Vice Chairman Goldspiel called the hearing to order at 7:30 p.m.
in the Village Council Chambers, Buffalo Grove Municipal Building,
50 Raupp Boulevard, Buffalo Grove, Illinois. Vice Chairman
Goldspiel read the Notice of Public Hearing as published in the
Buffalo Grove Daily Herald, explained the procedure to be followed
for the public hearing, and swore in all persons who wished to
give testimony.

Mr. Maiorello reviewed the site plan stating all changes requested
by the Commission had been made to the plan. He said existing
trees and large shrubs on the property would be retained to the
extent possible and an enclosed dumpster would be adjacent to the
garage door entrance on the east side of the building. In
addition, a handicapped parking stall has now been included closer
to the north entrance to the building. He further stated a
monument site has been planned at the north entrance.
Mr. Maiorello reviewed the building floor plan, illustrating the
traffic pattern with entrances on both the north and south to a
central lobby area framed by chapel rooms. The central lobby has
a 10 X 10 skylight and fireplace. The chapel rooms are
approximately 34 X 36 1/2 feet and can be expanded to 75 feet in
length. The garage area has room for three cars and a flower
receiving room. There will be stairs with access to the roof and
storage areas above the garage. He further noted each room has
its own emergency exit. He also stated that both the north and
south entrance to the building is covered by a 22 X 25 foot
canopy.
Mr. Joseph Zgonina of Marchris Engineering reviewed the
engineering plan. He stated access to the site will be provided by
the existing driveway on Buffalo Grove Road which is currently a
four-lane divided facility. In front of the site is a full median
which will allow left turn lanes into the site and left turn
movements for vehicles that are using the facility for funeral
processions can easily mount the mountable median and gain access
to the property. The existing driveway apron will be utilized and
the existing easement will provide access to the existing single
family homes located south of the property as well as the existing
single family home located east of the parcel.
Mr. Zgonina stated the site plan has been prepared to minimize the
conflicts between pedestrians and vehicular traffic on the site.
Full access is provided along the south property line in order for
the vehicles to gain access to the parking areas located east of
the proposed building as well as along the north property line.
He stated the site plan has been reviewed by staff and
representatives of the Lake County Division of Transportation and
only one access point will be allowed to the property. He stated
they are presently working with the County in order to gain
permits to the property. However, the County will not issue a
permit until final engineering plans have been approved by the
Village. He further noted there is no problem with any line of
sight for traffic moving in and out of the driveway to Buffalo
Grove Road.
Mr. Zgonina said the property will utilize existing utility stubs
from the Deerfield Bakery to the north as well as the storm
drainage system within the Buffalo Grove Town Center located east
of the subject property. He noted the proposed sanitary sewer

connection which will be connected from the proposed funeral home
to an existing stub in the easement located on the east side of
the Deerfield Bakery. In addition, municipal water will be
brought in from an existing 12 inch main located along the east
side of Buffalo Grove Road.
Mr. Zgonina stated a storm sewer system will be provided within
the proposed parking lot. The discharge will be into a detention
facility on the east side of the property. The stormwater will be
collected in accordance with the requirements of the Village of
Buffalo Grove as well as the Lake County Division of
Transportation and Illinois Department of Transportation. A 100
year storm storage facility will be provided with 3: 1 side slopes
which are easily maintainable and a minimum of one percent slope
on the bottom floor of the retention pond with an underdrain
system to collect stormwater to eliminate standing water. The on
site storm sewer system within the development is proposed to be
12 inches and a 2 inch restricted outlet for the control of
stormwater from the property. Therefore, there will be no
stormwater runoff generated by the development that will discharge
either onto the public right-of-way on Buffalo Grove Road or any
of the adjacent properties.
Mr. Zgonina stated the proposed development parcel can be
constructed meeting the requirements of subdivision control
ordinance of the Village of Buffalo Grove as well as the
requirements of any and all governmental agencies that have
jurisdiction over this project.
Mr. Adolph Schumann of Sente & Rubel Ltd, reiterated that the
building will be built according to code. He noted they are aware
of ADA requirements and will be conforming to said code.
Commissioner Krug inquired if the cross section of the detention
area meets with Village requirements.
Mr. Kuenkler stated yes.
Commissioner Krug asked if there is an easement for the stormsewer
connection to the existing 48 inch stormsewer.
Mr. Zgonina stated there will be an easement across the single
family home located east of the parking lot. He further stated
the final engineering drawings will show an easement between the
subject property and the point of connection to the 48 inch sewer.
Commissioner Krug noted the emergency door located at room 103
will interfere with anyone existing room 104. He noted the door
should be moved to the other end or put in at room 105.
Commissioner Rosenston asked that the amount of anticipated
activity for the funeral home be reiterated for the public.

Mr. Maiorello stated there would be approximately 3 to 5 funerals
per week at this location with varying numbers on different days.
He noted that the facility will have the capacity to serve four
funerals at any one time.
Commissioner Rosenston asked for a response to the letter
submitted by the Deerfield Bakery dated October 5, 1994.
Mr. Maiorello stated the number of parking spaces available at the
funeral home noted by Mr. Schmitt is undetermined and may have
been insufficient.
Commissioner Rosenston asked if the number of parking spaces for
the proposed facility would be adequate to cover four funerals at
one time.
Mr. Maiorello stated yes. He noted people do not stay for the
entire time and therefore people are in and out constantly.
Commissioner Rosenston asked if there are any plans to change the
mountable median on Buffalo Grove Road to a striped median with
left turn lanes.
Mr. Kuenkler stated the County will probably prefer to keep the
median as is.
Mr. Maiorello stated that Betsy Cannon of the County Division of
Transportation has indicated that the traffic generated by this
use would not warrant any further improvements to Buffalo Grove
Road.
Commissioner Rosenston asked for further explanation for the
requested right-of-way variance.
Mr. Maiorello stated they are proposing to dedicate 12 feet of
right-of-way at the north edge of the site which is the same as
was required of the Deerfield Bakery.
Commissioner Rosenston stated he is not particularly pleased with
the overall design of the building which does not seem to fit in
with the surrounding area or the Town Center in particular.
Vice Chairman Goldspiel stated it might help if there was an
explanation of the materials to be used for the building.
Mr. Maiorello stated they have tried to match the design of the
Deerfield Bakery as well as the church. He stated the building is
a Swiss style building with asphalt shingles and rock face brick.
He noted the Town Center retail building faces another direction
and does not really impact the proposed development in design.
Commissioner Samuels asked if all the requirements for a Special

Use had been met.
Mr. Maiorello reviewed the Special Use requirements and stated
this development is the lowest impact use for this site.
Commissioner Samuels asked if there would be any retail sales as
part of this facility.
Mr. Maiorello stated there would be the sale of caskets and burial
vaults.
Commissioner Samuels asked what kind of revenue the business
generates.
Mr. Maiorello stated they pay approximately $2,500 to $3,000 in
taxes to the State per month at their funeral home in Elk Grove
Village.
Commissioner Samuels asked which easement is to be reserved for
future connection of the parking lot to the bakery lot.
Mr. Pfeil stated the Village has the option on the Deerfield plat
to choose either of two easements. Mr. Maiorello has indicated
the easement which is actually feasible for this purpose.
Commissioner Samuels also stated the architecture appears too
pointy and something should be done to soften the look.
Commissioner Berman inquired if the proximity of the septic field
on the property to the east to the detention basin poses any
problems.
Mr. Zgonina stated the septic field location poses no problems.
He stated they had checked this out with the Lake County Health
Department and were told the location meets all requirements.
Commissioner Berman asked how the parking to floor ratio compares
to other similar facilities.
Mr. Zgonina stated based on the size of the facility and the size
and number of chapels proposed this facility is consistent with
many other funeral homes.
Commissioner Berman inquired about specific landscaping for the
homeowner on the south property line.
Mr. Maiorello stated the house east of the detention basin has
existing three foot high shrubs and a five foot high fence is
being proposed for screening. The home to the west of the
property has existing five foot high shrubs all across the
property. He further noted lighting for the facility will be very
low level and will not interfere with the existing homes.

Commissioner Berman asked if there had been any discussions with
these two homeowners.
Mr. Maiorello stated there had been some discussion and he noted
Mr. Firnbach prefers shrubs instead of a fence for screening.
Commissioner Moons asked for a restatement of funeral procession
lineups since the relocation of the retention basin.
Mr. Maiorello explained that procession traffic would be lined up
on the north side of the site and then be directed south to the
driveway leading to Buffalo Grove Road. The parking on the north
side would not be used when a procession is being organized.
Commissioner Moons asked for clarification of the landscaping on
the north end of the parcel in response to the letter from
Deerfield Bakery.
Mr. Maiorello stated the existing trees and shrubs between the two
properties will be pruned and the overgrown area will be cleaned
out.
Mr. Jim Firnbach, 20127 Buffalo Grove Road, stated he did not want
a fence for screening and preferred trees for screening.
Mr. Maiorello stated he would be agreeable.
Vice Chairman Goldspiel asked if that would comply with any
Village design requirements.
Mr. Pfeil stated the obligation of the ordinance is basically to
provide a screen six feet in height. He noted the intent is to
give a solid visual screen.
Debbie Kny, 24139 Buffalo Grove Road, asked what impact a funeral
procession would have on the driveway access.
Mr. Maiorello stated access would always be open for the
residential properties served by the driveway to Buffalo Grove
Road.
Joe Firnbach, 20127 Buffalo Grove Road, noted the mailboxes will
be in the 20 foot access easement.
Mr. Zgonina stated the access will be available and useable. He
stated the easement is only a legal document giving the right of
access across the funeral home parking lot to get to their
property. He further reiterated the driveway and road will be
open and the mailboxes will remain in place and there will be no
interruption in service.
Vice Chairman Goldspiel asked if the 20 foot easement will be

paved.
Mr. Zgonina stated all the gravel which is there now will all be
eliminated and a paved driveway will be constructed with curbs and
gutters. The curb will end at the westerly most driveway on the
southeast corner of the funeral home property. He stated that all
three homes will have their driveways intersect with the internal
circulation aisle of the funeral home.
John Kny, 20139 Buffalo Grove Road, asked who would be responsible
for snowplowing.
Mr. Maiorello stated the funeral home will be removing snow.
Jim Firnbach asked if water would run toward the single family
homes.
Mr. Zgonina stated the Village code requires that no water from a
development parcel run unrestricted onto someone else's property.
He stated all the water from the funeral home is directed inward
to a restricted outlet in the basin and then a pipe outlet directs
the water to the 48 inch sewer outlet.
There being no further comments or questions from anyone else
present, Vice Chairman Goldspiel closed the public hearing at 8:40
p.m.

APPROVAL OF MINUTES
Moved by Commissioner Moons, seconded by Commissioner Berman to
approve the minutes of the regular meeting of September 21, 1994.
All Commissioners were in favor of the motion and the motion
passed unanimously with Commissioner Krug abstaining.
COMMITTEE AND LIAISON REPORTS
Commissioner Berman attended the Village Board meeting on October
3, 1994 and stated the following items were discussed:
1. Approval of minor amendment to ordinance for Town Place to
allow Red Seal to commence development of town homes, allowing
four units to extend four feet into the setback area
2. Discussion regarding TIF with approval of latest bond
refinancing proposal
3. Referral of Wisconsin Commuter rail station project to the
Plan Commission

Moved by Commissioner Samuels, seconded by Commissioner Berman to
recommend approval to the Village Board of the petition for
annexation with zoning in the B-5 Town Center Planned District,
approval of a Special Use and Preliminary Plan, and amendment of
Section 17 .44.060.C.e. of the Buffalo Grove Zoning Ordinance to
allow a funeral home as a Special Use in the B-5 District, with
the following variations: DEVELOPMENT ORDINANCE - Section
16.50.070 .D.2 . (to allow a right-of-way of less than 54 feet from
the centerline of Buffalo Grove Road) ; ZONING ORDINANCE - Section
17 . 44. 060.D. 1.b. (to allow a lot area of 2 .09 acres instead of 10
acres in the Commercial Sub-district of the B-5 District) ; Section
17. 44 . 060 .D. 1.k. (to allow a south buffer yard area of less than
25 feet abutting a residential boundary line) , subject to:
1. Elimination of fence as shown on the Preliminary Plan dated

Commissioner Samuels stated the petitioner had done an excellent
job in the review process. He noted the petitioner had
established the required factors governing a Special Use pursuant
to the ordinance with adequate testimony as well as a lack of
objection from any adjacent property owners. He stated his only
reservation is the aesthetic appeal of the building design.
Commissioner Krug stated his concurrence with Commissioner Samuels
Buffalo Grove Plan Comm-Regular Meeting-October 5, 1994-Page 2
and further stated he welcomes the funeral chapel which will be an
appropriate service for the community.
Vice Chairman Goldspiel called for a vote on the motion and the
vote was as follows:

sheets and dated September 30, 1994, subject to:
1. Showing public access easement location on the face of the

Vice Chairman Goldspiel asked if the plat had been reviewed for
conformance and closure.
Mr. Kuenkler stated the plat complies and closure has been
verified.

PROPOSED METRA COMMUTER TRAIN STATION AND PARKING AREA, LOT 49
COVINGTON CORPORATE CENTER AND ADJACENT COMMONWEALTH EDISON
PROPERTY, COMMERCE COURT SOUTH OF BUSCH PARKWAY - SPECIAL USE IN
THE INDUSTRIAL DISTRICT AND APPROVAL OF A PRELIMINARY PLAN --
WORKSHOP #1
Mr. Lee Szmborski, Assistant Village Manager, stated the purpose
of the meeting is to review the site plan and architectural plans
for the Wisconsin Central railroad project and to seek a Special
Use and approval of a Preliminary Plan for the commuter station
located at Lot 49 in the Covington Corporate Center. The site is
Buffalo Grove Plan Comm-Regular Meeting-October 5, 1994-Page 3
approximately 3.5 acres adjacent to the Pace Park-and-Ride.
Mr. Szymborski stated the Village is acting as general contractor
for the project and introduced the entire design team. He
reviewed the project timeline, stating it will be largely
determined by Metra who is seeking an opening date of April, 1996.
He noted the parking lot construction is planned for the summer of
1995 .
Mr. Szymborski noted this project represents at least ten agencies
involved in this project as well as the nine other communities
involved in the rail line.
Mr. Szymborski stated MTI Construction Services will be working
with both the Village of Buffalo Grove and the Village of Wheeling
on the construction of the project and this will gain some savings
for the Village.
Mr. Szymborski noted that Pace bus will discontinue the bus route
from Buffalo Grove to the Deerfield train station using the
facility as a drop off point for the Buffalo Grove station.
Mr. Szymborski noted the minimum project requirements for parking
and square footage of the depot have been set by Metra and are
based on projected boardings. He stated boardings from Buffalo
Grove in 1998 are estimated to be at 350, with a parking facility
requirement of 320 spaces. By the year 2010, projected boardings
of 500 are anticipated with parking requirements of 450 spaces.
He noted the proposed development is calling for parking capacity
for 452 vehicles. The Village's goal is to provide at least 25
percent of that parking to be set aside for Buffalo Grove
residents only. He stated this is a contractual compromise they
have reached with Metra.
Mr. Szymborski stated the proposed depot will be an 1100 square
foot building which meets the design preferences expressed by the
Village Board, Plan Commission and residents. The type of
amenities most people favored were for coffee and newspaper retail
services only.
Mr. Robert Hamilton of Gewalt Hamilton Associates reviewed the
plan stating that presently the Pace bus picks up passengers for
transport to the Deerfield station. He stated Pace has agreed to
use the same flat fee charge on the Pace lot as that for the new
parking area being built by the Village. He noted the constraints
on the property, including the stormwater pond. The Commonwealth
Edison right-of-way has some severe guidelines concerning
improvements such as curbing and stormwater storage on its
property.
Mr. Hamilton stated that signalization of the intersection of
Busch and Commerce Court is part of the overall project. The

existing rail crossing on Busch Parkway does not have traffic
control gates and in order to signalize the intersection their
strong recommendation and IDOT policy is that gates be installed
and linked to the traffic signal.
Mr. Hamilton noted that at the south end of the Pace lot there is
a direct connection to the inbound access to the lanes which will
carry passengers in to the short term area. There will be a fair
amount of "kiss and ride" traffic and it is important to make this
movement as smooth as possible. Short term and handicapped spaces
will be located close to the station. The most active entrance
for passengers parking and riding is located further down Commerce
Court. It is set up so that the pedestrians and the vehicles will
not mix.
Mr. Hamilton pointed out the proposed bikepath which abuts the
existing bikepath as well as a bike storage area.
Mr. Hamilton stated the utility services to the train station will
utilize existing water and sewer lines running about 30 feet from
the proposed building and a fire hydrant will be at the entrance
for improved fire protection.
Mr. Hamilton stated a detailed topographic survey was conducted of
the two lakes constructed by Covington Corporate Center and it was

determined that the lakes are slightly larger than the actual
water storage demand. He stated that the high water level will
need to be raised by three inches to accommodate the drainage from
the proposed parking area. This modification will not impact
drainage for adjacent properties. The southeastern end of the
southern lake is an island which means the bank edge will need to
be raised up an additional six inches.
Mr. Hamilton further stated lighting in the Commonwealth Edison
lot is restricted concerning the height of poles. They will only
allow a maximum of 14 foot poles which will require more fixtures
than usual for a parking lot of this size. In addition the
Commonwealth Edison will not allow raised curbs for the islands.
They want to protect their ability to put other utilities through
the facility as well as drive their trucks through the facility.
Therefore there cannot be raised curbs or landscaped islands.
This will, of course, be easier for snowplowing purposes. Staff
has suggested that the same amount of landscape be provided on the
surrounding area. He noted there is a six inch barrier curb on
the base lot which can be extended along the pond to keep people
from driving into the pond.
Mr. Rob Schwarz of Klaus Schmechtig Company stated the proposed
landscape design uses a geometrical landscape plan with plant
material not to exceed 14 feet in height. Trees will be staggered
to screen light standards. There will be landscaping on the
perimeter of the pond allowing views of the pond on one side by

using fewer trees. He noted there are six existing trees on the
northeast corner of the pond which will be maintained. The far
side of the pond will have heavier landscaping.
Mr. Schwarz stated the landscaping around the depot will have a
shade tree and three Austrian pines of varying heights. The entry
will be framed by two Japanese tree lilacs. The intent here is to
prevent people from walking through the beds to take the shortest
route. He also stated there is the possibility of having a
retaining wall.
Mr. Lawrence Kahn of Bernheim Kahn & Elisco stated the proposed
depot will be 1100 feet and designed to be maintenance free. The
structure will have a cement shingled steel roof and the building
will meet the ADA code. The building will be prairie style with a
large overhand to protect people from inclement weather. He
further noted Metra has requested a timer and security locks on
the building.
Commissioner Rosenston asked who will be maintaining the parking
lots and making sure fees are paid.
Mr. Szymborski stated the Village will be responsible for the
collection of fees. He further stated they have not yet decided
whose job it will be to monitor this activity.
Commissioner Rosenston asked who will be monitoring the inside of
the station and maintaining the interior of the building.
Mr. Szymborski stated all maintenance of the building will be the
builder' s responsibility and maintenance of the platform will be
the responsibility of Metra.
Commissioner Rosenston noted concern with only two bathrooms
facilities for the amount of anticipated traffic.
Commissioner Berman stated he is a commuter and he has never seen
a problem at either the Deerfield or Arlington Heights stations
concerning bathroom space. He noted that Metra trains have
bathroom facilities.
Commissioner Samuels stated he will not support this project
without a gated crossing on Busch Parkway.
Mr. Szymborski stated gates will be installed as per discussions
with Metra.
Commissioner Samuels stated he would like to see the building
overhang as large as possible to shield people from the weather.
Commissioner Samuels asked if the building would have heat and air
conditioning.

Mr. Szymborski stated there are plans for both.
Commissioner Samuels asked that the overhang heating elements be
concealed. He asked if snow removal would take away any parking
spaces.
Mr. Hamilton stated snow will be herded toward the empty lot.
Commissioner Samuels asked if there would be any benches available
for seating in the building.
Mr. Kahn stated there would be some limited seating.
Commissioner Samuels asked if it would be possible to have a brick
paved walkway leading up to the station.
Mr. Szymborski stated this is part of the Village's intention.
Mr. Kahn suggested it may be possible to use a textured or
patterned concrete for the walkway.
Commissioner Samuels asked that future commercial endeavors at the
station not be ignored.
Mr. Kahn stated that past experience at other stations such as
Westmont have proven such spaces to be difficult to lease and
additionally, the Village survey does not seem to support any such
needs.
Commissioner Berman asked that consideration be given to a path
for a coffee vendor to park at.
Mr. Szymborski stated they are not cutting out any retail project
for good.
Commissioner Berman asked if the proposed building would be easily
expandable as the demand grows.
Mr. Kahn stated the square footage had been decided by a committee
and 1100 square feet was thought to be sufficient for commuter
travel.
Mr. Szymborski stated the size of the building is really a site
constraint issue.
Commissioner Berman asked if Commonwealth Edison would be able to
come in at any given time and tear up part of the parking lot for
an extended period of time.
Mr. Szymborski stated that issue would need to be included in the
lease agreement. He further noted this is something that will be
negotiated after all the committee reviews are concluded.

Mr. Hamilton stated all leases with Commonwealth Edison at other
locations have been trouble free.
Commissioner Krug noted the need for taxi stands as well as
several phone booths.
Vice Chairman Goldspiel asked if the Wisconsin Central Railroad is
still considering double tracking.
Mr. Hamilton stated the railroad is planning on double tracking,
but it will be up to Buffalo Grove.
Vice Chairman Goldspiel asked if the large drainage ditch astride
the platform is taken care of.
Mr. Hamilton stated it will be taken care of by Metra. Initial
plans are to fill a portion of the ditch right at the platform and
then to carry the ditch out to discharge into the proposed
detention basin.
Vice Chairman Goldspiel noted concern with the ditch and asked
that it be given careful consideration.
Vice Chairman Goldspiel stated it seemed to be a detriment to have
the station so far from the bus depot. He further noted the
station should have more visibility and identification since it
has been so long awaited.
Vice Chairman Goldspiel noted the need for a separation of the
bikepath from the parking lot with some kind of curb.
