September 27, 1989
Chairman Sheldon called the meeting to order at 8: 11 p.m. in the Municipal
Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Moved by Commissioner Braiman, seconded by Commissioner Charlette, that the
Plan Commission recommend approval of the Planned Unit Development and
Preliminary Plan as depicted in Exhibits 1, 2, and 4 dated September 21, 1989
and Exhibit 3, the architect's rendering; subject to preserving, if possible,
and relocating the two existing trees adjacent to the service building.
Discussion:
Commissioner Braiman requested that the Village staff thoroughly review all
plans for the project to ensure that the project will be built as approved by
the Plan Commission, concerning building heights and other important details.
Commissioner Rhodes noted that Arlington Toyota is closer to Old Arlington
Heights Road than other auto dealerships, so special attention is needed
concerning landscaping and building appearance.
The vote on the motion was as follows:

ABSTAIN: None
ABSENT: Goldspiel, Rubin, Rosenston

1 Child Day Care - Zoning Ordinance Amendments.
v Mr. Pfeil reviewed the revised draft of the proposed amendments, as noted in
his memo of September 22, 1989. For both home occupation and special use day
care, outdoor play is required to be in a rear yard. For special use day
care, a Village business license would be required, and the special use would
be valid for two years. A special use would be required for day care
operations four to eight children.
Commissioner Charlette said he is still concerned about the need for
liability insurance.
Commissioner Braiman said perhaps the Village could require a special use
applicant to show evidence that they are insured, with a stipulation that the
Village be notified if the insurance changes or lapses.
Mr. Raysa noted that the Village would not be liable if a special use were
granted to an individual who did not have insurance.
Commissioner Braiman suggested that Section 17.28.060.B.5.b. concerning
employee parking should be combined with item g. in the same section. He
also suggested that even day care provided as a home occupation should have a
Village business license. This would disclose the day care use to neighbors
and prospective home buyers in the area.
Mr. Raysa said he thinks home occupations are not businesses, so a license
should not be required.
Barbara Kozlowski, 605 S. Patton, said the State strongly recommends that a
licensed day care home operator obtain insurance, but it is not required.
She said an operator is required to have the name of the insurance company
and agent for each child in the home.
Commissioner Rhodes said the proposed ordinance is generally acceptable, but
allowing outdoor play as early as 6:00 a.m. is not advisable.
Mrs. Kozlowski replied that children come to her home at 7:00 a.m. , and
breakfast is served. Outdoor play does not begin until after breakfast.
Mr. Raysa noted that the Special Use standards in Section 17.28.040 of the
Zoning Ordinance give an objector ample opportunity to cite reasons that a
special use should not be approved.
The Plan Commission concurred that a public hearing should be scheduled for
consideration of the proposed amendments.

CHAIRMAN'S REPORT. None
FUTURE AGENDA. The October 4, 1989 meeting will have a public hearing for
the Vernon Township property and a workshop for Northwest Building Supply.
ADJOURNMENT.
Moved by Commissioner Rhodes, seconded by Commissioner Howard, and
unanimously carried, to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 9:00 p.m.

Chairman Sheldon called the public hearing to order at 7:35 p.m. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Sheldon stated that the hearing is being continued from September
20, 1989.
Mr. Jostes stated that the site plan and building elevations drawings have
been revised as directed by the Plan Commission. He said the revisions
include the addition of dumpster locations, the labeling of a gravel area as
"future vehicle parking" (required to be paved) , notations that the body shop
building will have a height of 22 feet and the service addition will be 24
feet 9 inches in height, and a notation that dryvit will be used on the upper
portion of the north wall of the service building.
Commissioner Krug asked if the existing trees on the west side of the service
building would be saved.
Mr. Jostes said two trees would be moved, and if possible, they would be
re-located on the site.
Commissioner Krug asked about the appearance of the dumpster enclosures.
Mr. Jostes said the dumpsters would be enclosed by fences.
Commissioner Braiman inquired if vehicles would be parked on the gravel area
labeled "future vehicle parking."
Mr. Elbrecht stated that there will be no parking on unpaved areas. He said
employees will park on the east side of the service building.
Commissioner Braiman asked if the plans have been changed in any way other
than what the Plan Commission requested. He noted that a stop sign is to be
installed at the west driveway exist to Old Arlington Heights Road. Mr.
Jostes stated that there have been no changes to the plans except for the
labeling that was requested by the Commission.
Mr. Raysa noted that the date of the revised exhibits is September 21, 1989.
He commented that signs and fences on the site are subject to applicable
Village regulations.
Chairman Sheldon asked for further questions or comments; the public hearing
was closed at 8:10 p.m.
