Checker Square Shopping Center (Vintage Commercial)
May 10, 1989
Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

COMMITTEE & LIAISON REPORTS
Commissioner Rhodes referred to an article that was recently published in The
Daily Herald regarding the abundance of hotels in the Lake and Cook County
areas.
It was noted that Long Grove is considering a shopping center on McHenry Road
and Route 22.
Chairman Sheldon referred to a letter from Mr. Kachadurian on the proposed
Lincoln Station Development dated May 5, 1989.
CHECKER SQUARE SHOPPING CENTER
Mr. Gold noted they were told to move their entrance on Buffalo Grove Road
650' north of Old Checker Road by the Lake County Division of Transportation,
which has jurisdiction over Buffalo Grove Road. Because of this they had to
eliminate the service drive entrance and it is now modified so that trucks
can use the main entrance on Buffalo Grove Road. He has widened the radius
of
the curves so that the trucks will be able to enter the service drive from
the main entrance. He was informed that there will not be a cut through
median. The entrance is 3 cars wide with two lanes going in and one going
out. They have room for four cars to stack coming out of the shopping center
onto Buffalo Grove Road. The out buildings are 5,000 and 4,000 square feet.
He briefly reviewed the landscaping plan. They will sod and use ground cover
in the green area. At this time they have not designated any specific areas
on the plan for snow storage. He reviewed the material he handed out to the
Plan Commission on lighting for the site. He then reviewed renderings of the
buildings. They are maintaining a 13' height at the rear line of the build-
ings. The buildings will slope forward and some will reach a height of
between 18 and 21 feet.
The back of the center will be all face brick, possibly with some color
bands. The HVAC will be screened and on top of the buildings. They will
provide the 8 foot bike path at the southern end of the site.
Commissioner Goldspiel suggested that the service drive be one way so that
trucks would exit on Checker Road. If the service drive would become one
way, Commissioner Goldspiel would like to see the developer eliminate one
lane and make it green area in the back of the site.
Staff was directed to determine if the school district boundary has been
adjusted to put this commercial property into District #96.
Chairman Sheldon suggested that the trees in the back of the center be
installed similar to those at Lexington in the Park, both in size and posi-
tion.
The developer and his landscaper will review Lexington's landscaping.
Mr. Pfeil stated that he will go over the material on the annexation agree-
ment and memo's by Messrs Balling and Raysa regarding the height restrictions
for this site and compile that information for the Commission's review at the
public hearing.
Commissioner Braiman requested that the developer make available a rendering
of the back of the center and the landscaping, including the site line, for
the public hearing.
Commissioner Rhodes preferred that the parking lot have either all horizontal
or all vertical parking stalls. He felt the present configuration created a
safety hazard with cars backing out into the main isle.
An unidentified resident asked that the five parking spaces in the corner
behind the shopping center not be used for custom

parking.
Another unidentified resident was concerned with how this development would
effect the traffic on Checker Road.
Chairman Sheldon explained that there were plans for a light at the inter-
section of Checker and Buffalo Grove Roads. That this shopping center would

help to control the traffic on that road. There is insufficient street
lighting at the location at present and this center would alleviate that.
A third unidentified resident questioned the height of the plantings on the
berm at the back of the center. He felt that 3 foot trees were not tall
enough for screening.
CHAIRMAN'S REPORT
Chairman Sheldon read a letter from Mary Andre' representing the homeowners
of the Pekara subdivision, dated May 2, 1989 regarding the Santucci property.
Commissioner Goldspiel requested that the coat rack that is missing from the
Counsel Chambers be replaced.
FUTURE AGENDA SCHEDULE
At the May 17, 1989 Plan Commission meeting there will be a public hearing on
the Woodley Park Apartments and possibly discussion on the 3 car ga-
rage/driveway issue.
ADJOURNMENT
Moved by Commissioner Rhodes, seconded by Commissioner Braiman, and unani-
mously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 9:15 P.M.

Chairman Sheldon called the public hearing to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Sheldon read the notice of the public hearing as published in the
Buffalo Grove Herald and informed the audience of the format the meeting
would take. She then swore in Messrs. Lieberman and Cluet
The exhibits were those contained in Mr. Pfeil's April 27, 1989 memo to the
Plan Commission titled Town Place and Petitioner's Exhibits 1 through 5.
Mr. Lieberman noted that the B unit is the model that would have a 2 story
bay window. They are not an option. They are not extending the building any
further for these windows. Originally they wanted to use double bay windows
throughout the development but had a setback problem. The units with the
double windows are marked with dark arrows on the site plan. The residents
will be paying a premium for the units with the double bay windows that will
lover look the park. The windows will also break up the line of the
building. The buildings are all stone and brick and the most expensive units
are price at $270.000.00. The largest townhouse is 2550 square feet. The
target date for the townhomes is late fall. The midrise building should be
some where in the spring. The townhome density is reduced from 68 townhomes
to 63. The condominiums were also reduced from around 90 units to 88. The
bay windows only will occur in the B units.
Mr. Cluet noted the modification is for two story bay windows instead of one
story bay windows. The Village ordinance only allows one story bay windows.
This change would beautify the units.
The only overhand on the building is approximately 8" from the gutter. The
landscaping will be before the Appearance Commission this month. The
landscaper is Jacobs Ryan.
Mr. Raysa stated the reason the petitioner is before the Commission is
because the ordinance only allows one story bay windows. In response to
Commissioner Krug who pointed out that the bottom bay window is a sliding
door, Mr. Raysa stated he was not concerned with the definition of the term
` window and door in relation to these units.
Chairman Sheldon closed the public hearing at 8:06 P.M.
