1989-06-21 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Check Square Shopping Center Zoning Ordinance Amendment - Three-Car Driveway June 21, 1989 Chairman Sheldon called the regular meeting to order at 9:41 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Pfeil, Village Planner APPROVAL OF MINUTES Moved by Commissioner Rubin, seconded by Commissioner Howard, to approve the Regular Meeting minutes of May 10, 1989. Approval was unanimous in favor with Commissioner Rosenston abstaining and the motion passed. COMMITTEE & LIAISON REPORTS None ZONING ORDINANCE AMENDMENT - THREE-CAR DRIVEWAYS Moved by Commissioner Braiman, seconded by Commissioner Rubin that the Plan Commission recommend to the Village Board approval of an amendment to the Zoning Ordinance Section 17.25.030.F.4 as stated in Exhibit #1 and amendment of the Development Ordinance Section 16.50.080.A.2 concerning driveway and apron of 27' in width shall be permitted to serve a front-loading three-car garage or an outside corner loading 3-car garage on single-family lots having a minimum lot width of 80 feet, and a front yard setback of not less than 30 feet or greater than 40 feet. AYES: Howard, Braiman, Rubin, Rosenston and Charlette NAYES: None ABSTAIN: None ABSENT: Goldspiel, Krug and Rhodes The motion The motion passed 5 - 0. CHECKER SQUARE SHOPPING CENTER (VINTAGE COMMERCIAL) Moved by Commissioner Braiman, seconded by Commissioner Rubin that the Plan Commission recommend to the Village Board approval of Preliminary Plan for a PUD shopping center of 57,285 square feet located on a 6.84 acre tract in the northwest corner of Buffalo Grove and Checker Roads including Exhibits A through E pursuant to testimony of the developer subject to: 1. Three lanes of traffic on Old Checker Road 2. Evergreen minimum height of 7' 3. The 4 parking spaces in the back of the main building be removed 4. Correction of the berm and fence in accordance with Exhibit F of the Annexation Agreement 5. Right-in/right-out on Buffalo Grove Road 6. Look into restricting construction traffic on Checker Road Discussion: Commissioner Rubin was concerned with the outlots and stated that the developer had stated that those two lots were needed. He felt the developer would come back to the Village stating a hardship because he could not fill all of his stores and asking for a special use for the outlots. The Village would be forced to give him a special use in order to keep the center from failing. He cannot see another strip center at this location. Other centers in that area are having trouble renting their space. Commissioner Howard concurred with Commissioner Rubin and was concerned with the front elevation heights and what the residents will see from the back of the center facing their development. Commissioner Braiman concurred what his fellow Commissioners had said. Commissioner Charlette concurred with what had been said, was also concerned with the line of sight and would like to see more specifications for the out buildings. Commissioner Rosenston concurred with the Commission's comments. Commissioner Braiman suggested that Mr. Pfeil look into having the ruling changed so that the Chairman of the Plan Commission could vote other than when there was a tie vote. FUTURE AGENDA There will be a workshop on July 5, 1989 for a day care amendment to the Zoning Ordinance. ADJOURNMENT Moved by Commissioner Rubin, seconded by Commissioner Howard, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 10: 16 P.M. Pfeil, Village Planner Chairman Sheldon read the notice of the public hearing as published in the Buffalo Grove Herald and informed the audience of the format the meeting would take. The exhibits were those contained in Mr. Pfeil's June 15, 1989 memo to the Plan Commission titled Proposed Zoning & Development Ordinance Amendments Concerning Three-Car Driveway Aprons which is Exhibit #1. Mr. Pfeil stated that only Zoning Ordinance Section 17.36.030.F.4 is to be considered at this hearing along with the proposed change to the Development Ordinance Section 16.50.080.A.1. He briefly reviewed what the Commission had discussed at previous workshops for this amendment change change up to this time for the audience. There might be cul-de-sac lots that would have to come back to the Zoning Board of Appeals because they do not have sufficient room for a three car drive. Mr. Green stated that to a great extent this change would allow residents of Scarsdale to develop their 3 car drives. He suggested that the second line of the Zoning Ordinance be changed to read "To serve a front loading or outside corner loading garage". Chairman Sheldon closed the public hearing at 9:32 P.M. She then swore in Messrs. Paterson, Gold and Devery The exhibits were those contained in Mr. Pfeil's June 15, 1989 memo to the Plan Commission titled Checker Square Shopping Center and Petitioner's Exhibits A through E. Mr. Gold reviewed the location of the site, zoning, adjacent zoning, his site plan and the landscaping plan. The building will be of masonry, stucco and glass materials. The signs will be controlled by the complex management. Lighting along the rear of the building will be 12' in height and providing down light only. The parking lighting will be 30' high and all lights will reflect downward. There would be no spillage into the residential area. There will be walkway lighting under the overhanging canopy area. Construction of the main building should take approximately one year. He reviewed the two main entrances stating that one is 650' north of Buffalo Grove Road with entry only from the south and exit only to the south. The second entrance is along Checker Road and provides for 2 way entry. The service trucks will be coming in off of Checker Road and go to the rear of the main building. There will be a one way service drive from Checker to Buffalo Grove Roads. Mr. Gold reviewed renderings of the site and the line of sight drawings. Some discussion took place regarding the height of the main building which ranged from 18.5' , 24` and 28' in the front of the building and 13' in the rear. It was pointed out that the 28' height was to identify accent peaks and are only in two locations, at the ends of the main building. He pointed out that the annexation agreement scale shows 1" = 5' horizontally and 1" = 10' vertically. Their plan shows a scale of 1" = 10' . The mechanical will be screened and the screening will just cover them. It will not be taller than the mechanical. They have not given the Lake County Divisional Transportation a complete traffic study, as they have not finished it yet. They will submit this to Lake County upon completion but Mr. Gold cautioned that the traffic study could affect the entrances to this plan. They are willing to work with the Village of Buffalo Grove on traffic but will be bound by Lake County's decision. They will submit a schedule for phasing of the plan. They have not determined the area for snow storage as of yet. Mr. Devery stated the northeast corner is where the sanitary sewer connection is along with a 27' storm sewer which is behind Buildings 7 and 8. Existing watermain is on the east side of Buffalo Grove Road and south side of Old Checker Road. They would connect the water through a basin system and make a connection through the storm sewer. There is an 8' sidewalk that will be extended from the east side of the project along Checker Road to the intersection of Checker and Buffalo Grove Roads. There will be street lights installed on Checker Road. The internal hydrant system will be sufficient for this site. Mr. Paterson reviewed the proposed landscaping. Between the residential and this site they have shown evergreens staggered on the berm. Along Checker and Buffalo Grove Roads there is a 2.5' to 3' high continuous berm at the edge of the parking stalls around the site. All of the islands within the site, that are large enough accommodate shade trees, will have them. The 2 out building sites will be planned when they are developed. They plan to comply with the original requests of the Village. The evergreens will be at 6' to 7' in height when installed and should mature to 12' within 5 years. Mr. Pfeil stated that the landscape plan before the Commission is the one Mr. Rigsby reviewed. Chairman Sheldon noted that in the three workshops on this project the Commission had stated that the height of the buildings was too tall. Commissioner Howard was concerned with the third traffic lane that doesn't appear on the plan. Commissioner Rosenston was concerned with the internal traffic and parking. Commissioner Braiman was concerned with the height of the trees that will berm the residential from the center and the line of site. The trees are Buffalo Grove Plan Commission - Public Hearing - June 21, 1989 - Page 2 showing 6' installed. He would like to see more green space. Commissioner Charlette felt that the screening will not hide the mechanicals from the second floor of units and was concerned about the internal traffic. Mr. Gold stated the four parking spaces in the rear of the main building will be designated for pick up trucks for the tenants. Some of the uses he is considering for the main building are hair care, cleaners, women's clothing, doctor's clinic, health care and gourmet food shop. They will also screen the HVAC from the back. It will be metal and the same color as the front of the building. The brick will be the same in the back as the front but might have a color band in the back of the building. He stated that there is 32' in length of the 28' height, 180' of the 24' height and the balance is 364' of the 18' height. Mr. Edelstein would like to see the berm increased and was concerned with the noise from the HVAC units. Ms. Raines pointed out that the berm is 2' above the fence between the shopping center and the residential. Ms. Stronic pointed out that the type of stores the developer is considering already exist in the area and that several similar developments are not full because they are having trouble getting tenants to lease their stores. She was very much opposed to this plan and would prefer office on this site. Chairman Sheldon closed the public hearing at 9:32 P.M.
