases that are reviewed.

NORTHWEST BUILDING MATERIAL AND SUPPLY, Weiland Road/Aptakisic Road
Mr. John Green stated that he is the architect for the building, and Frank
Salathe of JEN Land Design is the site planner.
Mr. Salathe explained that the site is a 1.6-acre parcel at the southeast
corner of Weiland and Aptakisic Roads. The property was zoned B-1 as part of
the Old Farm Village annexation. He said the project was referred by the
Village Board in September, 1988, but stormwater detention planning and
obtaining a permit from the Lake County Division of Transportation to use the
Old Weiland Road right-of-way for stormwater detention have delayed the
project.
Mr. Salathe stated that the proposed use is a retail store to sell building
materials and hardware items. He reviewed the Concept Plan dated September
21, 1989 and noted that there would be no driveway access to Aptakisic Road.
Two driveways are proposed to Old Weiland Road south of the site, and a
"right-in only" from Weiland Road is also proposed.
Mr. Salathe said the required 86 parking spaces are shown on the plan, and
all required setbacks will be provided. He noted that a drive-thru loading
area is part of the proposed building. He said the building would have a
gross area of 21,500 square feet, and a height of 30 feet. An eight-foot
wide walk sidewalk will be constructed along Aptakisic Road.
Commissioner Krug asked if the operation would be strictly retail.
Mr. Salathe said the store would be a retail center; bulk items would be sold
from the existing facility along the Wisconsin Central Railroad south of the
site.
Commissioner Rhodes inquired how the proposed use is different from a
hardware store.
Mr. Green said the use is similar to a hardware store, but also would sell
windows, and pre-cut lumber such as paneling and trim.
Commissioner Braiman asked why this is considered a B-1 use instead of B-4.
He said it seems that the use would be similar to Seigle's Home Center which
is zoned B-4.
Mr. Pfeil said the proposed use would be indoor and would be retail sales, so
the staff believes the B-1 District allows the use. He noted that the B-4
District allows outdoor storage and a number of intensive uses that would not
be appropriate for this site.
Commissioner Goldspiel asked if mill work and forklift operations would occur
on the site.

Mr. Salathe said plywood panels and other lumber would be pre-cut, and there
would not be outdoor forklift operations.
Commissioner Rosenston said the term "building materials" means items such as
windows and doors, not hardware items. He asked why a drive-thru loading
area is needed.
Mr. Green said Northwest's current facility would remain in use to sell
lumber and other bulk items. The proposed center is meant to be a retail
use; the drive-thru is for customer convenience.
Commissioner Goldspiel asked how the mezzanine would be used.
III Mr. Green said it would be a storage area.
Commissioner Braiman asked if Northwest's other parcel adjoins the Village,
because if it could be annexed, the Village could control and regulate the
existing and proposed operations.
Mr. Raysa said it appears that the existing facility is not contiguous to the
Village.
Commissioner Rhodes asked if the one-way driveway system on the proposed plan
would lead to conflicts between truck and car traffic.
Commissioner Goldspiel noted that doors should not open out to the one-way
driveway east of the building unless there is an adequate separation between
the doors and the road.
Mr. Green said there will be no doors along the one-way driveway.
Commissioner Goldspiel said there needs to be adequate visibility from the
indoor driveway around the enclosed refuse area.
Commissioner Braiman inquired why the main entrance to the store is at the
southwest corner where it would not be close to most of the parking area. He
asked if there would be an entrance at the north end of the building near the
loading area.
Commissioner Charlette suggested moving the main entrance toward the center
of the building.
Mr. Green said the present floor plan is the best layout for the store, and
there will be an entrance at the north part of the building.
�-/ Commissioner Goldspiel asked about the appearance of the building facing
Aptakisic Road and Weiland Road.
Mr. Green said the building will have some exterior brick, and an applied
stucco material will also be used.

Commissioner Rosenston said the loading area entrance would need adequate
sidewalks, and he asked about the primary use of the one-way driveway.
Mr. Salathe said the one-way driveway would be used by customers going into
the loading area.
Mr. Rosenston said the right-in driveway from Weiland Road could cause
accidents if cars turned south in the parking lot.
Commissioner Rhodes asked if there is sufficient distance from Weiland Road
to the first driveway onto Old Weiland Road.
Mr. Salathe said the first driveway is 80 feet from Weiland Road; this is
adequate to allow turns into the site.
Commissioner Goldspiel commented that a deceleration lane would probably be
needed for the right-in driveway from Weiland Road.
Commissioner Rhodes said a sidewalk is needed from the street to the parking
lot.
Commissioner Goldspiel asked about how many cars would be at the site on
weekdays versus weekends, and how much parking is needed at peak periods.
Commissioner Rosenston said he wants more information concerning the nature
of the business to be conducted at this site, and what relationship there
will be to Northwest's existing facility.
Commissioner Goldspiel asked if the stormwater storage would be dry
detention.
Mr. Salathe answered affirmatively.
Commissioner Goldspiel said the Plan Commission needs more information
concerning how this use conforms with B-1 zoning, but the use seems
appropriate for the site.
Mr. Raysa commented that wholesale uses are not permitted in the B-1
District.
Commissioner Rosenston asked if Northwest has other retail centers.
Mr. Salathe said there are stores in Naperville and in Wisconsin.
Commissioner Rosenston suggested that a sign may be needed at the southwest
corner of the site to direct traffic to the Old Weiland Road driveways.
Mr. Green replied that if the entrance to the store is on the south end of
the building, a sign would not be needed at the southwest corner.
Chairman Pro Tem Goldspiel directed the developer and staff to prepare the
items requested by the Plan Commission for discussion at the second workshop.

CHERBOURG UNIT 2, RESUBDIVISIONS NOS. 35 THROUGH 38
Moved by Commissioner Rubin, seconded by Commissioner Braiman to recommend
approval of Resubdivision No. 35 in accordance with the plat dated September
5, 1989. The motion passed 7 to 0, with the following vote:

COVINGTON CORPORATE CENTER, THIRD RESUBDIVISION
Moved by Commissioner Rhodes, seconded by Commission Howard to recommend
approval of the Third Resubdivision in accordance with the plat dated
September 25, 1989. The motion passed 7 to 0 with the following vote:

FUTURE AGENDA: Mr. Pfeil said the Mormon Church site would be the subject of
