Residential Districts
June 20, 1990
Chairman Sheldon called the Regular Meeting to order at 8 : 12 P.M. in
the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois .

APPROVAL OF MINUTES
Moved by Commissioner Charlette, seconded by Commissioner Howard,
to approve the minutes of the Regular Meeting of May 23 , 1990 , as
amended. All Commissioners were in favor with Commissioners
Rosenston and Rubin abstaining, and the motion carried.
COMMITTEE AND LIAISON REPORTS
Commissioner Charlette attended the Village Board meeting of
June 18 , 1990 at which a quorum was not present . Matters discussed
were :

1 ) Riverwalk North - Public Hearing and approval of ordinances
and annexation agreement deferred to 7/2/90 .
2 ) An appeal on a fence zoning variation at Mill Creek.
3 ) Park District senior citizens ' activities - Deferred to 7/2/90 .
Matters referred to the Plan Commission were :
1 ) Hoffman Homes Richland development on the Mormon Church parcel .
2 ) Scarsdale Westchester Phase 2 .
Commissioner Charlette also stated there will be a public hearing by
the Illinois Department of Transportation on Tuesday, June 26 , 1990 ,
on the proposed improvements on Route 83 from Arlington Heights Road
to U. S . Route 45 .
NATIONAL GYMNASTICS ACADEMY: 1000 Asbury Drive 'Arbor Creek)
Moved by Commissioner Goldspiel , seconded by Commissioner Rhodes ,
that the Plan Commission finds that the special use criteia
required for authorization of a gymnastics training center as a
recreational use in an I ( Industrial ) District , as described by the
National Gymnastics Academy, have been met .
The motion carried 8 to 0 , with the following vote:
AYES : Goldspiel , Krug, Rhodes , Howard, Braiman, Rubin,
Rosenston, Charlette
NAYES : None
ABSENT: None
Commissioner Goldspiel asked that the special use criteria be read
into the record.
Moved by Commissioner Goldspiel , seconded by Commissioner Rubin,
that the Plan Commission recommend to the Village Board approval
of the petition for special use authorization by the National
Gymnastics Academy, as depicted in Exhibits A and B, as a
recreational center in the I ( Industrial ) Distrtict , subject to
the following:
1 ) Limitation of the hours of operation from 9 : 00 A.M. to
9 : 00 P.M. on weekdays , 9 : 00 A.M. to 6 : 00 P.M. on Saturdays ,
and occasional use on Sundays ;
2 ) Marking of a drop-off zone in the front of the establishment ;
3 ) Provision of not less than 12 of a total of 24 allocated
parking spaces in the front of the building being specifi-
cally identified for customer use for the National Gymnastics
Academy, such spaces not to be used for employee parking ;
4 ) Installation of a bike rack when the Village bike path system
is connected to this site ; and

5 ) The special use to be limited to the National Gymnastics
Academy.
The motion carried 8 to 0 , with the following vote :
AYES : Goldspiel , Krug, Rhodes , Howard, Briaman, Rubin,
Rosenston, Charlette
NAYES : None
ABSENT: None
Commissioner Krug commented he still believes the facility does not
provide sufficient direct emergency exits .
ZONING ORDINANCE AMENDMENT - Offstreet Parking in Residential
Districts
Mr. Pfeil noted that RV parking is not generally a problem in the
Village as far as complaints , but the problems that exist relate
primarily to any vehicle being parked on non-paved surfaces .
Commissioner Goldspiel suggested it is not desirable to require
paving for all parking as many vehicles are not parked year-round
and it would result in an overabundance of unused paved areas.
Chairman Sheldon suggested problems arise when cars are parked on
grass and there is no upkeep of the grounds surrounding the parked
vehicles .
Discussion followed regarding the concerns of overpaying , grounds
maintenance , as well as situations relating to junk cars , multi-car
families , and commercial trucks parked at residences . A suggestion
was made to possibly limit the total number of motor vehicles
allowed to be stored outdoors.
Following further discussion, a motion was made by Commissioner
Rosenston, seconded by Commissioner Goldspiel , to leave the existing
zoning ordinance with respect to offstreet parking in a residential
district as it stands with guidelines to strengthen control of
maintenance of the unpaved grounds surrounding any stored vehicle .
The motion carried with a vote of 7 to 1 , as follows :
AYES : Goldspiel , Krug , Rhodes, Howard, Braiman, Rosenston,
Charlette
NAYES : Rubin

CHAIRMAN'S REPORT
Chairman Sheldon discussed plans for Plan Commission participation
in the Buffalo Grove Days parade .

Chairman Sheldon reported she has requested that any changes made at
Checker Square be referred back to the Plan Commission.
FUTURE AGENDA SCHEDULE - No Report
PUBLIC COMMENTS AND .QUESTIONS
Commissioner Krug commented on transportation problems on Lake Cook
Road and Dundee Road caused by long freight trains and other train
movement, as well as County and Village road repair during rush
hours .
Commissioner Krug also commented on the poor timing of the lights
along Dundee Road from Route 53 .
Commissioner Braiman noted that the lights on Buffalo Grove Road
north of 83 are still not working.
Chairman Sheldon commented on water in the parking lot at Willow
Stream.
Commissioner Rosenston suggested a form setting forth special use
criteria be provided to petitioners s that each items is addressed
by them on the record at hearings.
Commissioner Charlette inquired about placement of permanent lights
at Weidner Road.

Moved by Commissioner Charlette , seconded by Commissioner Goldspiel ,
to adjourn. Chairman Sheldon adjourned the meeting at 9 : 13 P.M.

PUBLIC HEARING
BUFFALO GROVE PLAN COMMISSION
National Gymnastics Academy
June 20, 1990
Chairman Sheldon called the Public Hearing to order at 7 : 30 P.M. in
the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois .

Chairman Sheldon read the notice of public hearing as published in
the Buffalo Grove Herald, explained the format of the meeting, and
swore in Ms . Burke.
Exhibits presented at the hearing included the Floor Plan ( Exhibit
A) and the Site Plan ( Exhibit B ) .
Ms . Burke addressed the Commission stating that they chose the
Village of Buffalo Grove as the location for their gymnastics center
because of its prime geographic location and draw of a large
population of children under age 15 .
Ms . Burke stated their center offers four programs , one for pre-
schoolers , one for ages 5-6 and kindergarten, a junior training
program, and competitive teams .
With respect to the building facility, Ms . Burke stated a letter
from the building owner states they will be allocated 24 spaces for
their facility, which is 16 more than the 8 required by ordinance .

Ms . Burke reviewed the Floor Plan for the facility. She stated
there would be ten employees , but only 4-5 would be on site at any
one time .
Mr. Pfeil indicated the Fire Department had reviewed the floor plan
and overall plan and did not submit written comments but did
indicate that all emergency exits were acceptable as indicated.
In response to a question from Chairman Sheldon, Ms . Burke advised
there is a bike path which comes behind their building but not up to
it , and they would provide bike racks in the back for riders . Mr.
Pfeil briefly reviewed future plans for development of the bike path
system in the area.
Commissioner Rosenston inquired about hours of operation and
competition times . Ms . Burke indicated hours are 9 : 00 A.M. -9 : 00
P.M. Monday through Friday and 9 : 00-4 : 00 on Saturdays. Competitions
are held on Sundays from 8 : 00 A.M. -5 : 00 P.m. in February and May,
with no more than 40 gymnasts competing. Commissioner Goldspiel
received confirmation that these hours would be agreeable as part of
the special use standards.
Commissioner Krug questioned the classification as a recreational
facility when classes and training will take place . Mr. Pfeil
indicated it was Mr. Hruby' s determination that the center be
considered as a recreational special use in the Industrial District .
With respect to parking , Commissioner Goldspiel suggested a
percentage of the allocated spaces near the front of the building be
designated for their use . Commissioner Rosenston suggested some
allocated spaces be designated as no parking or 10-minute parking
for pick-up and drop-off only. The Site Plan ( Exhibit B ) was
reviewed with respect to location of parking spaces and potential
areas to be designated for drop-off.
In response to inquiries from Commissioner Goldspiel , Ms . Burke
stated their facility would have a positive impact on the
surrounding area because they will provide new exposure for the
other businesses . She stated they would not be providing any noise
detriment to the area. She further stated their selection of an
industrial area for their facility was based on economic feasibility
and limitations of other types of buildings to provide adequate
square footage with high ceilings to accommodate equipment . Ms .
Burke confirmed that similar facilities have operated in industrial
areas with no problem.
Commissioner Braiman indicated he believes the use is clearly
recreational . He confirmed with Mr. Raysa that the special use goes
to the tenant and will revert back once the tenant leaves the
building .

Ms. Burke confirmed for Commissioner Rhodes that all emergency
lights , and smoke alarms were provided pursuant to code and the
facility will allow no smoking.
Commissioner Rhodes suggested classes for the handicapped be
considered. Ms . Burke indicated currently they do not have a
qualified staff person specialized for that teaching but said they
would look into the possibility for such classes. Commissioner
Rubin volunteered to submit names which may be helpful in acquiring
such teachers or coordinating such a program with other
organizations.
In response to questions from Mr. Raysa, Ms . Burke stated they will
become a corporate entity once they receive approval and sign their
lease for the facility. Shareholders will be Nick Burke, Thomas
Kogas, Mary Jo Burke and Michael Kogas .
There being no further comments, Chairman Sheldon closed the Public
Hearing at 8 : 12 P.M.
