Pfeil, Village Planner APPROVAL OF MINUTES None COMMITTEE & LIAISON REPORTS Commissioner Goldspiel attended the Village Transportation Commission meeting June 6th where the problem of the bus turning from Busch Parkway onto Milwaukee Avenue was discussed. Commissioner Rhodes attended the June 5, 1989 Village Board meeting where the Knoff Subdivision of single family homes was referred to the Plan Commission and an addition to the Emmerich Park building was discussed and approved. This addition would put a second floor on the building and make the height 22' . Moved by Commissioner Goldspiel, seconded by Commissioner Rubin and unanimously carried that the Commission hear Agenda Items C & D before Items A and B. BUFFALO GROVE TOWN CENTER Moved by Commissioner Goldspiel seconded by Commissioner Rosenston that the Plan Commission recommend to the Village Board approval of the Final Plat of the Buffalo Grove Town Center Unit 2, Surveyor's date September 17, 1989 consisting of 2 sheets. Discussion: Messrs Kuenkler and Pfeil testified that the plat conforms to the preliminary plan, it closes and complies with the Village Ordinances. AYES: Goldspiel, Rhodes, Howard, Braiman, Rubin, Rosenston and Charlette NAYES: None ABSTAIN: None ABSENT: Krug The motion passed 7 - 0. Moved by Commissioner Goldspiel seconded by Commissioner Rosenston that the Plan Commission recommend to the Village Board approval of the Final Plat of the Buffalo Grove Town Center Unit 3, Surveyor's date May, 1989 consisting of 1 sheet. Discussion: Messrs Kuenkler and Pfeil testified that the plat conforms to the preliminary plan, it closes and complies with the Village Ordinances. Mr. Kuenkler further stated in response to a question from Commissioner Braiman, that it was his impression that the Commission had concurred that plats had to be signed by the surveyor before being submitted to the Commissioner for approval and that was the only required signature. WEILAND ROAD Buffalo Grove Plan Commission - Regular Meeting - June 7, 1989 - Page 2 Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval of the Plat of Dedication of the proposed streets for Weiland Road in accordance with the drawing dated March 22, 1989, Page 2, consisting of 2 sheets. Discussion: Messrs Kuenkler and Pfeil testified that the plat conforms to the preliminary plan, it closes and complies with the Village Ordinances. AYES: Goldspiel, Rhodes, Howard, Braiman, Rubin, Rosenston and Charlotte NAYES: None ABSTAIN: None ABSENT: Krug PETER DAVID PROPERTY Moved by Commissioner Goldspiel, seconded by Commissioner Braiman that the Plan Commission recommend to the Village Board annexation and zoning in the B-5 District for the Peter David Property in accordance with Exhibit 1 at the Public Hearing and further recommends approval of a special use to allow an office use in the Commercial/Recreational Sub-District with the following variations: 1. To allow a sub-district area of .31 acres instead of minimum 10 acres area required in the Commercial/Recreational Sub-District. 2. To allow setbacks of less than 25 feet adjacent to a residential boundary line. 3. Including waiver of requirement of a provision for a handicap ramp. Subject to: 1. That the annexation agreement require a connection to the sanitary sewer when it becomes contiguous to the property. 2. Provision in the annexation agreement that the use and appearance of the structure not be altered. 3. Correction of the building code items shown in Messrs. Saviano's memo of February 21, 1989 and Hruby's memo of April 6, 1989. 4. There not be exterior structural changes and that any changes in the appearance of the structure would be subject to the review of the Appearance Commission so that the use would not be changed and the appearance have to go to the Appearance Commission. 5. That the restriction on the use and appearance apply to the property and that the variations apply to the property not be personal to the petitioner. Discussion: Buffalo Grove Plan Commission - Regular Meeting - June 7, 1989 - Page 3 Messrs Kuenkler and Pfeil testified that the plat conforms to the preliminary plan, it closes and complies with the Village Ordinances. AYES: Goldspiel, Rhodes, Howard, Braiman, Rubin, Rosenston and Charlotte NAYES: None ABSTAIN: None ABSENT: Krug The motion passed 7 - 0. SANTUCCI PROPERTY Mr. Garfield stated that they have to reconfigure their compensatory storage. They did not know if this is the final plan and until they have their compensatory storage figures, would not be sure. They could be 7 acres short of compensatory storage and if that is the case they could not build. They are appearing this evening to see if the Commission agrees with the concept and to answer questions. If they have to increase the right-of-way on Milwaukee Avenue it would force them to shift their entire site. They would be willing to give up some land and Riverwoods should give up some land. They met with the Pekara Subdivision residents who were concerned with an emergency access. Mr. Rosenzweig stated they have: 1. Added a 5' sidewalk on all of the property and provided streets. 2. Extended the 8' bike path to Milwaukee Avenue. 3. The walk on Milwaukee will be 8' . 4. The 25' setback is along the flood way. 5. The right-of-way at Milwaukee Avenue is 100' . 6. The eastern most curb cut has been eliminated. 7. The office and research zoning is now B-3. 8. The size of the retail site has not changed from 14. 1 to 13. 1, they have just changed the way they document it. They have platted it out. All 4 outlots are figured out of the 13.3 size. 9. They feel that the Corps of Engineers will view the wetland as insignificant. Mr. Bill Grieve stated: 1. The alignment of Deerfield Road extended the roadway and has been designed to meet or exceed all types of road standards. They do not feel the curve of Deerfield Road would be a new experience for the drivers who use it. Buffalo Grove Plan Commission - Regular Meeting - June 7, 1989 - Page 4 2. Regarding the right-of-way along Milwaukee Avenue, they feel the type of improvement along Milwaukee Avenue would be accomplished in a 120' right-of-way. They would be willing to give a 10' right-of-way. 3. The service drive is shown as wrapping around the shopping center and comes out, which improves this area. 4. Across Deerfield Road entrance at the east most drive has been relocated to the west. The internal drives are too close together for normal design standards along Deerfield Road. 5. When Deerfield Parkway is completed it will help alleviate the problems of traffic at Busch Parkway and Milwaukee Avenue and Deerfield and Milwaukee. 6. That the 120' right-of-way on Deerfield Road extended to the west at Milwaukee Avenue is needed. If you move the park from that area the proposed 105' right-of-way would be adequate. They would like to taper back about 350' . Mr. Steve Leimer stated: 1. They are installing a dam in the stream and a pond behind it which will allow them to have a level pool behind the dam and give them extra storage. The dam would act as a control structure. The release rate of the water from their system will be the same as it is now. 2. They would like to figure their compensatory storage with the use of a computer model. They will not calculate compensatory storage as the ordinance requires. They would calculate using the computer model. 3. They propose that the flood levels would not be increased in the property lines. They would prove this with the computer model. They would need a permit from IDOT and have FEMA review it. It could take a couple of months to complete. Mr. Garfield stated using their computer plan, they would be maintaining the same release rate of water but in a different way. Ms. Finley briefly reviewed the landscape plan. They would like to use an alternate material for the perimeter of the ponds as stone, which is required by ordinance, is very costly and they have many ponds to landscape. Commissioner Goldspiel pointed out that the natural Prairie grasses were problems near residential areas. Mr. Campbell reviewed the residential site plan of 300 units. The main access is on Barclay Boulevard and not off of Deerfield Parkway. They have enlarged the clubhouse and it is about 3,500 square feet. They have enlarged the pool and put it closer to the northern end of the site. They have 12 buildings instead of 11. Buffalo Grove Plan Commission - Regular Meeting - June 7, 1989 - Page 5 11. They do not have a jogging path on the plan yet, they will be talking to the Park District about it. He reviewed the elevations of the brick veneer and sided buildings. They will have 3 building types each building will have only one type of unit in it. The buildings will consist of either a 1 bedroom unit of 600 square feet, 1 bedroom unit of 750 square feet or 2 bedroom unit of 1,000 square feet. The rents will range from $635 to $1,050 per month. This does not include utilities. They have 150 garage spaces. They have 525 parking spaces. Every unit will have washer/dryer connection. Every unit has storage area on its deck. The leases would be 6 months in special cases and 12 months otherwise. Commissioner Goldspiel was concerned with the traffic pattern within the development. Many units will have to travel a long way through parking lots to get to a street. Lack of recreational features and views from units, buildings sited with sensitivity were some of his other concerns. Commissioner Rosenston is not in favor of residential units in an industrial environment. Commissioner Braiman would like to see Deerfield Road flipped to the other side of the plan so that the multi-family can be near the single family. Mr. Peterman noted the closest point to the flood way is 30' from a building. Mr. Carmignani stated that 100' right-of-way is not enough on Milwaukee Avenue. He suggested 150' of right-of-way. He feels the extra right-of-way should be obtained now and not wait to condemn the property after it is built. Deerfield Parkway west of Milwaukee Avenue improvements does not alter conclusions for the west side. Right-of-way on Deerfield should be obtained now. He would like to see the access point on the east side of Milwaukee in that area. The entrance on Milwaukee Avenue for the Colonial Shopping Center does not line up with the development. He has a problem with the right-in/right-out on Milwaukee Avenue. Mr. Sabes suggested bus shelters for AM and PM pick up. CHAIRMAN'S REPORT Chairman Sheldon suggested that the prairie at Checker and Arlington Heights Roads should have a sign installed letting the residents know what this area is. She felt that if the RV issue was restudied, the Plan Commission should be consulted for input. Commissioners Present: Chairman Sheldon Mr. Goldspiel Mr. Rhodes Ms. Howard Mr. Braiman Mr. Rubin Mr. Rosenston Mr. Charlette Commissioners Absent: Mr. Krug Also Present: Mr. P. Pfeil, Village Planner Chairman Sheldon read the notice of the public hearing as published in the Buffalo Grove Herald and informed the audience of the format the meeting would take. She then swore in Mr. David. The exhibits were those contained in Mr. Pfeil's June 2, 1989 memo to the Plan Commission titled Peter David Property and Exhibit 1. Mr. David stated they want to continue the office use as it exists today. They do not plan on an expansion. Mr. David was not totally aware of the cost to hook up to the Village water and sewer system but did understand that it could be costly. He is willing to make all the changes outlined in the Village correspondence. He noted that his building was the second oldest in the Village and it was built in the middle 1850's. It has been residential use since that time. He wishes to maintain the residential character and has no plans to change the outside of the structure. He is willing to have a clause in the annexation agreement restricting the appearance of the outside of the building. He will install a handicap space. Mr. Pfeil stated the Village Health Officer has informed him the septic system is functioning properly. When the property adjacent to the Village, between the Village and Mr. David's property, is annexed, Mr. David's site will be required to connect to Village sewer. He further stated that the setback variation is because this site is within the Town Center District. Mr. Schwartz stated that the ordinance provides for an architectural consultant in this district if changes are to be made to the exterior of the site. However, in the case of the Town Center, since there was no Village Architectural Consultant, an agreement was reached with the Village. Mr. Williams was concerned with the look of the site after this process is completed. Mr. Share asked if there were any plans by the Village to annex the property near this site that is not already in the Village. Chairman Sheldon stated that not unless the owners of these properties approach the Village. Chairman Sheldon closed the public hearing at 8:21 P.M.
