Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Braiman, to
approve the Regular Meeting minutes of July 5, 1988 as amended. Ap-
proval was unanimous in favor and the motion passed.
COMMITTEE & LIAISON REPORTS
Commissioner Krug attended the July 17, 1989 Village Board meeting.
There was an informal question and answer session prior to the Village
Board meeting for residents. The major concern was the speed limit on
Buffalo Grove Road. There was some discussion on recycling.
Topics covered at the Village Board meeting were:
1. Residents removing a decorative wall, i.e. , entrance markers
into a development.
2. The Park District gave an overview of the water park they are
planning on installing between Route 83, Busch and Buffalo
Grove Roads.
3. The Peter David Property Public Hearing was held, this site
was approved by the Village Board.
4. Discussion on Woodley Park Apartments. The Village Board
agreed with the Plan Commission
5. Subdivision grading completion in Westchester.
Commissioner Braiman commented on a meeting regarding the retail center
at Checker and Buffalo Grove Roads that received a negative recommenda-
tion from the Plan Commission. In attendance at this meeting were
Commissioner Braiman, Chairman Sheldon, President Clayton, Trustee
Glover, the Village Manager, the Village Planner and the developer. A
number of questions raised were discussed. The biggest problem was the
use of the property. The developer will go back and see if they can put
residential on this site However, they purchased the property as B-3
and do not know if it is economically feasible to put residential in
that location.
Commissioner Goldspiel attended a Transportation Commission meeting on
July llth where the intersection of Busch Road and Milwaukee Avenue and
the intersection of Deerfield Road and Milwaukee Avenue were discussed.
Mr. Carmignani's and staff's comments were discussed. The Transporta-
tion Commission concurred that the left lane on Busch Parkway should be
both left and right turn to improve the traffic onto Milwaukee Avenue.
An advisory committee is being formed on the construction of an aquatic
center on Busch. Mr. Pfeil will try to obtain current information for
the Plan Commission on this item.
ARLINGTON TOYOTA, 935 W. DUNDEE ROAD
Mr. Jostes stated the existing facility was built 20 years ago as a
Chrysler dealership. Toyota needs to expand the existing service
department. With the new construction, looking at the building from
Dundee Road you will be viewing a building wall that is set back over
340' . This wall will be mill siding. The spray booth, inside the
building, will have an exhaust fan. You will not see any roof top
equipment. There will be unit heaters inside the building. There will
be some sky lights in the body shop. The west elevation will contain a
man door and 2 sets of overhead garage doors. The east elevation will
be the same as the west. The internal site traffic pattern will remain
the same. Parked cars will be no closer to the residental than they are
presently. They will repatch the driveway but there is no change in the
parking patterns or storage detention. There will be additional parking
and body shop storage. The dealer is just accommodating the growth of
his business with this construction. Mr. Jostes will provide the
Commission with the state emissions requirements. There is no intent of
putting a sign on the body shop. Construction should take about 6
months. The service parts addition will take the existing elevation and
extend it outward. The fuel tank has been removed and he will provide
documentation to this fact.
Commissioner Goldspiel would like to see landscaping on Old Arlington
Heights Road on the west and on the south side of the building.

Landscaping around the perimeter would be a good screen. He felt this
new building did not belong in the B-4 zoning.
Staff will look into landscaping near the detention area and engineering
constraints.
Mr. Pfeil stated it is 500' to the closest residential area south of the
site.
Commissioner Rhodes suggested that the new building be made out of
different materials, something more decorative as it will be 20' high
and seen from Dundee Road and Arlington Heights Road.
Mr. Hruby and Mr. Raysa will verify for the Commission that a body shop
is a permitted use in the B-4 District.
Commissioner Krug stated the south elevation doors could use a more
aesthetically pleasing look. The north face of the service extension
should be masonry.
For the next meeting the developer will bring samples or photos of
buildings using the materials they are considering.
KNOPF"S SUBDIVISION, LOTS 1 & 2
Mr. Bodenstein stated the site is in unincorporated Prairie View. He
reviewed the location of the site, the surrounding uses and zoning. They
are asking for R-2 zoning for the two lots. Lot 1 is vacant. They are
asking for a variation for the front and side yard requirement of the
R-2 District as there is a home and garage on Lot 2 that would require
this variation. It would be a hardship to move these buildings in order
to comply with the zoning. Currently there are stubs for sewer and
water adjacent to Lot 2 that could be connected. Lot 1 will have a home
built on it in the future which would be in full compliance with the R-2
requirements. Second Street has never been legally dedicated, it is
part of the Woodlands Unit 15. The alley will be coming in as part of
the annexation. They are currently installing a well because the present
well has gone dry and there are residents in the home. They plan to
hook up to Village water.
Mr. Pfeil stated the alley right-of-way is in existence and is part of
the annexation. He will see if the alley can be vacated and who's
responsibility this alley would be. Staff will check into the require-
ments regarding the well presently being drilled and hook up with the
Village water.

Moved by Commissioner Rhodes, seconded by Commissioner Howard, and
unanimously carried to adjourn the meeting. Chairman Sheldon adjourned
the meeting at 8:44 P.M.
