Chairman Sheldon called the regular meeting to order at 9:49 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Howard, to approve the
Regular Meeting minutes of March 1, 1988. Approval was unanimous in favor
and the motion passed.
Moved by Commissioner Rubin, seconded by Commissioner Braiman, to approve the
Public Hearing Meeting minutes of May 3, 1988. Approval was unanimous in
favor and the motion passed.
Moved by Commissioner Rhodes, seconded by Commissioner Howard, to approve the
Regular Meeting minutes of May 3, 1988 as amended. Approval was unanimous in
favor and the motion passed.
Moved by Commissioner Rubin, seconded by Commissioner Goldspiel, to approve
the Public Hearing Meeting minutes of April 26, 1988. Approval was unanimous
in favor and the motion passed.
Moved by Commissioner Howard, seconded by Commissioner Rubin, to approve the
Special Meeting minutes of April 26, 1988. Approval was unanimous in favor
and the motion passed.
COMMITTEE & LIAISON REPORTS

WOODLEY PARK APARTMENTS (MILL CREEK)
Moved by Commissioner Goldspiel, seconded by Commissioner Howard that the
Plan Commission recommend to the Village Board approval of the Residential
Planned Unit Development and Preliminary Plan in the R-9 (Multiple Family
Dwelling) District. The plan proposes 48 apartment dwelling units for
Woodley Park Apartments as shown on Petitioner's Exhibits A through D which
includes the Preliminary Plan dated April 25, 1989 subject to:
1. Inclusion of a sidewalk from the south end of the sidewalk from the
three story buildings to the public sidewalk.
2. Increase of the public sidewalk from 4' to 5' in width as required
by the Development Ordinance.
3. Review of the location of the emergency access by the Police and
Fire Departments.
Discussion:
Commissioner Braiman felt this plan could not be approved or disapproved on
the basis of ownership.
Commissioner Rubin did not feel this rental community integrated into the
neighborhood. He noted his law firm represents the Mill Creek homeowners
but he would be voting on this issue.
The motion was amended with Commissioners Goldspiel and Howard concurring to
read:
"4. The homeowners declaration is subject to approval by the Village."

Mr. Raysa stated a condominium's declarations can govern what owners can do
with a unit.
A definition of "family" in the Village Code on Page 23 was read by Mr. Raysa
in response to a question concerning number of people occupying a unit.
Mr. Raysa will review the Old Mill Creek documents to see if there is
anything contained in them regarding an emergency access easement.
Commissioner Goldspiel stated that this project is needed in the Village.
The amenities that are missing from this site could be found in the nearby
neighborhood. He felt multi-family belongs on this property. The
landscaping needs to be increased. If the emergency access cannot be worked
out, either on the north or south end, he did not feel the project was
viable.
AYES: Goldspiel and Howard
NAYES: Rhodes, Braiman, Rubin and Charlotte
ABSTAIN: None
ABSENT: Krug and Rosenston
The motion failed 4 - 2.
PROPOSED ZONING AND DEVELOPMENT ORDINANCE AMENDMENTS TO ALLOW THREE-CAR
DRIVEWAY APRONS
Mr. Pfeil stated the next step for this subject would be a public hearing.
A discussion took place regarding the possibility of a 3 car drive/apron
causing a hardship if it were not granted at the Zoning Board of Appeals
level.
Commissioner Goldspiel pointed out that 27' is the width of a Village street
and the width of a 3 car apron. Setbacks, how a side loading garage would
look and tapering of a 3 car drive to a 2 car apron need to be considered.
He felt a 3 car drive and apron would encourage parking of recreational
vehicles.
ADJOURNMENT
Moved by Commissioner Rubin, seconded by Commissioner Howard, and unanimously
carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at
11:07 P.M.

Chairman Sheldon read the notice of the public hearing as published in the
Buffalo Grove Herald and informed the audience of the format the meeting
would take. She then swore in Messrs. Greg and Joseph Goslin

The exhibits were those contained Mr. Pfeil's May 12, 1989 memo to the Plan
Commission titled Woodley Park Apartments at Mill Creek and Petitioner's
Exhibits A through D.
Mr. Greg Goslin stated they are constructing 48 units. There will be 10
buildings with 2 and 3 stories. Six, three story buildings will have 6 units
on Old Arlington Heights Road and 4 two story buildings will have 4 units in
the interior of the site. There is an emergency access on Miller Drive.
They met with the Mill Creek homeowners and were denied access to their
drive. They have created their own access drive. The detention area for the
site is in the middle of the development and will be drained out to the
Chrysler detention system, which has provided for this site. The emergency
access will have two concrete poles on either side of the drive with a chain.
The police and fire departments will have keys for this chain. They have
agreed to make the sidewalk on Old Arlington Heights Road 5' . The side of
the property that is near Mill Creek's pool is approximately 3' to 4' higher
than Woodley's site and they do not plan to berm it. The buildings are block
and brick. The exterior is solid masonry. He reviewed a picture of the
buildings front and back. The buildings will be owned by individual owners.
The rentals will be $645 for 2 bedrooms and $575 for one bedroom. The
development will be constructed all in one phase. They are not asking for
any variations. There are no housing subsidies for this development. Each
building would be a lot and the rest of the property would be an outlot. The
elevation of these buildings will be similar to the elevations of Mill Creek.
Commissioner Goldspiel felt the private walk should be connected to the
public walk on the south end of the site.
Mr. Heller was concerned with the height of the 3 story buildings. He felt
they were not suitable for the area.
Ms. Gilborb was concerned with all of the multi-family building going on in the
Village and felt it was over done.
Mr. Postar was concerned with the emergency access.
Mr. Miller was concerned with the emergency access, the expanse of the
parking lot, guest parking and children generated from this site.
Ms. Libertory was concerned with pets, dumpster placement, construction,
traffic and dust generated from the site.
Ms. Struher was concerned with the developer not being able to rent all of
his buildings.
Mr. Cross felt that the Village should take a good look at the management
company for these buildings.
Mr. Beraz was concerned with traffic from the site.
Ms. Nabarski was concerned with the density and traffic from the site.
Mr. Tetslaw was concerned with the parking and traffic.

Ms. Hana asked if there would be elevators in the 3 story buildings.
Ms. LeBlanc did not feel the plan was an asset to the Village and would like
to see it a park.
Ms. Vasmoth did not like the development.
Ms. Grossman did not want to see this project built.
Ms. Anderson was concerned with how this development would effect property
taxes.
Mr. Vorta was a renter who had planned to purchase a unit in Mill Creek but
has decided not to buy because of this project.
Ms. Kursley lived near the emergency access and did not want to look out onto
the police chains at the emergency access.
Mr. Touhy was concerned with the emergency access. He suggested that it be
relocated onto the Chrysler property rather than its present location.
Ms. Phillips did not feel the emergency access was feasible at this location.
Mr. Gold questioned if the Village would plow the emergency access.
Ms. Miaizaz was concerned with traffic, rental property and the
emergency access.
Chairman Sheldon closed the public hearing at 9:39 P.M.
