Chairman Sheldon called the regular meeting to order at 7:31 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rosenston, seconded by Commissioner Charlette, to
approve the Public Hearing and Regular Meeting minutes of June 21, 1989.
Approval was unanimous in favor with Commissioners Goldspiel, Krug and Rhodes
abstaining and the motion passed.
Moved by Commissioner Rosenston, seconded by Commissioner Charlette, to
approve the Public Hearing and Regular Meeting minutes of June 7, 1989.
Approval was unanimous in favor with Commissioners Krug and Rhodes abstaining
and the motion passed.
Moved by Commissioner Charlette, seconded by Commissioner Rhodes, to approve
the Public Hearing Meeting minutes of May 17, 1989. Approval was unanimous
in favor with Commissioners Krug and Rosenston abstaining and the motion
passed.
Moved by Commissioner Charlette, seconded by Commissioner Rhodes, to approve
the Special Meeting minutes of May 10, 1989. Approval was unanimous in favor
with Commissioners Krug and Rosenston abstaining and the motion passed.
COMMITTEE & LIAISON REPORTS
Commissioner Rubin attended the June 26, 1989 Village Board meeting where the
following was referred to the Plan Commission:
1. Strathmore Shopping Center Fence
2. Home Child Care Centers
3. Parking RV's etc. , in residential areas
4. Housing and property maintenance standards
5. Arlington Toyota New building and expansion.
Commissioner Rubin passed out a copy of his Village board packet with
comments for the Commission.
3419 NORTH BETTY DRIVE
Mr. Berth stated the site is at the southeast corner of Dundee Road and Betty
Drive. It is currently zoned single family residential under Cook County
zoning. They would like to purchase the existing residential and convert it
to a Century 21 Real Estate office. Commercial zoning is requested, which
would be consistent with adjacent business uses. They will keep the
residential character of the property. They are proposing to use the
existing structure with out any changes to the front yard with the exception
of adding a sidewalk. They would like to have as many parking spaces as they
have proposed, 25 spaces. Their office has a total of 20 agents, who are not
all in at the same time. They also offer pre-licensing classes in real
estate on Sunday morning's from 9:00 A.M. until 1:00 P.M. The classes run
between 15 and 20 students. They do not plan to add any other business in
their office other than a real estate and school. They do not want to be
restricted from adding an attorney or CPA to their office. They could use all
the building space themselves. They are aware they will have to do something
about water retention. The walnut tree in the back yard cannot be preserved
as it is in the middle of their proposed parking lot. It is a very old tree.
Mrs. Berth stated the other businesses in the location across from their
proposed site on the west park on the street and could utilize their extra
parking spaces. They are willing to work with the Village on the
preservation of the tree.
Mr. Berth stated they are asking for a 2' variation in the aisle width in the
parking lot. This is not going to be a busy parking lot. The building has

not been inspected by the Village yet to see if it meets all the Village
codes. It is not connected to the Village sewer and water but they will hook
up. They are not aware of the full cost for this. The adjacent residential
has a side yard with a long lot because they are hooked up to well and
septic. They will look into screening between their site and the adjacent
property. The building is 28 years old. They would probably use the garage
and the square footage including the garage they have 2,400 square feet.
They will have a landscaper look at the property .
Mr. Pfeil will see if Betty Drive will have to be improved because of this
site. The B-3 zoning allows the Village to be more restrictive in use. The
petitioners were agreeable to that zoning. Commissioner Goldspiel suggested
one way circulation in the parking lot could possibly improve the driveway
width problem.
PROPOSED ZONING ORDINANCE AMENDMENT CHILD CARE IN RESIDENTIAL DISTRICT
Mr. Pfeil stated many of the surrounding communities allow 8 children in a
day care home, but it is regulated. The state allows 8 children total
including those that reside in the home. There are State regulations for
home child care as set forth in the Illinois Department of Children and
Family Services, Text of Adopted Rules, Subchapter e, §part 406, March 1,
1985.
Chairman Sheldon explained the format the meeting would take for the
audience, noting that they would have time to speak.
Commissioner Braiman stated that Rolling Meadows' ordinance both protects the
village and neighbors near a child care business. He felt this business is
needed in Buffalo Grove but would like to see something adopted along the
lines of Rolling Meadows ordinance incorporating the State regulations as
well.
Commissioner Goldspiel felt that 8 children was a large number for a
residential zone.
Commissioner Krug also felt that 8 children was excessive in a residential
neighborhood. He felt that possibly the building codes would have to be
looked into because of a safety problem. He felt that if all 8 children were
infants, one person could not handle all 8 and if someone was hired to help,
this would not be a home business according to Buffalo Grove's ordinance.
Commissioner Rosenston agreed that 8 children was an excessive amount in a
residential neighborhood. He was concerned about help, traffic, noise and
safety.
Commissioner Charlette felt 8 was a large number of children. He was
concerned how this effects the care providers insurance.
Mr. Kozlowski stated child care does not effect the homeowner's insurance
but his wife, who operates a child care facility has an optional policy to
cover this area. The State does not require but strongly recommends this
insurance.

Commissioner Howard could sympathize with mothers looking for good child
care. Her concern was with one person taking care of 8 children and the ages
of the children to be cared for.
Commissioner Rhodes was concerned with the residents of the area near the day
care center and the parking drop off and safety.
Commissioner Rubin felt you could not simultaneously comply with the State
and Buffalo Grove's ordinance. Buffalo Grove does not allow home
occupation's to carried outside of the building, the State requires a
playground. He was concerned with enforcement of an ordinance like Rolling
Meadows' (Rolling Meadows Code, Division 9) if adopted. The surrounding
residents of the day care center was another concern.
Ms. Kozlowski stated she could take care of more than 8 children. Her peak
period is after school when children come to her home. This lasts for an hour
or hour and a half. Parents come and go at different times and only stay long
enough to pick up their children.
Mr. Rothblum was concerned about the process this item was to take.
Ms. Lebinic has children in the morning and after school in her home day
care. She is open from 7:00 A.M. until 5:30 P.M. There is no problem with 8
children. She owns a van and takes the children to parks and other
locations. She has additional insurance to cover this day care.
Mr. Vackicev read his May 11, 1989 letter to Mr. James Sylverne. He stated he
has lived in his home for two years and was not aware that there was a child
care center next to him when he purchased his home. He would not have
purchased his home had he known this at that time. He asked what the
requirements for the State were regarding child care. Mr. Pfeil will provide
him with these.
Ms. Ho uses Mrs. Kozlowski and is happy with her. She drops off her children
at 7:00 A.M. and picks them up at 6:15 P.M. She only stays one or two
minutes to pick them up. She felt 8 children in the day care home would not
be a problem.

Mr. Ho was satisfied with Mrs. Kozlowski's service.
Ms. LaSpina stated that traffic fluctuates at her home care center. She felt
that the Commission should be concerned with what is good for the children.
She chose home day care center over commercial because of the environment.
Ms. Fleming also chose a home day care center for the environment.
Ms. Cunningham has received no complaints in the time she has run her center.
She has 8 children including 2 of her own, for the past 4 years.
Mr. Pfeil will provide the Commission with the number of day care licenses,
both residential and commercial, in Buffalo Grove for the next meeting.
Mr. Hauseliner preferred home day care. His son gets to the sitter after
school via the school bus.

Mr. Sherman stated the Commission should concern itself with zoning. He was
not in favor of 8 children in a child care home. Two or three would be what
he would propose. If the Village should decide to increase the permitted use
of children, he asked that the Village should require neighbors within a
certain range sign off an approval for this center. He felt a special use
should be created for this home business and it should be reviewed at
periodic times.
Ms. Brodert wished to know if the 3 licensed child care centers in the
Village have had any complaints against them.
Ms. Sherlin stated there are worse things in a home business than child care.
Ms. Rothblum stated parents provide supervision of the children in home day
care.
Ms. Homes chose home day care because of the environment.
Mr. Hauseliner favored home day care and does not have a problem with a center
which operates next to him. He knew this facility was there when he moved
in. He does not use their service.
Commissioner Goldspiel suggested that the Commission consider the following
items pertaining to this issue.
1. Whether the number of children be increased from 3 to what number
of children allowed in a center.
2. Whether children that are residents in the home care center counted
in this number and counted up to what age.
3. Whether this should be a special use procedure or regulated some
other way.
ASBURY DRIVE, FIRST RESUBDIVISION-FINAL PLAT
Moved by Commissioner Goldspiel, seconded by Commissioner Braiman that the
Plan Commission recommend to the Village Board approval of the First
Resubdivision of Asbury Drive in accordance with the document dated June 5,
1989. Commissioner Goldspiel amended his motion with Commissioner Braiman
concurring to state " subject to:
1. Review of the lot width requirement for this development.
2. Review by the Village engineer for driveway access."

FUTURE AGENDA
The July 19 meeting will be workshops for an annexation with an R-2 zoning in
Prairie View and Arlington Toyota.
ADJOURNMENT
Moved byCommissioner Rosenston, seconded byCommissioner Howard, and
unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at P.M.
