Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

ADDROVAL ')F MINUTES
,.7d rld p= , seconded by Commissioner Rhodes, to approve
the Regular Meeting minutes of January 4, 1989. Approval was unanimous in
favor and the motion passed.
Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes, to approve
the Special Meeting minutes of December 14, 1988. Approval was unanimous in
favor and the motion passed.
Chairman Sheldon noted that members of the Plan Commission had received a
memo from Mr. Balling addressed to the President and Village Board dated
January 30, 1989 regarding the PACE Mass Transit Public Facility Covington
Corporate Center. This item will be on the February 15, 1989 Plan Commission
agenda.
COMMITTEE & LIAISON REPORTS
Commissioner Braiman had attended the January 9, 1989 Village Board meeting
at which the following items were discussed:
1. Seigle Home Center's change in plan to place an enclosure for
materials on the northwest portion of the building.
2. A continued public hearing on the Sims property, the project was
approved.
3. A public hearing on both Mobil stations at Dundee and Arlington
Heights Roads and at Route 83 and Arlington Heights Roads.

4. A pre-application conference for the Lincoln Club North.
CHERBOURG TOWNHOMES, RESUBDIVISION No's 10, 11 and 18 FINAL PLATS
Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the
Plan Commission recommend to the Village Board approval of Cherbourg
Townhomes Unit 1 Resubdivision #10 dated January 4, 1989.
Discussion:
Mr. Pfeil stated that this plat conforms with the approved plan, it has been
reviewed for closure and accuracy by the staff and it complies with the
Buffalo Grove Ordinances.

ABSTAIN: None
ABSENT: Rubin
The motion passed 6 - 0.
Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the
Plan Commission recommend to the Village Board approval of Cherbourg
Townhomes Unit 1 Resubdivision #11 dated January 4, 1989.
Discussion:

reviewed for closure and accuracy by the staff and it complies with the
Buffalo Grove Ordinances.

reviewed for closure and accuracy by the staff and it complies with the
Buffalo Grove Ordinances.

CHERBOURG TOWNHOMES, UNIT II, FINAL PLAT
Moved by Commissioner Goldspiel, seconded by Commissioner Howard that the
Plan Commission recommend to the Village Board approval of Cherbourg
Townhomes Unit's Final Plat dated December 12, 1988 consisting of 3 sheets.
Discussion:
Mr. Pfeil stated that this plat conforms with the approved plan, it has been
reviewed for closure and accuracy by the staff and it complies with the
Buffalo Grove Ordinances.

The motion passed 6 - 0.
WILLOW STREAM PARK - FINAL PLAT
Moved by Commissioner Goldspiel, seconded by Commissioner Braiman that the
Plan Commission recommend to the Village Board approval of Willow Stream
Community Park's Final Plat of Subdivision dated January 4, 1989 consisting
of 2 sheets.
The motion was amended with both Commissioners Goldspiel and Braiman
concurring to read: "Subject to the addition of building setback lines along
the Checker Road right-of-way."
Commissioner Goldspiel was concerned that the bike path was not shown, there
seemed to be monuments missing and the words "for review" should be removed
from the final plat.
Moved by Commissioner Goldspiel, seconded by Commissioner Braiman and
unanimously carried that this item be tabled until there is further input
from the Village Engineer regarding questions raised at the meeting.

BUFFALO GROVE COMMERCE CENTER, RESUBDIVISION, LOT 5 & 6 FINAL PLAT
Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the
Plan Commission recommend to the Village Board approval of the Buffalo Grove
Commerce Centers plat of Resubdivision of Lots 5 and 6 in accordance with the
plat dated January 8, 1989.
Discussion:
Mr. Pfeil stated that this plat conforms with the approved plan, it has been
reviewed for closure and accuracy by the staff and it complies with the
Buffalo Grove Ordinances.

The motion passed 6 - 0.
PROPOSED ZONING ORDINANCE AMENDMENT-MASS TRANSIT FACILITIES IN THE INDUSTRIAL
DISTRICT -- WORKSHOP #2.
Mr. Pfeil felt the language for this ordinance should be kept fairly general.
The project will be completed in phases with the first phase being a bus
terminal.
Commissioner Goldspiel was concerned that this site was originally planned
for a rail station and now the Village is considering a bus terminal for it.
It is important that when Buffalo Grove wants to put in a rail station that
PACE is willing to give up parking space for it. He felt that the assessory
commercial use should be tied down. You would not want a use in there that
would take up parking spaces for a long period of time. He suggested that #5
in the Intergovernmental Agreement have added to its last sentence the words
"and associated parking".
Commissioner Goldspiel suggested the following questions for staff to review
and report back on for the next workshop:
1. Will PACE be subject to Buffalo Grove's ordinance.
2. Can the special use ordinance be drawn up so that Buffalo Grove has
control and this is not a bus garage.
3. The Village attorney should review the term used to name this
facility, i.e. bus terminal, park and ride, etc.
4. The accessory use should be tied down.
Mr. Sabes stated PACE is looking for a location in a neighborhood where they
can operate several buses out of. When the train station comes about the bus
system will be negated. PACE has no intention of making it a bus garage or
barn. This would be more along the lines of a mini Howard Street station.

FUTURE AGENDA SCHEDULE
On February 15, 1989 the Vintage site at Checker and Buffalo Grove Roads, the
Woodley Park Apartments, the Mass Transit Zoning Ordinance were all to be
on the agenda.
ADJOURNMENT
vJ Moved by Commissioner Rosenston, seconded by Commissioner Howard, and
unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 8:40 P.M.
